Former Tulane quarterback Darian Mensah has already found a new program in Duke, while Mississippi State's Michael Van Buren Jr., Wisconsin's Braedyn Locke and Cal's Fernando Mendoza are exploring changes of their own in the transfer portal. Mensah, a redshirt freshman with three years of eligibility remaining, told ESPN on Wednesday he has transferred to Duke. He attended the Blue Devils men's basketball game against Incarnate Word on Tuesday night. The Blue Devils (9-3) will face Mississippi in the Gator Bowl, but without 2024 starting quarterback Maalik Murphy and backup Grayson Loftis, who also entered the portal. He threw for 1,886 yards on 55% passing with 16 total touchdowns and seven interceptions for the Bulldogs (2-10, 0-8 Southeastern Conference). He took over as the starter when Blake Shapen suffered a season-ending shoulder injury in a 45-28 loss to Florida on Sept. 21. Shapen has said he plans to return next season. A recent study analyzing the “consumer purchase response” to existing e-bike incentive programs suggests that these programs could be more equitable, cost-effective, and efficient if they begin with the end in mind. In essence, starting out with clear and well-defined goals for incentive programs is necessary for designing, funding, and implementing them with maximum effectiveness. The study, “ Consumer purchase response to e-bike incentives: Results from a nationwide stated preference study , ” was published in the journal ScienceDirect this past April, with the authors stating in its Abstract that it is “among the first to experimentally analyze prospective purchase behavior of e-bike consumers to assess price sensitivity, behavioral response to incentives, and consumer value of e-bike attributes.” “Purchase incentives offset the price of an e-bike for consumers, with the goal of increasing e-bike adoption and ownership. While programs initially offered incentives of $300 or less, amounts have progressively increased over time. The 2023 legislative cycle has seen a notable expansion in state- and province-level purchase assistance programs, as well as the re-introduction of a proposed federal tax credit known as the “E-BIKE” Act. Despite the growing funding allocated to e-bike purchase incentives, there is little evidence as to their cost-effectiveness or optimal design.” Some of the results of the study are pretty straightforward, and perhaps no-brainers: Point-of-purchase discounts are more cost-effective than rebates or tax credits for stimulating additional e-bike adoption Cost-effective e-bike incentives require equivalent amounts provided across standard and cargo e-bike types, and require the largest incentives be provided to those in the 200–300% FPL (Federal Poverty Level) income range However, one finding that really stood out was this (emphasis added): “[W]e find that even when e-bike incentive programs are designed cost-effectively, the costs per ton of CO2 reduced still far exceed those of alternatives or reasonable social costs of GHG emissions . We conclude that the argument for allocating public funds for e-bike incentive programs must be based on the co-benefits of e-bike travel and ownership, and not solely on GHG reduction. For example, “it takes about $4,000 worth of incentives to induce that extra e-bike purchase,” which far exceeds the benefits gained by displacing carbon emissions due to the adoption of that e-bike. As we are likely to see a lot of political pushback on any and all government incentive programs for cleaner transport and energy in the US in coming years, using the findings of this study — and others like it that may follow — could be a key element in designing and funding effective programs in the near future. A future that uses quantum computing is not far off — but not quite here either. When it does arrive, it will ultimately render the methods we use to encrypt information useless. And while some organizations and businesses may be slow to act, bad actors are already preparing, stealing large amounts of encrypted data and putting it on hold until a later date, when quantum capabilities become available and allow them to decrypt it. These attacks are known as harvest now, decrypt later (HNDL) attacks — and they pose a serious threat in the future, should bad actors gain access to quantum computers and find the means to actually use them. "What we need is a new way for us to be able to encrypt data which protects that data now and in the future as well," says Frey Wilson, co-founder and CTO at Cavero Quantum. Cavero has created a cryptographic system that uses symmetric keys in two different ways, one using computation complexity and the other using an information theoretical method. The latter typically uses physical resources, but Wilson notes that Cavero achieves it by using the properties of random numbers . "If you can create two correlated data sets and ensure that any third data set is correlated [but] not in the same way as the initial two, then from the correlated data, you can use essentially low entropy sections of that data to be able to generate a key mutually," says Wilson, ahead of a Black Hat Europe 2024 briefing on the approach. Passkeys fall under the category of asymmetric keys, a cryptographic method of encrypting and decrypting data. The risk with this, however, is that passkeys are limited within their own ecosystems, such as Apple or Amazon, unable to cross-correlate with other ecosystems. "Because this key is sent from a central server initially, there's a moment that the key is in transit to get to a device," says James Trenholme, CEO of Cavero Quantum. "It has the potential to be hacked or viewed by a third party." Cavero aims to solve this problem by providing a solution that doesn't share any information publicly. Keys are mutually generated for each party using the correlating numbers mechanism, so that even if a threat actor is watching the exchange in the middle, they are unable to gather enough information to calculate or intercept the key, Trenholme adds. Wilson says the solution, which uses smaller key sizes and is deployable on any device regardless of the size, is unique in its approach. "This is based off a body of work that has existed here that we’ve taken, and we've expanded on. It just so happens that we've taken it in a direction that's been slightly different to other people." Wilson plans to go into detail on that at Black Hat Europe, noting that "it's a new way of looking at the methodology that sits underneath it." Going forward, the pair would like to see Cavero's keys used as the cornerstone in many, if not all, types of communications. And while its natural for a CEO to say this about their company's product, it seems as though Cavero's keys are in the best interest of communications processes in the name of privacy and security. Some industries will benefit from Cavero's technology sooner than others, like those that manage high-value data or have a long-term data source. "We'd like to see it used in every kind of communication, whether it be a voice call, a message, a data transfer, logging applications, the list goes on," says Trenholme, including telecommunications, defense, financial services, identity frameworks, and more. While women will fill a record number of state legislative seats in 2025, the overall uptick will be slight, filling just over third of legislative seats. Races in some states are still being called. "We certainly would like to see a faster rate of change and more significant increases in each election cycle to get us to a place where parity in state legislatures is less novel and more normal," said Kelly Dittmar, director of research at the CAWP, which is a unit of the Eagleton Institute of Politics at Rutgers University. As of Wednesday, at least 2,450 women will serve in state legislatures, representing 33.2% of the seats nationwide. The previous record was set in 2024 with 2,431 women, according to the CAWP. The most notable increases were in New Mexico and Colorado, where women will for the first time make up a majority of lawmakers. In New Mexico, voters sent an 11 additional women to the chambers. Colorado previously attained gender parity in 2023 and is set to tip over to a slight female majority in the upcoming year. The states follow Nevada, which was the first in the country to see a female majority in the legislature following elections in 2018. Next year, women will make up almost 62% of state lawmakers in Nevada, far exceeding parity. Women in California's Senate will make up the chamber's majority for the first time in 2025 as well. Women also made notable gains in South Dakota, increasing its number by at least nine. This year, the only three Republican women in the South Carolina Senate lost their primaries after they stopped a total abortion ban from passing. Next year, only two women, who are Democrats, will be in the 46-member Senate. No other state in the country will have fewer women in its upper chamber, according to the CAWP. Women make up 55% of the state's registered voters. Half the members in the GOP dominated state were elected in 2012 or before, so it will likely be the 2040s before any Republican woman elected in the future can rise to leadership or a committee chairmanship in the chamber, which doles out leadership positions based on seniority. A net loss of five women in the legislature means they will make up only about 13% of South Carolina's lawmakers, making the state the second lowest in the country for female representation. Only West Virginia has a smaller proportion of women in the legislature. West Virginia stands to lose one more women from its legislative ranks, furthering its representation problem in the legislature where women will make up just 11% of lawmakers. Why it matters Many women, lawmakers and experts say that women's voices are needed in discussions on policy, especially at a time when state government is at its most powerful in decades. Walsh, director of the CAWP, said the new changes expected from the Trump administration will turn even more policy and regulation to the states. The experiences and perspectives women offer will be increasingly needed, she said, especially on topics related to reproductive rights, healthcare, education and childcare. "The states may have to pick up where the federal government may, in fact, be walking away," Walsh said.
