Next year, the cost of parking in the most expensive blue zone in Vilnius could rise to 4 euros per hour (from 2.5 euros currently). The municipality says the changes are long overdue. According to the proposal, from July next year, the parking fee in Vilnius’ blue zone would increase from €2.5 to €4 per hour, in the red zone from €1.5 to €2.5 per hour, in the yellow zone from €0.60 to €1 per hour, and in the green zone from €0.30 to €0.50 per hour. The white zone would also be introduced further away from the city centre at €0.20 per hour. “Currently, parking prices in Vilnius are among the most affordable in the European Union: the cheapest zone has the lowest rate among EU capitals, while the most expensive zone also remains one of the lowest (half the price of Riga and Tallinn),” the municipality said. But is it true? The most expensive place in Europe to leave a car is the centre of Amsterdam, which costs €7.5 per hour. Copenhagen and Tallinn are also expensive, with a €6 charge in their most expensive parking zones. But there are some cities where it is cheaper to park even in the centre. In Sofia, Athens, and Warsaw parking costs €1 per hour in the most expensive zone. The European average is similar to the current price in Vilnius’ blue zone – between €2 and €3. When comparing parking prices in the cheapest zones, Vilnius is indeed the leader. The overall average for the cheapest zones in EU capitals is around €1, with only Helsinki at €2. According to Jonas Damidavičius, Head of Mobility Transformation at the municipal company JUDU, the comparison with other cities is only part of the reasoning behind the change in pricing policy. “We have compared with foreign countries what pricing and principles they apply; we have taken stock of where Vilnius is among other European capitals and cities, and that is what we have come up with,” he said. But the main motivation, he stressed, was to reduce parking occupancy. It is particularly high in the Old Town, where almost 100 percent of the spaces are always occupied, while the aim is to maintain 70 percent occupancy. “When the occupancy rate of parking spaces in the city is approaching or exceeding 85 percent, we need to take steps to reduce the occupancy rate somewhat, to maintain a threshold so that if you want to park your car, it does not cause additional congestion and pollution, so that everyone finds a space,” said Damidavičius. This will mark the third game this season that each player has been elevated from the practice squad, and must be signed to the active roster, instead of being elevated, to keep playing for the team after this week. Addington is Miami’s third long-snapper after Blake Ferguson was placed on the reserve/non-football illness list on Oct. 19. Addington replaced Matt Overton on the practice squad, who started three games but was released after Miami opted not to sign him to the 53-man roster. Carman, a former second-round draft pick, spent three-plus seasons with the Cincinnati Bengals before Miami signed him to the practice squad on Sept. 17. He’s played 11 special teams snaps over the last two weeks. But if you’re the type of person who does everything to the max, investing in your future retirement now could be a game changer. In 2024, you can invest up to $23,000 into your 401(k) retirement plan as per IRS contribution limits. If you’re over 50 and need to play catch-up, you can invest an extra $7,500. That means your total possible contribution for 2024 is $30,500. If that seems like a lot, it is. But you don’t have to max out your contributions if you can’t afford it. Employer matching can help. In 2025, you can invest $23,500, bringing your possible contribution up to $31,500. If you’re over 50, the catch-up contribution remains at $7,500 for 2025. But a huge change was made in SECURE 2.0 for employees aged 60 to 63 who participate in workplace retirement plans. Starting in 2025, this super catch-up contribution limit is $11,250 instead of $7,500.  Figure out how much you contributed. If you’ve contributed as much as possible for the year, you’re in good shape going into 2025. If you’re not sure, you changed jobs or haven’t contributed consistently in 2024, you still have time to make adjustments to max out your 401(k) contributions for the year. Check your employer’s match. Employer matching is a job benefit not to be overlooked. After all, for every dollar you save in your 401(k), your employer matches your contributions dollar-for-dollar or offers a partial match up to a certain percentage of your wages. Knowing where you stand can help you make the most of this opportunity. For example, let’s say you earn $50,000 per year and contribute $3,000 to your 401(k), or 6% of your salary. If your employer offers to match 50 cents of each dollar you contribute up to 6% of your pay, they would add $1,500 each year to your 401(k) account, boosting your total annual contributions to $4,500. Look at your budget. Maxing out your 401(k) is always a good move. However, retirement planning can be a balancing act; sometimes, your budget is downright against it. If you have high debt or no money set aside for emergencies, you may want to hold off a bit. That doesn’t mean you shouldn’t contribute to your retirement plan at all. Maintaining contributions is important, even if it means not maxing it out. Still, if you wait too long to save, you’ll have to play catch-up. If you save too much, you may have to tap into your account early, which can mean early withdrawal penalties if you are under age 591⁄2. Boost your contributions. If you have enough cash stashed away to cover a large lump sum contribution to your 401(k), you could max out your 401(k) contributions before the end of the year. You can do this by increasing the percentage you contribute monthly from your paycheck. You’ll want to speak with your employer or HR department to see if this is possible and fill out the necessary paperwork. Keep in mind that how often you increase it or even if you can will depend on your plan rules. You may also want to check to be sure your contributions are still automatic. Since it’s usually easier to save money if it’s automatically deducted from your paycheck, it may be worth reviewing your budget to see if you can boost your contribution amount to max out your 401(k). If you haven’t set up automatic payroll contributions, now is a good time to do so. Maxing out your 401(k) has some clear benefits. This is especially true if you’ve fallen behind on your savings goals or you simply want to grow your retirement nest egg faster. The main advantage is that you’ll have more money saved for retirement. According to Northwestern Mutual’s 2024 Planning & Progress Study, most retired Americans believe they will need nearly $1.5 million in the bank to retire comfortably. That’s a 15% increase — which far outpaces the 3% to 5% inflation rate — over 2023 and is up 53% from 2020. The money you put into your 401(k) lowers how much you’ll pay in taxes for the year, which may put you in a lower tax bracket. Also, 401(k) investments grow tax-deferred, so you won’t pay taxes on the money until you withdraw the funds in retirement. If you have a Roth 401(k), you don’t get a tax break on contributions because you fund your account with after-tax dollars. But the money you contribute grows tax-free and you won’t pay any taxes on your withdrawals in retirement. Maxing out your 401(k) each year may not be enough to retire comfortably, but it is a great start. MINNEAPOLIS -- Austen Cashman returned from Chicago to his Twin Cities roots for the holidays. Sunday was his 10th day back home. He was an early attendee along with family and friends for Sunday’s Vikings-Green Bay showdown in U.S. Bank Stadium. “We get here early in order to watch Blake work out on the field, and that’s also where the Vikings come out to be introduced,” Kory Thomas said. That would be Blake Cashman, former Eden Prairie High great, former Gophers standout, former much-injured New York Jet, former productive Houston Texan, and now an indispensable inside linebacker for the Vikings. Thomas is married to Blake’s mother, Corinne. Father Steve Cashman also was in the house with another collection of Vikings (and Blake) backers. “There probably will be 30 or 35 of us altogether,” Corinne Thomas said. Among those interested in getting a pregame look at Blake was Austen, his kid brother by one year. That is because during these 10 days in the Twin Cities he had spent no time with his brother. “I’ve been staying at the house and taking care of Blake’s dog, but I haven’t seen him,” Austen said. “Blake lets us all know ahead of time: There’s no Christmas involving him when there’s a game to be played, and especially a big game like this one against the Packers.” So go ahead and open gifts and drink a bit of eggnog, but Blake Cashman won’t be involved. He will be watching “tape” to get ready for Green Bay. “I can say this, and not because he’s my brother,” Austen said. “Blake is the most competitive person I know. He never stops — working out, preparing for a game." Considering the one year in age difference, were there a few tussles around the home? Corinne smiled at the question, and Austen offered this: “There were way too many of those. I wound up with a broken hand once when Blake decided I had done a terrible job vacuuming the basement.” Did this truly happen? “Yes, Blake and Austen got into it about doing the job right — owning your responsibilities and doing your best," Corinne said. ”Blake has been intense in everything he does. For him, 100 percent is the minimum." Which probably explains Cashman putting behind original walk-on status and three years of injuries with the Jets to become this valuable in his sixth season as an NFLer: The Vikings had their two-game losing streak to Detroit and the Los Angeles Rams in late October, and part of the explanation offered by coaches was that Cashman was missing with an injury. The reports from the Eagan complex were that Cashman was a playmaker, yes, but also vital in positioning others to make plays. Mike Grant, the Eden Prairie coaching legend, has found himself unsurprised by Cashman’s contribution to this phenomenal Vikings season — 14-2 after Sunday’s 27-25 victory over the Packers, twice the number anticipated preseason in sports books. Eden Prairie was rolling to four consecutive state titles (2011-14) as Cashman ended his high school career in 2014. The last of those came 28-27 against potent Totino-Grace, with Cashman moving to receiver to catch a 24-yard touchdown pass and then leading a charge to stop Grace’s try for a winning two-point conversion. “Blake might not like it when I say we had better athletes, more gifted players physically, but that’s true,” Grant said. “What he always did was make plays. He was a very good athlete, but most of all, he had a quick-twitch mind. “You see players that are in between, not out of the play, but not really in it. Blake Cashman ... for us, for the Gophers, and now the Vikings: He’s in the middle of the play.“ That was the case late Sunday afternoon and into the evening. The Packers put up the last 15 points, putting a dent in what had been a Vikings domination. Still, it was never really a nail-biter, and now the Vikings can go to Detroit next week and take the No. 1 seed in the NFC with a win over the Lions. They reveal that the Irish Government wanted to appeal to the UK side against “manipulating” every scenario for favourable election results in Northern Ireland, in an effort to protect the peace process. In the years after the landmark 1998 Good Friday Agreement, a number of outstanding issues left the political environment fraught with tension and disagreement. Mr Trimble, who won a Nobel Peace Prize with SDLP leader John Hume for their work on the Agreement, was keen to gain wins for the UUP on policing, ceasefire audits and paramilitary disarmament – but also to present his party as firmer on these matters amid swipes from its Unionist rival, the DUP. These issues were at the front of his mind as he tried to steer his party into Assembly elections planned for May 2003 and continue in his role as the Executive’s first minister despite increasing political pressure. The documents reveal the extent to which the British and Irish Governments were trying to delicately resolve the contentious negotiations, conscious that moves seen as concessions to one group could provoke anger on the other side. In June 2002, representatives of the SDLP reported to Irish officials on a recent meeting between Mr Hume’s successor Mark Durkan and Prime Minister Tony Blair on policing and security. Mr Blair is said to have suggested that the SDLP and UUP were among those who both supported and took responsibility for the Good Friday Agreement. The confidential report of the meeting says that Mr Durkan, the deputy First Minister, was not sure that Mr Trimble had been correctly categorised. The Prime Minister asked if the SDLP could work more closely with the UUP ahead of the elections. Mr Durkan argued that Mr Trimble was not only not saleable to nationalists, but also not saleable to half of the UUP – to which Mr Blair and Northern Ireland Secretary John Reid are said to have laughed in agreement. The SDLP leader further warned that pursuing a “save David” campaign would ruin all they had worked for. Damien McAteer, an adviser for the SDLP, was recorded as briefing Irish officials on September 10 that it was his view that Mr Trimble was intent on collapsing the institutions in 2003 over expected fallout for Sinn Fein in the wake of the Colombia Three trial, where men linked to the party were charged with training Farc rebels – but predicted the UUP leader would be “in the toilet” by January, when an Ulster Unionist Council (UUC) meeting was due to take place. A week later in mid September, Mr Trimble assured Irish premier Bertie Ahern that the next UUC meeting to take place in two days’ time would be “okay but not great” and insisted he was not planning to play any “big game”. It was at that meeting that he made the bombshell announcement that the UUP would pull out of the Executive if the IRA had not disbanded by January 18. The move came as a surprise to the Irish officials who, along with their UK counterparts, did not see the deadline as realistic. Sinn Fein described the resolution as a “wreckers’ charter”. Doubts were raised that there would be any progress on substantive issues as parties would not be engaged in “pre-election skirmishing”. As that could lead to a UUP walkout and the resulting suspension of the institutions, the prospect of delaying the elections was raised while bringing forward the vote was ruled out. Therefore, the two Governments stressed the need to cooperate as a stabilising force to protect the Agreement – despite not being sure how that process would survive through the January 18 deadline. The Irish officials became worried that the British side did not share their view that Mr Trimble was not “salvageable” and that the fundamental dynamic in the UUP was now Agreement scepticism, the confidential documents state. In a meeting days after the UUC announcements, Mr Reid is recorded in the documents as saying that as infuriating as it was, Mr Trimble was at that moment the “most enlightened Unionist we have”. The Secretary said he would explore what the UUP leader needed to “survive” the period between January 18 and the election, believing a significant prize could avoid him being “massacred”. Such planning went out the window just weeks later, when hundreds of PSNI officers were involved in raids of several buildings – including Sinn Fein’s offices in Stormont. The resulting “Stormontgate” spy-ring scandal accelerated the collapse of powersharing, with the UUP pulling out of the institutions – and the Secretary of State suspending the Assembly and Executive on October 14. For his part, Irish officials were briefed that Mr Reid was said to be “gung ho” about the prospect of exercising direct rule – reportedly making no mention of the Irish Government in a meeting with Mr Trimble and Mr Durkan on that day. The Northern Ireland Secretary was given a new role and Paul Murphy was appointed as his successor. A note on speaking points for a meeting with Mr Murphy in April showed that the Irish side believed the May elections should go ahead: “At a certain stage the political process has to stand on its own feet. “The Governments cannot be manipulating and finessing every scenario to engineer the right result. “We have to start treating the parties and the people as mature and trusting that they have the discernment to make the right choices.” However, the elections planned for May did not materialise, instead delayed until November. Mr Trimble would go on to lose his Westminster seat – and stewardship of the UUP – in 2005. The November election saw the DUP emerge as the largest parties – but direct rule continued as Ian Paisley’s refused to share power with Sinn Fein, which Martin McGuinness’ colleagues. The sexual assault inside Anna University campus has sparked widespread outrage, with many calling for swift action against the accused. Annamalai's comments come amid his criticism of the ruling DMK government's handling of the case. The development is noteworthy, given the complex history between the BJP and AIADMK in Tamil Nadu. The two parties had a tumultuous alliance in the past, with the AIADMK eventually breaking away from the National Democratic Alliance (NDA) in September last year. The statements of Arbour were in reply to emailed questions as the GCDP released last Dec. 5, its report, “Beyond Punishment: From Criminal Justice Responses to Drug Policy Reform,” that called for a re-evaluation of the global drug responses due to rising drug overdose deaths, increased violence, toxic drug supplies and strained criminal justice systems. Comprising of 28 commissioners including 15 former heads of state and prominent political, economic and cultural leaders, the GDCP promotes drug policies that prioritize public health, human rights and social justice, and advocates for a drug policy that shifts from prohibition to human rights and evidence-based approaches. The GCDP report highlights the Philippines’ failure of the war on drugs where, as of September 2022, there were 81,000 people in pretrial detention for drug offenses, accounting for 90 percent of all those detained in Bureau of Jail Management and Penology facilities for drug crimes. “This situation not only violates the prohibition of arbitrary detention, but also undermines the human right to a fair trial, exposing arrested individuals to further human rights violations and abuses, including torture and ill-treatment,” the report stated. “In the Philippines, thousands of incarcerated individuals share overcrowded cells, with no room to sleep, inadequate sanitation and limited access to basic needs such as food and medicines,” said the report, stressing that the practice of mandatory pretrial detention for certain drug offenses, such as personal use and possession, prevents judicial assessments and can delay periodic reviews of detention. Blessedly, after just 30 seconds it’s all over, and Elena, my analysis expert here at the Runner’s Need store in Glasgow pulls up a video of me running. Together, we watch the footage in slow motion, revealing what deep down I’ve always suspected to be true – I’m not likely to be hired as a running shoe model any time soon. “Your left foot does overpronate slightly, which you can see when you land – it does roll in a bit,” explains Elena. A bit is putting it kindly. I can clearly see my inner arch collapsing with each step and my toes turning out. happens naturally when we run – it’s how your body absorbs shock – but what I’m demonstrating is “excessive” pronation. I’ve had two on my left knee, which Elena says could be the culprit, but equally, some of us are just built that way, while one suggests it can even be the result of running for periods of longer than 45 minutes at a time. I brace myself for her to tell me to stick to hiking, but in fact, it turns out the news isn’t as bad as I thought. “If you’re not getting any injuries, it’s nothing to worry about,” says Elena. And I'm not, so far. She’s quick to clarify that she’s not a physical therapist, but this assertion is backed up by a year-long 2014 study of over 900 runners published in the which didn’t find a correlation between overpronation and injury risk. So can I just keep doing what I'm doing? Not exactly. I do put in anywhere from 15 km to 25 km per week in my running shoes, and as with anything, increased volume can change outcomes. “Over time that repetitive movement can cause strain on your ligaments and that can cause issues down the line," explains Elena. Issues down the line are something I’d like to avoid, but fortunately, I’m able to glean some great advice from my session. Here are five things I learned and will be doing differently going forward when it comes to hitting the trail. Thanks to my job, I hit the trails in all shapes and sizes of shoes from the ultralight to the chunky . But it turns out what I need to be looking for are stability shoes. Elena put me in a big, bouncy pair of On Cloud 5s for the test, explaining that she typically has runners wear these or a pair of because their neutral design makes it easier for her to see a runner’s gait. These are generally a good choice for people with a neutral gait, or even that rare breed that supinates, but now, Elena wants me to run again wearing a pair of stability shoes – basically, shoes with some cushioning, a wider geometry and arch support for runners with normal arches who might overpronate a little. “It just kind of stabilizes the ankle, so it doesn’t actually fix your gait, but it does help.” I change into a pair of Brooks Adrenaline GTS Support Running Shoes which she shows me have so-called “guide rails” to help stabilize my ankle and have more arch support to keep me from rolling in on my left foot. It sounds a bit gimmicky, but she has my attention. I do another 30-second bout on the hamster wheel at the same speed and then we go back to the computer and watch the two videos side by side in slow motion once again. The cynic in me hates to admit it, but my gait already looks significantly better. Am I just intoxicated by the sight and heady scent of all these beautiful new running shoes and getting caught up in the marketing hype? I pose this question to Keri Bergeron, a Denver-based physical therapist but she confirms that I could be more discerning in my shoe choice. “I would recommend that having better shoes that get you in a more neutral foot position would be ideal, regardless of the distance that you’re running,” says Bergeron. “Over time, the altered mechanics in your foot will change the angles of force at your knee and at your hip up the chain, so though you’re not having any issues at the moment, I do think that it would be super helpful in preventing issues going forward.” The one slight hitch here is that right now, most stability shoes are road running shoes – the Asics Gel Kayano are considered some of the best on the market – and there isn’t much out there for trail runners like myself. That said, there are that do offer better stability just because of the way that they’re made. Back at home, I survey my small mountain of running shoes armed with my new knowledge and I’m pleased to realize that there might be a good reason I’ve been enjoying the new so much this fall – they may not officially be stability shoes, but with their wide geometry and more rigid midsole, they perform a lot of the same tasks. They’re going to see a lot more miles this winter. I’m already well-disposed to prefer . The softer surface feels better on my joints, I like that I have to work harder and get more bang for my buck and most of all, I love being out in nature. That said, when I’m short on time or traveling, I do find myself donning my from time to time and hitting the tarmac. That's okay, but as Elena explains, my preference for trail as an overpronator is probably a better choice. “Trail is less impact and because it’s such varied terrain you don’t have such repetitive movement, every step is different. It’s softer ground and it is a bit less impactful than running on the road.” In other words, running on roads (or the treadmill) usually forces you into highly repetitive movement patterns which can reinforce small niggles and issues until they become big niggles and issues. But wind your way through a forest, skip over uneven terrain and tear up and down hills all the while changing how you strike the ground and overpronation will matter a lot less to your joints. Worrying might be an overstatement, but I've definitely been aware that I tend to roll inward over the years, and I've often wondered whether I should see a coach or PT to try to change things. After all, a quick internet search reveals no end of running experts who will advise you on how to fix your running gait. Do I need to start from scratch? At my age? Luckily, Elena urges me not to get too bogged down in trying to change the way I run, and just let my shoes do the work. “If you’ve never had an issue, I wouldn’t worry about your gait too much. Just run the way you want to run.” I’m the first to admit that a soft, plush sole on a running shoe can feel really lovely. But it can also mean I’m getting less support, according to Elena. “If you overpronate with them you’re just going to make it worse because you’re just collapsing in more.” Do I need to donate my beloved shoes then? Not at all, but I’ll probably save them for now, when I want to pad around outdoors after a long run in comfort. I’d love to do that in a pair of , don’t get me wrong, but with the climate in Scotland and winter on the way, a closed shoe is required, plus this gives me something to do with all my bouncy, road running shoes I won’t be using anymore. As impressed as I am with what a difference a shoe makes, expecting my Speedgoats to solve all my problems is a bit like thinking my will make me fitter. It might give me more tools, but it’s not a replacement for actually doing the work. Though I don’t need to change how I run necessarily, I can take a closer look at my own biomechanics, according to Bergeron. “What can tend to happen with overpronation is the knee can tend to knock inward so side glute strengthening such as glute medius and minimus work would be super important to help keep your hip and knee and in turn pelvis stable over time.” Great, I think to myself, not only did I have to run on a treadmill today but now I have to do the dreaded clamshells too.
