He was a founding member of the Congressional Autism Caucus and tried to ban thimerosal from all vaccines. Kennedy, then a senior attorney for the Natural Resources Defense Council, believed there was a tie between thimerosal and autism and also charged that the government hid documents showing the danger. Since 2001, all vaccines manufactured for the U.S. market and routinely recommended for children 6 years or younger have contained no thimerosal or only trace amounts, with the exception of inactivated influenza vaccine. Meanwhile, study after study after study found no evidence that thimerosal caused autism. Weldon’s congressional voting record suggests he may go along with Republican efforts to downsize the CDC, including to eliminate the National Center for Injury Prevention and Control, which works on topics like drownings, drug overdoses and shooting deaths. Weldon also voted to ban federal funding for needle-exchange programs as an approach to reduce overdoses, and the National Rifle Association gave him an “A” rating for his pro-gun rights voting record. Kennedy is extremely critical of the FDA, which has 18,000 employees and is responsible for the safety and effectiveness of prescription drugs, vaccines and other medical products, as well as overseeing cosmetics, electronic cigarettes and most foods. Oz also said in a Washington Examiner op-ed with three co-writers that aging healthier and living longer could help fix the U.S. budget deficit because people would work longer and add more to the gross domestic product. Neither Trump nor Kennedy have said much about Medicaid, the insurance program for low-income Americans. Trump’s first administration reshaped the program by allowing states to introduce work requirements for recipients. Kennedy doesn’t appear to have said much publicly about what he’d like to see from surgeon general position, which is the nation’s top doctor and oversees 6,000 U.S. Public Health Service Corps members. The surgeon general has little administrative power, but can be an influential government spokesperson on what counts as a public health danger and what to do about it — suggesting things like warning labels for products and issuing advisories. The current surgeon general, Vivek Murthy, declared gun violence as a public health crisis in June. Syria's Islamist rebel leader on Monday began discussions on transferring power, a day after his opposition alliance dramatically unseated president Bashar al-Assad following decades of brutal rule. Assad fled Syria as the Islamist-led rebels swept into the capital, bringing a spectacular end on Sunday to five decades of brutal rule by his clan. He oversaw a crackdown on a democracy movement that erupted in 2011, sparking a war that killed 500,000 people and forced half the country to flee their homes, millions of them finding refuge abroad. Rebel leader Abu Mohammed al-Jolani, now using his real name Ahmed al-Sharaa, met with Prime Minister Mohammed al-Jalali "to coordinate a transfer of power that guarantees the provision of services" to Syria's people, said a statement posted on the rebels' Telegram channels. At the core of the system of rule that Assad inherited from his father Hafez was a brutal complex of prisons and detention centres used to eliminate dissent by those suspected of stepping out of the ruling Baath party's line. Thousands of Syrians gathered on Monday outside a jail synonymous with the worst atrocities of Assad's rule to search for relatives, many of whom have spent years in the Saydnaya facility outside Damascus, AFP correspondents said. Rescuers from the Syrian White Helmets group had earlier said they were looking for potential secret doors or basements in Saydnaya. "I ran like crazy" to get to the prison, said Aida Taha, 65, searching for her brother who was arrested in 2012. "But I found out that some of the prisoners were still in the basements. There are three or four floors underground." Crowds of freed prisoners wandered the streets of Damascus distinguishable by the marks of their ordeal: maimed by torture, weakened by illness and emaciated by hunger. Since the inception of the present administration, precisely on 29th May, 2023, there is no doubt that the administration is confronted with the herculean task of economic recovery, having inherited a battered economy from the immediate past administration. In this much needed efforts towards salvaging the economy, the CBN has an indispensable role to play, taking into consideration that no nation thrives well, economically, without sound and focused monetary policies. Though a regulator, the CBN recognizes that it cannot do it alone, and this underscores the collaborative approach which, currently, defines its relationship with the Deposit Money Banks (DMBs).This is in recognition that the Deposit Money Banks, in Nigeria, are at the center of implementing the policies of the CBN across all touch points. Consequently, they bring the ‘cascade effect’ to bear on all policies of the CBN, particularly, in ensuring that the banking publics understand and appreciate the various monetary policy measures being introduced to turnaround the economic fortunes of Nigeria. In the early stage of this administration, the banks played a major role in the implementation of the continued use of both the redesigned and old naira notes. Director, Currency Operations Department, Solaja Mohammed Olayemi, is intended to achieve two objectives: One, “monitor and prevent practices that facilitate flow of mint notes to ‘hawkers’ of Naira cash, thereby discouraging abuse of Naira and two, to “ensure that DMBs support efficient and responsible cash disbursement to the public”.The Commercial, Merchant, and Non-Interest Banks (CMNIBs) are also at the forefront of driving financial inclusion through multiple deployment of Automatic Teller Machines (ATMs) at strategic locations including hotels, malls, hospitals, Companies’ premises, among others. This is further reinforced by the introduction of agent banking services, complemented by Point of Sale (POS) devices, in far remote areas difficult to locate traditional bank branches.Before the entry of Fintechs into the payment market, it was the commercial banks that drove the financial inclusion in the undeserved locations through Agency banking. Not a few banks are still showing strong presence in this segment of the market.It is to be noted that most Fintech companies are like ‘supper agents’ for commercial banks where they also operate accounts that are driving their payment businesses. This, according to the apex bank governor, is to, “ensure that banks are in a position to take on greater risks in the undeserved markets and provide more loans and financial products to MSMEs, rural communities, and other vulnerable segments The Deposit Money Banks are apparently working in sync with the apex bank in its drive to mop up excess liquidity in circulation, control inflation and redirect lending into productive investments and activities.” By this, the banks support the boosting of economic activities while at the same time targeting taming the inflationary trend currently at 33.88 per cent for the month of October, 2024. The banks are upbeat in implementation of CBN Monetary Policy Committee (MPC) decisions to see to the realisation of the target objectives. It also retained Cash Reserve Ratio (CRR – mandatory amount of bank’s cash kept with the with the CBN) for deposit money banks at 50 per cent and for merchant banks at 16 per cent just as it retained the Liquidity Ratio (LR – Bank’s deposit liability that must be kept in liquid assets) at 30 per cent. Mindful of the financial and economic implications being targeted by the monetary policy decisions, the DMBs are ever conscious of complying with these CBN decisions on MPR, CRR and LR to achieve financial system stability and economic recovery. The directive to this effect is as contained in a “Revised guidelines for the Nigeria Foreign Exchange Market (NFEM)” signed by the Director, Financial Markets Department of CBN, Dr. Omolara Omotunde Duke, released on November 29, 2024. Among other things, it specifically directs that, “All foreign exchange transactions completed by Authorised Dealers must be recorded on a processing system and reported to CBN within 10 minutes of the transaction. This includes all transactions completed with system participants on the Electronic Foreign Exchange Matching System (EFEMS), trades concluded with market counterparties on telephone and/or chat-based platforms, and customer transactions concluded through other acceptable channels. The details of all foreign exchange transactions concluded by Commercial, Merchant, and Non-Interest-Bearing Banks are required to be reported on a real time basis to CBN via APIs to the FXBRS system for effective monitoring of market activities.” Another area of collaboration is the recent November 5, 2024 “Guidelines on Implementation of the Foreign Currency Disclosure, Deposit, Repatriation and Investment Scheme to Commercial, Merchant and Non-Interest Banks (CMNIBs).” The guidelines reinforced an earlier Foreign Currency Disclosure, Deposit, Repatriation, and Investment Scheme Guidelines, 2024 (the “Scheme”), issued by the Minister of Finance and Coordinating Minister of the Economy, Wale Edun, on April 8, 2024. It is an upshot of Scheme introduced through Presidential Executive Order No. 15 (Modification Notice), targeted at motivating voluntary disclosure, deposit, and repatriation of foreign currencies held by Nigerians, whether within or outside the country. CBN guidelines clarifies regulatory expectations from Commercial, Merchant, and Non-Interest Banks (CMNIBs) on their participation in the Foreign Currency Disclosure, Deposit, Repatriation, and Investment Scheme, 2024, thereby enabling banks’ play active roles in managing foreign currencies by acting as participating financial institutions, responsible for processing applications, maintaining designated accounts, and ensuring compliance with the scheme’s guidelines.The banks are, equally, spearheading the control of inflation and mopping up of excess liquidity. The Government will block new incinerators if they do not help meet environmental objectives under rules unveiled on Monday. Developers will have to show that their project either helps reduce the amount of non-recyclable waste going to landfill, or replaces an older, less efficient incinerator. The move forms part of the Government’s drive to increase recycling rates, which have held at about 45% of household waste since 2015. Environment minister Mary Creagh said: “For far too long, the nation has seen its recycling rates stagnate and relied on burning household waste, rather than supporting communities to keep resources in use for longer. “That ends today, with clear conditions for new energy from waste plants – they must be efficient and support net zero and our economic growth mission, before they can get the backing needed to be built.” Developers will also have to ensure their incinerators are ready for carbon capture technology, and demonstrate how the heat they produce can be used to help cut heating bills for households. The Government expects that its “crackdown” on new incinerators will mean only a limited number are built, while still reducing the amount of waste sent to landfill and enabling the country to process the waste it produces. The Department for the Environment, Food and Rural Affairs said the country was almost at the point where it had enough waste facilities to handle non-recyclable rubbish, and so had limited need for new incinerators. By LISA MASCARO and ALANNA DURKIN RICHER WASHINGTON (AP) — The House Ethics Committee’s long-awaited report on Matt Gaetz documents a trove of salacious allegations , including sex with an underage girl, that tanked the Florida Republican’s bid to lead the Justice Department . Citing text messages, travel receipts, online payments and testimony, the bipartisan committee paints a picture of a lifestyle in which Gaetz and others connected with younger women for drug-fueled parties, events or trips, with the expectation the women would be paid for their participation. The former congressman, who filed a last-minute lawsuit to try to block the report’s release on Monday, slammed the committee’s findings. Gaetz has denied any wrongdoing and has insisted he never had sex with a minor. And a Justice Department investigation into the allegations ended without any criminal charges filed against him. “Giving funds to someone you are dating — that they didn’t ask for — and that isn’t ‘charged’ for sex is now prostitution?!?” Gaetz wrote in one post on Monday. “There is a reason they did this to me in a Christmas Eve-Eve report and not in a courtroom of any kind where I could present evidence and challenge witnesses.” Here’s a look at some of the committee’s key findings: ‘Sex-for-money arrangements,’ drug-fueled parties and trips The committee found that between 2017 and 2020, Gaetz paid tens of thousands of dollars to women “likely in connection with sexual activity and/or drug use.” He paid the women using through online services such as PayPal, Venmo, and CashApp and with cash or check, the committee said. The committee said it found evidence that Gaetz understood the “transactional nature” of his relationships with the women. The report points to one text exchange in which Gaetz balked at a woman’s request that he send her money, “claiming she only gave him a ‘drive by.’” Women interviewed by the committee said there was a “general expectation of sex,” the report said. One woman who received more than $5,000 from Gaetz between 2018 and 2019 said that “99 percent of the time” that when she hung out with Gaetz “there was sex involved.” However, Gaetz was in a long-term relationship with one of the women he paid, so “some of the payments may have been of a legitimate nature,” the committee said. Text messages obtained by the committee also show that Gaetz would ask the women to bring drugs to their “rendezvous,” the report said. While most of his encounters with the women were in Florida, the committee said Gaetz also traveled “on several occasions” with women whom he paid for sex. The report includes text message exchanges in which Gaetz appears to be inviting various women to events, getaways or parties, and arranging airplane travel and lodging. Gaetz associate Joel Greenberg, who pleaded guilty to sex trafficking charges in 2021, initially connected with women through an online service. In one text with a 20-year-old woman, Greenberg suggested if she has a friend, the four of them could meet up. The woman responded that she usually does “$400 per meet.” Greenberg replied: “He understands the deal,” along with a smiley face emoji. Greenberg asks if they are old enough to drink alcohol, and sent the woman a picture of Gaetz. The woman responded that her friend found him “really cute.” “Well, he’s down here for only for the day, we work hard and play hard,” Greenberg replied. ‘Substantial evidence’ indicates that Gaetz had sex with underage girl, the committee said The report details a party in July 2017 in which Gaetz is accused of having sex with “multiple women, including the 17-year-old, for which they were paid.” The committee pointed to “credible testimony” from the now-woman herself as well as “multiple individuals” who corroborated the allegation. The then-17-year-old — who had just completed her junior year in high school — told the committee that Gaetz paid her $400 in cash that night, “which she understood to be payment for sex,” according to the report. The woman acknowledged that she had taken ecstasy the night of the party, but told the committee that she was “certain” of her sexual encounters with the then-congressman. There’s no evidence that Gaetz knew she was a minor when he had sex with her, the committee said. The woman told the committee she didn’t tell Gaetz she was under 18 at the time and that he didn’t how old she was. Rather, the committee said Gaetz learned she was a minor more than a month after the party. But he stayed in touch with her after that and met up with her for “commercial sex” again less than six months after she turned 18, according to the committee. Gaetz said evidence would ‘exonerate’ him but provided none of it In sum, the committee said it authorized 29 subpoenas for documents and testimony, reviewed nearly 14,000 documents and contacted more than two dozen witnesses. But when the committee subpoenaed Gaetz for his testimony, he failed to comply. “Gaetz pointed to evidence that would ‘exonerate’ him yet failed to produce any such materials,” the committee said. Gaetz “continuously sought to deflect, deter, or mislead the Committee in order to prevent his actions from being exposed.” The report details a months-long process that dragged into a year as it sought information from Gaetz that he decried as “nosey” and a “weaponization” of government against him. In one notable exchange, investigators were seeking information about the expenses for a 2018 get-away with multiple women to the Bahamas. Gaetz ultimately offered up his plane ticket receipt “to” the destination, but declined to share his return “from” the Bahamas. The report said his return on a private plane and other expenses paid by an associate were in violation of House gift rules. In another Gaetz told the committee he would “welcome” the opportunity to respond to written questions. Yet, after it sent a list of 16 questions, Gaetz said publicly he would “no longer” voluntarily cooperate. He called the investigation “frivolous,” adding: “Every investigation into me ends the same way: my exoneration.” The report said that while Gaetz’s obstruction of the investigation does not rise to a criminal violation it is inconsistent with the requirement that all members of Congress “act in a manner that reflects creditably upon the House.” Justice Department didn’t cooperate with the committee The committee began its review of Gaetz in April 2021 and deferred its work in response to a Justice Department request. It renewed its work shortly after Gaetz announced that the Justice Department had ended a sex trafficking investigation without filing any charges against him. The committee sought records from the Justice Department about the probe, but the agency refused, saying it doesn’t disclose information about investigations that don’t result in charges. The committee then subpoenaed the Justice Department, but after a back-and-forth between officials and the committee, the department handed over “publicly reported information about the testimony of a deceased individual,” according to the report. Many of the women who the committee spoke to had already given statements to the Justice Department and didn’t want to “relive their experience,” the committee said. “They were particularly concerned with providing additional testimony about a sitting congressman in light of DOJ’s lack of action on their prior testimony,” the report said. The Justice Department, however, never handed over the women’s statements. The agency’s lack of cooperation — along with its request that the committee pause its investigation — significantly delayed the committee’s probe, lawmakers said.
