The market operator has not ruled out further delays on the 2026 start date for its CHESS program , as costs blow out further. ASX Ltd said on Tuesday that it expects its CHESS Release 2 implementation to start in 2029 and estimates that it will cost between $270m and $320m. ASX “continues to work towards” a 2026 delivery of Release 1, with estimated project costs now expected to be at the “upper end of the previously communicated range of between $105m to $125m.” It means the cost for Release 1 has blown out by up to $10m versus the midpoint of the expected range. ASX shares fell 4 per cent to a three-day low of $66.42 on the news. In a conference call for investors and analysts, ASX chief executive Helen Lofthouse said the revision in the cost guidance to the upper end of the previously communicated range was linked to Cloud and Data platforms. Picture: Max Mason-Hubers “And probably the most material change is that’s driven the cost for the higher end of the month has really been getting more clarity around the Cloud and Data platform and the building costs for that,” Ms Lofthouse said. “And in particular, you know, we’ve very consciously designed the configuration there for a very high resilience decision availability.” Existing capital expenditure guidance was unchanged and includes allowances for both releases of the CHESS system, noting that expenditure for Release 2 will extend beyond the guidance period. Capex guidance for fiscal 2025 to 2027 is for a range of $160m to $180m per year, with “an aim that CAPEX starts to reduce after FY27”. “As our CAPEX is primarily to support the technology modernisation program, which includes the replacement of CHESS, inherent delivery risks in the program – including timing, scope and stakeholder dependencies – may impact this guidance,” ASX warned. It plans to use the full $70m of the CHESS Replacement Partnership Program, subject to other considerations, with the remaining $37m to be recognised in FY26 and FY28 as significant items. ASX said it also continues to consult and work with the industry to consider whether to adopt a shorter T+1 settlement cycle. “If there is to be a move to a shorter settlement cycle, ASX has received initial industry feedback that it should follow the implementation of the CHESS project,” the exchange operator said. It comes amid rising angst about the repeated delays and cost increases that ASX has faced while attempting to replace its ageing CHESS technology system. ASX has said it will vehemently defend a landmark legal action brought against it by the corporate regulator, denying it contravened the law or made misleading or deceptive statements relating to the bungled CHESS upgrade. In a statement earlier this month, the exchange operator noted it had filed a concise statement in response to the Australian Securities and Investments Commission’s Federal Court case against it. The ASX said it denied that statements made by the company on February 10, 2022, about the status of the CHESS technology upgrade, broke the law. ASIC kicked off the legal case against the ASX in August, alleging a “collective failure” by the company’s board and executives to keep investors, the public and stakeholders properly informed on the CHESS replacement project. ASIC claims statements made by the exchange operator in February 2022 were “misleading and deceptive” around how its CHESS technology upgrade project was tracking. The maximum penalty for the ­alleged contraventions of the ASIC Act is $555m. Authorities in Bucks County found 76-year-old Dayle Haddon, dead in a second-floor bedroom Friday morning after emergency dispatchers were notified about a person unconscious at the Solebury Township home. A 76-year-old man who was also in the home was hospitalized in critical condition. As a model, Haddon appeared on dozens of magazine coverage in the 1970s and 1980s. She then reentered the industry in the 1990s after landing contracts with cosmetic companies to promote their anti-aging products. 2 Oregon men die from exposure in a forest after they went out to look for Sasquatch STEVENSON, Wash. (AP) — Officials say two Oregon men have died in a Washington state forest after they failed to return from a trip to look for Sasquatch. The Skamania County Sheriff’s Office says the 59-year-old and 37-year-old appear to have died from exposure. The sheriff's office says it based that conclusion on the weather and their lack of preparedness. Both men were from Portland. In preparation for his address later this week, Starmer will summon civil society, union and business figures on Monday to call on them to work with his government to deliver the refined programme. “This plan for change is the most ambitious, yet honest, programme for government in a generation,” Starmer said. “Mission-led government does not mean picking milestones because they are easy or will happen anyway. It means relentlessly driving real improvements in the lives of working people. “No doubt there will be obstacles along the way, but this government was elected on a mandate of change and our plan reflects the priorities of working people. Given the unprecedented challenges we have inherited, we will not achieve this by simply doing more of the same.” Starmer will stand by controversial moves to and dramatically scale back the winter fuel allowance, as well as bind his ministers to the new pledges. Key targets are likely to cover housebuilding and NHS waiting times, in what is being described as the first half of a “decade of national renewal”. There will also be an attempt to recast the aim of fostering economic growth with a measure that more tangibly puts “working people’s priorities first”. Insiders insist the measures will be genuinely challenging. However, it is understood that Starmer will not include a target for reducing net migration, despite his surprise press conference last week in which he ”. Downing Street strongly denied the address was a “reset”, claiming it had been long-planned and reflected Starmer’s pre-election focus on “mission-led” government. However, it comes with the business backlash continuing from the chancellor Rachel Reeves’ tax-raising budget. Meanwhile, the latest Opinium poll for the confirms that Starmer has taken a heavy personal hit since winning office earlier this year. Starmer’s first net approval rating as prime minister – the difference between those who think he is performing well or badly – stood at +19%. He now has a net approval of -32%. It includes a drop of 8 points in the past fortnight. Labour has also lost ground in recent months on being considered the best to handle living costs such as housing. The Conservatives now have a 1-point lead on reducing the costs of mortgages. In September, Labour had a 6-point lead. Starmer still leads Kemi Badenoch in terms of who voters see as the best prime minister, by 23% to 18%. It also comes with anger among allies of Louise Haigh, the former transport secretary who after it emerged she had a 2014 conviction for wrongly reporting a mobile phone stolen to the police. They claim Starmer was fully aware of the conviction when he appointed her to his shadow cabinet in 2020. Her supporters said that Starmer had lost one of his most proactive ministers. “She was the minister for getting things done,” said one sympathiser, pointing to rail renationalisation and giving local authorities in England more control over bus services. This week’s strategy is the latest sign of the sweeping influence now enjoyed by Starmer’s chief of staff, Morgan McSweeney. He was put in place in the wake of concerns that a lack of political direction had contributed to the missteps since Labour’s landslide election winin July. The decision to unveil a series of targets comes with significant political risks. The former prime minister Rishi Sunak was lambasted for setting five “priorities” that were described as either too easy to reach or simply unachievable – such as his pledge to “stop the boats” crossing the Channel. Starmer’s new milestones will be the focus of the next review of public spending, scheduled for June. While insiders played down the early troubles of the government, they said that the operation has become more coherent since McSweeney’s appointment at the heart of No 10 and the whom some blame for a lack of preparation for power. McSweeney, who masterminded the last election campaign, is already said to be wholly focused on winning a second term. It also comes after a frustrating few opening months during which Starmer has been criticised over accepting gifts, and suffered a backlash over plans to increase inheritance tax on farmlands, slash the winter fuel allowance and increase national insurance paid by employers. Downing Street has also had to row back on Reeves’s claim that she was “not coming back with more borrowing or more taxes”. The government’s official line is now that no tax rises on the same scale will be needed. Adam Drummond, head of political and social research at Opinium, said: “After a brief improvement post-budget, Keir Starmer’s ratings are back below -30 and Labour’s scores on various issues are down. That being said, Starmer still leads Kemi Badenoch as ‘best prime minister’ and the Conservatives remain behind on most issues. “Five months after the country sacked the last government, it simply seems they don’t notice much in the way of improvements and are losing faith in the replacements they hired. Most strikingly, Revanth Reddy had held road shows and participated in public meetings in constituencies that have a substantial Telugu speaking population. These included Chandrapur, Solapur Central, Naigaon, Digras, Bhokar, Nagpur Central, Rajura, Wardha and Kadegaon, most of which were in close proximity with the Telangana border. In eight of these, the BJP was leading in seven, while the Shiv Sena was leading in one. Apparently, though the final results were yet to be announced officially, the trend reflected the complete lack of confidence among people on the words of Revanth Reddy and in the Congress party’s guarantees announced in Maharashtra. Bryant Park’s iconic carousel is back up and running two days after a fire tore through a nearby stall at the green space’s famed holiday market and shuttered several kiosks until further notice, workers told The Post on Sunday. A 19-year-old carousel worker who only gave the initials KM estimated that the carousel ride, located steps away from where Friday’s fire erupted, lost thousands of dollars on the day of the blaze when it had to be shut down. The park attraction was back up and spinning the next day. “We had to close for the day,” KM said. “I was coming into work that day, but then before I left my house, I got a message from my boss, and they were like, ‘Hey, there’s a fire. So you can’t come in to work today.’ ” Trinity Thompson, a stall worker at nearby Babka Bailout, said the fire clean-up effort “was just really fast. “The fire department came [and] blew it out. And then I think two, three hours later, it was just cleaned up in the parking lot. It’s business as usual,” said Thompson, 24. The employee wasn’t working when the fire broke out about 9:20 a.m. She said the blaze didn’t have a big impact on Babka Bailout, which is near the Seapark seafood kiosk where the fire originated. The raging fire at a stall for Seapark – which offers lobster rolls and seafood fries – was “accidental, caused by cooking oil coming in contact with combustibles,” the FDNY said. The blaze appeared to have started as a trash fire, sources told The Post, and then spread to the 6-foot-by-40-foot kiosk. NEW YORK (AP) — No ex-president had a more prolific and diverse publishing career than Jimmy Carter . His more than two dozen books included nonfiction, poetry, fiction, religious meditations and a children’s story. His memoir “An Hour Before Daylight” was a Pulitzer Prize finalist in 2002, while his 2006 best-seller “Palestine: Peace Not Apartheid” stirred a fierce debate by likening Israel’s policies in the West Bank to the brutal South African system of racial segregation. And just before his 100th birthday, the Dayton Literary Peace Prize Foundation honored him with a lifetime achievement award for how he wielded “the power of the written word to foster peace, social justice, and global understanding.” In one recent work, “A Full Life,” Carter observed that he “enjoyed writing” and that his books “provided a much-needed source of income.” But some projects were easier than others. “Everything to Gain,” a 1987 collaboration with his wife, Rosalynn, turned into the “worst threat we ever experienced in our marriage,” an intractable standoff for the facilitator of the Camp David accords and winner of the Nobel Peace Prize. The Rome City School District commemorated Inclusive Schools Week from Dec. 2-6 with a weeklong, district-wide celebration that highlighted inclusion and the diverse identities, backgrounds and abilities of both students and staff. Activities ranged from themed dress-up days and activities focused on friendship and kindness for the pre-kindergartners to self-reflection through poetry and art for the older students at Rome Free Academy. At Bellamy Elementary School, students expressed themselves through a unique sneaker design workshop in their classrooms and a daily book reading. Vargas — who is well-known at the school for his penchant for unusual sneakers — visited Kerri Race’s first graders Friday during their social emotional learning time to lead the activity. After showing them the sample of the sneaker art he colored himself featuring his favorite color, movie and superhero, he passed out papers with a sneaker drawing on them for the kids to create their own statement. “Don’t just color or scribble — show me how special you are in your sneaker,” he tasked the kids. While they worked, he and Race wandered around the classroom to brainstorm and inspire the children in creating a sneaker design that was unique just to them. “I am very impressed by what they’ve come up with,” Vargas, who was sporting bright orange-red sneakers that day, said. “It’s great to see the express their personalities. This was a great way to show them just who they are.” “I think this project really helps build their confidence in who they are — especially in this loud and busy world,” Race said. They all also watched a Brightly Storytime video reading the book “All Are Welcome” by Alexandra Penfold. Vargas occasionally stopped the video to pose questions to the students, asking what their favorite foods are and what they are really good at. Many of the responses were different, and that was the point of the activity. “There are so many different things about us but that’s what makes us fabulous,” Race told the children. Bellamy is a welcoming and affirming community of beautifully unique individuals, where students feel valued and loved each and every day, complimented Principal Jodi Marchione. Marchione said their “kiddos” were very excited to take part in the week’s diversity and inclusivity activities and share their experiences with one another. The finished artwork now adorns the hallways of the school for all to see and be inspired by. “We are all so very proud of our Bellamy Bulldogs and the achievements they make daily,” Marchione said. District Superintendent of Schools Nerlande Anselme said the students across the district benefit greatly from participating in the Inclusive Schools Week activities. “These events create opportunities for students to celebrate diversity and deepen their understanding of inclusion, fostering empathy and respect for others,” Anselme said. “By engaging in activities that highlight the value of every individual’s unique background and experiences, students develop a stronger sense of belonging within their school community.” Inclusive Schools Week empowers students to take an active role in promoting equity and inclusivity, she said. Whether through leadership opportunities, collaborative projects or discussions, they gain skills in communication, teamwork and problem-solving.
