Current court employees and their supporters have staged dozens of demonstrations against the reforms, calling them part of a ruling-party campaign to weaken checks and balances and eliminate independent regulatory and oversight bodies. Now, candidates for Supreme Court seats and federal judgeships need only a law degree, a grade point average of 3.2, “five years of professional experience” and five letters of recommendation from neighbors or friends. That, and some luck in the final drawing. Having a dry vagina isn’t exactly a conversation starter at dinner, but there’s a good chance somebody at your table has experienced the burning, itching, and frequent urinary tract infections that can come with it. About 17% of all people who are premenopausal have had painful sex because of it, and that jumps to more than 50% after menopause . One obvious reason, of course, is that you’re just not in the mood (and that’s perfectly, 100% okay!). But fluctuating hormones—say, you’ve recently switched medications—can also play a big role in unwanted dryness. As Lauren Streicher, MD , clinical professor of obstetrics and gynecology at Northwestern Feinberg School of Medicine, tells SELF, “There are many more causes than you may think.” Bottom line: Parched private parts are not fun in the slightest, and you’ll probably want to figure out what’s causing yours, as a lot of cases can be helped with the right treatment. Here’s how to know what’s causing your dry vagina and how to deal with it. 1. Tight pelvic floor muscles Your pelvic floor, which includes the muscles that support your pelvis, bladder, bowel, and reproductive organs (a.k.a. your vagina and uterus) needs to relax when a sex toy, finger, or penis enters your vagina. If those muscles are tight, any type of penetration could hurt. You might also have a health condition, like IBS or endometriosis which can cause pelvic floor dysfunction and make those muscles tense. You could also feel dry simply because you’re not ready for sex—perhaps you’re just not turned on (again, nothing wrong with that!) or you’ve experienced sexual trauma. Think of it this way: Lubrication is your body’s way of saying “I’m ready.” If something hurts, whether for a physiological or psychological reason, Dr. Streicher says your body won’t gear up in the same way. Pelvic floor physical therapy—which consists of exercises like Kegels and squats—can help improve pelvic floor muscle strength, power, and relaxation. ( Here are some exercises to strengthen your pelvic floor .) A PT with this type of expertise can help you figure out what’s happening in your specific case and teach you how to do the correct moves to fix it. You might be in need of reverse Kegels, which is a technique to relax and lengthen pelvic muscles. So if a Kegel involves squeezing your muscles as if you are stopping the flow of pee, a reverse Kegel means actively relaxing those same pelvic muscles. If your dryness is due to sexual trauma, a trauma-informed therapist or a sex therapist can help. ( Here’s how to find empathetic mental health support for your trauma .) “You can only imagine what it does to you psychologically when you’ve had years of sexual pain,” says Dr. Streicher “These things are in a vacuum, and you have to treat them physically and psychosocially.” That said, if you’re certain you’re feeling it (even if your body’s not quite there), the right lubrication can help get things moving smoothly again. ( Check out this guide for choosing the best type of lube. ) 2. Perimenopause or menopause Menopause—which is when your ovaries stop producing hormones and you don’t have any more periods—can cause lots of hormonal fluctuations, including a major dip in estrogen. This can make your vagina feel dry and lead to pain or bleeding during sex , along with hot flashes, night sweats, and a host of other not-so-fun symptoms. The three to five years leading up to this point, called perimenopause, can bring similar symptoms, too. Waning estrogen can be a pain—literally—but there are plenty of treatments to help offset menopausal and perimenopausal symptoms. Lube ( here are eight of the best ones from 2024 to choose from ) and vaginal moisturizers with hyaluronic acid are the lowest-risk routes, so you may want to try them first. Topical products that contain estrogen like creams or vaginal suppositories, which are like a little pill you insert into your vagina, can also make things smoother, Farinaz Seifi, MD , associate professor of obstetrics, gynecology, and reproductive services at the University of Maryland School of Medicine, tells SELF. Your doctor may also recommend hormone replacement therapy (HRT) to help balance out hormone levels, which can come in pill, foam, spray, gel, ring, or patch form. (HRT has some risks, and not everyone should take it, so check out our guide to hormone therapy .) Other medications in pill form, such as ospemifene or dehydroepiandrosterone, can also help offset painful sex from menopause and perimenopause. 3. Hormonal birth control Speaking of hormones: If you’re on birth control and your vagina is dry, you might check your prescription, as types that contain estrogen and progesterone can contribute to problems. Hormonal birth control can also affect your libido, and if it’s hard to get aroused, things might feel dry. In some rare cases, you could have a severe reaction to hormonal birth control that causes vestibulodynia, a type of vulvodynia (or chronic pain in the vulva) that can also stem from breastfeeding (more on that in a minute!), and some other health conditions. In addition to burning, stinging, and raw, tender skin, “it can cause excruciatingly painful sex ,” says Dr. Streicher. If you think the pill is causing problems, bring it up to your doc. They might be able to suggest a non-hormonal contraception that’ll be less likely to irritate your vagina, such as a copper IUD or spermicide. According to Streicher, topical estrogen creams can also sometimes help improve dryness and irritation. ( Here are seven reasons to consider switching your birth control. ) 4. Medications—particularly the hormonal kind Birth control isn’t the only drug-related culprit here: Any medicine that decreases estrogen, such as tamoxifen (a drug used to prevent, and treat, breast cancer), can affect the moisture of your vagina. Some medications for conditions like endometriosis, like dienogest, can also lead to issues. Also, meds that dry out your body in general (think antihistamines or cold medicines) can have the same effect on your vagina, says Dr. Seifi. Antidepressants and anti-anxiety medications have also been known to reduce overall moisture in the body. Again, lube can be your best friend here. But if that’s not enough, your doctor can step in to find you an alternative treatment that won’t wipe out moisture *everywhere.* If allergy or cold meds are to blame, staying hydrated can help, too. An important reminder: Don’t stop taking meds, especially ones you’ve been prescribed, on your own without your doctor’s guidance. 5. Certain medical conditions Some existing health issues can also reduce moisture in your vagina (another good reason to talk to your doctor). Vaginal dryness may also be a symptom of diabetes . Though it’s rare—affecting only 1% of the population—Sjögren's syndrome, an autoimmune disease that can affect your eyes and mouth, can also dry out tissue throughout your body, including the vagina. Though it’s not necessarily a condition per se, if you recently had a baby, your postpartum period could be another (temporary) reason. That’s because, if you’re breastfeeding, you may not be producing enough estrogen to keep your vagina well-lubricated—but when you stop, it should increase again. Plus, if you’re sleep-deprived because you are taking care of a newborn, your sexual drive may be non-existent —which means you might be dry down there, too. Again, this is not a health condition—more a frustrating choice—but stop smoking if you do it. On top of increasing your risk of cardiovascular disease and cancer, Dr. Seifi says smoking can mess with your hormone levels—specifically, your lubricating friend, estrogen—and it’s a known risk for early menopause. Treating whatever condition you have can usually help take care of some dryness (and help you feel better in general). If you’re up for penetrative sex, again, a little lube and some extra foreplay before the big act can’t hurt, which can help stimulate blood flow and keep your vagina moist. If you’re still uncomfortable, opt for a vaginal moisturizer. Importantly, skip douches, which contain harsh soaps and other ingredients that’ll likely irritate your bits even more. Speaking of harsh chemicals: It might also be worth sorting through your medicine cabinet and clearing it of any chemical-laden soaps. Your vagina is a self-cleaning oven—you don’t need to (and shouldn’t) use harsh soaps down there. “Just use water to clean, a regular shower, and regular soap. That will take care of it,” says Dr. Seifi. Also, don’t keep trying to have sex if it hurts, as that can cause your pelvic floor muscles to tighten up even more, intensifying dryness and discomfort. “Pain is your body’s way of saying ‘stop,’” says Dr. Streicher. Vaginal dryness can be uncomfortable to talk about, but it’s even more uncomfortable to deal with. (AP) — Canadian Prime Minister Justin Trudeau said Saturday he had an “excellent conversation” with Donald Trump at his Mar-a-Lago club after the president-elect's threat to impose significant tariffs on two of America’s leading trade partners raised alarms in Ottawa and Mexico City . It was unclear, as Trudeau headed back to Canada from Florida, whether the conversation had alleviated Trump’s concerns. A person familiar with the details of the leaders' hastily arranged meeting Friday night said it was a “positive wide-ranging dinner that lasted three hours.” The official, who was not authorized to discuss the matter publicly and spoke to The Associated Press on condition of anonymity, said topics included trade, border security, fentanyl, defense, Ukraine, NATO, China, the Mideast and pipelines, as well as the the Group of Seven meeting in Canada next year. The Republican president-elect has threatened to impose tariffs on products from Canada and Mexico if the countries don’t stop what he called the flow of drugs and migrants across their borders. He said he would impose a 25% tax on all products entering the U.S. from Canada and Mexico as one of his first executive orders when he takes office in January. As he was leaving his West Palm Beach hotel, Trudeau stopped briefly to answer a reporter’s question about the dinner meeting, saying it was "an excellent conversation." Trump’s transition team did not respond to questions about what the leaders had discussed. Trump, during his first term as president, once called Trudeau “weak” and “dishonest,” but it was the prime minister who was the first G7 leader to visit Trump since the Nov. 5 election. "Tariffs are a crucial issue for Canada and a bold move was in order. Perhaps it was a risk, but a risk worth taking,” Daniel Béland, a political science professor at McGill University in Montreal. Among those at the dinner were Howard Lutnick, Trump's pick for commerce secretary; North Dakota Gov. Doug Burgum, in line to lead the Interior Department; and Mike Waltz, Trump's choice to be his national security adviser. The Vikings also activated outside linebacker Gabriel Murphy from injured reserve and signed linebacker Jamin Davis off the Green Bay Packers practice squad. Pace, 23, had started each of the Vikings nine games this season. The 2023 undrafted free agent from Cincinnati had 56 tackles — including six for loss — and three sacks. Murphy, 24, signed with the Vikings as an undrafted free agent this spring. He was placed on injured reserve Aug. 27. Created in 1903 as a “senior society” and modeled on both the fraternities of Cornell and the mythology of ancient Egypt, Osiris gave MIT’s senior leadership an opportunity to speak frankly and off the record with a group of handpicked student leaders. Its existence was acknowledged, and names of its members appeared in MIT yearbooks, but the deliberative purpose of the society remained secret for decades. Rather than being based on inductees’ wealth or their family’s political power—common criteria for senior societies at other schools—membership was designated “for those undergraduates who have shown in their daily life an especial love and devotion to the Institute,” reads the once-secret history of Osiris that now resides in MIT’s archives. This history was written by Edward Pennell Brooks, Class of 1917, as a speech he gave at several Osiris initiations in the early 1950s, but its factual content is attributed to Alfred Edgar Burton, MIT’s first dean of students. If the organization’s purpose were not kept secret, Burton warned, MIT’s leaders wouldn’t be able to have such frank and open discussions with the students. “It was a very interesting organization—the word I would use is ‘private’ rather than ‘secret,’” says William J. Hecht ’61, SM ’76, who was inducted into Osiris in 1961 and went on to serve as executive vice president and chief executive of the MIT Alumni Association for 25 years. “If something controversial were to come up—a faculty gripe about something—it was a way that the administration or the faculty could air it in front of a small group (we were around a dozen) of ‘student leaders’ and be candid about what’s what.” Osiris was started by Arthur Jeremiah Sweet, Class of 1904, who transferred to MIT after having a run-in with the fraternities at Cornell. Sweet wanted to create a society without the baggage of the Greek system, so he settled on Egyptian mythology, choosing the god credited with teaching the ancient technology of agriculture to humans. Sweet then assembled an impressive group of student leaders. “When once launched, however, there became a need of finding out what it was to do,” Brooks wrote. In stepped Dean Burton, who suggested that Osiris could help President Henry Smith Pritchett better understand MIT’s student body. Pritchett certainly needed help: Shortly after he was inaugurated in 1900, the annual “cane rush” competition between freshmen and sophomores had resulted in a student death. Pritchett then angered many students with his near-successful attempt to merge MIT with Harvard. “Pritchett grasped this as a chance, so I have been told, to reestablish good relations with leaders of undergraduate life,” the history reads. Pritchett and Burton thus became the first honorary members of Osiris. In years that followed, names of inductees appeared occasionally in , which referred to Osiris as one of many senior societies. Given the growing number of MIT honorary societies, it was a good cover story. Ten MIT presidents and numerous deans and vice presidents would become honorary members of Osiris; full members included student government leaders and many editors of , most notably James Rhyne Killian ’26, who became MIT’s 10th president (see “ ,” , July/August 2024). Burton warned in 1907 that Osiris faced three big dangers. First, “the natural tendency for the meetings to lapse into merely social gathering of congenial spirits.” Second, the possibility that the society would become well known among undergraduates, who would seek to gain membership as a student honor. Third, the way proximity to power might limit the frankness of the discussions. The solution, Burton wrote, was careful guidance of alumni and honorary members to keep Osiris focused on its mission—and to keep its purpose a secret. Secrecy was so paramount that even using the name Osiris was discouraged. In several letters that Paul E. Gray ’54, SM ’55, ScD ’60, then dean of the School of Engineering, wrote to Osiris member Gregory Jackson ’70 in March 1971, Gray refers to Osiris by the number 270. (Gray had been inducted as an honorary member in 1965 and would become MIT’s 14th president in 1980.) The number referred to 270 Beacon Street, the address of the University Club, where many Osiris members were inducted until the club moved to 40 Trinity Place in 1926. Later, Osiris initiations moved to the Club of Odd Volumes at 77 Mt. Vernon Street, a private club for bibliophiles of which Killian was a member. “I joined Osiris in my junior year at a meeting of the entire group at a formal dinner at the Club of Odd Volumes in Boston,” recalls Tom Burns ’62, SM ’63. “At the time, we were asked to be somewhere in Boston in a tuxedo [and] were blindfolded and driven around for a while by a senior member of the Society, ending up at the Club to be confronted by a large group of faculty and student members.” (A written description of initiations in the 1960s says that tuxedo-clad initiates typically were told to perform a stunt­—such as flying paper airplanes in front of a ticket counter at Logan—while waiting to get picked up.) While two annual meetings were held at the club, Burns says faculty members typically hosted the regular dinner meetings, many in Killian’s penthouse apartment at 100 Memorial Drive. Student members were responsible for selecting the topics and leading the discussions, he says, and picked the next year’s inductees. Of course, inviting many successive editors of the MIT student newspaper to join a society with such a secret purpose was inherently risky. Sure enough, on February 18, 1955, ran a front-page article with the headline “Student Leaders Meet With Administration and Faculty In Secret Society, Osiris.” The article was unsigned, as were all news articles at the time, but Stephen N. Cohen ’56, then editor of , appears on the Osiris membership rolls. (Tellingly, the next three editors—John A. Friedman ’57, Leland E. Holloway Jr. ’58, and Stewart Wade Wilson ’59—do not.) A week later, Eldon H. Reiley ’55, president of MIT’s Undergraduate Association, president of the Institute Committee, and a member of Osiris, published an 11-paragraph statement in saying, among other things, that “Osiris is an informal group of faculty and students who meet from time to time over dinner and discuss issues pertaining to the welfare and betterment of MIT. The group has no power in itself.” Reiley wrote the truth: Nowhere in the archives or in interviews with surviving members is there a hint that the student members of Osiris decided anything other than the names of the next year’s recruits. Howard Wesley Johnson was inducted as an honorary member in 1965, shortly before becoming MIT’s 12th president in 1966. Johnson clearly took his Osiris duties seriously: Its meetings were entered into his appointment book, and when he missed the initiation in 1968, he wrote “to the men of OSIRIS,” apologizing that “business in defense of M.I.T. demands that I be absent.” Johnson’s letter hints at the forces that ultimately put an end to the organization: Osiris was a relic of the past—for example, it had no female members until 1969—and MIT was under attack in the present. “I was added in 1969 when I was vice president of the Graduate Student Council,” recalls Marvin Sirbu Jr. ’66, ’67, SM ’68, EE ’70, ScD ’73. “I remember how remarkable it was that students and faculty/administrators met and talked informally in the way that they did at Osiris meetings.” Today Howard Johnson’s presidency is remembered for his deft handling of student unrest, including three days in November 1969 when more than a thousand people protested the Institute’s relationship with the US Department of Defense. The documentary includes film from meetings of a joint committee of faculty and students that helped defuse the situation. While many of the students were members of Osiris, they were present because they were elected student leaders, not because they belonged to the secret society. But Sirbu suggests that the Osiris meetings may explain why those in the room felt so comfortable with each other. Handwritten minutes from two meetings in the spring of 1971 reveal that topics discussed included marijuana, civility in Osiris meetings, and the possible reemergence of McCarthyism on campus. An article in reported that topics such as research policy and housing were also typical. But Osiris was in decline. That March, Gray had observed that 34 people had RSVPed “yes” for the March 16 meeting, but only 27 had shown up­—and that “actives” (student members) were outnumbered by “over thirties” by about three to one. A few weeks before Provost Jerome Wiesner became MIT’s president in July 1971, a letter signed by Killian and Johnson went out to members asking for financial donations, signaling the end of the Institute’s financial support for Osiris. “At the end of my junior year, I was apprised by Dan Nyhart, then MIT’s dean for student affairs, that Osiris was in arrears to the Institute and needed to pay its debt,” recalls Lee Giguere ’73, who joined in 1972 with fellow editor Alex Makowski ’72. “In those days—the early 1970s—the atmosphere was pretty radical,” he says, and accessing a “private channel to the powers that be” ran counter to his understanding of his role as a reporter. Although he remembers compiling a list of new initiates, there are no records showing that those students were ever invited to join. But the exact date of Osiris’s demise remains unclear. Burns recalls a conversation with Frederick Fassett, former dean of residence, about the subject in the early 1970s. “He merely said that it had outlived its value, partly as a result of changes experienced in the 1960s,” he says. “I never received any formal notice of its end.”

In his past two games, Dowdle has scored at least 15.1 PPR points in each contest, which includes consecutive games of at least 112 rushing yards. The Panthers are No. 1 in most Fantasy points allowed to opposing running backs, and four running backs in their past five games have rushed for at least 103 yards. Those same four running backs ( Alvin Kamara , Tyrone Tracy Jr. , Bucky Irving and Saquon Barkley ) also scored at least 12.4 PPR points in each game. Dowdle is a great price this week as well. Nationally, 66% of faculty say “colleges and universities should not take positions on political and social issues,” says Silence in the Classroom, the 2024 FIRE Faculty Survey Report. At Duke, the percentage is 71%, at Carolina 65%, and at Wake 64%. Higher education is facing mounting challenges, from the costs to the positions it favors. Silencing students or faculty has drawn sharp criticism from Capitol Hill to every corner of the nation sending people to the ballot box. Carolina, established in 1789, is the nation’s oldest public university. It also earlier this year became embattled in free speech controversy tied to the war between Hamas and Israel. The Foundation for Individual Rights and Expression , as FIRE is more formally known, is a nonprofit nonpartisan organization billing itself as “defending and sustaining the individual rights of all Americans to free speech and free thought.” Surveys on topics related to free expression and academic freedom were made of 6,269 tenured, tenure-track and nontenure faculty at 55 four-year colleges and universities in America. In North Carolina, the sampling was of 145 at Carolina, 80 at Duke, and 55 at Wake Forest. For each campus, respondents said the top “difficult issue to discuss” is the Israeli-Palestinian conflict. Asked for top three issues, the Middle East saga was 79% at Carolina, 71% at Wake Forest and 68% at Duke. Each campus was split on the second and third choices. At Duke, 57% said affirmative action and 51% transgender rights. At Carolina, 54% said affirmative action and 53% racial inequality. And at Wake, 63% said racial inequality and 55% transgender rights. All were talking points of various candidates, particularly the presidential race, in the election cycle climaxing last month. In response to faculty feeling “they could not express their opinion because of how others would respond,” the choices of “occasionally,” “fairly often” and “very often” drew a combined 69% at Wake Forest, 69% at Duke and 67% at Carolina. Fairly often and very often were 35% at Duke. King did not mention what specific comments of his the letter targeted but said it will not deter him from speaking against the company's proposed five-state pipeline system. The system would transport captured carbon dioxide from ethanol plants to North Dakota for underground storage. Indeed, King spent most of his airtime Friday lambasting the project as "the biggest boondoggle the world has ever seen." He said it would wrongly be funded by billions of dollars of federal tax incentives for carbon sequestration and the production of low-carbon fuels, and would erode landowners' rights if allowed to use eminent domain to force people to host the pipe. "Why do they think that somebody who has faced as much criticism as I have is going to be intimidated by a silly letter?" King said. King was a longtime congressman who represented conservative northwest Iowa and was known for making inflammatory remarks that drew the ire of liberals. But some of those comments eventually led House Republicans to strip him of his committee assignments, and Congressman Randy Feenstra defeated him in a 2020 primary. In the Friday radio interview, King criticized Summit's cofounder, Bruce Rastetter, for allegedly using his political connections and wealth to get the project approved. King also sought to link Erik Helland — the chairperson of the Iowa Utilities Commission that approved a permit for the project — to the company because he started a business in Alaska with a similar name. State records show Helland formed 49th Summit Solutions in 2016 and that the company offered Medicaid mediation services. Five other people have received letters that claim their statements against Summit's project "exposed you to significant legal liability," King said. The Gazette has confirmed these five other recipients: Jess Mazour, of the Sierra Club of Iowa; Trent Loos, a Nebraska farmer and podcaster; Barb Kalbach and Tom Mohan, of Iowa Citizens for Community Improvement; and Robert Nazario, who with King is part of the Free Soil Foundation. The letter Nazario received — which he provided to The Gazette — includes a newspaper quote from Nazario about the potential for carbon dioxide plumes to kill people. "There is no proof that Summit Carbon Solutions' pipeline — or any CO2 pipeline — has ever caused death," the letter says. At least two of the anti-Summit statements that were a subject of the letters were published by the Iowa Information newspaper group. The company's president did not respond to a request to comment for this article. Summit's letters demand that their recipients retract the statements and "refrain from making false and defamatory statements about Summit Carbon Solutions." The letters threaten "alternative legal remedies" and allude to lawsuits. The company has obtained route permits in Iowa, Minnesota and North Dakota. Summit has reapplied for a permit in South Dakota, which rejected its initial proposal last year. 2024 is set to be the hottest year on record, with global average temperatures exceeding 1.5 degrees Celsius above pre-industrial levels, according to the EU's Copernicus Climate Change Service. Extreme weather events, including droughts, floods, heatwaves, and cyclones, have devastated regions worldwide. Carbon dioxide emissions from fossil fuels remain the primary driver of global warming, with emissions projected to reach record highs this year despite green pledges. Scientists warn that even a potential cooling from a La Nina event in 2025 won't reverse the long-term warming trend. How sustainable is an electric vehicle whose manufacturing process depends heavily on natural gas? How "green" can a LEED-certified building be when it is constructed with materials with major carbon footprints such as glass and concrete? Even when creating sustainable products, industrial activities like construction and manufacturing contribute greatly to pollution. These activities account for nearly a third of U.S. greenhouse gas emissions, according to the Environmental Protection Agency. Addressing climate change is one of President Joe Biden's top priorities, and his administration has taken aim at some of these unsustainable industrial practices in part of his executive order to achieve net-zero carbon emissions throughout the U.S. economy by 2050. Machinery Partner researched the U.S. government's commitments to reducing carbon dioxide and other greenhouse gas emissions resulting from manufacturing industry processes over the past few years. Between the executive order and funding from the Bipartisan Infrastructure Law of 2021 and the Inflation Reduction Act of 2022, there has been substantial activity to reduce U.S. industrial pollution. This has taken the form of direct investments into research and technologies to reduce pollution in manufacturing, as well as using the purchasing power of the federal government to prioritize products with lower carbon footprints. In addition to protecting Earth from the devastating effects of climate change, these efforts also support the U.S. manufacturing industry. By focusing investments in American-made low-emission products, the federal government can prop up domestic companies and grow jobs in an industry that has been struggling for several decades. The Department of Energy allocated more than $6 billion in funding for clean manufacturing technology projects in March 2023. With this funding, the federal government will pay for up to half of the costs for the chosen early-stage, private-sector projects that would reduce emissions in industrial processes that utilize a lot of energy. The program, called the Industrial Demonstrations Program, will select projects and finalize awards by spring 2024. In June 2023, a smaller DOE program provided $135 million for 40 projects to research, develop, and pilot-scale methods of reducing energy consumption and emissions in the industrial sector. The projects—taking place at national laboratories, universities, and companies across the U.S.—focus on reducing emissions in cement and concrete, food and beverages, chemicals, petroleum refining, and iron and steel. The month after, the DOE also announced $100 million in grants for state and local governments and public utilities to procure and use products made with converted carbon emissions. These grants will cover up to half the cost of these materials for awardees, creating further demand for these low-emission products in the economy. In addition to these direct funding opportunities, federal agencies have begun to demand lower-emissions materials for their infrastructure projects. Biden's 2021 executive order created the Buy Clean Initiative , which prioritizes using low-carbon, American-made construction materials in federal projects. Putting $630 billion in annual federal spending on the line—plus even more in state government spending—has pressured greener practices among U.S. manufacturing companies. After years of developing and testing low-emissions material requirements, the General Services Administration released official standards in December 2023 for asphalt, concrete, glass, and steel. The month before, the agency also announced plans to invest $2 billion across more than 150 federal projects utilizing these lower-emission products. The GSA estimates that incorporating these lower-carbon materials will reduce the carbon emissions from these projects by tens of thousands of metric tons. Throughout 2023, the GSA and other agencies announced several high-profile projects using low-carbon procurement standards, including the Department of Homeland Security's new headquarters and the Alexander Hamilton U.S. Custom House in New York City. The GSA set the first "Buy Clean" standards for concrete and asphalt in March 2022; by December, it had awarded a concrete contract based on the new concrete standards. GSA drafted more comprehensive requirements by May 2023, setting standards for carbon emissions for concrete/cement, asphalt, steel, and glass. Following the release, the agency ran a six-month pilot program applying the requirements to 11 federal projects, including new construction, land port of entry, modernization, and paving projects. The value of affected materials across these projects totaled around $300 million. In fall 2022, the Department of Transportation released its Buy Clean policies, another major feat considering that transportation comprises another near-third of greenhouse gas emissions. By October, the department had distributed $7.1 million to state DOTs to identify ways to reduce emissions in highway construction, with a focus on sustainable pavements. Other agencies, such as the Federal Emergency Management Agency and the Department of Housing and Urban Development, have also readily incorporated low-carbon materials into their projects. By encouraging green manufacturing and creating demand for low-emission materials, these federal programs are forging the way to greener U.S. industrial production.
