(The Center Square) – The U.S. Government Accountability Office says leadership is needed to fully define quantum threat mitigation strategy. A new report released by the agency emphasizes the urgent need for comprehensive federal leadership to address the emerging cybersecurity risks posed by quantum computing, warning that without prompt and coordinated action, adversarial nations might exploit quantum technology to undermine national security. "It is important for the Office of the National Cyber Director to act on our recommendation now for several reasons," Marisol Cruz Cain, director with GAO's Information Technology and Cybersecurity team, wrote in an email to The Center Square. "Adversaries could copy data protected by cryptography today and store it with the intention of accessing it later once a cryptographically relevant quantum computer is developed." The director is also the lead author of The Future of Cybersecurity. "The key to successful migrations is to start planning now and not wait until a CRQC is on the horizon," Cain wrote. "A fully comprehensive strategy will provide agencies with more clarity on their responsibilities and the common outcomes they are aiming to achieve. It will also provide the nation a better-defined roadmap for allocating and managing resources and holding participants accountable for achieving results." A cryptographically relevant quantum computer is a quantum computer that can run algorithms to crack or weaken existing cryptography. Quantum computing is a rapidly advancing technology that has the potential to solve complex problems at an unprecedented speed, which also poses significant risks in today's cybersecurity. The report says various documents have been developed over the past eight years that have contributed to an emerging U.S. national quantum computing cybersecurity strategy. The Government Accountability Office has identified three goals moving forward. The first goal is to standardize post-quantum cryptography, the second would be to migrate federal systems to that cryptography, and the third would encourage all sectors of the economy to prepare for the threat. The report identifies gaps in federal agency preparedness and a lack of clear leadership to oversee the transition to quantum-safe systems, as "No single federal organization is responsible for the U.S. strategy’s coordination." While agencies like the National Institute of Standards and Technology have taken necessary steps to develop quantum-resistant cryptographic standards, the report found inconsistencies in how federal agencies implement recommendations. The Government Accountability Office says national strategies should ideally contain six characteristics: • Purpose, scope, and methodology. • Problem definition and risk assessment. • Objectives, activities, milestones, and performance measures. • Resources, investments, and risk management. • Organizational roles, responsibilities, and coordination. • Implementation and integration. According to the report, the accountability office was asked to investigate the federal government's strategy for addressing threats posed by quantum computers to the nation's cryptography. The current encryption methods are designed to secure sensitive data, but unfortunately, could potentially become vulnerable to future efforts of quantum-enabled decryption in the future. The report also stresses that the federal government will need to act swiftly to implement quantum-resistant cryptography in order to ensure that those critical systems would remain secure. According to the report, "some experts predict that a quantum computer capable of breaking certain cryptography – referred to as a cryptographically relevant quantum computer – may be developed in the next 10 to 20 years." The agency also identified challenges in workforce development and noted a shortage of professionals with expertise in quantum computing and cybersecurity, suggesting federal agencies invest in training programs and collaborate with private sector leaders to ensure a skilled future workforce that is ready to tackle any quantum-related threats. The report serves as a roadmap for quantum threat mitigation and outlines ways the federal government could appoint a centralized leadership body to oversee the implementation of quantum-safe measures. The report also calls for increased funding for quantum research and development and stronger public-private partnerships to address other vulnerabilities while also emphasizing that proactive leadership is critical to ensuring the United States remains at the forefront of cybersecurity in the quantum era.

In a stunning electoral verdict, Jharkhand has broken its 24-year jinx of never returning an incumbent government to power. The Jharkhand Mukti Morcha (JMM)-led INDIA alliance’s sweeping victory, securing a two-thirds majority despite the BJP’s highly polarised campaign, is inarguably an outcome of a strong social coalition powered by an array of welfare schemes. The scale of victory is also impressive—while the INDIA partners (JMM), the Congress, Rashtriya Janata Dal (RJD), and Left parties) delivered strong performances across the board, in the NDA camp only the BJP managed to stay afloat, emerging as the second-largest party while its allies All Jharkhand Students Union (AJSU) and Janata Dal (United) (JDU) failed to make an impact. The INDIA bloc is set to win 56 of 81 seats in the State, which is more than a two-thirds majority. JMM is set to win 34 seats, nine more than the 25 it won in 2019, and its ally Congress 16 seats, equal to what it won in 2019, while RJD won four, close to the six seats it won in 2019. Left parties have won two seats. JMM, riding on sympathy votes for Hemant Soren after his arrest and subsequent bail in the corruption case, has registered a rise, while other INDIA partners have by and large retained their seats. In the NDA bloc, while the BJP is set to win 21 seats, its allies AJSU, JDU, and Lok Janshakti Party (Ram Vilas) LJP (Ram Vilas) have only one seat each. JMM’s strike rate is spectacular at nearly 75 per cent compared to BJP. While the saffron party as the lead party in the NDA contested 68 of 81 seats, JMM in the INDIA bloc contested only 43 seats. A reason for Sudesh Mahato-led AJSU’s poor show is the rise of the new entrant in Jharkhand politics, Jairam Mahato, who won the Dumri Assembly seat. Both Sudesh and Jairam come from the same Kudmi-Mahato community, which is the second-largest voting bloc after tribals in the State. Jairam’s Jharkhand Loktantrik Krantikari Morcha seems to have damaged NDA’s prospects in several seats. The Kurmis, accounting for nearly 14 per cent of votes, are key to victory in over 30 of the 81 Assembly seats in Jharkhand, particularly in the districts of Ranchi, Dhanbad, Hazaribagh, Jamshedpur, and Giridih. In 2019, when they fought separately, they won 25 and two seats, respectively. When they united in 2024, hopes were high for recreating the 2014 scenario. However, they performed nowhere close, with the BJP winning only 21 seats and AJSU just one. The addition of JDU and LJP (Ram Vilas) also did not help BJP significantly. Despite an extremely divisive pitch of “Jamai Jihad and Zameen Jihad” centred on allegations of infiltration by Bangladeshi muslims and their acquisition of tribal lands and marriages with tribal women, the BJP could achieve a strike rate of below 30 per cent. Congress, which had proved a weak link in the INDIA bloc in Bihar and Uttar Pradesh Assembly elections, performed well in Jharkhand, winning 16 of the 30 seats it contested. JMM’s steady ascent This election marks JMM’s consistent rise in Jharkhand. It won 18 seats in 2009, 19 in 2014, 30 in the 2019 State election, and now 33 Assembly seats. BJP, though down to 21 from the 25 seats it won in 2019, remains a significant force in the tribal State. But its performance will dampen spirits, as it has deployed a battery of tribal leaders this time, including many imports from parties like JMM and Congress. Prem Singh, a former teacher at Delhi University and former fellow of the Indian Institute of Advanced Study, Shimla, told Frontline , “The communal issue of infiltration of Bangladeshi Muslims in the State backfired on the BJP . This election result has made it clear that the BJP’s communal campaign has not yet spread to rural Jharkhand. The BJP’s aggressive campaign focusing on alleged Bangladeshi “infiltration” and attempts to woo tribal voters fell flat, managing only 21 seats despite contesting 68. | Photo Credit: The Hindu Singh noted that the BJP could not counter several ground factors: sympathy among tribal communities following Hemant Soren’s arrest, support from non-tribal women due to Maiya Samman Yojana, and the polarisation of Muslim minority votes in favour of the INDIA bloc. “It was said that the BJP tried to harm JMM and the INDIA bloc by providing resources to Jairam Mahto of Jharkhand Loktantrik Krantikari Morcha. But this strategy failed. The BJP also angered some of its old leaders and voters by fielding new faces picked from political families,” Singh observed. A look at Jharkhand’s electoral map shows that the BJP’s attempt to woo tribal votes by raising concerns about Bangladeshi infiltration has flopped, as it failed to win many seats in the Santhal Pargana region. Most of its victories came from its traditional strongholds in Palamu and North Chotanagpur. In Kolhan, where the BJP had high hopes riding on Champai Soren, results fell below expectations. Though Champai won his Saraikela seat, his son Babulal Soren is losing from Ghatshila. In the last Assembly election, the BJP failed to win any of the 14 Assembly seats in Kolhan. Overall, the BJP had won just two of the 28 tribal reserved seats in 2019, and this time too, its performance in these constituencies appears limited. Even former Union Tribal Affairs Minister Arjun Munda’s wife, Meera Munda, was trailing from the Potka seat. Shibu Soren’s eldest daughter-in-law, Sita Soren, who had earlier lost the Dumka Lok Sabha seat as a BJP candidate, trailed by a huge margin in the Jamtara seat at the time of reporting. Former Chief Minister Madhu Koda’s wife, Geeta Kora, also trailed in Jagannathpur. A Lok Sabha MP from Congress, she had joined the BJP before the 2024 general election and lost from the Singhbhum Lok Sabha seat months ago before being fielded as an MLA candidate this time. Polarisation politics finds few takers Releasing the BJP’s Sankalp Patra (manifesto) on November 3 in Ranchi, Home Minister Amit Shah had promised to “identify and deport” every infiltrator and reclaim “land they usurped” from tribal people. Prime Minister Narendra Modi, at an election rally in Chaibasa in Kolhan division on November 4, warned tribals that “they” (referring to Muslims) were snatching their bread, taking away their daughters, and usurping their land. This escalated the BJP’s ongoing campaign in the Santhal Pargana region, which claimed Muslims from Bangladesh were marrying tribal women and changing demographics. Clearly, this strategy has not worked. Siraj Dutta, a social activist and researcher associated with PUCL in Jharkhand, told Frontline , “The result is a clear rejection of the BJP’s deeply communal and divisive politics. The BJP ran an extremely hateful campaign against Muslims using the bogey of Bangladeshi infiltration. Several mainstream media outlets and digital news portals blindly pushed the BJP’s agenda. It did not resonate with Adivasis and other Jharkhandi communities, even in Santhal Pargana, as it simply doesn’t exist on the ground.” Dutta noted that contrary to the BJP’s communal agenda based on unfounded claims, INDIA bloc parties, led by JMM, focused on people’s issues and questions of Jharkhandi identity in their campaign. “Along with Adivasis, a large proportion of backward and Dalit Jharkhandi communities have also rejected BJP’s communal politics in favour of Hemant Soren’s welfare work. The consolidation of Adivasis against the BJP visible in this year’s Lok Sabha election intensified further. In the last five years, the BJP’s agenda of assimilating Adivasis into the Hindutva fold has faced stiff political resistance. The pro-corporate policies of the Modi government at the cost of Adivasi resources are also exposed,” he explained. In the 2024 Lok Sabha election, the BJP won nine of 14 Lok Sabha seats, and the NDA had led in more than 50 Assembly seats. They were hopeful of a better show this time, believing that with Hemant Soren out on bail, the sympathy factor would no longer work for JMM. While Marandi won his Rajdhanwar seat in Giridih, he clearly hasn’t proved to be the BJP’s trump card in the State. The BJP pitched the Gogo Didi Yojana to counter the JMM-led alliance government’s Maiya Samman Yojana to attract female voters. However, voters seemingly preferred a delivered scheme over a promised one. The BJP’s manifesto promised to transfer Rs. 2,100 monthly to women’s bank accounts under their scheme after forming the government. Under the existing Maiyya Samman Yojana, Rs. 1,000 per month is credited to over 50 lakh women’s accounts in the State. Chief Minister Hemant Soren promised to increase this amount to Rs.2,500 monthly from December if his party returned to power. Women voters outnumbered men in 32 Assembly constituencies, with female turnout exceeding male turnout in more than 80 per cent of seats this time. When it comes to tax strategies, generally Dec. 31 is the deadline to make changes that might lower your tax bill. One major exception is the deadline for contributing to a Roth or traditional IRA : You have until April 15, 2025, to make a contribution to a Roth or traditional IRA for tax year 2024. If you qualify for deductible IRA contributions , then a contribution to your traditional IRA can reduce your taxable income for 2024. Here are tips and strategies to prepare now for the 2025 tax-filing deadline. If you had significant changes in your life in 2024 — maybe you got married or divorced, started your own business, or had to claim unemployment benefits — your taxes may be more complicated. As a result, you might need to hire a certified public accountant (CPA), enrolled agent (EA) or other tax professional to prepare and file your taxes. If you decide to hire someone, it’s best to start planning for that sooner rather than later. Waiting until the calendar flips to April could cost you. The average fee for a professional to prepare and file a simple Form 1040 tax return, with no itemized deductions, is about $220, according to a survey by the National Society of Accountants in 2020-2021, the most recent data available. But that amount rises quickly for more complex returns, and varies depending on where you live. For example, a Form 1040 with itemized deductions costs an average of $432 in states on the Pacific Coast, compared with $285 in New England. No matter where you live, prices usually rise as the tax deadline approaches, so it’s smart to start searching for a tax pro soon. If you’re uncomfortable doing your taxes on your own and can’t afford a CPA, enrolled agent or other tax pro, or to pay for tax software , there are free options to consider. The IRS currently offers three ways to prepare your taxes for free: •With the IRS Free File program, the IRS partners with for-profit tax-software companies that offer free tax-prep software to eligible taxpayers so they can file their federal tax returns for free. Some taxpayers may also qualify for a free state tax filing, depending on the software provider. In January, the IRS will announce the income limit to qualify for the program for the 2025 tax season (for filing 2024 tax returns). For the 2024 tax season (2023 tax returns), taxpayers’ adjusted gross income (AGI) couldn’t exceed $79,000. •The IRS also offers its Direct File program, a free tool that allows you to file your federal income tax return directly with the IRS at no cost. The program supports simple tax returns and is available only in certain states. Check to see if you qualify here. •Another free-filing option is the Volunteer Income Tax Assistance (VITA) program. IRS-certified volunteers offer free basic tax preparation in person to people who earn less than $67,000 a year, are disabled or whose English is limited. The IRS has an online location tool for hundreds of free tax preparation sites in the U.S. (the locator tool is updated from February through April). Some VITA sites also offer online tax-prep assistance. Now is a good time to create an IRS online account. If you want to see your Form 1040 from last year, or you’re missing a prior year Form W-2 or mortgage interest statement, you can find your documents using this free tax tool. Another benefit of creating an IRS online account is that it allows you to quickly obtain your prior year’s tax information without sitting on the phone for hours with an IRS representative, says Carl Johnson, a certified public accountant in New Orleans. An IRS online account also lets you view your account balance and payment history for each year. You can also create a payment plan to settle your federal income tax debt within minutes. If you’re 73 years old and have enjoyed watching your 401(k) or IRA grow tax-free without touching it, remember that the IRS is going to want its share each year. That means you’ll have to make withdrawals — and pay income tax. If you turned 73 in 2024, plan to take your required minimum distribution (RMD) at the latest by April 1, 2025. Read this IRS bulletin for more information. The amount of your RMDs is based on your age and the year-end values of your retirement accounts. A Roth IRA has two big tax advantages over a traditional IRA : Qualified withdrawals are not considered income for federal (and usually state) tax purposes, and you don’t have to take distributions from a Roth every year once you reach age 73. Converting a traditional IRA to a Roth IRA may save you money in the long run. Just know that when you convert an IRA to a Roth, it’s considered taxable income, which will raise your tax bill for that year. Generally, it’s best to convert to a Roth IRA when you’re in a low-income year. As tax season approaches, many people start receiving phone calls, emails and texts from entities claiming to be the IRS. Be wary, and understand that these are scams. Typically, the IRS will mail you a notice before using any other method of communication to notify you concerning issues with your tax return. The IRS won’t reach out via social media or text messaging. Relatedly, the IRS warns taxpayers to be careful when choosing a tax preparer. Taking time to vet your tax preparer is crucial to protect yourself from tax scams and fraud. Before hiring a tax professional, search that person’s name in the IRS database of federal tax return preparers to avoid dishonest “professionals.” “Taxpayers should check the tax professional’s credentials,” Johnson says. Tax pros without credentials “may take questionable positions without any degree of scrutiny or fear of losing their access to the profession,” Johnson says. Taxpayers who don’t file a tax return and owe a tax bill, or who file but don’t pay their tax bill on time, risk severe penalties. The IRS can even seize assets if necessary. Respond quickly if the IRS has been sending you letters because it found an error on your return or claims you owe back taxes. Typically, the IRS will send you a notice if you have a balance due, changes were made to your tax return, or the agency needs additional information. “If you ignore a collection letter from the IRS, you may face wage garnishments, liens, bank levies, and other adverse action. And in some cases, the amount due may increase for failure to respond,” Johnson says. Keep in mind the IRS does offer installment plans and other payment plans. Make copies of your correspondence and use only the U.S. Postal Service, the postmark from which is your proof of timeliness when responding. According to the report, "some experts predict that a quantum computer capable of breaking certain cryptography – referred to as a cryptographically relevant quantum computer – may be developed in the next 10 to 20 years." The agency also identified challenges in workforce development and noted a shortage of professionals with expertise in quantum computing and cybersecurity, suggesting federal agencies invest in training programs and collaborate with private sector leaders to ensure a skilled future workforce that is ready to tackle any quantum-related threats. The report serves as a roadmap for quantum threat mitigation and outlines ways the federal government could appoint a centralized leadership body to oversee the implementation of quantum-safe measures. The report also calls for increased funding for quantum research and development and stronger public-private partnerships to address other vulnerabilities while also emphasizing that proactive leadership is critical to ensuring the United States remains at the forefront of cybersecurity in the quantum era.

He had found a loving relationship, rose quickly to great heights in a new career, and proudly showed off the results of his ongoing fitness journey.” Burgoyne talked about breaking free from his addiction to alcohol and crystal methamphetamine four years ago on the Two For Tea Podcast. “I have become somewhat of a workaholic in my sobriety,” Burgoyne told the podcast’s host, Iona Italia. “Yes, I have an addictive personality, and, no that’s not just with regard to substances. If you put a pleasure button in front of me or something that I enjoy doing or just something that strikes my fancy, I’m going to want to push that button a lot more than other people necessarily would. And part of the work that I’ve been doing in recovery is trying to notice when I’m doing this. Trying to steer myself nicely into other things, because learning self-love has been a part of this.” His drinking problem, Burgoyne said, started around the age of 22. “I tend to have the type of mind that’s always going a mile a minute and what I liked the most about alcohol was the depressive effects of it. I like feeling numb. I liked not necessarily having 80 thoughts in my head at once. So, I think that although I wouldn’t have told you this at the time — I didn’t think about with it in enough depth to know this – that it was definitely a form of self-medication.” His addiction wasn’t the product of a harsh childhood, Burgoyne told the host, noting he came from an extremely loving family. But when he came out as gay around the age of 15, he didn’t have a lot of role models. “I didn’t know what I was supposed to be working towards.” Drinking became a real problem in his mid-twenties, when he started to consume alcohol alone. “I was less good at keeping it under wraps socially.” Some friends stopped hanging out with Burgoyne. “They didn’t want to be around my antics.” By the time Burgoyne hit 30, he was buying large bottles of high-proof beer in corner stores. “I was drinking about two of those a night. I am surprised that my liver still functions today.” He became reclusive. “One of the biggest things about addiction is shame.” At the age of 32, someone offered him a glass pipe holding crystal methamphetamine. After trying it three times over more than a month, “I knew that I had made a very grave error,” Burgoyne said, noting his addiction to crystal meth “completely supplanted” his addiction to alcohol. Crystal meth put him on a downward spiral that made the problem impossible to ignore. “That was a really lovely gift wrapped in really ugly paper,” Burgoyne said. “It forced me to confront what I had been denying.” His family requested donations be made in Burgoyne’s name to the Canadian Assembly of Narcotics Anonymous . “In honour of Adam, hug your loved ones, take life one day at a time, bake bread, and buy the fancy cheese,” said his obituary. RPSC secretary Ramniwas Mehta said that the recruitment will be conducted for 30 subjects, with the highest posts being 60 in geography, 58 in Hindi, 55 in chemistry, and 52 in political science, among other subjects. The recruitment will be based on a written exam and interview, and merit lists of candidates will be declared. There will be three written exams, all objective type, with the first two papers related to the subject, while the third exam will be on general studies of Rajasthan. The written exam will be of 200 marks, with the first two papers being 75 marks each, while the third paper will be 50 marks. NEW YORK (AP) — Greg Gumbel, a longtime CBS sportscaster, has died from cancer, according to a statement from family released by CBS on Friday. He was 78. “He leaves behind a legacy of love, inspiration and dedication to over 50 extraordinary years in the sports broadcast industry; and his iconic voice will never be forgotten,” his wife Marcy Gumbel and daughter Michelle Gumbel said in a statement. In March, Gumbel missed his first NCAA Tournament since 1997 due to what he said at the time were family health issues. Gumbel was the studio host for CBS since returning to the network from NBC in 1998. Gumbel signed an extension with CBS last year that allowed him to continue hosting college basketball while stepping back from NFL announcing duties. In 2001, he announced Super Bowl XXXV for CBS, becoming the first Black announcer in the U.S. to call play-by-play of a major sports championship. David Berson, president and CEO of CBS Sports, described Greg Gumbel as breaking barriers and setting standards for others during his years as a voice for fans in sports, including in the NFL and March Madness. “A tremendous broadcaster and gifted storyteller, Greg led one of the most remarkable and groundbreaking sports broadcasting careers of all time,” said Berson. (Bloomberg) -- Italy’s parliament gave a final green light to the 2025 budget just days before a year-end deadline, in a win for Prime Minister Giorgia Meloni. The Senate passed next year’s budget early Saturday afternoon with 112 votes in favor from 181 members present. Meloni and Italian Finance Minister Giancarlo Giorgetti put together a package that aims to please voters with tax cuts, while keeping in line with European Union fiscal rules. The government plans to lower the country’s deficit to 3.3% of economic output next year, and to get that number below the bloc’s 3% ceiling by 2026. Last-minute changes to the budget include leaving taxes on cryptocurrencies at 26% for the coming year and then boosting them to 33% in 2026, compared to an initial plan for a 42% tax. Debt is still seen rising through 2026, in part due to costly state construction subsidies — known as the “superbonus” — which Meloni canceled when she came into office, though they’re still weighing on public finances. The prime minister’s pledge to lower taxes for medium and low-income brackets is helping to keep her firmly in power, though it means a slower path back to fiscal probity by EU standards. She’s being helped by the less-than-stellar performance of some of her EU neighbors. France isn’t planning to get its whopping 6.1% deficit under 3% of GDP until 2027, and Germany, while within the fiscal parameters, has an economy that shrank this year and is expected to stagnate in 2025 as well. Italian economic output has also slowed, but is still seen growing by 0.5% for 2024 and 0.8% next year, according to the country’s statistics office. Markets have taken note of Italy’s relatively sound situation and political stability, with the spread between Italian 10-year government bonds and equivalent German ones — a measure of risk — touching a three-year low earlier this month and still below 120 basis points. He is now. And who knows? Maybe for a lot longer than expected. Winston entered Cleveland football folklore on Thursday night by leading the Browns to a 24-19 win over the division rival Pittsburgh Steelers, who had their five-game winning streak stopped. Winston's performance at Huntington Bank Field, which transformed into the world's largest snow globe, not only made him an instantaneous hero in the eyes of Browns fans but added another wrinkle to the team's ever-changing, never-ending quarterback conundrum. In his fourth start since Deshaun Watson's season-ending Achilles tendon injury, Winston made enough big plays to help the Browns (3-8) get a victory that should quiet conjecture about coach Kevin Stefanski's job. But the unexpected events of 2024 have changed plans and led to the possibility that the 30-year-old Winston could become Cleveland's full-time QB or a bridge to their next young one. With his larger-than-life personality and the joy he shows whether practicing or throwing three touchdown passes, he has lifted the Browns. A man of faith, he's made his teammates believe. Winston has done what Watson couldn't: made the Browns better. “A very, very authentic person,” Stefanski said Friday on a Zoom call. “He’s the same guy every single day. LONDON — Olivia Hussey, the actor who starred as a teenage Juliet in the 1968 film "Romeo and Juliet," died, her family said on social media Saturday. She was 73. Hussey died Friday "peacefully at home surrounded by her loved ones," a statement posted to her Instagram account said. Hussey was 15 when director Franco Zeffirelli cast her in his adaptation of the William Shakespeare tragedy after spotting her onstage in the play "The Prime of Miss Jean Brodie," which also starred Vanessa Redgrave. "Romeo and Juliet" won two Oscars and Hussey won a Golden Globe for best new actress for her part as Juliet, opposite British actor Leonard Whiting, who was 16 at the time. The lion share of those came in his 50s, 60s, and 70s, as filmmakers and TV producers turned to him again and again to imbue small but pivotal parts with a wizened and worn soulfulness. Cobbs appeared on television shows including “The Sopranos," “The West Wing,” “Sesame Street” and “Good Times.” He was Whitney Houston's manager in “The Bodyguard” (1992), the mystical clock man of the Coen brothers' “The Hudsucker Proxy” (1994) and the doctor of John Sayles' “Sunshine State” (2002). He played the coach in “Air Bud” (1997), the security guard in “Night at the Museum” (2006) and the father on “The Gregory Hines Show." Cobbs rarely got the kinds of major parts that stand out and win awards. Instead, Cobbs was a familiar and memorable everyman who left an impression on audiences, regardless of screen time. He won a Daytime Emmy Award for outstanding limited performance in a daytime program for the series “Dino Dana” in 2020. In the 1970s, his satirical country band Kinky Friedman and the Texas Jewboys wrote songs with titles such as “They Ain't Makin' Jews Like Jesus Anymore” and “Get Your Biscuits in the Oven and Your Buns in Bed.” Friedman joined part of Bob Dylan's Rolling Thunder Revue tour in 1976. By the 1980s, Friedman was writing crime novels that often included a version of himself, and he wrote a column for Texas Monthly magazine in the 2000s. Friedman's run at politics brought his brand of irreverence to the serious world of public policy. In 2006, Friedman ran for governor as an independent in a five-way race that included incumbent Republican Rick Perry. Friedman launched his campaign against the backdrop of the Alamo. Mull co-created the show and starred as a “60 Minutes” style investigative reporter investigating all things milquetoast and mundane. Willard was again a co-star. In the 1990s he was best known for his recurring role on several seasons on “Roseanne,” in which he played a warmer, less sleazy boss to the title character, an openly gay man whose partner was played by Willard, who died in 2020 . Jacoby Jones Former NFL receiver Jacoby Jones died July 14 at age 40. Jones' 108-yard kickoff return in 2013 remains the longest touchdown in Super Bowl history. The Houston Texans were Jones’ team for the first five seasons of his career. They announced his death on Sunday. In a statement released by the NFL Players Association, his family said he died at his home in New Orleans. A cause of death was not given. Jones played from 2007-15 for the Texans, Baltimore Ravens, San Diego Chargers and Pittsburgh Steelers. He made several huge plays for the Ravens during their most recent Super Bowl title season, including that kick return. Erica Ash Erica Ash, an actor and comedian skilled in sketch comedy who starred in the parody series “Mad TV” and “Real Husbands of Hollywood,” has died. She was 46. Her publicist and a statement by her mother, Diann, says Ash died July 28 in Los Angeles of cancer. He was 88. James Earl Jones James Earl Jones, who overcame racial prejudice and a severe stutter to become a celebrated icon of stage and screen has died. He was 93. His agent, Barry McPherson, confirmed Jones died Sept. 9 at home. Jones was a pioneering actor who eventually lent his deep, commanding voice to CNN, “The Lion King” and Darth Vader. Working deep into his 80s, he won two Emmys, a Golden Globe, two Tony Awards, a Grammy, the National Medal of Arts, the Kennedy Center Honors and was given an honorary Oscar and a special Tony for lifetime achievement. In 2022, a Broadway theater was renamed in his honor. Frankie Beverly Frankie Beverly, who with his band Maze inspired generations of fans with his smooth, soulful voice and lasting anthems including “Before I Let Go,” has died. He was 77. His family said in a post on the band’s website and social media accounts that Beverly died Sept. 10. In the post, which asked for privacy, the family said “he lived his life with a pure soul, as one would say, and for us, no one did it better.” The post did not say his cause of death or where he died. Joe Schmidt Joe Schmidt, the Hall of Fame linebacker who helped the Detroit Lions win NFL championships in 1953 and 1957 and later coached the team, has died. He was 92. The Lions said family informed the team Schmidt died Sept. 11. A cause of death was not provided. One of pro football’s first great middle linebackers, Schmidt played his entire NFL career with the Lions from 1953-65. An eight-time All-Pro, he was enshrined into the Pro Football Hall of Fame in 1973 and the college football version in 2000. Born in Pittsburgh, Schmidt played college football in his hometown at Pitt. Chad McQueen Chad McQueen, an actor known for his performances in the “Karate Kid” movies and the son of the late actor and racer Steve McQueen, died Sep. 11. His lawyer confirmed his death at age 63. McQueen's family shared a statement on social media saying he lived a life “filled with love and dedication.” McQueen was a professional race car driver, like his father, and competed in the famed 24 Hours of Le Mans and the 24 Hours of Daytona races. He was a prolific songwriter and musician whose collaborations with the Eagles and Linda Ronstadt helped shape the country-rock sound that took root in Southern California in the 1970s. Souther joined in on some of the Eagles’ biggest hits, such as “Best of My Love,” “New Kid in Town,” and “Heartache Tonight." NASSAU, Bahamas — Scottie Scheffler birdied every hole but the par 3s on the front nine at Albany Golf Club on Friday and finished his bogey-free round with an 8-under 64 that gave him a two-shot lead in the Hero World Challenge. Two months off did nothing to slow the world's No. 1 player. Scheffler already has eight victories this year and is in position to get another before the end of the year. Scheffler was at 13-under 131, two ahead of Akshay Bhatia (66) and Justin Thomas (67), both of whom had to save par on the 18th hole to stay in range going into the weekend. Scheffler started with a lob wedge to 2 feet for birdie and never slowed until after he went out in 29 to seize control of the holiday tournament against a 20-man field. Scheffler cooled slightly on the back nine, except it didn't feel that way to him. "Front nine, just things were going my way. Back nine, maybe not as much," Scheffler said. "A couple shots could end up closer to the hole, a couple putts go in, just little things." Asked if he felt any frustration he didn't take it lower — he once shot 59 at the TPC Boston during the FedEx Cup playoffs — Scheffler sounded bemused. "I think in this game I think a lot of all y'all are looking for perfection out of us," he said. "Today I shot 8 under on the golf course, not something I hang my head about. A lot of good things out there — clean card, bogey-free, eight birdies. Overall, I think I'm pretty pleased." Thomas felt his 67 was stress-free, particularly the way he was driving the ball. The wind laid down again, rare for the Bahamas, though it is expected to pick up on the weekend. Thomas wasn't concerned to see Scheffler get off to a hot start, especially with three par 5s on the front nine and a short par 4 that at worst leaves a flip wedge to the green. "You literally can birdie every hole as soft as the greens are," Thomas said. "He's a great player, a great wedge player, and you have a lot of birdie holes to start. I'm honestly surprised he only shot 8 under. It's a sneaky course because if you fall asleep on some shots, you can get out of position. But if you're on and focused and really in control of everything — like these last two days with no wind — you can just make so many birdies." Ryder Cup captain Keegan Bradley had a 67 and was four shots behind. No matter how benign the conditions, it wasn't always easy. Cameron Young, who opened with a 64 for a two-shot lead, followed with a 75 despite making five birdies. That included a double bogey on the final hole when his approach tumbled down the bank into the rocks framing the lake that goes all the way down the 18th hole. Patrick Cantlay was trying to keep pace playing alongside Scheffler, but he had three bogeys over the final seven holes and fell seven shots behind with a 71. The tournament, hosted by Tiger Woods, is unofficial but offers world ranking points to all but the bottom three players because of the small field. It's the weakest field in 25 years, but Scheffler at No. 1 gives it enough cachet. He is the first player since Woods in 2009 to start and finish a year at No. 1 in the world. And even after a layoff — giving him time to tinker with a new putting stroke — it looks like it might be a while before anyone changes that. The parole system initiative underscores Zimbabwe’s commitment to transforming its prison system from one of punishment to one focused on rehabilitation and reintegration. Parole is the conditional release of prisoners before they complete their sentences. The new Act has provision for the establishment of the State Parole Board and sets conditions for early release from prison. The system needs ways of measuring how each prisoner considered for parole would have met the required conditions. An inmate can be released through a decision made by the President, the State Parole Board, the Commissioner General of Prisons, or the Minister responsible for Prisons and Correctional Services. The State Parole Board is authorised to release inmates on day parole. Some of the considerations for granting parole include whether an inmate has displayed meritorious conduct, self-discipline, responsibility and was industrious while in prison. Persons to be released early must not present undue risk to society when on parole, and their release must contribute to the rehabilitation and reintegration of the inmates into society as law-abiding citizens. In his address at the combined 154th and 155th recruit correctional officers’ courses pass-out parade held at ZPCS Ntabazinduna Training School recently, Justice Minister Ziyambi Ziyambi said that in liaison with ZPCS, the ministry is reviewing policies and regulations in line with the provisions of the new Act. “This will positively see the effective implementation of the parole system and establishment of community correctional centres, among other aspects. These programmes are crucial in advancing the reintegration process and also assisting in reducing overcrowding in correctional facilities,” he said. Minister Ziyambi added that ZPCS is leaving nothing to chance to address challenges faced by inmates and ex-inmates in their passage to reintegration into society. He said ZPCS has initiated a bid to facilitate the establishment of a foundation aimed at addressing these challenges. “Through stakeholder involvement, the foundation will provide support programmes and mobilise resources necessary for the successful implementation of reintegration initiatives. As a Ministry, we are fully behind this ingenuity and will ensure that the vision becomes a reality.” He noted that it was also vital to make concerted efforts and continue fostering regional collaboration among neighbouring correctional services to holistically enhance successful reintegration. “I, therefore, urge all correctional services in Africa to fully use the African Correctional Services Association in order to propel exchange programmes for mutual benefit towards successful reintegration. It is our belief that African problems should be solved by African solutions.” Speaking at the same ceremony, ZPCS Commissioner-General Moses Chihobvu said the enactment of the new Act had empowered ZPCS to bolster its efforts in the rehabilitation and reintegration of inmates. By focusing on rehabilitation over punishment, the new legislation aims to strengthen the furnishing of former inmates with the requisite skills and support for successful re-entry to society after serving their sentences, he said. “Reintegration is crucial not only for the personal growth of released inmates but also for enhancing public safety and reducing recidivism rates. When ex-offenders are provided with access to education, employment opportunities, and social services, they are more likely to become contributing members of society.” He noted that the holistic approach fosters a sense of belonging and encourages positive citizenship, ultimately strengthening the fabric of the nation. He said through effective reintegration efforts, ZPCS sought to transform lives and promote a more inclusive and resilient society. The distractions could be numerous for the Tar Heels (6-6), who lost their final two games of the regular season. "I want to compliment the guys on working to get better each and every day," interim coach Freddie Kitchens said. "We're just trying to do a good job staying where our feet are. I think the guys have done a good job of kind of knocking out some of the distractions." Since the departure of coach Mack Brown, Kitchens, who will remain with the program on Belichick's staff, has overseen the North Carolina team. Belichick and Kitchens are in regular communication. "He asks questions. I answer the questions," Kitchens said, "so he's fully aware of everything dealing with this program." UConn (8-4) certainly doesn't want to be an afterthought in this bowl. "It's Fenway, (so) it's going to be awesome," Huskies coach Jim Mora Jr. said. The Huskies are trying to match the program's highest win total since moving to the Football Bowl Subdivision in 2000. UConn posted nine victories in 2003 and 2007. "You guys can look back with a lot of pride that you've hopefully changed the trajectory of this program for a long time to come," Mora said of his message to the team. WASHINGTON (AP) — After several weeks working mostly behind closed doors, Vice President-elect JD Vance returned to Capitol Hill this week in a new, more visible role: Helping Donald Trump try to get his most contentious Cabinet picks to confirmation in the Senate, where Vance has served for the last two years. Vance arrived at the Capitol on Wednesday with former Rep. Matt Gaetz and spent the morning sitting in on meetings between Trump’s choice for attorney general and key Republicans, including members of the Senate Judiciary Committee. The effort was for naught: Gaetz announced a day later that he was withdrawing his name amid scrutiny over sex trafficking allegations and the reality that he was unlikely to be confirmed. Thursday morning Vance was back, this time accompanying Pete Hegseth, the “Fox & Friends Weekend” host whom Trump has tapped to be the next secretary of defense. Hegseth also has faced allegations of sexual assault that he denies. Vance is expected to accompany other nominees for meetings in coming weeks as he tries to leverage the two years he has spent in the Senate to help push through Trump's picks. The role of introducing nominees around Capitol Hill is an unusual one for a vice president-elect. Usually the job goes to a former senator who has close relationships on the Hill, or a more junior aide. Vance is expected to continue to leverage his relationships in the Senate after Trump takes office. But many Republicans there have longer relationships with Trump himself. Sen. In a foundational step toward leveling the playing field for rural communities statewide, two Colorado rural towns — Kiowa and Elizabeth — are crossing the digital divide to connectivity, courtesy of the (CPF). The (CBO) announced Monday the two communities are the first to benefit from the state’s nearly $1 billion allocation from federal broadband initiatives, including CPF. At the start of this year, the CBO determined which counties across the state would each receive a $113.5 million allocation from the CPF. The CBO identified the counties with the highest need based on the percentage of unserved locations and the percentage of households with broadband subscriptions. Residents can explore a map of funded counties on the CBO’s . Rural areas like Kiowa and Elizabeth have often lagged behind urban communities in accessing high-speed broadband, according to the office’s executive director. “While residents along Colorado’s Front Range enjoy opportunities like remote work, telehealth and online education, rural populations often remain disconnected,” Brandy Reitter, CBO executive director, told . “Addressing this disparity is crucial to ensure everyone can benefit from modern technology , the Internet service provider behind the CPF-funded project in Kiowa and Elizabeth, was chosen through a competitive application process earlier this year. The middle-mile network the company constructed between the two towns laid the foundation for future connectivity opportunities. “Maverix is among many great partners in Colorado’s effort to expand and improve broadband,” Reitter said via email. “This fiber connection can be used for years to come, allowing additional providers to expand broadband in these areas.” The middle-mile network not only increases the number of providers, it enhances competition, ultimately lowering consumer costs. NVIDIA is reportedly working on its GeForce RTX 5070 Ti graphics card, with new leaks teasing some information on CUDA core counts and power consumption. The purported GeForce RTX 5070 Ti will rock and roll with a rumored 8960 CUDA cores, 70 Streaming Multiprocessors, and the expected GB203 "Blackwell" GPU. The leaked data suggests the card is called PG147 and SKU 60 internally at NVIDIA, meaning it uses the same board as the RTX 5080 (which is SKU 45) which means we'll see a cut-down GB203 that's used on the RTX 5080. Leaker "kopite7kimi" has said that the RTX 5070 Ti should feature a 300W TDP, which is a 50W increase over the RTX 5070 and 100W less than the RTX 5080... so right in the middle. We don't know if we're looking at 300W of TGP (maximum) or TDP (thermal design power). We've already heard and reported leaks on the GeForce RTX 5070 which is expected to debut with 12GB of GDDR7 memory, with leaks teasing 5% more performance in rasterization, and then 5-10% improvements in RT (ray tracing) over the RTX 4070 Ti SUPER. Chairman of the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC), Dr. Mohammed Shehu has called for a robust approach to domestic revenue mobilisation to finance national development. The study found a significant increase in Wake After Sleep Onset (WASO) in LGS caregivers of 37.79 minutes vs. 24.70 minutes in controls ( pWhen the US presidential election was called for Donald Trump, the yield on ten-year US government bonds increased from 4.3% to 4.4%, and the 30-year-bond yield rose from 4.5% to 4.6%, with both remaining at those levels ten days later. As the bond market declined -- higher yields mean lower prices -- the stock market rose. Clearly, investors expect the next Trump administration to produce higher government budget deficits and more debt. It is not difficult to see why. During Mr Trump's first term in office, he added US$8 trillion to the national debt -- all previous presidents combined had accumulated $20 trillion -- despite having promised to run budget surpluses so large that they would eliminate the national debt within two terms. In the campaign, he vowed to cut taxes for seemingly every group that caught his fancy. According to the Committee for a Responsible Federal Budget's central estimate, Mr Trump's tax proposals imply $10 trillion in foregone revenue over the next ten years. Add to that an extra $1 trillion in interest accrued on the national debt, and the losses far exceed the $3 trillion in added revenue that would come from the sky-high tariffs that Mr Trump has pledged to introduce. This will require the federal government to sell a lot of bonds -- a practice that will keep their price low and interest rates high. The Republican Party line is that the lost revenue will be offset by spending cuts. It is a refrain we have heard before. In fact, Mr Trump is continuing a 45-year tradition of Republican presidents making sweeping promises to cut government spending, which they claim will more than cover revenue losses from tax cuts. From Ronald Reagan to George W Bush -- and, of course, Mr Trump -- they have all failed spectacularly. Mr Trump is also upholding another Republican tradition: appointing a toothless advisory commission of businesspeople. This time, it is the new Department of Government Efficiency (DOGE) -- to be headed by Elon Musk and Vivek Ramaswamy -- which is supposed to cut waste, fraud, and abuse from the federal budget. According to Mr Musk, DOGE will be able to slash "at least $2 trillion" from the budget per year. This goal -- which amounts to 31% of annual US spending, and 7% of US GDP -- is sheer fantasy. Don't let the word "Department" fool you: DOGE is an advisory commission, not a government department. And, though Republicans control all branches of government, its recommendations are unlikely to be enacted; they might not even develop into actionable policy proposals. But even if we put aside DOGE's weaknesses -- not to mention the massive ethical conflicts that its activities would create for Mr Musk, the world's richest man -- the $2 trillion figure remains absurd. When Republicans say they want to slash federal spending, they typically specify that they will not cut mandatory programmes -- so-called entitlement spending. But the major entitlement programmes -- Social Security, Medicare, other healthcare programmes -- accounted for half of all federal spending last year, or 61% if farm-price support and other income-support programmes are included. With retired people comprising a growing share of the population, entitlement spending in the future will only rise. Interest payments, which account for 13% of total spending, cannot be cut, either -- unless the US wants to default on the national debt. (Though Mr Trump has revelled in his ability to default on debts, having declared business bankruptcy six times, most Republicans are not interested in the US doing so.) And this bill, too, is likely to continue rising as debt is rolled over at interest rates well above the rock-bottom rates of five or 15 years ago. That leaves discretionary spending, which accounts for about 25% of total expenditure. But if one considers defence spending untouchable -- as most Republicans do -- we are talking about just 12% of the total budget. Can Mr Trump and Mr Musk find their desired savings here? Say they go fully draconian -- starting by abolishing the Department of Education altogether, as Mr Trump has pledged to do. This would reduce total spending by 4%. Then what? Maybe foreign aid. But, contrary to the impressions of many voters, aid accounts for just 1% of all federal spending. Military aid to Israel -- something Republicans will not touch -- accounts for the largest share. Perhaps Mr Trump would like to cut humanitarian assistance, such as famine relief, but that is just one-fifth of the total. It is difficult to imagine abolishing the Federal Aviation Administration and other federal transportation programmes -- 2% of spending -- but let's say Mr Trump does it. Let's also say he eliminates all spending on the Department of the Interior and the Department of Commerce. In fact, let us imagine that the US cancels all non-defence discretionary spending. That would still not be enough to save the US federal government $2 trillion annually, let alone pay for Mr Trump's tax cuts and balance the budget. None of this is to say that US budget deficits -- which are currently running in excess of 6% of GDP -- do not need to be reduced. With the debt-to-GDP ratio having climbed steadily since 1981 -- punctuated by temporary declines in 1994-2000 and 2021-22 -- the national debt is undoubtedly on an unsustainable path. Since last year, the gross debt-to-GDP ratio has broken the record set in 1946, at the end of World War II, and its rise is set to accelerate. Mr Trump's next administration -- with the sweeping tax cuts it is sure to introduce -- will be a powerful driver of this trend. Financial markets might be buoyant now, but eventually -- and perhaps before too long -- they will come to appreciate the unsustainability of US debt. At that point, Social Security and other entitlement spending will be cut far more sharply than if they were cut now, or if taxes were not cut. Supporters often say that a businessman like Mr Trump or Mr Musk will know how to put America's fiscal house in order.
