Mangione, 26, is accused of shooting UnitedHealthcare chief executive Brian Thompson on a Manhattan street on December 4, triggering a nationwide manhunt that ended last week when he was spotted at a Pennsylvania McDonald's. The former data engineer remains jailed in that state as he fights efforts to extradite him to New York to face charges there over the killing, which brought into focus widespread public anger against the US health care system. Mangione "is charged with one count of murder in the first degree and two counts of murder in the second degree, including one count of murder in the second degree as an act of terrorism," said Manhattan district attorney Alvin Bragg. Bragg said the terrorism charge was included because the shooting met the prerequisites for such a determination under New York law. "In its most basic terms, this was a killing that was intended to evoke terror and we've seen that reaction," he said. "This was not an ordinary killing." The maximum penalty for the murder charges Mangione faces is life in prison without parole, Bragg said. The suspect was also charged with several crimes related to his possession of a weapon, which authorities said was a 3D-printed "ghost gun." Delivering a keynote address at the ‘Women Speak’ event held in Accra on Wednesday, in commemoration of this year’s 16 Days of Activism against BGV by the European Union(EU) Delegation to Ghana, she stressed the need for the government and international community also reaffirm their commitment to eliminating violence against women and girls. The event was held under the theme, “Beyond Beijing+30: Addressing Gender-Based Violence and Promoting Women’s Rights.” Madam Minkah-Premo added that ultimately, a collective effort, both legal and social would be required to create a world free from violence against all women and girls. “Despite the progress we have made globally, gender-based violence remains a significant obstacle to achieving gender equality,” she stated. GBV, she noted, included physical, sexual, psychological and economic abuse, which excessively affects women and girls worldwide. She emphasised that the 1995 Beijing Declaration, which first recognised violence against women as a human rights violation and a major obstacle to equality and development, provided a crucial foundation to address the canker. “The Platform advocates for comprehensive legal frameworks, victim support services, and preventive measures such as public education and awareness,” she added. However, she said, much work and collaborations must be enhanced to fully address the issue across board. In Ghana, for example, she disclosed that studies had shown persistent high rates of domestic violence, with laws like the Domestic Violence Act (2007) and the Labour Act (2003) criminalising GBV. “However, enforcement remains a challenge, with insufficient resources and poor coordination between stakeholders,” she stated. “At the national level, it is crucial to complete reviews of the Domestic Violence Act and fully implement laws, such as the Affirmative Action Gender Equity Act of 2024, which seeks to increase women’s representation in leadership roles. Additionally, more shelters for victims of violence should be established, and resources should be allocated for women’s rights programmes and economic empowerment,” she added. On his part, Head of Cooperation, EU Delegation to Ghana, Mr Massimo Mina reiterated that, the 16-Day of Activism served as an opportunity to remind everyone of the elements of gender equality especially violence against women. “Women are fundamental to the growth and transformation of society. The private spaceflight company submitted a petition to local authorities on Dec. 12, requesting an election on incorporating the Starbase launch site as its own city. The Starbase facility located near Boca Chica, Texas, has seen some of SpaceX's most ambitious launches, including the recent Starship rocket catch , and will become the company's new headquarters in a move from California to Texas. "To continue growing the workforce necessary to rapidly develop and manufacture Starship, we need the ability to grow Starbase as a community," SpaceX said in the petition, which was shared in a post on X (formally Twitter). "That is why we are requesting that Cameron County call an election to enable the incorporation of Starbase as the newest city in the Rio Grande Valley." The petition was addressed to Cameron County Judge Eddie Treviño Jr., the county's top elected official. The next step will be for officials to review the petition to determine if it complies with statutory requirements. Then, an election would be held to incorporate Starbase. Starbase serves as SpaceX's primary launch site for Starship test flights, which demonstrate its reusable rocket technology. The most recent launch on Nov. 19 represented the sixth test flight of the Starship launch vehicle, which proved successful with the first in-space burn of a single Raptor engine for deorbiting processes. SpaceX is preparing for a seventh test flight in January 2025, which will attempt another booster recovery at the launch site. Thousands of SpaceX employees work at Starbase, with several hundred living on-site. The company credits the generation of "hundreds of millions in income and taxes for local businesses and government" to the launch facility. Given the remote location of the launch site, SpaceX already helps manage the area's roads and utilities, and assists with schooling and medical care for residents through agreements with the county. With Starship expected to "fundamentally alter humanity's access to space," SpaceX aims to make the area of the Starbase launch site the "Gateway to Mars ," the company wrote in the petition. This is not the first time turning Starbase into its own city has come up. SpaceX founder Elon Musk previously proposed the idea on social media in 2021; however, it was not until Dec. 12 that a petition was officially filed with the support of Starbase residents. "Incorporating Starbase will streamline the processes required to build the amenities necessary to make the area a world class place to live — for hundreds already calling it home, as well as for prospective workers eager to help build humanity's future in space," SpaceX officials said in the petition.
