UNN gets new governing council, targets transformative policiesPESHAWAR, (UrduPoint / Pakistan Point News - 8th Dec, 2024) The newly established 'Seed Testing Lab’ in has prepared a stock of viable and suitable seeds to be utilized in four divisions of the province in the upcoming spring plantation season. “The Forest Department has set up an internationally accredited laboratory that tests seed’s purity, viability, germination and tetrazolium for production of quality seeds that can give better in growing of forest and increasing green cover,” said Ashir Shuaib, Assistant Director Research and Development Forest Department . Talking to APP, Ashir informed that orchards have been developed in different areas of the province for getting quality seeds which are now checked at the lab for viability. The practice will help in growing of strong forest that can sustain the impacts of climate change besides giving better results to department and people, he hoped. Ashir said due to lack of proper Seed Testing Lab, the department was not getting details about quality of seed being sown in spring and monsoon plantation. However now, he continued, the Seed Testing Lab will provide quality seed which will be clear of any pathogen and would give desired results in stipulated time. The seed stock have been stored at storage houses set up in Manshera and divisions in an appropriate atmosphere and will be utilized during spring plantation, he added. The Seed Lab can also generate revenue for Forest department by testing seed quality before distribution plan by any international organizations like USAID, FAO, . Such organizations can utilize only certified seed lab of Forest department of , Aishir continued. The seed lab checks viability, germination percentage under different treatments, moisture content, preservation methods and utilization for hard seeds, he continued.Governor Ahmed Aliyu of Sokoto has reaffirmed his commitment to ensuring the development of a new Sokoto. With the current weather forecast calling for heavy snow overnight, the City of Sault Ste. Marie has declared a significant weather event. What does this mean? Public Works crews may take longer than normal to clear some roadways and sidewalks. Main and collector roadways will be cleared first before crews are able to get to residential neighbourhoods and sidewalks. "The parking by-law remains in effect with motorists not permitted to park on city streets during the winter months between midnight and 6 a.m.," says a news release issued by the city. "However, during a winter event, motorists should not park on city streets or impede sidewalks during the day to assist in the efficiency of snow removal." Full text of the news release follows: The City of Sault Ste. Marie has declared a significant weather event with respect to hazardous winter storm conditions continuing until further notice. Environment Canada has issued a winter weather travel advisory for Sault Ste. Marie and area with 10 to 15 cm of heavy snowfall expected today and continuing into Tuesday. Locally, higher amounts of snow are expected over higher terrain. Public Works work diligently during winter events, but it may take longer than normal to ensure public safety and that the roadways, sidewalks, and transit bus stops meet normal maintenance standards. Public Works monitors the weather and patrols the roadways to deploy all available crews to address any snow and ice accumulation. During a winter event, all roads and sidewalks maintained by the city are considered to be in a “state of repair”. Snow will be cleared first from the main and collector roadways. The clearing of residential areas and designated sidewalks will be delayed until the main roadways and collector roads are cleared and safe. Sidewalks should not be blocked at any time to facilitate snow removal. Residents are reminded that the snow plowed to the end of their driveway during a significant snow event is their responsibility and may be more than usual. Do not place garbage and recycling carts out the night before collection as this causes issues with snow plowing and snow removal. Garbage and recycling carts should be placed curbside before 7 a.m. the morning of the designated collection day. Motorists should drive according to the conditions and allow space for heavy equipment operators to clear and sand roadways safely and efficiently. The British-Canadian computer scientist often called the godfather of AI said over the weekend that he doesn’t have any guilty regret, which he said is when someone has done something when they know they shouldn’t have at the time. “In the same circumstances, I would do the same again,” he said of his research, which dates back to the 1980s and has formed the underpinnings of AI. “However, I think it might have been unfortunate in that we’re going to get superintelligence faster than I thought, and I wish I’d thought about safety earlier.” Superintelligence surpasses the abilities of even the smartest humans. Hinton thinks it could arrive in the next five to 20 years and humanity may have to “worry seriously about how we stay in control.” Hinton made his prediction during a press conference in Stockholm, where he is due to a receive the Nobel Prize in physics on Tuesday. Hinton, a University of Toronto professor emeritus, and co-laureate John Hopfield, a Princeton University professor, are being given the prize because they developed some of the foundations of machine learning, a computer science that helps AI mimic how humans learn. Hinton kicked off his Nobel week on Saturday with the press conference, where he appeared with laureates in chemistry and economics and was asked about AI safety and regulation. Hinton left a job at Google last year to speak more freely about the technology’s dangers, which he has said could include job losses, bias and discrimination, echo chambers, fake news, battle robots and even the end of humanity. On Saturday, he said he considers lethal autonomous weapons to be a short-term danger. “There isn’t going to be any regulation there,” he said, pointing out that European regulations have a specific clause exempting military use of AI from restrictions. “Governments are unwilling to regulate themselves, when it comes to lethal autonomous weapon, and there is an arms race going on between all the major arms suppliers like the United States, China, Russia, Britain, Israel and possibly even Sweden, though I don’t know.” A day later, Hinton put his concerns about AI aside to deliver a lecture with Hopfield explaining the research that earned them their Nobel. “Today I am going to do something very foolish.” Hinton said in introducing his portion of the pair’s hour-long speech. “I am going to try and describe a complicated technical idea for a general audience without using any equations.” The audience chuckled. The talk began with Hopfield describing a network he invented that could store and reconstruct images in data. It led Hinton to later create the Boltzmann machine, which learns from examples, rather than instructions, and when trained, can recognize familiar characteristics in information, even if it has not seen that data before. Hinton said students in his lab and others run by fellow AI pioneers Yoshua Bengio and Yann LeCun were using Boltzmann machines to pre-train neural networks — machine learning models that make decisions in a manner similar to the human brain — between 2006 and 2011. By 2009, two of Hinton’s students had showed the technique “worked a little bit better than the best existing techniques for recognizing fragments of phonemes in speech and that then changed the speech recognition community,” Hinton said. Phonemes are small units of sound that can change the meaning of a word. Google later began working on technology based on Hinton’s discoveries and “suddenly the speech recognition on the Android got a lot better.” Even though the kind of Boltzmann machines Hinton was working with back then are no longer used in the same ways as he used them, he said “they allowed us to make the transition from thinking that deep neural networks would never work to seeing that deep neural networks actually could be made to work.” Nobel Week will continue Monday with a discussion about the future of health before an awards ceremony and banquet is held Tuesday. Hinton has said he will donate a portion of the prize money — equivalent to about C$1.45 million — he and Hopfield will be given to Water First, which is working to boost Indigenous access to water, and a charity supporting neurodiverse young adults. He is also reportedly due to donate an early Boltzmann chip to the Nobel Prize Museum. The Nobel is not the only prize Hinton scooped up this month. On Friday, he, Bengio, LeCun, Chinese-American computer scientist Fei-Fei Li and Nvidia founder Jensen Huang, were awarded the Vin Future Prize, a US$3 million prize for science breakthroughs in a ceremony in Vietnam. SURGING APPETITE During the 12 months through September this year, sales of luxury apartments surged 648% over 2021 (the first full pandemic-hit year) to 19,385 units. The value of all properties sold jumped 633% to Rs 1.3 lakh crore, shows data from Liases Foras, a non-broking real estate research firm. Over 2,590 such apartments valued at Rs 17,304 crore were sold in the 12 months leading up to September 2021. “The luxury residential segment has witnessed a remarkable transformation, with around 600% growth in both sales and new launches since 2021,” said Pankaj Kapoor, managing director, Liases Foras. “Following the pandemic, a surge in demand for upgrades emerged, driven by attractive price corrections that lured high-net-worth investors. This unprecedented growth was further propelled by robust stock market returns, which helped sustain the momentum in the luxury real estate market.” Over the last two years, deals for apartments priced above Rs 100 crore have been closing faster than ever, underscoring the immense appetite for ultra-luxury living spaces. The number of Indian ultra-HNIs is expected to increase to 19,908 by 2028 against 13,263 in 2023, a 50.1% growth. This would be the highest growth in the number of ultra-HNIs for any country, showed data from Knight Frank. “The prime luxury residential assets continue to be the mainstream investment avenue for ultra-wealthy individuals in the country,” said Shishir Baijal, CMD, Knight Frank India . “This is clearly reflected in the fact that India’s ultra HNIs — with a net worth of $30 million and above — allocate 32% of their wealth towards the residential real estate asset class. The Indian affluent class has always had a global taste, and now they are expecting homes that seamlessly blend opulence with international standards of design, technology, and sustainability.” A robust economic growth and rising income levels in India are leading to an increase in the number of HNIs and affluent middle-class buyers. Wealth accumulation from booming sectors like technology, pharmaceuticals, and finance has empowered these HNIs to invest in luxury properties, with many viewing luxury real estate as an integral part of their asset portfolio, combining lifestyle enhancement with potential long-term capital appreciation. “Wealth generation is on the rise across the country, fuelling a significant shift in how people view their living spaces,” said Boman Irani, CMD, Rustomjee Group. “Homebuyers are prioritising lifestyle, comfort, and quality of living.
