Flood warnings were issued after heavy rainfall and melting snow caused river levels to rise rapidly in West Yorkshire, as Storm Bert swept across the region. Twelve warnings were in place along the River Calder around Hebden Bridge and Todmorden, where sirens sounded on Saturday afternoon River levels there peaked at about 16:00 GMT, according to the Environment Agency, with people advised to consider moving household valuables upstairs. A yellow weather warning for rain is in place for parts of West and South Yorkshire until 07:00 on Sunday, with the wintry weather causing travel disruption and leaving around 1,500 homes without power earlier. River levels at Todmorden and Hebden Bridge had exceeded 2.4m (7.9ft) by 17:00 on Saturday, according to the Environment Agency website. At Mytholmroyd, the river level exceeded 4.3m. The agency said flooding of properties was possible at over 4.4m. The Environment Agency said: “Our focus of attention is the Calder Valley, where flood warnings have been issued and sirens sounded. "Minor impacts are possible more widely across Yorkshire, which may continue in places until Tuesday. The overall flood risk is low. "Teams are out on the ground, clearing grids and checking flood defence assets to ensure they're ready to respond if needed." The agency added: "Consider taking appropriate steps to prepare for possible flooding, such as moving things upstairs and getting flood protection equipment ready to put in place." The A646 was closed in both directions from Shaw Wood Road in Todmorden to Church Lane in Hebden Bridge. Calderdale Council said Centre Vale Park, in Todmorden, was closed to allow flood gates to open to help manage river levels. People were advised to avoid the area. Many pubs and businesses were shut in Hebden Bridge due to the risk of flooding. Hebden Bridge Flood Action Group said the Town Hall was open to anyone who found themselves stranded and needed a place to be warm and dry. Port Moody council has been able to significantly whittle down its proposed property tax increase, approving a 5.71 percent bump for its provisional 2025 budget. The interim figure was discussed at a finance committee meeting on Dec. 17, with council managing to slash around seven percent since budget deliberations began in October. Mayor Meghan Lahti said this year’s budget came with challenges she’s never experienced in her 25 years in office, noting the consumer price index has risen nearly 14 percent since council took office. “That is astronomical,” Lahti said. “It was really important to show our willingness to reduce the budget in areas that are priorities for us, because we are responding to the public’s desire to see a lower tax increase.” Port Moody’s taxpayers have faced a combined 15.89 percent tax hike over the previous two budget cycles. Public frustration was reflected in this year’s budget consultations, with over half of respondents opposed to any increases in 2025. Approximately 70 percent of the city’s $90 million budget is funded through taxation, with the city’s provisional budget adding an additional $3.3 million from last year, amounting to $167 more for the average household. Staff’s initial tax proposal pitched a 10.85 percent when deliberations began, which council reduced to 8.52 percent following two workshops. However, reductions in the BC Assessment roll and increased labour costs and benefits added another $1.25 million, bringing the figure back up to 10.3 percent. Council has since made substantial cuts for a further $2.68 million reduction, or 4.59 percent. This includes pausing the city’s Climate Action Levy for a year ($584,000); using accumulated surplus to fund community events, inclusionary initiatives and previously deferred items ($695,000); reducing various reverse transfers ($319,000); decreasing services levels ($317,000); budget reductions ($150,000); eliminating or phasing in new budget requests ($192,000); and adjusting sick-time and vacation benefits ($150,000). The city has also recalculated the amount of revenue it expects from pay parking, recreation, filming, leasing and businesses licensing, adding $345,000. Paul Rockwood, general manager of finance and technology, said “tough economic times require tough measures.” He said the city significantly underestimated the amount of tax revenue it would bring in from new growth. Originally, staff expected to net an additional $584,000, but less than a quarter of that was realized. “We had very minimal taxation growth this year,” Rockwood said. “But we are facing increased demand, internally and externally for a variety of services.” Lahti said she’s seen a lot of public commentary regarding the lack of tax revenues from new growth, but cautioned it takes time before it shows up on the city’s balance sheet. Rupert Murdoch may already have given a deposition — out-of-court questioning under oath — in the defamation suit. Such records aren't public at this stage, but plans for his deposition were briefly mentioned at a 2022 hearing. Smartmatic now is seeking to talk to Murdoch about his efforts to rewrite his plans for his businesses after his death. The matter is playing out behind closed doors and in sealed files in a Nevada probate court. The New York Times has reported that Rupert Murdoch wants to keep his eldest son, Lachlan , in charge of the conglomerate's newspapers and television networks in order to ensure a continued conservative editorial outlook . The lawsuit filed in Raleigh federal court comes as attorneys for Court of Appeals Judge Jefferson Griffin also went to state courts on Friday to attempt to force the State Board of Elections to act more quickly on accusations contained in the protests. The board tentatively planned to hold a public hearing on the protests next Wednesday, according to a board email provided with Griffin's motion. Griffin wants a final decision from the board earlier. Democratic Associate Justice Allison Riggs leads Griffin by 734 votes following a machine recount of over 5.5 million ballots cast in their Nov. 5 election. ISTANBUL — A Hamas official said Thursday that international mediators have resumed negotiating with the militant group and Israel over a ceasefire in Gaza, and that he was hopeful a deal to end the 14-month war was within reach. Ceasefire negotiations were halted last month when Qatar suspended talks with mediators from Egypt and the United States because of frustration over a lack of progress between Israel and Hamas. But there has been a “reactivation” of efforts in recent days to end the fighting, release hostages from Gaza and free Palestinian prisoners in Israel, according to Bassem Naim, an official in Hamas’ political bureau who spoke with The Associated Press in Turkey. Another official familiar with the talks confirmed the return of Qatari mediators. The official spoke on condition of anonymity because they were not authorized to discuss the negotiations with the media. Since the talks broke down, there have been significant shifts in the global and regional landscape. Donald Trump won the U.S. presidential election, and a ceasefire was declared last week between Israel and Hamas ally Hezbollah in Lebanon. Trump is a staunch supporter of Israel, but Naim said he believes the incoming administration could “affect the situation positively” given that Trump had made halting wars in the region part of his campaign platform. Trump this week called for the release of all hostages held in Gaza by the time he takes office on Jan. 20, saying there would be “hell to pay” if that doesn’t happen. Previous rounds of negotiations focused on variations of a proposal calling for a multiphased ceasefire — beginning with a preliminary six-week halt in fighting during which female, elderly and sick hostages would be freed in exchange for Palestinian prisoners. During that time, Israel would pull back some forces, and displaced Palestinians would be allowed to return home. The sides would also begin talks on the next phase that would include the full withdrawal of Israeli forces, the release of remaining hostages and the terms of a permanent end to the war. A third, final phase would focus on reconstruction. Naim said that no “solid, well-formed” new ceasefire proposal has yet been presented to Hamas. And even though ceasefire talks have broken down on multiple occasions throughout the war, he added: “I think it is not a big challenge to reach a deal ... if there are intentions on the other side.” Hamas-led militants stormed into southern Israel on Oct. 7, 2023, killing some 1,200 people, mostly civilians, and taking around 250 people hostage. Israel’s blistering retaliatory offensive has killed at least 44,500 Palestinians, more than half of them women and children, according to Gaza’s Health Ministry, whose count does not distinguish between civilians and combatants. In the negotiations to end the conflict, the two sides have been at odds on some major points, including whether any halt in the fighting would be permanent or temporary and whether Israeli forces would withdraw from all of the enclave, and on what timetable. Israeli Prime Minister Benjamin Netanyahu has said Israel will maintain a long-term military presence in the territory and vowed to dismantle Hamas’ military capabilities and ensure that the militant group never governs again. Trump’s Middle East envoy Steve Witkoff met separately in recent weeks with Netanyahu and Qatari Prime Minister Sheikh Mohammed bin Abdulrahman Al Thani to discuss Gaza ceasefire talks, according to a U.S. official who spoke anonymously because they were not authorized to comment publicly. In an interview with British broadcaster Sky News on Wednesday, the Qatari prime minister said officials in his country are aiming to reach a ceasefire before president-elect Trump takes office. Naim said Hamas is sticking to the core demands it has held to during previous rounds of negotiations, including a permanent ceasefire, total withdrawal of Israeli forces from the Gaza Strip, and the right of internally displaced Palestinians in Gaza to return to their homes. But he also said the Palestinian militant group is “ready to show flexibility” on implementation, including on the timeline for withdrawal of Israeli forces from key parts of Gaza. A previous round of talks in August reached an impasse in part because Israel demanded that it after any ceasefire it should maintain a military presence in the Philadelphi corridor, a strategic strip along the enclave’s border with Egypt, and in the Netzarim corrider that cuts from east to west across the territory’s midsection. “There can be a discussion about these points, but at the end, Israel has to withdraw totally from the Philadelphi corridor, and the Rafah border (with Egypt) has to be opened immediately,” Naim said. Naim said Palestinian factions were also making progress in deciding who would rule Gaza politically after the war. He confirmed that Hamas and its rival Fatah — which dominates the Western-backed Palestinian Authority — have reached an agreement in principle on forming a temporary committee of Palestinian technocrats that would govern Gaza in the immediate aftermath of the war. Under this arrangement, Hamas would give up its political rule of the enclave, but not lay down its arms. “Originally we are a Palestinian national liberation movement. We are not a movement to govern,” he said. “When it comes to the military wing ... as long as we are people under occupation, we have all the right to resist this occupation by all means, including armed resistance. Israel says it will never let Hamas rule Gaza again, and is demanding the group disarm. Hamas political official Khalil al-Hayya had previously told AP that if an independent Palestinian state were established along 1967 borders, the group would lay down its arms. Naim said that remains the group’s position. “Resistance, including armed resistance, is a tool,” he said. “It is not a goal in itself.”

U.S. District Judge Arun Subramanian said he'll rule promptly on Combs’ bail request after the defense and prosecution file letters by noon Monday fleshing out some of the arguments they made during at a two-hour hearing in Manhattan federal court. Combs’ lawyers pitched having him await trial under around-the-clock surveillance either at his mansion on an island near Miami Beach or — after the judge scoffed at that location — at an apartment on Manhattan’s Upper East Side. Their $50 million bail proposal, secured by his Florida home, essentially amounts to keeping Combs on house arrest instead of in custody at the troubled Brooklyn federal jail where he’s been held for 67 days since his September arrest. Under their plan, Combs' lawyers said he'll be under near-total restrictions on his ability to see or contact anyone but them. But prosecutors argued that no bail conditions can mitigate Combs' “risk of obstruction and dangerousness to others.” Combs has routinely flouted jail rules while locked up at the Metropolitan Detention Center in Brooklyn, prosecutors said, accusing him of attempting to interfere with witnesses and taint the jury pool. “Really, this amounts to the defendant paying his way out of custody,” Assistant U.S. Attorney Christy Slavik told Subramanian. Defense lawyer Anthony Ricco countered that the prosecution’s portrayal of Combs as "a lawless person who doesn’t follow instructions” or “an out-of-control individual who has to be detained” is inaccurate.
