Those reading the words of Susan Rollinson in this newspaper will naturally empathise with her loss but surely also share her anger towards a judicial process that panders to the rights and interests of criminals – in this tragic case, the violent thug who killed her beloved husband. Keith Rollinson, who previously served his country in the RAF , was a much-loved husband and father and respected member of his community. When he left home for his shift as a Stagecoach bus driver one evening nine months ago, he never returned. A 15-year-old who had boarded Keith’s bus in Elgin was too intoxicated to travel but refused to get off. A stand-off ensued before the passenger launched a ‘frenzied attack’, head-butting 58-year-old Keith and inflicting a flurry of punches to his head and body. Keith never regained consciousness and died in hospital. The drunken youth who killed him was known to the police, having previously assaulted another bus driver who was just trying to earn a wage. The youth – who is now aged 16 and whose identity remains legally protected from public disclosure – was charged with murder by Police Scotland. Russell Findlay has demanded the SNP stop giving young thugs 'a free pass to commit crime' However, his lawyers struck a deal with Crown Office prosecutors which allowed the youth to plead guilty to a lesser charge of culpable homicide. And while trial judge Lady Hood is correct to say that no sentence would make up for the loss suffered by Keith’s family, little wonder their shock and dismay at the imposition of a custodial term of just four years and four months – and anger at the possibility of this being reduced on appeal. Not that the killer will spend a single night in prison due to a new SNP law which prohibits anyone aged under 18 from being locked up in a young offenders’ institution. Instead, they are now placed in ‘secure accommodation’. This shift away from imprisoning even the most violent and dangerous young criminals is just one of many profound changes made to Scotland’s justice system in recent years. In 2022, sheriffs and judges were told that they should only jail anyone aged under the age of 25 if no other sentence was considered appropriate. This diktat was ushered in by the Scottish Sentencing Council, an unelected quango created by the SNP government and which operates free from parliamentary scrutiny and accountability. My party not only voted against the SNP’s non-imprisonment for violent under-18s but is also leading calls to scrap the ridiculous under-25 guidelines – and for urgent reform of the sentencing council so that victims have a meaningful say in its work. Efforts should be made to understand wayward teenage behaviour, and those whose lives lack support and structure deserve understanding, not a harshly punitive approach. But the soft-touch social experiment being imposed on the people of Scotland by SNP politicians comes at a price. With no fear of punishment, where is the deterrent? There is also evidence of the impact of the SNP’s soft-touch approach in relation to bus drivers, like Keith. Two years ago, the Nationalist government decided it would provide free bus travel to all under-22s in Scotland. Most youngsters appreciate this perk and use it responsibly, but many others do not. Almost immediately after its introduction in 2022, there were reports of a spike in antisocial behaviour on buses and youths using bus travel to commit crimes such as shoplifting. The trade union Unite says that abuse against its bus driver members has reached ‘historic levels’ with more than half no longer feeling safe at work. On numerous occasions I, along with many Tory colleagues, have raised the link between free bus travel and crime, demanding that those who abuse it should lose it. After sustained Scottish Conservative campaigning, this week our transport spokesman Sue Webber scored a victory for common sense by forcing the SNP to announce a ‘new behaviour code’ tied to under-22 bus passes. This must be done quickly and it must be effective – not just another SNP PR stunt. But whatever it means in practice, it comes too late for Keith. In his memory, and for the sake of Susan and her family, John Swinney should not only stop giving dangerous young thugs free bus travel – he must stop giving them a free pass to commit crime. Their pioneering research was published in Nature on December 18. Viruses are uniquely designed to encapsulate genetic material within spherical protein shells, enabling them to replicate and invade host cells, often causing disease. Inspired by these complex structures, researchers have been exploring artificial proteins modeled after viruses. These "nanocages" mimic viral behavior, effectively delivering therapeutic genes to target cells. However, existing nanocages face significant challenges: their small size restricts the amount of genetic material they can carry, and their simple designs fall short of replicating the multifunctionality of natural viral proteins. To address these limitations, the research team used AI-driven computational design . While most viruses display symmetrical structures, they also feature subtle asymmetries. Leveraging AI, the team recreated these nuanced characteristics and successfully designed nanocages in tetrahedral, octahedral, and icosahedral shapes for the first time. The resulting nanostructures are composed of four types of artificial proteins, forming intricate architectures with six distinct protein-protein interfaces. Among these, the icosahedral structure, measuring up to 75 nanometers in diameter, stands out for its ability to hold three times more genetic material than conventional gene delivery vectors, such as adeno-associated viruses (AAV), marking a significant advancement in gene therapy . Electron microscopy confirmed the AI-designed nanocages achieved precise symmetrical structures as intended. Functional experiments further demonstrated their ability to effectively deliver therapeutic payloads to target cells, paving the way for practical medical applications. NoneThe Yomiuri Shimbun 2:00 JST, December 25, 2024 The government plans to submit a bill to revise the Whistleblower Protection Law to the next ordinary Diet session, to be convened in January, to impose criminal punishments on corporations and other entities that mistreat whistleblowers by dismissing them or through other means. Officials concluded it was necessary to enhance the law in light of the case of a prefectural senior official who was given a three-month suspension after accusing of the governor of wrongdoing. Criminal punishment is expected to be imposed on organizations and individuals that violate the law. The degree of that punishment will be finalized going forward. The Whistleblower Protection Law already prohibits mistreating people for whistleblowing, but there have been no penal provisions against violations. Dismissing and taking disciplinary measures against whistleblowers are expected to be subjected to criminal punishment as forms of mistreatment. But the government does not plan to cover personnel relocations and harassment under this law, because it is expected to be difficult to objectively determine their causal connection with whistleblowing. The Whistleblower Protection Law already obliges companies and other entities with more than 300 employees to set up an internal consultation center for whistleblowing and assign personnel to respond to reports from whistleblowers. The government also plans to introduce criminal penalties for failure to meet these obligations. The government also plans to introduce new clauses that ban trying to figure out a whistleblower’s identity and trying to obstruct whistleblowing, such as by making employees promise not to blow the whistle when they sign an employment contract. According to a 2023 questionnaire by the Consumer Affairs Agency, 17.2% of whistleblowers said they regretted having made their reports, citing such reasons as they were mistreated or their colleagues found out that they were a whistleblower. In the case of Hyogo Gov. Motohiko Saito, who was accused of using his power to harass prefectural government officials, the prefectural government identified the whistleblower, who was then a senior government official, and handed him a three-month disciplinary suspension. It was pointed out that the prefectural government’s acts violated the Whistleblower Protection Law, which prohibits any mistreatment of whistleblowers due to their whistleblowing. In the case of major used car dealer Bigmotor Co., whose operations were taken over by a new company after revelations of fraudulent insurance claims by the original management, it came to light that the company failed to have a whistleblowing system. A Consumer Affairs Agency panel tasked with discussing systems to protect whistleblowers plans to compile a report by the end of this year. The report by the panel, which is headed by University of Tokyo Prof. Ryuji Yamamoto, is expected to point to the need to incorporate criminal penalties into the law. The government will make preparations to revise the law in line with the report’s findings. The government hopes to adopt the revision bill at a Cabinet meeting in February and submit it to the ordinary Diet session.
