For the first time, the G7 ministers were joined by their counterparts from Saudi Arabia, Egypt, Jordan, the United Arab Emirates and Qatar, as well as the Secretary General of the Arab League. Meanwhile, massive explosions lit up Lebanon's skies with flashes of orange, sending towering plumes of smoke into the air as Israeli airstrikes pounded Beirut's southern suburbs Monday. The blasts damaged buildings and left shattered glass and debris scattered across nearby streets. Some of the strikes landed close to central Beirut and near Christian neighborhoods and other targets where Israel issued evacuation warnings, including in Tyre and Nabatiyeh province. Israeli airstrikes also hit the northeast Baalbek-Hermel region without warning. Lebanon's Health Ministry said Monday that 26 people were killed in southern Lebanon, four in the eastern Baalbek-Hermel province and one in Choueifat, a neighborhood in Beirut's southern suburbs that was not subjected to evacuation warnings on Monday. The deaths brought the total toll to 3,768 killed in Lebanon throughout 13 months of war between Israel and Hezbollah and nearly two months since Israel launched its ground invasion. Many of those killed since the start of the war between Israel and Hezbollah have been civilians, and health officials said some of the recovered bodies were so severely damaged that DNA testing would be required to confirm their identities. The Lebanese government says such an arrangement would authorize violations of the country's sovereignty. But despite the growing consciousness around being more environmentally responsible, consumer actions don't always align with their values. Using recycled materials for packaging, or obtaining an eco certification, can also be expensive. However, although the narrative of eco-friendly products being more expensive is true, there is often more of an effort to use better quality materials that last longer than their noneco-friendly counterparts. This could end up saving consumers money in the long run: By paying more upfront, they can get more wear out of sustainable fashion, for instance. There is also undeniable political rhetoric surrounding eco-friendly products—however, despite many Conservative politicians decrying sustainable products, members of all generations are increasingly choosing to prioritize shopping sustainably regardless of their political affiliation, according to research from NYU Stern Center for Sustainable Business . This finding shows a trend toward seeing sustainability as a nonpartisan subject everyone can benefit from, no matter where they lie on the political spectrum. Some might think eco-friendly clothing, in particular, is not fashion-forward; after all, many of the top clothing retailers in the world partake in fast fashion. However, brands are increasingly being recognized as 'cool' and 'trendy' for supporting environmentally ethical practices, particularly as younger generations prioritize sustainability, as noted before. Many increasingly popular online stores are taking advantage of this paradigm shift by offering secondhand shopping options that are not only fashionable, but also more affordable, like ThredUp or Poshmark. A landmark defence pact between North Korea and Russia, signed by its leaders in June, has gone into effect after the two sides exchanged ratification documents, North Korea's official KCNA news agency said Thursday. The formalization of the treaty comes as the United States and South Korea have accused the nuclear-armed North of sending more than 10,000 soldiers to help Russia fight Ukraine. Experts say North Korean leader Kim Jong Un is keen to acquire advanced technology from Moscow and battle experience for his troops in return. Kim and Russian President Vladimir Putin signed the strategic partnership deal during the Kremlin chief's visit to Pyongyang. It obligates both states to provide military assistance "without delay" in the case of an attack on the other, and to jointly oppose Western sanctions. It came into effect from Wednesday, when the ratification documents were exchanged in Moscow by the countries' vice foreign ministers Kim Jong Gyu and Andrei Rudenko, KCNA reported. Lawmakers in Moscow last month voted unanimously for the deal and it was later signed by Putin. Pyongyang said it was ratified by a decree from Kim. The treaty will serve "as a strong driving force accelerating the establishment of an independent and just multi-polarized world order without domination, subjugation and hegemony," KCNA said. Analysts have suggested Pyongyang could be using Ukraine as a means of realigning its foreign policy. By sending soldiers, North Korea is positioning itself within the Russian war economy as a supplier of weapons, military support and labour — potentially even bypassing traditional ally, neighbour and main trading partner China, they say. North Korea and Russia have strengthened their military ties since Moscow's invasion of Ukraine in February 2022. Both countries are under rafts of UN sanctions -- the former for its nuclear weapons programme and the latter for the Ukraine conflict. WASHINGTON (AP) — Donald Trump on Sunday pushed Russian leader Vladimir Putin to act to reach an immediate ceasefire with Ukraine, describing it as part of his active efforts as president-elect to end the war despite being weeks from taking office. “Zelensky and Ukraine would like to make a deal and stop the madness," Trump wrote on social media, referring to Ukraine's president, Volodymyr Zelenskyy. In a television interview that aired Sunday, Trump also said he would be open to reducing military aid to Ukraine and pulling the United States out of NATO . Those are two threats that have alarmed Ukraine, NATO allies and many in the U.S. national security community. Asked on NBC's “Meet the Press” if he were actively working to end the nearly 3-year-old Ukraine war, Trump said, “I am.” He refused to say if he had spoken to Putin since winning the election in November. “I don’t want to say anything about that, because I don’t want to do anything that could impede the negotiation,” Trump said. Trump's call for an immediate ceasefire went beyond the public policy stands taken by both the Biden administration and Ukraine and drew a cautious response from Zelenskyy. It also marks Trump's wading unusually deeply into efforts before his inauguration on Jan. 20 to resolve one of the major global crises facing the lame-duck Biden administration. Kremlin spokesman Dmitry Peskov responded to Trump's post by repeating Moscow’s longstanding message that it is open to talks with Ukraine. Peskov referenced a decree by Zelenskyy from October 2022 that formally declared the prospect of any talks “impossible” as long as Putin was Russia's leader. The quick responses from Ukraine and Russia demonstrated the seriousness with which they regarded the idea from the incoming American president. Both Trump and Biden administration officials have pointed to Russia’s disengagement in Syria , where the Russian military largely moved out of the way in recent days as Syrian rebels overthrew the country’s Russian-allied president , as evidence of the extent to which the Ukraine war has sapped Russia’s resources. The Biden administration and other supporters of Ukraine have made a point of not being seen to press Ukraine for an immediate truce. Indonesia, the world’s fourth most populous nation, has a new president – the colourful former military general Prabowo Subianto, who was sworn in late last month. The 73-year-old swept to victory at the polls in February this year, after previously running for – and losing – the presidency in 2014 and 2019 to his predecessor Joko Widodo, popularly known as Jokowi. As a former military strongman, Prabowo has long been a polarising figure, having been accused of myriad war crimes in Timor Leste and Indonesia’s West Papua, as well as human rights abuses in 1998 during the fall of former president Suharto. These allegations, for which Prabowo has never been tried in court, saw him quietly banned from travelling to the United States and Australia for over two decades. “It was known that he had been banned from entering Australia, although he never decided to test it and make an incident out of it,” Ian Wilson, a lecturer in politics and security studies at Perth’s Murdoch University, told news.com.au. “It speaks to these kinds of bans. They are a form of political expediency and, when it becomes difficult, they end. A further 22 student activists were abducted, allegedly on Prabowo’s orders, and 13 were never found, although Prabowo was never tried in court and instead went into self-imposed exile in Jordan as a guest of King Abdullah. Now that he has finally secured Indonesia’s top job, some fear that Prabowo will rule the world’s third-largest democracy with an iron fist and plunge the country back to the New Order years, when former president Suharto ran a dictatorship from 1968 to 1998 which stifled political opposition and any criticism of the government. Judith Jacob, director of geopolitical risk and security intelligence at risk management company Forward Global, told news.com.au that “Prabowo is in many ways the embodiment of Indonesia’s cartel party system. A system where a small group of elites share the spoils of governing power, regardless of what political party they belong to”. Prabowo doubled down on this message when running for the presidency in 2024, with a campaign promise to grow Indonesia’s gross domestic product (GDP) by 8 per cent and tackle poverty and stunting in children by starting a new free school lunch program, which will be rolled out in 2025. Yet some Indonesians refuse to forgive or forget the past. “Prabowo is ambitious, opportunistic, temperamental and cruel,” Indonesian activist John Muhammad told news.com.au. “He will lead Indonesia in an authoritarian manner. Collins, who is in his first term as the MP for Hamilton East-Stoney Creek, said the $250 cheque proposal the government announced last week must also be available to seniors and people with disabilities. The measure is currently limited to people who worked in 2023 and made less than $150,000. “We cannot leave out a large portion of our population who cannot supplement their income through employment. Seniors and people with disabilities face the same economic challenges as working Canadians. They deserve our support,” he said in a statement. Collins said he advised the government of his view this weekend and believes he is not alone among the Liberal caucus in looking for this change. “On Saturday evening I advised the government that I cannot support an affordability package that does not include support for seniors and people with disabilities. Two opposition parties are also demanding similar changes leaving the government’s affordability package in limbo. NDP leader Jagmeet Singh signalled Monday he wants to see eligibility for the cheques extended beyond working Canadians to include seniors, people with disabilities, those receiving unemployment benefits and anyone — particularly students — who joined the workforce for the first time last year. He wasn’t the only leader to push for more to secure the swift passage of the measure: the Bloc Québécois’ Yves-François Blanchet told reporters in French that those “who have actually worked all their lives” must be included, describing the cash handouts as a crude move to win votes. The demands come as Justin Trudeau’s rivals seek to leverage last week’s unveiling of a multibillion-dollar affordability package for their own political gain. The GST cut would be applied to children’s clothes, toys, diapers and car seats. The Liberals have pledged to introduce a two-month GST cut on a number of grocery and holiday essentials, among other items. They would also send $250 to Canadians who worked in 2023, filed their tax return for that year by the end of 2024, and earned up to $150,000. All told, the measures would cost $6.3 billion. Deputy Prime Minister and Finance Minister Chrystia Freeland on Monday justified the measures, in part, as a way to combat what she called a “vibecession,” or the “disconnect” between Canadians’ feelings about the economy and broader, positive economic signals. “Canadians aren’t feeling it, and that is shaping their economic behaviour in ways that are not great for the Canadian economy,” she told reporters. But the Liberals need opposition support to pass the package of pledges — and to pause a that has brought most parliamentary business to a standstill. Singh said Monday he was prepared to back the Trudeau government’s planned GST holiday, after he proposed a more comprehensive version of the tax cut one week earlier. “We want to see the GST holiday happen right away. We know that people are feeling squeezed. They need a break this winter. So let’s pass the GST holiday. And the Liberals need to fix the cheques,” he said. Singh stopped short of stating whether he would block the passage of rebates if the government introduces that portion of the legislation unchanged. But a senior NDP source who spoke to the Star on the condition they not be named said the Liberals won’t be able to force the NDP to back the measure until it meets the party’s expectations. The New Democrats have said they would introduce a so-called “programming” motion to temporarily suspend a Conservative-led effort to stall House of Commons proceedings. Begun in late September, it is a bid to compel the Liberals to release more documents related to a scandal-riddled — and now-defunct — green technology funding agency. The pause would theoretically allow the Liberals’ legislation to be debated and passed in a single day. The NDP source said the party may not even move forward with such a motion until their demands are met, saying “there’s no possibility, really, of this going to a vote until they get that part repaired.” Two senior Liberal sources with knowledge of discussions between the government and the NDP said talks are ongoing and that the GST pause and the $250 payments could be contained in one piece of legislation or two. It could also be separate from other legislation that may come out of the fall economic statement. One insider, on the condition of anonymity, said “it depends on how any agreement comes together, including on who all is included” in the measures. The Conservatives’ filibuster has prevented the Liberals from scheduling the presentation of its economic update, and allowing MPs to vote on the government’s supplementary estimates, which requires parliament’s approval for more than $21 billion in spending on a range of measures. Freeland said Monday that the government is having “energetic conversations” with other parties, but did not say when the legislation to enact the affordability package will be tabled. Trudeau, in a TVA interview in Montreal on Monday, defended the decision to offer GST cuts that he insisted will benefit everyone, and to send $250 cheques to certain Canadians. Trudeau said his government has already done a lot for seniors, listing enhanced old-age payments for those over 75, and the extension of publicly-paid dental care to all seniors. He also said child-care supports have helped families, and noted the government has not extended free dental care to “40-year-old workers” who also didn’t have access to other government supports but will now receive a bit of relief to “help them with ... the cost of living.” The prime minister said Ottawa can afford the measures because Canada’s economic indicators are “hyper-positive” vis-à-vis G7 partners, with Canada having the lowest deficit, and receiving higher direct foreign investment than its peers. But, he added, many Canadians are still feeling squeezed. Both Freeland and Procurement Minister Jean-Yves Duclos said Monday the one-time, temporary measures will not create any new “structural” deficit, meaning it won’t add year-over-year spending to the annual budget which is already in the red. In a statement to the Star, Freeland’s office said the $250 payments will be “clearly labelled” as the affordability measure they are intended to be, whether delivered via direct deposit or by cheque. Electricity prices in the Philippines have a real risk of rising even further without additional or expanded coal plants in the near term. Why? It is all about going to the next best option for more baseload power, which in this case is gas or nuclear energy. Power demand is projected to grow by over 5% annually, and this needs to be met by a growing pie of dispatchable capacities like coal, gas, and/or nuclear. As the whole energy pie expands, phasing out coal immediately deprives us of today’s most viable and more affordable option for continuous power reliability. Less coal and more gas in the baseload will be more expensive for electricity users. Looking at some of Meralco’s recent competitive selection process, the lowest of two winning bids for a 600-megawatt baseload power requirement was P5.6015/kWh from a coal plant. Had Meralco sourced that requirement from the spot market instead, consumers would have spent about P9.9 billion more. In comparison, in a separate bid for a capacity of 1,200 megawatts, a natural gas plant won at P7.0718/kWh. Gas was more expensive by P1.47/kWh. On the other hand, with nuclear, the investment risk is still high, and there is a hefty price tag for high risks even if it is high reward. For one, there is yet to be a policy framework for nuclear power generation in the Philippines. Second, touted small- and medium-sized modular reactors are “first-of-a-kind” uncommercialized technologies that might put initial investors at a first mover disadvantage. Third, considering the existing bottlenecks in the Philippine energy sector, it is still quite difficult to assure investors that nuclear projects can progress on budget and on time. We needed the additional baseload power yesterday and we still need them now. “But what about solar and wind power?” one might ask. “Aren’t they getting cheaper? Isn’t battery storage getting cheaper as well?” While solar and wind projects can be scaled, their power generation isn’t consistent and reliable, much less dispatchable, and can’t be baseload power. The power generation of these variable renewable energy capacities swings depending on the weather or the time of day (no sun at night), requiring a “firming” resource like battery storage or dispatchable capacities. While coupling battery storage to solar and wind can address the intermittency, the resulting cost simply isn’t economically viable. J.P . Morgan’s 13th annual energy paper cited an analysis from Rice University which computed the total system cost if just one source plus storage served 95% of total demand in Texas. It was found that onshore wind + storage was at $131/MWh, solar PV + storage was at $177/MWh, while coal was just at $72/MWh. Coal has less need of support from a firming source and, relatively, renewable energy plus storage could be twice more expensive. We all want more indigenous renewable energy in our power mix. But, as shown by a slew of recent articles on local banks ceasing coal financing, it isn’t clear to some of us how without additional coal, we risk higher power prices. The economics of fossil fuels are more equitable right now than the economics of rushing into net zero or, worse for lower income earners, the phasing out of coal power plants entirely from the power mix. We should be comfortable with the fact that one can co-exist with the other. Maximizing all sources of energy leads to cheap power, which benefits all — from the rich to the poor — and fuels businesses and jobs in the economy. Putting all our eggs in the emissions reduction basket will have very little effect on the total stock of greenhouse gas emissions but will have a sizable negative impact on Philippine economy and society. Equity demands not rushing into a more expensive energy system that will further burden those with low to modest incomes (see: “The pressing needs of Filipinos” and “Push for renewable energy should be balanced with pressing needs of people” ). We need dispatchable coal power until such time that there is a more economic baseload alternative. No more coal would mean haphazardly expanding our baseload exposure to gas, which is more expensive, or to nuclear like small- and medium-sized modular reactors, which are still risky and yet to be commercially available. Nuclear energization is not even likely to happen in the near term, so this doesn’t address the baseload power that we need now and into the rest of the 2020s. Meanwhile, variable renewable energy like solar and wind aren’t baseload sources to begin with and become expensive when coupled with battery storage. Timely and strategic exposures, or a well-calculated, flexible, and balanced energy mix, as articulated by the Philippine Energy Plan, is the way to go.
