HAVRE – Hunter numbers were down, big game numbers were below average, and upland bird harvest was mixed, according to the final report from the Montana Fish, Wildlife & Parks Havre check station. “Hunter numbers at the check station were the lowest we have seen since 2015,” noted Havre-area biologist Scott Hemmer, who manages the station. Hunters who stopped at the check station (1,657) were down 18% from 2023, and 7% below the long-term average. Mule deer brought through the check station totaled 370 for the year, which was down 31% from last year and 32% below the long-term average, and the lowest seen since 2015. Mule deer doe harvest was down the most at 59% below the average, while buck harvest was 21% below average. Reduced mule deer doe harvest was expected this year with fewer antlerless mule deer licenses issued and restrictions on antlerless mule deer harvest on public land. For the year, 118 white-tailed deer were brought by the station, which was 21% lower than 2023, and 23% below the long-term average. "Hunter reports were variable throughout the region, but most indicated lower numbers of deer this year,” Hemmer said. “Some hunters reported seeing decent numbers of antlerless deer and young bucks, but fewer older bucks.” The 150 antelope checked was slightly lower than 2023, and 39% below the long-term average. The general season ended on Nov. 10. “Most antelope hunters reported improved numbers of antelope seen compared to recent years,” Hemmer said. “Although the number of antelope checked was still low, hunter success was still fair.” For the year, 19 elk were recorded, which is 24% below last year and 51% below the long-term average. A reduction in elk harvest, particularly from Missouri Breaks hunting districts, was expected due to fewer antlerless elk licenses issued for those districts in response to below objective elk populations. For the eight weeks the check station was open, the pheasant harvest of 719 birds was about the same as last year, and near the long-term average. Sharp-tailed grouse (122 birds) harvest was 25% below last year’s total, but only 4% below the long-term average. Gray (Hungarian) partridge harvest (100) was below last year’s banner year, but still well above the long-term average. “Reports from the western half of the region generally indicated considerably better upland bird numbers than the past several years,” Hemmer noted. “Reports from the eastern half of the region indicated that although bird numbers were still fair, they were down from the last couple years when numbers were better than average.” Duck harvest (65) was down slightly from last year and slightly above the long-term average. The station was open for eight weekends from Oct. 12 (the opener of general antelope and pheasant) through Dec. 1 (the end of the deer/elk general season). Biologists gather a lot of valuable information and biological data on game animals brought through check stations. The harvest data FWP collects at check stations represents a real-time partial representation of the regionwide harvest. FWP subsequently conducts a telephone survey throughout the winter to estimate hunting and harvest levels throughout the region and across the state.
If we want to build 'Brand Bharat' we should not listen to the diktats of the west regarding what is right, said Union Finance Minister Nirmala Sitharaman on Friday at the India Ideas Conclave 2024 in Bengaluru. "For millennia, we've been producing products, there's never been this point of exploitation. And suddenly for a traditional industry like, let's say, carpet making, you had a diktat coming from the buyers in the West saying, Oh, no, you're using children for making these carpets. We won't buy it from you," said Ms Sitharaman. She said in India, families are engaged in making crafts, without denying children the schooling, because unless the craft is learnt very young, a craftsman can never master it. "We've not denied children education.... you are not going to be told by others, you employ children. We need to stand up and say, we take care of their education," said Ms Sitharaman. The kind of steps that need to be taken for better ethical production, which would make products superior, should come from us, and not be issued as western diktats, she added. Ms Sitharaman also said while envisioning a better Bharath, our temples and our iconic tourist centres will have to be a lot more than what they are right now. "They should be handled with a perspective that this is where India's image is being projected. We need better servicing, better catering, better tourist guides and better immersive experience... for that, today's technology being what it is, it is possible to build a better and immersive experience," she added. She also said that it is important to convey to people that India's strength in science has been unbroken since ancient times. Ms Sitharaman said India has a rich repertoire of knowledge to refer to, thanks to ancient texts such as 'Sushruta Samhita'. "But are they just going to be referred to occasionally? Don't we want people to know what these are. These are brands for ancient India, which we refer to even today," she added. According to Ms Sitharaman, the global talking points of today, such as sustainability and circular economy were once woven in the fabric of our existence. She said much before the west went 'vocal for local', India was doing it. "The point, 'don't ask, sitting here, for salmon from Scotland' is very well taken, but that was part of India. Most of us ate the food which was available within your immediate neighbourhood. We didn't live like that because of our poverty. We lived like that because that was our lifestyle," she said. Quoting Leo Tolstoy, she reiterated that it has always been that the Indians who have enslaved themselves to the diktats of the west and insisted that we change our lifestyles and thinking to build 'Brand Bharath'. Financial incentives for cross-sectoral collaboration are also highlighted as essential for fostering a cohesive approach to disaster management. Governance and Institutional Leadership Governance is a cornerstone of successful DRBB implementation. Central finance agencies are pivotal in anchoring disaster risk considerations in PFM systems and ensuring alignment with broader government priorities. The report stresses the importance of leadership and collaboration across sectors to overcome institutional silos. For example, New Zealand’s centralized approach to public asset management leverages collective insurance mechanisms, reducing fiscal vulnerabilities while enhancing preparedness. Establishing clear institutional roles, backed by robust strategic plans and legislative oversight, is essential for creating a sustainable and adaptive disaster resilience framework. The report also highlights the importance of building institutional capacity, fostering a culture of learning, and engaging legislators to ensure accountability in disaster-related expenditures. Recommendations for a Resilient Future To achieve the objectives of DRBB, the report outlines actionable recommendations tailored to different national contexts. Governments are encouraged to prioritize investments in disaster risk reduction, establish pre-arranged financial mechanisms, and enhance transparency in budget execution. Embedding DRF strategies into routine PFM systems ensures sustained attention to disaster risks, even beyond immediate political cycles. Policy review tools, such as disaster-focused Public Expenditure Reviews and DRF diagnostics, are recommended for identifying fiscal gaps and guiding reforms. The authors also call for further research into the political economy of disaster financing, subnational DRBB applications, and the integration of disaster resilience measures across public sector financial frameworks. By embedding disaster risk considerations into financial systems, governments can mitigate the economic and social costs of disasters while building a sustainable fiscal foundation for the future. The report underscores that a proactive, well-integrated approach to disaster risk management not only reduces the impacts of disasters but also enhances economic stability and resilience. Governments worldwide are urged to adopt DRBB as a transformative strategy to safeguard public finances and protect vulnerable populations from the escalating challenges of climate change and other disasters. NU on Saturday ended a 10-game losing streak to Wisconsin and a seven-season bowl drought in one fell swoop, but when the Huskers reconvened Monday, a short week of preparation for a nasty rival stared them right in the face. “We haven’t even had a team meeting since the game,” Nebraska coach Matt Rhule said at his weekly press conference. “We walked in today, 8 o’clock, and it’s Iowa special teams (prep). No time for ‘hey, great job.’ There’s no time for it.” Bad memories still linger in the Huskers’ minds, though. The Hawkeyes have won eight of the last nine in this series — six of those by one score, including last year, a 13-10 gut punch that kept Nebraska from making a bowl. If Iowa blew kisses at NU in 2019 on a game-winning field goal, they did something else in 2023. “Their players are waving at our guys — ‘hey, have a good Christmas!’ — that was painful,” Rhule said. “That was really painful. The Huskies shot 34 of 61 from the field (55.7 percent) and were 10 of 24 from 3-point range. NJIT was 19 of 51 (37.3 percent) and just 3 of 17 from distance. Washington forced 13 turnovers while committing just five, leading to a 17-4 edge in points off miscues. The Huskies also had sizable advantages in points off the bench (47-4), in the paint (42-24) and in fastbreak scoring (17-0). The Huskies led 46-26 at the half as Osobor, Breidenbach and Mekhi Mason each scored seven points. Osobor scored the game's first five points and Mason made a 3-pointer to give the Huskies an 8-2 lead. A jumper by Mason extended the lead to 26-16 with 8:30 left in the first half. The Huskies continued to pull away, with Jase Butler capping an 8-0 run with a 3-pointer to make it 42-22 with 2:29 remaining before the intermission. A 9-0 run gave Washington its first 30-point lead of the day at 60-30 with 15:24 still to play. The Huskies led by as many as 40 on Luis Kortright's fastbreak layup at the 7:09 mark. Mason, Kortright, Christian King and KC Ibekwe all scored nine points for Washington. Washington resumes Big Ten Conference play Thursday when Maryland makes a trip to the West Coast.
