Enhancing strategic public procurement has been one of the main initiatives of the Department of Budget and Management (DBM) in the Philippines. Following the enactment of Republic Act No. 12009, or New Government Procurement Act (NGPA), aimed at enhancing transparency, competition, efficiency, professionalism, accountability and sustainability in government procurement, long-overdue reforms are being undertaken to remove deep-rooted high risk of corruption, insertions, amendments and inefficiencies in public procurement. DBM, tasked to spearhead the transition, assured the public that the rules and regulations for new procurement alternatives, including the e-marketplace, are currently being developed. Part of this was leveraging blockchain technology and launching Project Marissa to fortify budget document security—promoting further transparency across all government agencies. DBM is preparing the implementing rules and regulations (IRR) of the NGPA to attune this to the ever-changing needs of the Filipino people. The significant key features of this act likewise embed digital transformation, transparency, inclusivity and sustainability into the procurement system. Once the General Appropriations Act has been passed, the DBM prioritizes the utilization and implementation of projects determined by Congress and the department heads. To plug leakages arising from this process, DBM introduced citizen participation through the Open Government Partnership where major stakeholders and civil society organizations (CSOs) are invited as observers and be a part of every proceeding, procurement process and contract implementation. In the bidding of products, DBM also introduced an alternative mode in the procurement process—the Most Economically Advantageous Responsive Bid (MEARB) alongside the Lowest Calculated Responsive Bid (LCRB). This is to prevent contractors from tendering lower bids and offsetting this by using or offering inferior products or infrastructure just to get the government contract. The MEARB combined with LCRB is a one-selection criterion evaluating offers or bids that ensure that high-quality outcomes are present at a reasonable cost to procuring entities. DBM likewise modernizes the Philippine Government Electronic Procurement (PhilGEPS) so that payments and government database interconnection can now be done electronically. It also instituted safeguards against misuse of the process by improving competitive bidding and identifying which modalities will define legal, technical and financial aspects. To make the system inclusive and sustainable, gender-responsive procurement strategies are being incorporated into the process of government transactions through the inclusive procurement program. It also empowers micro, small, and medium enterprises (MSMEs) while enabling meaningful competition among suppliers, including women-led businesses. These innovative provisions also give importance to green procurement for sustainability. It will encourage agencies to procure common-use supplies with green specifications, thus promoting environment-friendly procurement practices. The transition toward the NGPA and getting the IRR into the mainstream are not without challenges for the DBM. The most taxing and difficult barrier to surmount is the lack of professionals who can help and support adherence to procurement practices. There is an urgent need for competent technical experts and professionals to be part of the transition in a procurement process whose proper implementation can make a huge difference through its potential contribution to the gross domestic product of the country. Another challenge is the sustainability goal because there are limited suppliers that can provide green and environment-friendly products. At its early stage, the price differences are still substantial compared to the present ones being utilized. How to incentivize manufacturers and providers to shift and become price-competitive will need intensified government support. As the IRR is being prepared, inputs from stakeholders are solicited to ensure that its provisions will be responsive, flexible and solutions-oriented. Collaboration and consultations with private partners that include the business sector and MSME representatives can go a long way in ensuring fair, transparent and equitable provisions that benefit Filipinos. The MAP in partnership with DBM was the result of the BDB Law­—Management Association of the Philippines (MAP) Breakfast Dialogue, a series of discussions among government officials and business leaders, which was held last Nov. 27. The discussions centered on pressing policy issues and transformative strategies. The collaboration between MAP and DBM emphasizes commitment to transparency, particularly in the management of confidential funds and the prevention of financial abuse. As part of this initiative, MAP was invited to provide inputs on key aspects of the Commission on Audit (COA) Law, particularly to ensure that Common-use Supply Equipment is included in the electronic catalog of Procurement Service-DBM. Strengthening the role of COA as a mandated observer and ensuring the timely submission of reports under the participatory procurement framework outlined by the law are critical priorities. Fortunately, the Procurement Observers Portal simplifies this process by enabling COA to register and ensure compliance with procurement reporting requirements. MAP will form a technical team with cross-committee engagement and meet again with DBM for the proposed IRR. The target date to finalize and complete the IRR is within the year, along with efforts to help move the needle faster for awareness and information dissemination on this very important law. The US-Asean Business Council offered to assist mainly in information, communication and technology, while MAP will lend its support to the finance and banking sectors. MAP will also provide a backup process to help address professionalization through management and quality checking. MAP strongly supports the reform agenda that the DBM is undertaking through the NGPA and for that matter, all the efforts being made by the government to improve operational efficiency and the creation of professional jobs for Filipinos. The public and private sectors should join hands in creating a progressive Philippines by ensuring that public service delivers to achieve inclusive and sustainable economic prosperity and growth. He believes, however, that Europe's fear of mass climate migration is exaggerated, since international migration has other root causes. Here he shares his viewpoint. Climate change displacement In my research, I deal with climate-induced migration. This is when the consequences of climate change displace people. The topic is increasingly becoming the focus of media and political attention. But I'm not happy about the way this conversation goes. I do think it is extremely important that we face the reality of climate-affected communities in faraway countries. However, an objective discussion of the topic is hardly possible in the current discourse. What is clear, however, is that climate change is already jeopardizing the livelihoods of millions of people around the world. Impacts such as droughts, rising sea levels or extreme weather events will make many of them leave their homes one day and start afresh elsewhere. An outlook that is causing political controversy in the Global North: The specter of excessive climate migration is regularly circulating in the media. There are fears in many places that there will be a massive rush of "climate refugees" to the North. So the central question is: Where do people go when they flee climate change? A real-world laboratory for climate migration For the past five years, we have been looking for answers to this question in a research project in Bangladesh, which is particularly hard hit by climate change. Whether it is due to rising sea levels and the salinization of groundwater or cyclones and increasingly heavy monsoon rains —in Bangladesh, as if under a burning glass, we can already see what Europe can expect in the years to come: the environment is changing rapidly and is threatening our livelihoods. This can be impressively observed on the Jamuna River. While the water meanders majestically through the landscape in the dry season, something monstrous happens in the rainy season: the river swells dramatically and tears at the sandy soils of its steeply sloping banks. Farmland and settlement areas break off piece by piece, houses and entire villages disappear in the floods. Since 2021, we have been accompanying 1,700 families, all of whom were still living on the banks of the Jamuna River at the time. During our most recent visit in spring 2024, we observed that the river had eroded more than 500 meters inland in some places, destroying thousands of homes. Together with local students, I did some detective work for my doctoral thesis to track down all the participants who had to leave their homes. What I learned in the process touched me deeply on a human level—and often surprised me scientifically. Nothing like leaving We had expected people to turn their backs on this land-devouring force as quickly as possible—but the opposite is the case: those affected remain surprisingly loyal to the river. Even those who have already lost their homes several times usually want to stay in their village at all costs. For many, moving is only a last resort. There are many reasons for this. Some still have a piece of land nearby that they cultivate. Others are held back by social ties such as family and friends. What impressed me the most was people's optimism and willingness to help. Even if the ground is eroding under their feet, they help to dismantle their neighbor's house, which is even closer to the abyss, and rebuild it a few meters inland. Our results confirm what other studies have already suggested: Of all the people who have had to leave their village due to erosion, most have only shifted a few kilometers away. Some have moved to the capital Dhaka. But only very few have left Bangladesh. Their main motivation was not climate change—but the hope of finding a better job abroad. We have documented our research on climate-induced migration in Bangladesh in a video. Last week, I presented the video together with our findings at the UN Climate Change Conference COP29 in Azerbaijan. My message to the delegations: climate migration is not a distant future scenario, but already a bitter reality for millions of people today. A clarifying look at climate migration In my view, the current discourse about climate migration is misguided: it is factually wrong, politically dangerous and morally reprehensible. The much-touted "climate migration wave" is based on thin foundations. Corresponding media reports are usually based on dubious studies that simply assume all potentially climate-affected people in a region to become international climate migrants, but they neglect internal migration and "stay and adapt" approaches. Such exaggerated forecasts are being misused by populist forces in Europe and the U.S. to fuel fears of mass migration and create an anti-immigrant atmosphere. Finally, the Global North fails to recognize its responsibility when it points to climate change as the main cause of migration to Europe and the U.S. People have always migrated to find better living conditions elsewhere—and not just since the onset of climate change. However, climate change exacerbates existing economic inequalities, which are the real driver behind international migration patterns. Anyone who is seriously concerned about increasing migration to Europe should therefore focus on reducing these inequalities. This would also best serve the people on the ground. NEW YORK (AP) — Angelina Jolie never expected to hit all the notes. But finding the breath of Maria Callas was enough to bring things out of Jolie that she didn’t even know were in her. “All of us, we really don’t realize where things land in our body over a lifetime of different experiences and where we hold it to protect ourselves,” Jolie said in a recent interview. “We hold it in our stomachs. We hold it in our chest. We breathe from a different place when we’re nervous or we’re sad. “The first few weeks were the hardest because my body had to open and I had to breathe again,” she adds. “And that was a discovery of how much I wasn’t.” In Pablo Larraín’s “Maria,” which Netflix released in theaters Wednesday before it begins streaming on Dec. 11, Jolie gives, if not the performance of her career, then certainly of her last decade. Beginning with 2010’s “In the Land of Blood and Honey,” Jolie has spent recent years directing films while prioritizing raising her six children. “So my choices for quite a few years were whatever was smart financially and short. I worked very little the last eight years,” says Jolie. “And I was kind of drained. I couldn’t for a while.” But her youngest kids are now 16. And for the first time in years, Jolie is back in the spotlight, in full movie-star mode. Her commanding performance in “Maria” seems assured of bringing Jolie her third Oscar nomination. (She won supporting actress in 2000 for “Girl, Interrupted.”) For an actress whose filmography might lack a signature movie, “Maria” may be Jolie's defining role. As Callas, Jolie is wonderfully regal — a self-possessed diva who deliciously, in lines penned by screenwriter Steven Knight, spouts lines like: “I took liberties all my life and the world took liberties with me.” Asked if she identified with that line, Jolie answered, “Yeah, yeah.” Then she took a long pause. “I’m sure people will read a lot into this and there’s probably a lot I could say but don’t want to feed into,” Jolie eventually continues. “I know she was a public person because she loved her work. I think some people are more comfortable with a public life, and I’ve never been fully comfortable with it.” When Larraín first approached Jolie about the role, he screened “Spencer” for her. Larraín was convinced Jolie was meant for the role. “I felt she could have that magnetism,” Larraín says. “The enigmatic diva that’s come to a point in her life where she has to take control of her life again. But the weight of her experience, of her music, of her singing, everything, is on her back. And she carries that. It’s someone who’s already loaded with a life that’s been intense.” “There’s a loneliness that we both share,” Jolie says. “That’s not necessarily a bad thing. I think people can be alone and lonely sometimes, and that can be part of who they are.” Larraín, the Chilean filmmaker, grew up in Santiago going to the opera, and he has long yearned to bring its full power and majesty to a movie. In Callas, he heard something that transfixed him. “I hear something near perfection, but at the same time, it’s something that’s about to be destroyed,” Larraín says. “So it’s as fragile and as strong as possible. It lives in both extremes. That’s why it’s so moving. I hear a voice that’s about to be broken, but it doesn’t.” In Callas’ less perfect moments singing in the film, Larraín fuses archival recordings of Callas with Jolie’s own voice. Some mix of the two runs throughout “Maria.” “Early in the process,” Jolie says, “I discovered that you can’t fake-sing opera.” Jolie has said she never sang before, not even karaoke. But the experience has left her with a newfound appreciation of opera and its healing properties. “I wonder if it’s something you lean into as you get older,” Jolie says. “Maybe your depth of pain is bigger, your depth of loss is bigger, and that sound in opera meets that, the enormity of it.” If Larraín’s approach to “Maria” is predicated on an unknowingness, he's inclined to say something similar about his star. “Because of media and social media, some people might think that they know a lot about Angelina,” he says. “Maria, I read nine biographies of her. I saw everything. I read every interview. I made this movie. But I don’t think I would be capable of telling you who she was us. So if there’s an element in common, it’s that. They carry an enormous amount of mystery. So if we get straight into it, what you've seen from our results that weThe North East has seen a rise in 'green jobs' being advertised, yet it still trails behind other UK regions, as highlighted by the latest PwC Green Jobs Barometer. The report, now in its fourth iteration, revealed that there were 6,095 green industry job postings in the North East last year, marking a 23% increase from the year before. However, this figure pales in comparison to London's 58,000 job adverts, with the capital dominating the market for high-paying roles in professional, scientific, and technical sectors within the environmental field. North East economic leaders are honing in on jobs related to the UK's net zero targets, with special emphasis on wind energy and green transport sectors. According to PwC, these industries represented 2.4% of the region's job advertisements in the past year, which is still below the national average of 3.3%. In contrast, the North West boasted over 25,000 green job adverts, while Yorkshire and Humber had just over 17,000.
