SEOUL, South Korea (AP) — Most ruling party lawmakers were boycotting a parliamentary vote Saturday to deny a two-thirds majority sought by the opposition to impeach President Yoon Suk Yeol over his short-lived imposition of martial law , as protests grew nationwide calling for his removal. The likely defeat of the motion is expected to intensify public protests calling for Yoon’s ouster and deepen political chaos in South Korea, with a survey suggesting a majority of South Koreans support the president’s impeachment. Yoon’s martial law declaration drew criticism from his own ruling conservative party, but it is also determined to oppose Yoon's impeachment apparently because it fears losing presidency to liberals. Impeaching Yoon would require support from two-thirds of the National Assembly, or 200 of its 300 members. The opposition parties who brought the impeachment motion have 192 seats, meaning they need at least eight additional votes from Yoon’s People Power Party. The opposition-controlled parliament began a vote earlier Saturday, but only three lawmakers from PPP took part with opposition members. If the number of lawmakers who cast ballots doesn't reach 200, the motion will be scrapped at midnight, according to National Assembly. Opposition parties could submit a new impeachment motion after a new parliamentary session opens next Wednesday. National Assembly Speaker Woo Won Shik urged ruling party members to return to the chamber to participate in the vote, stressing that it was closely watched by the nation and also the world. “Don’t make a shameful judgment and please vote based on your convictions,” Woo said. “I plead to you, for the future of the Republic of Korea.” Earlier Saturday, Yoon issued a public apology over the martial law decree, saying he won’t shirk legal or political responsibility for the declaration and promising not to make another attempt to impose martial law. He said would leave it to his party to chart a course through the country's political turmoil, “including matters related to my term in office." “The declaration of this martial law was made out of my desperation. But in the course of its implementation, it caused anxiety and inconveniences to the public. I feel very sorry over that and truly apologize to the people who must have been shocked a lot,” Yoon said. Since taking office in 2022, Yoon has struggled to push his agenda through an opposition-controlled parliament and grappled with low approval ratings amid scandals involving himself and his wife. In his martial law announcement on Tuesday night, Yoon called parliament a “den of criminals” bogging down state affairs and vowed to eliminate “shameless North Korea followers and anti-state forces.” The turmoil resulting from Yoon’s bizarre and poorly-thought-out stunt has paralyzed South Korean politics and sparked alarm among key diplomatic partners, including neighboring Japan and Seoul’s top ally the United States, as one of the strongest democracies in Asia faces a political crisis that could unseat its leader. Tuesday night saw special forces troops encircling the parliament building and army helicopters hovering over it, but the military withdrew after the National Assembly unanimously voted to overturn the decree, forcing Yoon to lift it before daybreak Wednesday. The declaration of martial law was the first of its kind in more than 40 years in South Korea. Eighteen lawmakers from the ruling party voted to reject Yoon's martial law decree along with opposition lawmakers. The passage of Yoon’s impeachment motion appeared more likely Friday when the chair of Yoon’s party called for his removal on Friday, but the party remained formally opposed to impeachment. On Saturday, tens of thousands of people packed streets near the National Assembly, waving banners, shouting slogans and dancing and singing along to K-pop songs with lyrics changed to call for Yoon’s ouster. A smaller crowd of Yoon’s supporters, which still seemed to be in the thousands, rallied in separate streets in Seoul, decrying the impeachment attempt they saw as unconstitutional. Lawmakers on Saturday first voted on a bill appointing a special prosecutor to investigate stock price manipulation allegations surrounding Yoon’s wife. Some lawmakers from Yoon’s party were seen leaving the hall after that vote, triggering angry shouts from opposition lawmakers. If Yoon is impeached, his powers will be suspended until the Constitutional Court decides whether to remove him from office. If he is removed, an election to replace him must take place within 60 days. Opposition lawmakers say that Yoon’s attempt at martial law amounted to a self-coup, and drafted the impeachment motion around rebellion charges. Lee Jae-myung, the leader of the main liberal opposition Democratic Party, told reporters that Yoon’s speech was “greatly disappointing” and that the only way forward is his immediate resignation or impeachment. On Friday, PPP chair Han Dong-hun, who criticized Yoon's martial law declaration, said he had received intelligence that during the brief period of martial law Yoon ordered the country’s defense counterintelligence commander to arrest and detain unspecified key politicians based on accusations of “anti-state activities." Hong Jang-won, first deputy director of South Korea’s National Intelligence Service, told lawmakers in a closed-door briefing Friday that Yoon called after imposing martial law and ordered him to help the defense counterintelligence unit to detain key politicians. The targeted politicians included Han, Lee and Woo, according to Kim Byung-kee, one of the lawmakers who attended the meeting. The Defense Ministry said it had suspended the defense counterintelligence commander, Yeo In-hyung, who Han alleged had received orders from Yoon to detain the politicians. The ministry also suspended the commanders of the capital defense command and the special warfare command over their involvement in enforcing martial law. Former Defense Minister Kim Yong Hyun, who has been accused of recommending Yoon enforce martial law, has been placed under a travel ban and faces an investigation by prosecutors over rebellion charges. They are typically traded on private social media groups between fake review brokers and businesses willing to pay. Sometimes, such reviews are initiated by businesses that offer customers incentives such as gift cards for positive feedback. But AI-infused text generation tools, popularized by OpenAI’s ChatGPT , enable fraudsters to produce reviews faster and in greater volume, according to tech industry experts. The deceptive practice, which is illegal in the U.S. , is carried out year-round but becomes a bigger problem for consumers during the holiday shopping season , when many people rely on reviews to help them purchase gifts. Where are AI-generated reviews showing up? Fake reviews are found across a wide range of industries, from e-commerce, lodging and restaurants, to services such as home repairs, medical care and piano lessons. The Transparency Company, a tech company and watchdog group that uses software to detect fake reviews, said it started to see AI-generated reviews show up in large numbers in mid-2023 and they have multiplied ever since. For a report released this month, The Transparency Company analyzed 73 million reviews in three sectors: home, legal and medical services. Nearly 14% of the reviews were likely fake, and the company expressed a “high degree of confidence” that 2.3 million reviews were partly or entirely AI-generated. “It’s just a really, really good tool for these review scammers,” said Maury Blackman, an investor and advisor to tech startups, who reviewed The Transparency Company’s work and is set to lead the organization starting Jan. 1. In August, software company DoubleVerify said it was observing a “significant increase” in mobile phone and smart TV apps with reviews crafted by generative AI. The reviews often were used to deceive customers into installing apps that could hijack devices or run ads constantly, the company said. The following month, the Federal Trade Commission sued the company behind an AI writing tool and content generator called Rytr, accusing it of offering a service that could pollute the marketplace with fraudulent reviews. The FTC, which this year banned the sale or purchase of fake reviews, said some of Rytr’s subscribers used the tool to produce hundreds and perhaps thousands of reviews for garage door repair companies, sellers of “replica” designer handbags and other businesses. It’s likely on prominent online sites, too Max Spero, CEO of AI detection company Pangram Labs, said the software his company uses has detected with almost certainty that some AI-generated appraisals posted on Amazon bubbled up to the top of review search results because they were so detailed and appeared to be well thought-out. But determining what is fake or not can be challenging. External parties can fall short because they don’t have “access to data signals that indicate patterns of abuse,” Amazon has said. Pangram Labs has done detection for some prominent online sites, which Spero declined to name due to non-disclosure agreements. He said he evaluated Amazon and Yelp independently. Many of the AI-generated comments on Yelp appeared to be posted by individuals who were trying to publish enough reviews to earn an “Elite” badge, which is intended to let users know they should trust the content, Spero said. The badge provides access to exclusive events with local business owners. Fraudsters also want it so their Yelp profiles can look more realistic, said Kay Dean, a former federal criminal investigator who runs a watchdog group called Fake Review Watch. To be sure, just because a review is AI-generated doesn’t necessarily mean its fake. Some consumers might experiment with AI tools to generate content that reflects their genuine sentiments. Some non-native English speakers say they turn to AI to make sure they use accurate language in the reviews they write. “It can help with reviews (and) make it more informative if it comes out of good intentions,” said Michigan State University marketing professor Sherry He, who has researched fake reviews. She says tech platforms should focus on the behavioral patters of bad actors, which prominent platforms already do, instead of discouraging legitimate users from turning to AI tools. What companies are doing Prominent companies are developing policies for how AI-generated content fits into their systems for removing phony or abusive reviews. Some already employ algorithms and investigative teams to detect and take down fake reviews but are giving users some flexibility to use AI. Spokespeople for Amazon and Trustpilot, for example, said they would allow customers to post AI-assisted reviews as long as they reflect their genuine experience. Yelp has taken a more cautious approach, saying its guidelines require reviewers to write their own copy. “With the recent rise in consumer adoption of AI tools, Yelp has significantly invested in methods to better detect and mitigate such content on our platform,” the company said in a statement. The Coalition for Trusted Reviews, which Amazon, Trustpilot, employment review site Glassdoor, and travel sites Tripadvisor, Expedia and Booking.com launched last year, said that even though deceivers may put AI to illicit use, the technology also presents “an opportunity to push back against those who seek to use reviews to mislead others.” “By sharing best practice and raising standards, including developing advanced AI detection systems, we can protect consumers and maintain the integrity of online reviews,” the group said. The FTC’s rule banning fake reviews, which took effect in October, allows the agency to fine businesses and individuals who engage in the practice. Tech companies hosting such reviews are shielded from the penalty because they are not legally liable under U.S. law for the content that outsiders post on their platforms. Tech companies, including Amazon, Yelp and Google, have sued fake review brokers they accuse of peddling counterfeit reviews on their sites. The companies say their technology has blocked or removed a huge swath of suspect reviews and suspicious accounts. However, some experts say they could be doing more. “Their efforts thus far are not nearly enough,” said Dean of Fake Review Watch. “If these tech companies are so committed to eliminating review fraud on their platforms, why is it that I, one individual who works with no automation, can find hundreds or even thousands of fake reviews on any given day?” Spotting fake AI-generated reviews Consumers can try to spot fake reviews by watching out for a few possible warning signs , according to researchers. Overly enthusiastic or negative reviews are red flags. Jargon that repeats a product’s full name or model number is another potential giveaway. When it comes to AI, research conducted by Balázs Kovács, a Yale professor of organization behavior, has shown that people can’t tell the difference between AI-generated and human-written reviews. Some AI detectors may also be fooled by shorter texts, which are common in online reviews, the study said. However, there are some “AI tells” that online shoppers and service seekers should keep it mind. Panagram Labs says reviews written with AI are typically longer, highly structured and include “empty descriptors,” such as generic phrases and attributes. The writing also tends to include cliches like “the first thing that struck me” and “game-changer.”

"My personal goal is to be fully healthy by the time the opening games do start," he said. "To be able to pitch and hit would be great, but the situation will kind of guide itself." "I can only control what I can control and that's where you trust your teammates. The guys behind me, you trust they're going to make the plays for you. I don't really try to overthink it." "I do feel like we were able to, in a small way, contribute to the popularity of the dog and I'm sure Decoy himself would be happy about that." "It's almost like right now you can lock in the Most Valuable Player in the National League award because no one has that ability or talent," Roberts said. The confidential briefing note is part of the tranche of documents made public in the annual release of State papers from the Irish National Archives. An Irish Department of Foreign Affairs official focusing on justice and security created the list in October 2002. The document starts by referencing a 1999 interview given by George Mitchell, the chairman of the Good Friday Agreement negotiations, in which he claimed the British and Irish governments, as well as Northern Ireland’s political parties, had leaked information to manipulate public opinion. However, he further accused the NIO of attempting to sabotage the process by leaking information on British Government policy to the media. Mr Mitchell, a former US senator, is said to have expressed alarm and anger over the frequency of leaks from the NIO – saying they were uniquely “designed to undermine the policy of the British Government of which they were a part”. The Irish civil servant notes Mr Mitchell himself was subjected to an attempted “smear” when he first arrived in Northern Ireland, as newspaper articles falsely claimed his chief of staff Martha Pope had had a liaison with Sinn Fein representative Gerry Kelly with ulterior motives. The Irish civil servant goes on to list several “leaks”, starting with the publication of a proposed deal in a newspaper while “intense negotiations” for the Downing Street Declaration were under way. Next, the Department lists two “high-profile and damaging leaks issued from the NIO”. A so-called “gameplan” document was leaked in February 1998, showing papers had been prepared weeks before the Drumcree march on July 6, 1997. In the preceding years, there had been standoffs and clashes as nationalists opposed the procession of an Orange parade down Garvaghy Road in Portadown. The gameplan document showed then secretary of state for Northern Ireland Mo Mowlam, who was publicly expressing a desire for a negotiated solution to the 1997 parade, advocated “finding the lowest common denominator for getting some Orange feet on the Garvaghy Road”. In 1997, a large number of security forces were deployed to the area to allow the march to proceed. The incident sparked heightened tension and a wave of rioting. The document further describes the release of a document submitted by the NIO’s director of communications to the secretary of state as a “second major leak”. It claims a publicity strategy was released to the DUP in the aftermath of the Good Friday Agreement and showed how the UK Government would support a yes vote in a referendum following any talks agreement. In addition, it is claimed unionists used leaked sections of the Patten report on policing to invalidate its findings ahead of its publication in 1999. The report recommended the replacement of the Royal Ulster Constabulary with the Police Service of Northern Ireland, the changing of symbols, and a 50-50 recruitment policy for Catholics and Protestants. At the time, UUP leader David Trimble said the recommendations would lead to a corruption of policing in Northern Ireland. Chris Patten, chairman of the independent commission on policing, said some of the assertions were a “total fabrication” and designed to “muddy the waters” to create a difficult political atmosphere. Elsewhere, the author notes it was leaked to the media there was serious disagreement between the governments of the UK and Ireland on the composition of that commission – with not a single name submitted by the Irish side being accepted by the other. The author notes this incident, still under the heading “NIO leaks”, was believed by British officials to have emanated from the Irish side. The report turns to leaks of other origin, claiming “disgruntled Special Branch officers in Northern Ireland” were blamed by the British Government for a series of releases about the IRA which were designed to damage Sinn Fein in the 2001 general election in Northern Ireland. One senior Whitehall source was quoted in the Guardian as complaining that Special Branch was “leaking like a sieve” after details of an IRA intelligence database containing the names of leading Tories – described at the time as a “hit list” – was passed to the BBC in April 2002. The briefing note adds: “This was followed days later by a leak to The Sunday Telegraph which alleged that senior IRA commanders bought Russian special forces rifles in Moscow last year. “The newspaper said it was passed details by military intelligence in London.” The briefing note adds that other Special Branch leaks were associated with the Castlereagh break-in. The final incident in the document notes the Police Ombudsman’s Report on the Omagh bombing was also leaked to the press in December 2001. AS gang violence spirals out of control in Haiti, the limitations of international efforts to restore order, including a Kenyan-led security mission, have laid bare the depth of the crisis. A nation already on its knees now faces an even darker abyss. Haiti’s tragedy serves as a stark reminder that no matter how dire circumstances may seem, they can always deteriorate further. Haiti’s revolution (1791-1804) -the first successful uprising by enslaved people-should have been a beacon of hope. Instead, it marked the beginning of relentless punishment by a global order which was infused with racism and avarice. Forced to pay France reparations for its own freedom, Haiti was crippled by debt and subjected to invasions, occupations, and economic exploitation. This financial and political stranglehold laid the groundwork for centuries of poverty and instability. Corrupt leadership, often propped up by external powers, exacerbated the country’s struggles for decades, while natural disasters—earthquakes, hurricanes, and floods—repeatedly decimated its fragile infrastructure. By the time President Jovenel Moïse was assassinated in 2021, Haiti’s constitutional institutions had disintegrated. The nation was left adrift, ruled by unpopular decrees without any form of public participation, amid surging gang violence, widespread hunger, and political paralysis. Today, Haiti teeters on the edge of collapse. Nearly half of its population—5.41 million people—are acutely food insecure, and one in six children faces famine. Over 700,000 people have been forcibly displaced, while more than 900 schools remain closed, depriving hundreds of thousands of children of education. Criminal gangs dominate nearly 80% of Port-au-Prince and its surrounding areas, holding 2.7 million people hostage to violence, extortion, and kidnappings. Even more alarmingly, thousands of children are now counted among their ranks, coerced into roles ranging from looters to murderers. These gangs, emboldened by weak governance, maintain their firepower and expand their reach even in the face of international interventions. Haiti’s police force, outgunned and underfunded, struggles to maintain order. The Kenyan-led multinational security mission, a contingent of just 430 personnel, has proven woefully inadequate against entrenched criminal networks. Frustrated communities have taken matters into their own hands, forming vigilante groups to deliver brutal justice. In one chilling scene, gang members’ bodies were dismembered in front of a silent and seemingly complicit police force. As basic services collapse and desperation deepens, the Transitional Council has squandered its chance to provide leadership. In April 2024, under pressure from the United States and with the backing of CARICOM, Haiti established the Council to stabilize the country, restore constitutional legitimacy, and pave the way for elections. The Council appointed Garry Conille, a former UNICEF official, as interim prime minister, alongside a technocratic cabinet. While this initiative offered hope, it was fraught with danger from the start and destined to fail. The mix of ambitious politicians and technocrats -many of whom were not selected by the Council – set up disquiet and quickly led to dysfunction. By November, the Council’s fractious relationship with Conille and his cabinet culminated in his dismissal. In just five months, little progress had been made toward stabilizing the country or addressing the root causes of its crisis. This failure further eroded international confidence and left Haiti’s plight unresolved. Haiti’s plight is more than a humanitarian disaster – it is a test of the United Nations’ effectiveness. The Haitian government, supported by CARICOM and the United States, has called for a full-scale UN peacekeeping operation. Such an initiative could provide the resources and personnel needed to restore order, with its costs distributed among all UN member states. However, China and Russia – two of the five veto powers in the Security Council – have opposed the idea, arguing that peacekeepers are meant to maintain peace, not combat urban crime or rescue dysfunctional states. This effort, therefore, remains stalled. As violence intensifies, basic services have crumbled. The United Nations recently evacuated its staff from Port-au-Prince, citing escalating dangers. Humanitarian organizations, like Doctors Without Borders, have suspended operations due to threats against staff and patients. Food for the Poor, a nonprofit organization that manages feeding programsme, can no longer deliver aid reliably because of gang blockades, road hazards, and airport closures. The Transitional Council’s inability to form an Electoral Council or advance constitutional reforms has only compounded the crisis. Without these critical steps, Haiti remains stuck in a cycle of instability. A new prime minister, Alix Didier Fils-Aimé, has taken office, but his government faces the daunting task of rebuilding trust, addressing gang violence, and navigating a Transitional Council prone to micromanagement. Time is not on his side. Ultimately, the responsibility for Haiti’s recovery lies with its leadership. The Transitional Council must demonstrate unity, stability, competence, and urgency in its efforts to stabilize the country. Without decisive action to rebuild constitutional institutions and restore governance, the Council risks isolating Haiti further, plunging the country deeper into chaos as the gangs grow stronger, more strident, and more determined. Haiti’s history is one of resilience against unimaginable odds, but the resilience of its beleaguered people alone cannot rebuild a nation. It is time for its leaders to rise above petty divisions and forge an agreed plan to achieve stability and peace. Only then can Haiti’s neighbours and international partners step forward with confidence to help pull the nation from the brink. This is the task to which all involved—both domestically and internationally—must commit, setting aside perceived strategic interests, whether personal or national.
