By REBECCA SANTANA, Associated Press WASHINGTON (AP) — The picture of who will be in charge of executing President-elect Donald Trump’s hard-line immigration and border policies has come into sharper focus after he announced his picks to head Customs and Border Protection and also the agency tasked with deporting immigrants in the country illegally. Trump said late Thursday he was tapping Rodney Scott, a former Border Patrol chief who’s been a vocal supporter of tougher enforcement measures, for CBP commissioner. As acting director of Immigration and Customs Enforcement, Trump said he’d nominate Caleb Vitello, a career ICE official with more than 23 years in the agency who most recently has been the assistant director for firearms and tactical programs. They will work with an immigration leadership team that includes South Dakota Gov. Kristi Noem as head of the Department of Homeland Security ; former acting Immigration and Customs Enforcement head Tom Homan as border czar ; and immigration hard-liner Stephen Miller as deputy chief of staff. Customs and Border Protection, with its roughly 60,000 employees, falls under the Department of Homeland Security. It includes the Border Patrol, which Scott led during Trump’s first term, and is essentially responsible for protecting the country’s borders while facilitating trade and travel. Scott comes to the job firmly from the Border Patrol side of the house. He became an agent in 1992 and spent much of his career in San Diego. When he joined the agency, San Diego was by far the busiest corridor for illegal crossings. Traffic plummeted after the government dramatically increased enforcement there, but critics note the effort pushed people to remote parts of California and Arizona. San Diego was also where wall construction began in the 1990s, which shaped Scott’s belief that barriers work. He was named San Diego sector chief in 2017. When he was appointed head of the border agency in January 2020, he enthusiastically embraced Trump’s policies. “He’s well known. He does know these issues and obviously is trusted by the administration,” said Gil Kerlikowske, the CBP commissioner under the Obama administration. Kerlikowske took issue with some of Scott’s past actions, including his refusal to fall in line with a Biden administration directive to stop using terms like “illegal alien” in favor of descriptions like “migrant,” and his decision as San Diego sector chief to fire tear gas into Mexico to disperse protesters. “You don’t launch projectiles into a foreign country,” Kerlikowske said. At the time Scott defended the agents’ decisions , saying they were being assaulted by “a hail of rocks.” While much of the focus of Trump’s administration may be on illegal immigration and security along the U.S.-Mexico border, Kerlikowske also stressed the importance of other parts of Customs and Border Protection’s mission. The agency is responsible for securing trade and international travel at airports, ports and land crossings around the country. Whoever runs the agency has to make sure that billions of dollars worth of trade and millions of passengers move swiftly and safely into and out of the country. And if Trump makes good on promises to ratchet up tariffs on Mexico, China and Canada, CBP will play an integral role in enforcing them. “There’s a huge amount of other responsibility on trade, on tourism, on cyber that take a significant amount of time and have a huge impact on the economy if it’s not done right,” Kerlikowske said. After being forced out under the Biden administration, Scott has been a vocal supporter of Trump’s hard-line immigration agenda. He has appeared frequently on Fox News and testified in Congress. He’s also a senior fellow at the Texas Public Policy Foundation. In a 2023 interview with The Associated Press, he advocated for a return to Trump-era immigration policies and more pressure on Mexico to enforce immigration on its side of the border.

After recalling the father of the shooting victim to the stand, the Crown at the field party shooting trial closed its case in the London courthouse on Monday following several weeks of testimony. Ricardo Silva told the jury that he did see his son Josue with an airsoft pistol in his backyard but that it was locked in his own personal safe on the night he was killed. He said when he saw Josue in the backyard, “He was just shooting Coca Cola cans.” The court has heard that Silva’s 18-year-old son Josue would die from a gunshot wound to the stomach after attending the bush bash for young people off Pack Road in southwest London on July 30, 2021. After his testimony the Crown handed the case over to the defence. The jury was told by defence lawyer Ricardo Golec that he will start his case on Wednesday. His client, 23-year-old Carlos Guerra Guerra has plead not guilty to second degree murder and assault with a weapon. Stay Connected(The Conversation is an independent and nonprofit source of news, analysis and commentary from academic experts.) Maximilian Brichta , University of Southern California (THE CONVERSATION) Rockets aren’t the only thing Elon Musk is sending into the stratosphere. After a three-year plummet, Dogecoin is blasting off again , jumping 250% since the election of Donald Trump – part of a broader wave of optimism in the industry , due to Trump’s courting of crypto advocates during his campaign. Trump’s informal appointment of Musk to what he calls the Department of Government Efficiency – D.O.G.E for short – also helped pump the dog-themed meme coin . This isn’t the first time Musk, who styles himself as “ the Dogefather ,” has fueled interest in Dogecoin. In May 2021, its price shot up in anticipation of Musk’s guest appearance on “Saturday Night Live.” During one skit, Musk played a financial analyst in conversation with a Weekend Update host, who repeatedly asked him, “What is Dogecoin?” After some obfuscation, Musk’s character finally admitted that it was a hustle. The price of the coin went into a freefall . Just over a year later, it had shed over 90% of its peak value . The losses hit small investors hard. In 2022, one of them filed a class action lawsuit against Musk for market manipulation and insider trading, though the case was dismissed in August 2024. Why has Dogecoin – a meme coin that was never meant to be taken seriously as an investment – seen such extreme swings in value? We’re all in this together Dogecoin was launched in 2013 to spoof bitcoin and a slew of other cryptocurrencies that were claiming to disrupt the traditional world of finance. Two strangers from across the globe met online , copied the code of an existing coin, and branded it with the already popular Doge internet meme – a picture of a Shiba Inu dog surrounded by fragments of broken English: “wow much coin.” Although their main goal was to make the coin pointless and undesirable, it became one of the most popular and enduring cryptocurrencies on the market. Following Dogecoin’s previous surge in 2021, I studied how its fervent network of influencers and everyday investors worked together to draw tremendous attention – and capital – to the joke currency. To understand the appeal of these absurd investments, you have to look at the time and energy that users invest into these networks and the rewards, both financial and social, they get in return. Meme coins are collaborative enterprises. Members of these online communities have an economic incentive to become outspoken boosters: The more the value of Dogecoin rises, the more their investments grow. But they also receive social validation from other meme coin investors when they pump up the coin. In other words, behind every meme coin is a collective of strangers on a communal mission to make more money. Dogecoin and its imitators have been described by their leadership as crypto movements , shared journeys and community-owned projects. Beyond branding the assets with culturally resonant images, whether it’s a Shiba Inu dog or Pepe the Frog , successful crypto ventures are characterized by complex webs of trust. Trust in the technology. Trust in its potential for future appreciation. And trust that those holding power in the networks won’t exploit the rest. This loyalty is woven among a global network of users who collaborate around the clock to promote their coin and demonstrate their unwavering commitment to its success. In times of price appreciation, the collective buzzes with elation . During price dips, community members mutually reinforce their comrades’ – and their own – beliefs that this is just a bump in the road and that their collective efforts will eventually lead to a handsome payoff. Even in the coldest of crypto winters , this ritualistic behavior helps these speculative communities endure. Community serves as a substitute for financial loss. The investment strategies in these communities – and the conviction in their payoff – involve repeating and reposting what others have said, like any traditional internet meme. Trolling traditional valuation The real value of meme coins cannot be understood in the same way as traditional assets, such as stocks and physical commodities. These types of assets have fundamentals, such as a company’s financial statements, or public demand for basic goods, from coffee to oil. Conversely, the fundamentals of meme coins are reflected in their network activity, such as daily active users, and less concrete metrics, such as social sentiment and mindshare – how much public awareness a coin has generated compared with its rivals. Of course, the valuations of traditional assets are also affected by these social factors. The difference is that meme coins offer little by way of productive activity. They add nothing to the economy. Occasionally, their leadership will build financial services around them , but these are generally added as afterthoughts, especially as a way to drum up more speculative excitement. Meme coins troll the traditional conventions of valuation and mock the edicts and dogmas of mainstream investors. And that’s exactly the point. Participation in meme coin communities – or any crypto community, for that matter – entails embracing an alternative economic experience. They are speculative sandboxes for playing outside of the conventional rules of investment. Who let the Doge out? Musk is the quintessential meme coin influencer. As the richest man in the world, he’s viewed by many as a paragon of savvy investing. His massive following extends far beyond Dogecoin’s social network. And his promotional efforts are playful – so playful that the judge in his class-action case dismissed his Dogecoin tweets as mere “puffery” and that “no reasonable investor could rely upon them.” Dogecoin previously reached the peak of its memetic momentum when Musk appeared on “Saturday Night Live.” Now, instead of sitting at the Weekend Update news desk cracking jokes, he’s sitting in Trump’s office advising the president-elect. In other words, Dogecoin’s memetic resonance has ascended from pop culture to politics, helping it capture a bigger slice of the public’s mindshare. While Dogecoin has specifically benefited from Musk’s proximity to Trump, the broader crypto market is leaping with optimism for a crypto-friendly administration. Speaking at the Bitcoin 2024 conference in July, the GOP candidate ensured he’d make the United States “ the crypto capital of the planet .” After pouring $131 million into this election cycle , the crypto industry can now claim 274 pro-crypto members of the U.S. House of Representatives and 20 pro-crypto U.S. senators. Between Musk buddying up with Trump and a shifting regulatory environment, the dog can once again run free. This article is republished from The Conversation under a Creative Commons license. These four measures are non-GAAP financial measures which are not calculated in accordance with generally accepted accounting principles (“GAAP”). These non-GAAP financial measures should not be considered a substitute for, or superior to, the comparable GAAP financial measures, and may be different from non-GAAP measures used by other companies in the home building business. The Company’s management considers these non-GAAP financial measures as we make operating and strategic decisions and evaluate our performance, including against other home builders that may use similar non-GAAP financial measures. The Company’s management believes these non-GAAP financial measures are useful to investors in understanding our operations and leverage and may be helpful in comparing the Company to other home builders to the extent they provide similar information. Adjusted Home Sales Gross Margin The following table reconciles the Company’s home sales gross margin as a percentage of home sales revenues (calculated in accordance with GAAP) to the Company’s adjusted home sales gross margin (a non-GAAP financial measure). Adjusted home sales gross margin is calculated as (i) home sales gross margin plus interest recognized in home sales cost of revenues plus inventory write-downs recognized in home sales cost of revenues divided by (ii) home sales revenues. The Company’s management believes adjusted home sales gross margin is a useful financial measure to investors because it allows them to evaluate the performance of our home building operations without the often varying effects of capitalized interest costs and inventory impairments. The use of adjusted home sales gross margin also assists the Company’s management in assessing the profitability of our home building operations and making strategic decisions regarding community location and product mix. Forward-looking Adjusted Home Sales Gross Margin The Company has not provided projected first quarter and full FY 2025 home sales gross margin or a GAAP reconciliation for forward-looking adjusted home sales gross margin because such measure cannot be provided without unreasonable efforts on a forward-looking basis, since inventory write-downs are based on future activity and observation and therefore cannot be projected for the first quarter and full FY 2025. The variability of these charges may have a potentially unpredictable, and potentially significant, impact on our first quarter and full FY 2025 home sales gross margin. Adjusted Net Income and Diluted Earnings Per Share Reconciliation The following table reconciles the Company’s net income and earnings per share (calculated in accordance with GAAP) to the Company’s adjusted net income and diluted earnings per share (a non-GAAP financial measure). Net Debt-to-Capital Ratio The following table reconciles the Company’s ratio of debt to capital (calculated in accordance with GAAP) to the Company’s net debt-to-capital ratio (a non-GAAP financial measure). The net debt-to-capital ratio is calculated as (i) total debt minus mortgage warehouse loans minus cash and cash equivalents divided by (ii) total debt minus mortgage warehouse loans minus cash and cash equivalents plus stockholders’ equity. The Company’s management uses the net debt-to-capital ratio as an indicator of its overall leverage and believes it is a useful financial measure to investors in understanding the leverage employed in the Company’s operations. The Election Commission of India has announced the final results for all 81 assembly seats in Jharkhand. The Jharkhand Mukti Morcha (JMM) has emerged victorious, claiming 34 seats and marking a significant win in the region. The Bharatiya Janata Party (BJP) managed to secure 21 seats, coming in second, while Congress obtained 16 seats, further influencing the state's political landscape. The results demonstrate a diverse electorate with various parties making contributions. Smaller parties such as the Rashtriya Janata Dal (RJD) with four seats, and others like CPI(ML)(L), AJSU Party, LJPRV, JD(U), and JLKM capturing a seat each, add to the political mosaic of Jharkhand, indicating a dynamic and competitive political environment. The BJP-led Mahayuti has delivered a resounding victory in Maharashtra, securing 234 seats and marking the BJP's best-ever performance in the state. The Maha Vikas Aghadi (MVA), which had performed impressively in the Lok Sabha elections earlier this year, suffered a severe blow. The MVA's cumulative tally was 48, less than one-fourth of the NDA's numbers. The BJP won 132 seats, with its allies, the Shiv Sena (54 seats) and the Nationalist Congress Party (41 seats), contributing significantly to Mahayuti's landslide victory. PM Modi Hails Maharashtra Victory At a rally to mark the victory, PM Narendra Modi said, "This is third consecutive time that any alliance led by BJP has won in Maharashtra. This is the third time in a row when the BJP has come out as the single largest party in Maharashtra. This is historic. This shows the governance model of the BJP. The BJP alone has got more seats than MVA." He added, "Maharashtra has become the sixth state which has given mandate to the BJP three times continuously. We will continue working like this. I would like to specially thank and congratulate people of Maharashtra, that for the third time they have chosen a stable government." Shiv Sena chief Eknath Shinde, as a gesture of thanks, redefined the term 'CM'. "For me, the full form of CM is not Chief Minister, it's Common Man," he said at a press briefing also attended by Devendra Fadnavis and Ajit Pawar. He further said, "Our government was the common man's government. I am thankful to PM Modi for his incredible support. Women, children and farmers were the centre point for us. We want to convert the common man into 'Superman'." Opposition Question Landslide Victory On the losing end, Opposition leaders expressed concern over the "huge margin" of victory for the NDA, especially considering its poor performance in the Lok Sabha elections in the state. Congress leader Pawan Khera said, "The Lok Sabha election was fought in the name of Modi ji in Maharashtra. BJP lost it. The same state gives the same BJP 132 out of 148 seats within 4-5 months. What kind of strike rate is this? Is this strike rate possible? Democracy is our concern. Electoral transparency is our concern. Can the BJP reverse anti-incumbency? We complained continuously. No answer was given. Whether we win or lose, we will continue to question the election process. You cannot shut us up by showing the results of Jharkhand. To date, apart from the poetry, we have not received any concrete answer from the Election Commission." The results come as a major setback for MVA leaders Uddhav Thackeray and Sharad Pawar, who faced personal and political losses earlier this year, including losing their party names and symbols to internal mutinies. Both leaders had described this election as a fight for prestige. However, their defeat has come has a shock. Uddhav Thackeray said, "Cannot believe Maharashtra, which listened to me as head of family during COVID, will behave with me this way." Opposition Gets Relief In Jharkhand The small relief for the Opposition INDIA bloc came in Jharkhand, where the JMM-led alliance secured a majority, winning 56 seats in the 81-member Assembly, improving upon its 2019 tally. "This is a victory for Jharkhand's people and their faith in inclusive governance," a JMM leader said. The NDA, which ran on an "anti-infiltrator" agenda, secured only 24 seats in the state. Parliamentary Bypolls Evenly Split In the Parliamentary bypolls, the results were evenly split, with the BJP winning Maharashtra's Nanded seat and Congress's Priyanka Gandhi Vadra claiming a landslide victory in Wayanad by over 4 lakh votes in her electoral debut. Assembly Bypolls A Mixed Bag The 48 Assembly bypolls showcased a mixed bag of results. The NDA gained in Assam, Bihar, and Rajasthan, while Congress managed a consolation win in Karnataka. Trinamool Congress swept West Bengal, and the Samajwadi Party faced a significant setback in Uttar Pradesh.
