Four members of Congress unveiled a bipartisan bill Friday that would spark changes at the U.S. Center for SafeSport, placing a time limit on resolving cases that can sometimes take years and improving communication between the center and abuse survivors. The Safer Sports for Athletes Act looks to address some of the bigger concerns that have opened the center to criticism since it was established in 2017 to handle sex-abuse cases in Olympic sports and their grassroots cousins. The bill has potential for a fivefold increase of an existing grant to the center, bringing it to $10 million a year. But even if the full amount were approved, it wouldn't solve all of the problems. As before, that grant can only be used for training and education , not investigations and enforcement, which are the focus of complaints about the center , and also of the reforms the lawmakers are seeking. “We’re hoping the combination of appropriations for other activities will free up money for investigations, as well as the streamlining,” said one of the bill's sponsors, Rep. Deborah Ross, D-North Carolina. The center estimates the reforms in the bill could cost more than $4.5 million. It currently operates on a budget of around $21 million a year, most of which comes from the U.S. Olympic and Paralympic Committee and its sports affiliates, known as national governing bodies, or NGBs. “It's really unclear, and I don't think that some parts of the bill jibe with other parts of the bill," SafeSport CEO Ju'Riese Colon said. "We're going to need some more conversation to suss out some of this stuff. Right now, it just doesn't really add up for us.” The center's critics, meanwhile, have long been skeptical about giving more resources to an agency they feel is missing the mark. The bill would also mandate that investigations be concluded within 180 days after a report is made, with possibilities to extend them. Some of the most egregious complaints about the center have come from people who say it has taken years for their cases to be resolved. The center currently receives about 155 reports a week, which comes to more than 8,000 a year. Shim's own case, involving sexual harassment and coercion by her coach, took more than two years for the center to resolve and led to investigations and reforms across American soccer. Other reforms include a requirement for the center to provide victim advocates at no cost for those needing them — a move already underway as part of a menu of changes the center announced earlier this year — and to assign case managers who can give timely updates to victims and the accused. “I have questions around, if the center were to hire and staff the advocates, there might be some conflict of interest with us doing this internally," Colon said. The center was also concerned with one provision that would redefine how arbitration works and another that would change the dynamics of information sharing between the center and the USOPC and NGBs. The other bill sponsors were Reps. Dave Joyce, R-Ohio; Don Bacon, R-Nebraska; and Kathy Castor, D-Florida. With Donald Trump’s return to the White House and Republicans taking full control of Congress in 2025, the Affordable Care Act’s Medicaid expansion is back on the chopping block. More than 3 million adults in nine states would be at immediate risk of losing their health coverage should the GOP reduce the extra federal Medicaid funding that’s enabled states to widen eligibility, according to KFF, a health information nonprofit that includes KFF Health News, and the Georgetown University Center for Children and Families. That’s because the states have trigger laws that would swiftly end their Medicaid expansions if federal funding falls. The states are Arizona, Arkansas, Illinois, Indiana, Montana, New Hampshire, North Carolina, Utah, and Virginia. The 2010 Affordable Care Act encouraged states to expand Medicaid programs to cover more low-income Americans who didn’t get health insurance through their jobs. Forty states and the District of Columbia agreed, extending health insurance since 2014 to an estimated 21 million people and helping drive the U.S. uninsured rate to record lows. In exchange, the federal government pays 90 percent of the cost to cover the expanded population. That’s far higher than the federal match for other Medicaid beneficiaries, which averages about 57 percent nationwide. Conservative policy groups, which generally have opposed the ACA, say the program costs too much and covers too many people. Democrats say the Medicaid expansion has saved lives and helped communities by widening coverage to people who could not afford private insurance. If Congress cuts federal funding, Medicaid expansion would be at risk in all states that have opted into it — even those without trigger laws — because state legislatures would be forced to make up the difference, said Renuka Tipirneni, an associate professor at the University of Michigan’s School of Public Health. Decisions to keep or roll back the expansion “would depend on the politics at the state level,” Tipirneni said. For instance, Michigan approved a trigger as part of its Medicaid expansion in 2013, when it was controlled by a Republican governor and legislature. Last year, with the government controlled by Democrats, the state eliminated its funding trigger. Six of the nine states with trigger laws — Arizona, Arkansas, Indiana, Montana, North Carolina, and Utah — went for Trump in the 2024 election. Most of the nine states’ triggers kick in if federal funding falls below the 90-percent threshold. Arizona’s trigger would eliminate its expansion if funding falls below 80 percent. Montana’s law rolls back expansion below 90-percent funding but allows it to continue if lawmakers identify additional funding. Under state law, Montana lawmakers must reauthorize its Medicaid expansion in 2025 or the expansion will end. Across the states with triggers, between 3.1 million and 3.7 million people would swiftly lose their coverage, researchers at KFF and the Georgetown center estimate. The difference depends on how states treat people who were added to Medicaid before the ACA expansion; they may continue to qualify even if the expansion ends. Three other states — Iowa, Idaho, and New Mexico— have laws that require their governments to mitigate the financial impact of losing federal Medicaid expansion funding but would not automatically end expansions. With those three states included, about 4.3 million Medicaid expansion enrollees would be at risk of losing coverage, according to KFF. The ACA allowed Medicaid expansions to adults with incomes up to 138 percent of the federal poverty level, or about $20,783 for an individual in 2024. Nearly a quarter of the 81 million people enrolled in Medicaid nationally are in the program due to expansions. “With a reduction in the expansion match rate, it is likely that all states would need to evaluate whether to continue expansion coverage because it would require a significant increase in state spending,” said Robin Rudowitz, vice president and director of the Program on Medicaid and the Uninsured at KFF. “If states drop coverage, it is likely that there would be an increase in the number of uninsured, and that would limit access to care across red and blue states that have adopted expansion.” States rarely cut eligibility for social programs such as Medicaid once it’s been granted. The triggers make it politically easier for state lawmakers to end Medicaid expansion because they would not have to take any new action to cut coverage, said Edwin Park, a research professor at the Georgetown University Center for Children and Families. To see the impact of trigger laws, consider what happened after the Supreme Court in 2022 struck down Roe v. Wade and, with it, the constitutional right to an abortion. Conservative lawmakers in 13 states had crafted trigger laws that would automatically implement bans in the event a national right to abortion were struck down. Those state laws resulted in restrictions taking effect immediately after the court ruling, or shortly thereafter. States adopted triggers as part of Medicaid expansion to win over lawmakers skeptical of putting state dollars on the hook for a federal program unpopular with most Republicans. It’s unclear what Trump and congressional Republicans will do with Medicaid after he takes office in January, but one indicator could be a recent recommendation from the Paragon Health Institute, a leading conservative policy organization led by former Trump health adviser Brian Blase. Paragon has proposed that starting in 2026 the federal government would phase down the 90 percent federal match for expansion until 2034, when it would reach parity with each state’s federal match for its traditional enrollees. Under that plan, states could still get ACA Medicaid expansion funding but restrict coverage to enrollees with incomes up to the federal poverty level. Currently, to receive expansion funding, states must offer coverage to everyone up to 138 percent of the poverty level. Daniel Derksen, director of the Center for Rural Health at the University of Arizona, said it’s unlikely Arizona would move to eliminate its trigger and make up for lost federal funds. “It would be a tough sell right now as it would put a big strain on the budget,” he said. Medicaid has been in the crosshairs of Republicans in Washington before. Republican congressional leaders in 2017 proposed legislation to cut federal expansion funding, a move that would have shifted billions in costs to states. That plan, part of a strategy to repeal Obamacare, ultimately failed.

TikTok is challenging the federal government’s order to shut down its operations in Canada. The company filed in documents in Federal Court in Vancouver on Thursday. The government ordered the dissolution of TikTok’s Canadian business in November after a national security review of the Chinese company behind the social media platform. That means TikTok must "wind down" its operations in Canada, though the app will continue to be available to Canadians. TikTok wants the court to overturn the government’s order and to place a pause on the order while the court hears the case. It is claiming the minister's decision was "unreasonable" and "driven by improper purposes." The review was carried out through the Investment Canada Act, which allows the government to investigate any foreign investment with potential to harm national security. Industry Minister François-Philippe Champagne said in a statement at the time the government was taking action to address "specific national security risks," though it didn’t specify what those risks were. TikTok’s filing says Champagne "failed to engage with TikTok Canada on the purported substance of the concerns that led to the (order.)" The company argues the government ordered "measures that bear no rational connection to the national security risks it identifies." It says the reasons for the order "are unintelligible, fail to reveal a rational chain of analysis and are rife with logical fallacies." The company's law firm, Osler Hoskin & Harcourt LLP, declined to comment, while Champagne’s office did not immediately respond to a request for comment. A TikTok spokesperson said in a statement that the order would "eliminate the jobs and livelihoods of our hundreds of dedicated local employees — who support the community of more than 14 million monthly Canadian users on TikTok, including businesses, advertisers, creators and initiatives developed especially for Canada." Former Florida Congressman Matt Gaetz revealed Friday some of the reasoning behind his decision to withdraw from the attorney general nomination process, saying some senators “had an ax to grind” against him. President-elect Donald Trump Thursday in a post on Truth Social, “I greatly appreciate the recent efforts of Matt Gaetz in seeking approval to be Attorney General. TED, a metal grid device, allows trapped turtles to escape while retaining the fish catch. The demonstration, aimed at promoting turtle-safe fishing practices, involved two trawlers operating for two hours. One trawler was equipped with a TED, while the other operated was without it. Trial results revealed the TED-equipped vessel experienced only an 8-9% reduction in catch compared to the traditional trawler, effectively preventing turtle casualties. Four Canadian women honoured in World Rugby's Dream Teams of the Year

Many little girls venture to New York City around the holidays and get wide-eyed when they walk up to Radio City Music Hall. Some dream of being in the kickline alongside the dozens of Rockettes in sparkling and festive costumes. It only becomes a reality for very few talented, lucky dancers. Gracie Epperson saw the show as a young girl and, having taken dance classes starting at the age of 3, felt called to perform in the show someday. "I just fell in love with it, like I want to do that, I need to do that," Epperson said. "I want the sparkly costumes; I need to kick." She worked diligently through her teen years, participating in competition dance through In Motion Dance Studio in Winston-Salem. "You just wanted to watch her dance," studio owner Michelle Nicholson said. "You knew she was going to be something special." At the age of 18, Epperson moved to New York City with her sights set on Radio City Music Hall. It took six years of auditions and workshops before she finally got the call that she was going to be a Rockette. "It took me six years to audition, and I’m really, I'm proud of that because I think you should never give up on your dreams," she said. "I’m very thankful for my community in Winston, and I credit so much to them for me getting here today. They were always there. Those are the people that inspire me to keep going." Landing the role was just the start of more hard work for Epperson. She described their training, which was six hours a day, six days a week, as "very physically demanding." It's all to create that iconic synchronized kickline. "It’s really cool to see a group of 36 women make a line," she said. "It was really magical to be on that side of things and watch us all come together as a team. It’s really a sisterhood. ... Everyone is so nice and encouraging. It’s really one of the best environments I’ve ever been lucky enough to be a part of." Epperson said one of her favorite numbers is the iconic parade of the wooden soldiers. She also highlighted new technology being used this year. Her family and some friends have already gone to see her perform. "It was a lot of tears," she said. "I think we were all kind of just speechless, just happy for me. It was just so magical to know they were getting to see all the hard work finally pay off at that level at Radio City Music Hall. They were just proud of me." Nicholson said it has been fun to tell her youngest dancers about Epperson's roots in their Winston-Salem dance studio. Some of them have gone to New York City this year just to see her perform and come back giddy and hopeful to be like her someday. The last time Nicholson saw the Christmas Spectacular show was with Epperson when she was still in high school and aspiring to become a Rockette herself. This week, Nicholson will be back in the crowd, watching Epperson on stage this time. "I've known many other Rockettes but never have trained one before," Nicholson said. So, what worked for the Jharkhand Mukti Morcha (JMM)-led INDIA grouping in the just concluded assembly election in Jharkhand? A trend emerges if one looks at the polls in the state in conjunction with those in Maharashtra (just concluded) and Haryana (in October) — pro-poor welfare policies are reshaping the form and content of democracy in the country. Due to the impact of these social welfare policies, a voter segment of beneficiaries (labharthi) has emerged that is choosing parties that launched/implemented such policies successfully, beyond caste and religious boundaries. Among these beneficiaries, women constitute a cohesive and organised sub-group, possibly given their resilience in the face of hardships in the everyday life of households. So, social welfare policies such as Ladli Behna Yojana in Madhya Pradesh, Mukhyamantri Majhi Ladki Bahin Yojana in Maharashtra, and Maiya Samman Yojana in Jharkhand, which provide monthly financial support to women, have paid rich dividends and mobilised women beneficiaries in favour of political parties that conceptualised, launched and implemented these. A factor behind the victory of the INDIA bloc in Jharkhand is undoubtedly the impact of this and the other popular social support schemes launched and implemented by the Hemant Soren government. Policies such as Savitribai Phule Kishori Samriddhi Yojana for young girls, Abua Awas Yojana, Birsa Harit Gram Yojana evolved a class of beneficiaries who likely voted for the JMM and its alliance partners in these elections. Democratic electoral politics is also about economics. Prime Minister Narendra Modi’s Viksit Bharat vision places significant importance on such schemes helping empower the poor who then evolve into a homogeneous beneficiary “caste”. This beneficiary “caste” will then tend to favour the political parties that disseminate benefits to the needy. Hemant Soren and the JMM also cultivated sympathy over the former’s imprisonment, projecting him as a victim of retributive politics. Slogans such as “jail ke badle vote” ( vote as the answer to jailing leaders) worked well in favour of the JMM and the INDIA grouping. Soren’s wife Kalpana Soren’s campaign in tribal areas strengthened the narrative of victimisation. Tribal communities constitute around 28% of the state’s population. The Bharatiya Janata Party (BJP) tried hard to mobilise tribal voters through a narrative of pro-tribal governance policies and a focus on upholding and celebrating “tribal pride”. The party and its allies do have many tribal faces but, Hemant Soren retained the edge when it came to the trust of tribal communities — tribals have consistently remained the base vote for the JMM in certain parts of Jharkhand since a long time. Tribal identity politics remains strong in obvious and not-so-obvious ways. The poll results show that the JMM has a stronger connect with this identity, as asserted by the tribal communities in the state. The party’s emphasis on the implementation of a Sarna (a dominant tribal belief system in the state) Code intensified the identity assertion of many tribal communities. The BJP tried to stoke fears of “outsider” intrusion (through not-so-subtle claims of Bangladeshis and Rohingyas being allowed to settle in the state). The narrative failed to penetrate the tribal zones in the state. Another big factor in the polls was the INDIA bloc’s projection of a single chief ministerial face (Hemant Soren) versus the poorly veiled factionalism within the BJP (with widely discussed contenders being Arjun Munda, Babulal Marandi, Raghubar Das, and even Champai Soren, who joined the BJP from the JMM after a short stint as chief minister). The confusion over the leadership question in the BJP-led National Democratic Alliance (NDA) cost it dearly. The JMM/INDIA grouping’s victory is the outcome of several strong factors, as discussed here (a strong victimisation narrative, social welfare schemes, and the politics of tribal selfhood). The last, of course, was potent to the extent it defeated the BJP’s competing narrative of tribal pride. And, as far as spinning welfare schemes as vote magnets is concerned, while the BJP has repeatedly played a strong hand by parading the reach and superior implementation of such schemes designed by the Centre, it was the local schemes that mattered more in this election when it came to establishing beneficiary connect and seeking votes. Taiwan has blocked Uber Technologies' $950 million purchase of Delivery Hero's Foodpanda business on the island because of concerns it would be anti-competitive, the Fair Trade Commission (FTC) said on Wednesday. Uber and Foodpanda did not immediately respond to requests for comment outside regular business hours. Delivery Hero said in a statement Uber may either appeal the commission's decision or terminate the acquisition. In a media briefing, the commission said the merger's negative impact would outweigh the overall economic benefits, and corrective measures would not be able to address the competition concerns. "In the food delivery platform market, UberEats' main competitive pressure comes from Foodpanda. The merger would eliminate this competitive pressure," Chen Chih-min, Vice Chairman of Taiwan's FTC, said. "Post-merger, UberEats would be less constrained by competition, giving it more incentive to raise prices for consumers and even increase commissions for restaurant operators." Chen added that post-merger, the combined market share of both companies in Taiwan would exceed 90%. By STEVE KARNOWSKI MINNEAPOLIS (AP) — A Connecticut couple has been charged in Minnesota with being part of a shoplifting ring suspected of stealing around $1 million in goods across the country from the upscale athletic wear retailer Lululemon. Jadion Anthony Richards, 44, and Akwele Nickeisha Lawes-Richards, 45, both of Danbury, Connecticut, were charged this month with one felony count of organized retail theft. Both went free last week after posting bail bonds of $100,000 for him and $30,000 for her, court records show. They’re due back in Ramsey County District Court in St. Paul on Dec. 16. According to the criminal complaints, a Lululemon investigator had been tracking the pair even before police first confronted them on Nov. 14 at a store in suburban Roseville. The investigator told police the couple were responsible for hundreds of thousands of dollars in losses across the country, the complaints said. They would steal items and make fraudulent returns, it said. Police found suitcases containing more than $50,000 worth of Lululemon clothing when they searched the couple’s hotel room in Bloomington, the complaint said. According to the investigator, they were also suspected in thefts from Lululemon stores in Colorado, Utah, New York and Connecticut, the complaint said. Within Minnesota, they were also accused of thefts at stores in Minneapolis and the suburbs of Woodbury, Edina and Minnetonka. The investigator said the two were part of a group that would usually travel to a city and hit Lululemon stores there for two days, return to the East Coast to exchange the items without receipts for new items, take back the new items with the return receipts for credit card refunds, then head back out to commit more thefts, the complaint said. In at least some of the thefts, it said, Richards would enter the store first and buy one or two cheap items. He’d then return to the sales floor where, with help from Lawes-Richards, they would remove a security sensor from another item and put it on one of the items he had just purchased. Lawes-Richards and another woman would then conceal leggings under their clothing. They would then leave together. When the security sensors at the door went off, he would offer staff the bag with the items he had bought, while the women would keep walking out, fooling the staff into thinking it was his sensor that had set off the alarm, the complaint said. Richards’ attorney declined comment. Lawes-Richards’ public defender did not immediately return a call seeking comment Monday. “This outcome continues to underscore our ongoing collaboration with law enforcement and our investments in advanced technology, team training and investigative capabilities to combat retail crime and hold offenders accountable,” Tristen Shields, Lululemon’s vice president of asset protection, said in a statement. “We remain dedicated to continuing these efforts to address and prevent this industrywide issue.” The two are being prosecuted under a state law enacted last year that seeks to crack down on organized retail theft. COPPER MOUNTAIN, Colo. (AP) — For a pair of lower-level downhill events, this sure had plenty of Olympic medal-capturing and World Cup-winning ski racers. The stage belonged to Lindsey Vonn , the 40-year-old who took another step on her comeback trail Saturday with her first races in nearly six years. Vonn wasn't particularly speedy and finished in the middle of the pack on a cold but sunny day at Copper Mountain. Times and places weren't the mission, though, as much as getting used to the speed again and gaining the necessary points to compete on the World Cup circuit this season. Vonn accomplished both, finishing 24th in the first downhill race of the day and 27th in the second. She posted on social media after the FIS races that she had enough points to enter World Cup events. The timing couldn't be more perfect — the next stop on the women's circuit is Beaver Creek, Colorado, in a week. Vonn, who used to own a home in nearby Vail, hasn't committed to any sort of timetable for a World Cup return. “Today was a solid start and I had a blast being in start with my teammates again!” Vonn wrote on X . “While I’m sure people will speculate and say I’m not in top form because of the results, I disagree. This was training for me. A woman from Manhattan told investigators about a disturbing encounter with Tal in the summer of 2011 at the brothers’ Hamptons house. After she drank half a glass of wine, she felt sick. She remembers being held down by Tal while another man entered the room, and being in another room with Tal and the man and a camcorder. She said she woke up in the grass outside the house with a “physical sensation” of “vaginal penetration.” The brothers relied on “their power and wealth to identify victims, carry out their sadistic sex trafficking scheme, conceal their sexual violence and prevent victims and witnesses from coming forward” by threatening victims with retaliation, the letter says. Tal and Oren filed a police report alleging harassment against a woman who said she was assaulted by them, and Tal said he would sue her for defamation. Another victim said Tal threatened her after she told people he drugged her. After civil lawsuits against the brothers were filed in March, Alon began compiling files on the victims “in an apparent attempt to discredit their accusers,” the letter says. The brothers flaunted their reputation as playboy jet-setters on social media. They were regulars on the New York Post’s celebrity gossip Page Six and named among New York’s most eligible bachelors by Gotham Magazine in 2014. Oren is married now, and asked a Miami judge at a detention hearing Thursday to allow him to accompany his wife, who is nine months’ pregnant, to the hospital when she goes into labor. Alon also sold high-end real estate and now works for Kent Security, a private security and crisis management company founded by the brothers’ father, Schlomy Alexander. In 2012, Schlomy helped Tal and Oren sell an Indian Creek Village home for $47 million, a record in Miami-Dade County at the time. In 2019 the brothers made their most notable deal, the record residential sale of a $240 million midtown Manhattan condominium to billionaire Citadel CEO Ken Griffin, who is now headquartered in Miami. The U.S. attorney’s letter argues that the brothers should remain detained prior to trial because they are a danger to the community, because the weight of corroborating evidence against them — including sexually explicit photos and videos — is strong, and because their wealth, travel habits — often last minute by private jet or yacht — and frequent trips to visit family in Israel make them a flight risk. As recently as May, Tal and Oren brokered a $14.3 million sale in Bay Harbor Islands. Minister Herath pointed out that the Government has not entered into any type of agreements with India that will betray the country.
