panalo999 The Wisconsin Department of Transportation (WisDOT) on Dec. 17 announced new winter road condition categories to better reflect current conditions on roads across the state. The categories are now: Normal, Partially Covered, Completely Covered, Travel Not Advised, and No Report. The information streamlines the categories and makes it easier for motorists. Drivers are encouraged to “know before you go” with 511 Wisconsin, online at 511wi.gov or via the mobile app. “We continually look for ways to enhance our 511 Wisconsin traveler information service,” WisDOT Secretary Kristina Boardman said. “As we prepare for another winter season, we’re excited to announce these new road condition categories. We know that road conditions during Wisconsin’s winters can change in the blink of an eye and drivers must expect the unexpected. We’re confident the updated winter road condition categories will help drivers make informed travel decisions this winter and beyond.” 511 Wisconsin first launched 15 years ago in 2009, and the free travel information system has evolved over the years with its web and smartphone capabilities. Drivers have direct access to up-to-date traffic information throughout the state. On 511 Wisconsin, users can access live streaming video through hundreds of traffic cameras across the state and winter road conditions for more than 14,000 miles of roadway. The WisDOT Traffic Management Center (TMC) oversees 511 Wisconsin to update the website and mobile app with current information based on notifications from law enforcement and other first responders. “The Wisconsin State Patrol and other law enforcement agencies coordinate with TMC staff and dispatchers working around the clock to keep all travelers in the know,” Wisconsin State Patrol Superintendent Tim Carnahan said. “Our winter weather in Wisconsin can make driving dangerous at times, so we encourage drivers to plan ahead, watch your speed during inclement weather and avoid distractions behind the wheel.” Users can still dial 511 to access travel information; however, for the most up-to-date technology, the traveling public is encouraged to use the 511 Wisconsin app or online at 511wi.gov . Seeking to broaden his world beyond Plains and its population of fewer than 1,000 — then and now — Carter won an appointment to the U.S. Naval Academy, graduating in 1946. She shared his desire to see the world, sacrificing college to support his Navy career. Carter climbed in rank to lieutenant, but then his father was diagnosed with cancer, so the submarine officer set aside his ambitions of admiralty and moved the family back to Plains. Carter again failed to talk with his wife before his first run for office — he later called it “inconceivable” not to have consulted her on such major life decisions — but this time, she was on board. “My wife is much more political,” Carter told the AP in 2021. He won a state Senate seat in 1962 but wasn’t long for the General Assembly and its back-slapping, deal-cutting ways. His statehouse initiatives included environmental protection, boosting rural education and overhauling antiquated executive branch structures. He proclaimed Martin Luther King Jr. Day in the slain civil rights leader’s home state. And he decided, as he received presidential candidates in 1972, that they were no more talented than he was. In 1974, he ran Democrats’ national campaign arm. Then he declared his own candidacy for 1976. An Atlanta newspaper responded with the headline: “Jimmy Who?” The Carters and a “Peanut Brigade” of family members and Georgia supporters camped out in Iowa and New Hampshire, establishing both states as presidential proving grounds. His first Senate endorsement: a young first-termer from Delaware named Joe Biden. Yet it was Carter’s ability to navigate America’s complex racial and rural politics that cemented the nomination. He built on Nixon’s opening with China, and though he tolerated autocrats in Asia, pushed Latin America from dictatorships to democracy. But he couldn’t immediately tame inflation or the related energy crisis. And then came Iran. After he admitted the exiled Shah of Iran to the U.S. for medical treatment, the American Embassy in Tehran was overrun in 1979 by followers of the Ayatollah Ruhollah Khomeini. Hoping to instill optimism, he delivered what the media dubbed his “malaise” speech, although he didn’t use that word. Carter famously said he’d “kick his ass,” but was hobbled by Kennedy as Reagan rallied a broad coalition with “make America great again” appeals and asking voters whether they were “better off than you were four years ago.” Reagan further capitalized on Carter’s lecturing tone, eviscerating him in their lone fall debate with the quip: “There you go again.” Carter lost all but six states and Republicans rolled to a new Senate majority. Carter successfully negotiated the hostages’ freedom after the election, but in one final, bitter turn of events, Tehran waited until hours after Carter left office to let them walk free. At 56, Carter returned to Georgia with “no idea what I would do with the rest of my life.” Four decades after launching The Carter Center, he still talked of unfinished business. “I thought when we got into politics we would have resolved everything,” Carter told the AP in 2021. “But it’s turned out to be much more long-lasting and insidious than I had thought it was. I think in general, the world itself is much more divided than in previous years.” Still, he affirmed what he said when he underwent treatment for a cancer diagnosis in his 10th decade of life. “I’m perfectly at ease with whatever comes,” he said in 2015 . “I’ve had a wonderful life. "If you're a company or a government or another organization, you're hiring Ballard Partners because you think they can open doors for you," said Nick Schwellenbach, a senior investigator at the watchdog group Project on Government Oversight. "They're very intertwined at the highest levels with the incoming Trump administration, and they stand to profit significantly." 'Personal connections to President Trump' Ballard Partners quickly established itself in Washington during the first Trump administration, after focusing predominantly on lobbying Florida officials, including on behalf of Trump's businesses. Brian Ballard first got to know Trump a few years after Trump purchased the Mar-a-Lago estate that's now his home, when Ballard penned a letter to Trump to praise him about his 1987 bestselling book, "The Art of the Deal." "When the president was elected, a lot of corporations we represent in Florida and folks from around the county started to call up and say, 'We don't know folks in the administration' and 'We'd like to get to know some folks in the administration,'" Ballard told the Tallahassee Democrat in 2017. Ballard Partners opened up its first D.C. office in 2017, quickly signing clients and making $9.8 million in domestic federal lobbying revenue during that first year, according to disclosures. By 2018, they doubled their revenue to $18.2 million before peaking in 2020 with $24.5 million in revenue from domestic federal lobbying. The company made $1.8 million lobbying on behalf of the private prison operator Geo Group amid Trump's crackdown on immigration, and made $1.64 million from French wine and spirits maker Pernod Ricard, $860,000 from General Motors, $780,000 from Boeing, $420,000 from Uber, $360,000 from Major League Baseball, and $150,000 from DraftKings, according to financial disclosures. According to the report, Trump's businesses received millions of dollars from foreign entities located in 20 different countries during Trump's presidency. After the report was published, Trump's son Eric Trump, who helped run the Trump Organization while Trump was president, told ABC News in a statement that the House Democrats' "narrative is insane," citing profits that Trump voluntarily donated to the Treasury Department to offset his business earnings from foreign entities. Ballard Partners also made millions by working as agents for foreign countries, with deals to represent Turkey and the Turkish bank Halkbank for $125,000 a month while the U.S. Justice Department probed the bank for allegedly violating Iranian sanctions. The lobbying firm made $2 million from Halkbank before dropping the bank as a client after the Justice Department indicted the bank for evading the U.S. sanctions on Iran in 2019. Halkbank has pleaded not guilty to the charges. In other foreign lobbying, Ballard Partners represented the government of Kosovo while it negotiated with neighboring Serbia; it advocated for lifting U.S. sanctions against Zimbabwe; it sought to improve U.S.-Guatemala bilateral relations; and it represented an exiled Democratic Republic of the Congo opposition leader. As registered foreign agents, Bondi represented Qatar from 2019 to 2020 for work related to anti-human trafficking efforts, and Wiles represented one of Nigeria's main political parties for two months in 2019. 'Here to stay' After reaching its peak revenue of $24.5 million in federal domestic lobbying in 2020, Ballard Partners gradually lost business as the control of power in Washington shifted from Trump to Biden, making approximately $18 million in both 2021 and 2022 as lobbying firms with ties to Biden and his administration flourished . "We had a wonderful run, we're going to be here to stay, but it's not going to be the same," Brian Ballard told The Hill in 2021. But with Trump returning to Washington in a matter of weeks, Ballard appears poised to benefit from a second wind -- in part because former lobbyists Wiles and Bondi will occupy top positions in the administration, according to the experts who spoke to ABC News. Rather, Carter was “good and productive” and “delivered results, many of which were realized only after he left office.” Madeleine Albright, a national security staffer for Carter and Clinton’s secretary of state, wrote in Eizenstat’s forward that Carter was “consequential and successful” and expressed hope that “perceptions will continue to evolve” about his presidency. “Our country was lucky to have him as our leader,” said Albright, Jonathan Alter, who penned a comprehensive Carter biography published in 2020, said in an interview that Carter should be remembered for “an epic American life” spanning from a humble start in a home with no electricity or indoor plumbing through decades on the world stage across two centuries. “He will likely go down as one of the most misunderstood and underestimated figures in American history,” Alter told The Associated Press. A small-town start James Earl Carter Jr. was born Oct. 1, 1924, in Plains and spent his early years in nearby Archery. His family was a minority in the mostly Black community, decades before the civil rights movement played out at the dawn of Carter’s political career. Carter, who campaigned as a moderate on race relations but governed more progressively, talked often of the influence of his Black caregivers and playmates but also noted his advantages: His land-owning father sat atop Archery’s tenant-farming system and owned a main street grocery. , would become a staple of his political campaigns. Ultimately, Carter won his races by attracting both Black voters and culturally conservative whites. Once in office, he was more direct. “I say to you quite frankly that the time for racial discrimination is over,” he declared in his 1971 inaugural address, setting a new standard for Southern governors that landed him on the cover of Time magazine. 'Jimmy Who?' His statehouse initiatives included environmental protection, boosting rural education and overhauling antiquated executive branch structures. He proclaimed Martin Luther King Jr. Day in the slain civil rights leader’s home state. And he decided, as he received presidential candidates in 1972, that they were In 1974, he ran Democrats’ national campaign arm. Then he declared his own candidacy for 1976. An Atlanta newspaper responded with the headline: “Jimmy Who?” and Georgia supporters camped out in Iowa and New Hampshire, establishing both states as presidential proving grounds. His first Senate endorsement: a young first-termer from Delaware named Joe Biden. Yet it was Carter’s ability to navigate America’s complex racial and rural politics that cemented the nomination. He swept the Deep South that November, the last Democrat to do so, as many white Southerners shifted to Republicans in response to civil rights initiatives. A self-declared “born-again Christian,” Carter drew snickers by referring to Scripture in a Playboy magazine interview, saying he “had looked on many women with lust. I’ve committed adultery in my heart many times.” The remarks gave Ford a new foothold and television comedians pounced — including NBC’s new “Saturday Night Live” show. But voters weary of cynicism in politics found it endearing. Carter chose Minnesota Sen. as his running mate on a “Grits and Fritz” ticket. In office, he elevated the vice presidency and the first lady’s office. Mondale’s governing partnership was a model for influential successors Al Gore, Dick Cheney and Biden. Rosalynn Carter was one of the most involved presidential spouses in history, welcomed into Cabinet meetings and huddles with lawmakers and top aides. The Carters presided with uncommon informality: He used his nickname “Jimmy” even when taking the oath of office, carried his own luggage and tried to silence the Marine Band’s “Hail to the Chief.” They bought their clothes off the rack. Carter wore a cardigan for a White House address, urging Americans to conserve energy by turning down their thermostats. Amy, the youngest of four children, attended District of Columbia public school. Washington’s social and media elite scorned their style. But the larger concern was that “he hated politics,” according to Eizenstat, leaving him nowhere to turn politically once economic turmoil and foreign policy challenges took their toll. Accomplishments, and ‘malaise’ Carter partially deregulated the airline, railroad and trucking industries and established the departments of Education and Energy, and the Federal Emergency Management Agency. He designated millions of acres of Alaska as national parks or wildlife refuges. He appointed a then-record number of women and nonwhite people to federal posts. He never had a Supreme Court nomination, but he elevated civil rights attorney to the nation’s second highest court, positioning her for a promotion in 1993. He appointed Paul Volker, the Federal Reserve chairman whose policies would help the economy boom in the 1980s — after Carter left office. He built on Nixon’s opening with China, and though he tolerated autocrats in Asia, pushed Latin America from dictatorships to democracy. But he couldn’t immediately tame inflation or the related energy crisis. And then came Iran. After he admitted the exiled Shah of Iran to the U.S. for medical treatment, the American Embassy in Tehran was overrun in 1979 by followers of the Ayatollah Ruhollah Khomeini. Negotiations to free the hostages broke down repeatedly ahead of the failed rescue attempt. The same year, Carter signed SALT II, the new strategic arms treaty with Leonid Brezhnev of the Soviet Union, only to pull it back, impose trade sanctions and order a U.S. boycott of the Moscow Olympics after the Soviets invaded Afghanistan. Hoping to instill optimism, he delivered what the media dubbed his “malaise” speech, although he didn’t use that word. He declared the nation was suffering “a crisis of confidence.” By then, many Americans had lost confidence in the president, not themselves. Carter campaigned sparingly for reelection because of the hostage crisis, instead for the Democratic nomination. Carter famously said he’d “kick his ass,” but was hobbled by Kennedy as Reagan rallied a broad coalition with “make America great again” appeals and asking voters whether they were “better off than you were four years ago.” Reagan further capitalized on Carter’s lecturing tone, eviscerating him in their lone fall debate with the quip: “There you go again.” Carter lost all but six states and Republicans rolled to a new Senate majority. South Carolina's highways remain some of the deadliest in the nation, despite post-COVID drops in 2023 and 2022, and even the 2023 number of traffic deaths was still up 34% , at 1,028, from a decade earlier. If we hope for real improvement, we need to try new and different things, or at least new and different for us. That's why state lawmakers need to give cities and counties more flexibility to use cameras to help reduce this danger, just as local governments do in most other states. Many already have the technology. North Charleston has installed cameras to capture images of vehicles along its highly traveled roads as a measure to reduce crime, and Beaufort County Council recently approved a $262,291 request from its sheriff to buy and install 26 cameras in high-crime areas. Columbia, Florence and many other jurisdictions have them as well. What they don't have — but should — is the ability to use the cameras to crack down on speeding, running red lights and other driving behavior that endangers us all in a way similar to a criminal on the loose. Behavior that essentially is a criminal on the loose — in a car. Nationally, more than 1,100 people were killed in 2022 by drivers running red lights . Technology won't replace police officers or sheriff's deputies or state troopers who patrol our roads, and the use of cameras to enforce speeding and other traffic laws should be implemented with caution, particularly since camera technology may identify a vehicle but not the driver. Given that, there's room to debate how steep the penalties should be for tickets based solely on license-plate readers, but "nothing" shouldn't be the answer. This is new territory, and the effectiveness of red-light camera programs is still a point of debate. But if South Carolina were to empower its municipalities and counties to begin experimenting with this technology, that would further expand our understanding of how effective it can be. And if it doesn't seem to be effective, the experiment can be ended. Surveys have found strong support for cameras that catch those running red lights — an infraction that puts others at risk. And indeed, one of the biggest values of such cameras might not be ticketing vehicle owners but discouraging drivers from taking the risk in the first place, since many — especially the local ones — will understand they're risking a fine. Half of the states allow communities to use cameras to crack down on running red lights, including Georgia, Florida, North Carolina, Virginia and Tennessee, according to the Insurance Institute for Highway Safety . And at least 341 communities have opted to do so since New York led the way in 1992. This is no surprise, as camera technology has gotten better and less expensive. Only six states prohibit both red-light and speeding cameras: Our ban took effect more than a decade ago, when the Legislature passed a law prohibiting direct camera enforcement of traffic laws in response to the town of Ridgeland's use of cameras in 2010 to ticket speeders along Interstate 95. Job counts nationally soared in the 2010s and early 2020s, but then the market flattened and a profession that looked like it might grow uninterrupted started shedding jobs. Laid off twice this year from Minnesota IT jobs, Deneen said he’s found it hard to snag the next gig. “Before I could have three, four offers lined up and would have to choose between them,” the Columbia Heights man said. “It’s like I’m struggling to even get a foot in the door in places that I’m more than qualified for.” ADVERTISEMENT Even with the state’s relatively low 3.5 percen t unemployment rate, some mid-career Minnesotans and those just coming out of college are seeing a job market now that worries them. Recent layoffs at Cargill in the Twin Cities and last week’s announcement that Arctic Cat, the Minnesota snowmobile maker, will shutter its manufacturing operations next year in Thief River Falls and St. Cloud, have added to the anxiety. Analysts say Minnesota’s job market remains robust, but for some there’s a skills matchup problem as some sectors grow while others flatten or decline. “I’m not gonna lie, it’s been hard,” Deneen said of finding the next IT job. “I’ve had a lot of self-doubt now, like questioning is this really an industry I am good at? Is this something I should even be in anymore? I’m also 40. It’s like, I can’t really switch careers at this point.” Health care, government, leisure and hospitality and transportation are among the Minnesota sectors that continue to show strong job growth, according to state data. Other industries are growing slower, including construction and manufacturing. “We’ve heard from some folks that maybe it has taken a little longer than what they remember in the past if they were previously unemployed. I’m at a point where, like, I’d love to get things moving.” She’s applied to post-undergrad internships and career-advancing work. She’s looking into publishing, creative writing spaces and museums and hopes a stint working in comedy clubs while at Harvard might intrigue an employer. The search and the uncertainty around it is a grind, she acknowledged. “I think, as time goes on, and this feels sad, but I think as time goes on, my belief in myself slowly drops a little bit more with more rejections, and so I feel like I’ll be applying to less and less competitive things as I move forward,” Hofstede said.
