OLYMPIA — Washington Department of Fish and Wildlife shellfish managers confirmed Friday seven days of razor clam digs on coastal beaches beginning the day after Thanksgiving. Domoic acid, a natural toxin produced by certain types of marine algae, can be harmful or fatal if consumed in sufficient quantities. Final approval usually occurs about a week or less before the start of each digging series. More information about domoic acid, as well as current levels at ocean beaches, can be found on the WDFW’s domoic acid webpage . On all open beaches, the daily limit is 15 clams per person. Each digger’s clams must be kept in a separate container, and all diggers must keep the first 15 clams they dig, regardless of size or condition, to prevent waste. All diggers age 15 or older must have an applicable fishing license to harvest razor clams on any beach. Israel’s attorney general has ordered police to open an investigation into Benjamin Netanyahu’s wife on suspicion of harassing political opponents and witnesses in the Prime Minister’s corruption trial. The Israeli Justice Ministry made the announcement in a message late on Thursday, saying the investigation would focus on the findings of a recent report by the Uvda investigative programme into Sara Netanyahu. The programme uncovered a trove of WhatsApp messages in which Mrs Netanyahu appears to instruct a former aide to organise protests against political opponents and to intimidate Hadas Klein, a key witness in the trial. The announcement did not mention Mrs Netanyahu by name and the Justice Ministry declined further comment. Earlier on Thursday, Mr Netanyahu blasted the Uvda report as “lies”. TORONTO — The Winnipeg Jets had payback on their minds and top spot in the National Hockey League in their final game before the holiday break. The Jets made good on both accounts with a 5-2 win against the Toronto Maple Leafs before 18,923 at Scotiabank Arena on Monday. He was 100. US President Joe Biden directed that January 9 will be a national day of mourning throughout the US for Carter, the White House said in a statement. “I call on the American people to assemble on that day in their respective places of worship, there to pay homage to the memory of President James Earl Carter,” Biden said. Carter, a Democrat, became president in January 1977 after defeating incumbent Republican President Gerald Ford in the 1976 election. His one-term presidency was marked by the highs of the 1978 Camp David accords between Israel and Egypt, bringing some stability to the Middle East. But it was also dogged by an economic recession, persistent unpopularity and the Iran hostage crisis that consumed his final 444 days in office. (The Center Square) – The House is set to vote on the compromise version of the National Defense Authorization Act which authorizes nearly $900 billion to support U.S. military service members, infrastructure, and defense capabilities during the 2025 fiscal year. The 1,813-page document released Saturday by the Senate and House Armed Services Committees outlines U.S. defense policy priorities and their costs for 2025. Most of the proposed funds, $849.9 billion out of the $895.2 billion topline, would go to programs within the Department of Defense. Though the result of a bipartisan compromise, some provisions remain a point of contention, including a Republican addition that prohibits the military’s health program from covering any gender dysphoria treatments on minors that could "result in sterilization.” Ranking Member of the House Armed Services Committee Adam Smith, D-Wash., has urged House Speaker Mike Johnson, R-La., to “abandon” the provision and allow the House to bring forward a bill that “doesn’t attack the transgender community.” Johnson has argued that the current NDAA will “restore our focus on military lethality and to end the radical woke ideology being imposed on our military.” If the legislation passes, junior enlisted service members would receive a historic 14.5% pay raise and all other service members a 4.5% basic pay raise. The NDAA plan would also address multiple quality of life issues for service members, highlighted in a September report from the Government Accountability Office that revealed unsanitary and rundown living conditions for military personnel. It authorizes $2.7 billion to improve housing conditions, build more housing, and increase oversight. There was an across-the-board rally in Chinese stocks today, with the smaller, more economically sensitive stocks in the country rallying the most. This came after the country's Politburo met and made a dovish statement for more forceful and imminent stimulus. China is getting increasingly serious about stimulus On Monday, China's 24-member Politburo released a statement, declaring the government will have a more forceful fiscal response to the country's economic woes, and that the central bank will use a "moderately loose" monetary policy into next year. While that couched language might not scream "huge stimulus money," China's Politburo hasn't used that official language since 2008, during the Great Financial Crisis. Not only that, but the statement also came with other language vowing to be more "active" in responding to economic downturns and boosting consumer demand while stabilizing the housing market. China's downturn has been the result of the long "zero-COVID" lockdowns, the clampdown on the country's biggest tech companies, difficulties with foreign capital to get money in and out of the country, and perhaps most importantly, a big housing downturn that has decimated consumer confidence. Chinese consumers have a lot of their wealth tied up in their homes, so this has been a huge headwind to consumer demand. While Beijing had responded to the downturn somewhat this summer, most measures to date had been in the form of cuts and indirect actions, which might not have a big effect if consumers aren't willing to borrow. Some critics have decried a lack of more forceful direct fiscal responses and getting cash into the hands of consumers, while giving them the confidence to restart spending. This has been due to the government's unwillingness to take on larger deficits. However, the language in today's statement seems to suggest Beijing is now open to taking on those larger deficits to jolt the economy out of its slumber. How these stocks would benefit Better consumer spending and household wealth would benefit all three of these stocks. Tencent has a portfolio of products that span both consumer and enterprise customers, but its biggest segments are still consumer-oriented in free-to-play video games, the giant social media platform WeChat, and its digital financial payments platform Tenpay. Baidu, meanwhile, is the largest search platform in China, and is therefore dependent on the economically sensitive advertising market, while the company is also advancing AI and self-driving car technology. And Futu is an online financial brokerage that facilitates trading for stocks, derivatives, and other assets. A healthier Chinese consumer would theoretically invest and trade more. China stocks all clear? Not so fast While today's news was certainly encouraging, investors should still take care to be cautious of Chinese stocks. While all three stocks are still well below their 2021 highs, they have all had quite a run this year, as these names surged a huge amount following this summer's initial statements promising more aggressive stimulus. However, after the summer's surge, some investors had been disappointed in the actual follow-through since then, and there's still uncertainty as to how the government will follow through on today's statements. While today's announcements do indicate an incremental promise for a more forceful government response, China's lagging property sector, aging population, and likely higher tariffs on goods destined for the U.S. under the incoming Trump administration will be difficult to tackle all at once. Joel Dahmen was 10 shots behind and had a bigger cause for celebration Friday in the RSM Classic. Dahmen made a 5-foot par putt on his final hole for a 2-under 68 in tough conditions brought on by the wind and cold, allowing him to make the cut on the number and get two more days to secure his PGA Tour card for next year. He is No. 124 in the FedEx Cup. “I still got more to write this weekend for sure,” said Dahmen, who recently had said his story is not yet over. “But without having the opportunity to play this weekend, my story would be a lot shorter this year.” Fishburn took advantage of being on the easier Plantation course, with trees blocking the brunt of the wind and two additional par 5s. He also was helped by Maverick McNealy, who opened with a 62 on the tougher Seaside course, making two bogeys late in his round and having to settle for a 70. Fishburn, who already has locked up his card for next year, was at 11-under 131 and led McNealy and Lee Hodges (63) going into the weekend. Michael Thorbjornsen had a 69 and was the only player who had to face Seaside on Friday who was among the top five. What mattered on this day, however, was far down the leaderboard. The RSM Classic is the final tournament of the PGA Tour season, and only the top 125 in the FedEx Cup have full status in 2025. That's more critical than ever with the tour only taking the top 100 for full cards after next season. Players like Dahmen will need full status to get as many playing opportunities as they can. That explains why he felt so much pressure on a Friday. (Bloomberg) — A multilateral climate fund is preparing to access capital markets for the first time, as governments balk at providing the extra financing needed to cut global emissions. The Climate Investment Funds, a $12 billion fund inside the World Bank, is planning a roughly $500 million bond issuance, with proceeds intended to spur investment in renewable energy and new technologies in developing economies over the next five to 10 years. It’s “about being smarter with our capital basis and adding significant multiplier effects,” Chief Executive Officer Tariye Gbadegesin told Bloomberg. Multilateral climate funds are designed to collect funds from rich nations and distribute them to developing countries. But the national contributions needed to back that model are falling well short of the vast amounts required to fight climate change. As the COP29 summit staggered to a close over the weekend, negotiators from almost 200 nations agreed to a new annual climate finance goal of at least $300 billion by 2035, significantly less than developing countries are estimated to need. “It’s a tough situation,” Gbadegesin said. “Everyone knows we need to do more but we have less” so the question becomes “how do we do more with less?” Against that backdrop, financing structures that create pathways to capital markets are rising in importance and popularity. The CIF vehicle through which the bond will be issued, the Capital Markets Mechanism, has received an Aa1 rating from Moody’s Ratings. The expectation is that the mechanism “will maintain its strong capital position and very high liquidity buffer as it expands its balance sheet and accesses capital-market funding,” Moody’s said. Abyd Karmali, managing director in environmental business advisory at Bank of America Corp., which is acting as a lead manager, said the “advantage of CIF is it’s one of many ways for sovereigns to act now and faster and channel funds to causes important to them.” Private investors have expressed initial interest, Gbadegesin said. One asset manager told Bloomberg the simpler the better, as such formats are easier to place in mandates and drum up more demand. Emerging market fund managers, meanwhile, aren’t yet sure whether the vehicle would work for those portfolios. Earlier issuances from emerging markets whose ratings were supported by credit enhancement “came at a very tight spread and didn’t necessarily fit,” said Nicolas Jaquier, portfolio manager at asset manager Ninety One. CIF’s existing funds have benefited from contributions from rich countries. France, Germany and the UK are among governments that have contributed to its $6 billion Clean Technology Fund, which issues loans with a tenor of up to 40 years. The loans will back CIF’s new climate bond issuance, giving the fund access to money to invest in clean energy and new technology before 2030 climate targets kick in. CIF will go “from being a finite pool of donor funding that you have to carve up” to a “financial institution that can respond to needs,” Gbadegesin said. CIF’s capital is willing to take on high risk levels at a low price, she said. “That is very helpful.” In the past, CIF has been able to use existing capital to mobilize 10 times more funds, she said. Now, investors are asking it to raise that multiplier effect to 25. Investors are saying, “‘if we take on more risk, we want to have a higher multiplier effect, we want to have more scale’,” Gbadegesin said. It’s a form of financial engineering that the CIF CEO expects other multilateral funds, such as the Global Environment Facility and the Green Climate Fund, to follow. “This is the future,” she said. BNP Paribas SA, HSBC Holdings Plc and TD Securities also are acting as lead managers for the bond sale.The decision to splash out 61 million euros on this new recruit may have raised a few eyebrows initially, but as more details and insights emerge, it is becoming increasingly clear that this investment could pay off handsomely for Chelsea.
