By JILL COLVIN and STEPHEN GROVES WASHINGTON (AP) — After several weeks working mostly behind closed doors, Vice President-elect JD Vance returned to Capitol Hill this week in a new, more visible role: Helping Donald Trump try to get his most contentious Cabinet picks to confirmation in the Senate, where Vance has served for the last two years. Vance arrived at the Capitol on Wednesday with former Rep. Matt Gaetz and spent the morning sitting in on meetings between Trump’s choice for attorney general and key Republicans, including members of the Senate Judiciary Committee. The effort was for naught: Gaetz announced a day later that he was withdrawing his name amid scrutiny over sex trafficking allegations and the reality that he was unlikely to be confirmed. Thursday morning Vance was back, this time accompanying Pete Hegseth, the “Fox & Friends Weekend” host whom Trump has tapped to be the next secretary of defense. Hegseth also has faced allegations of sexual assault that he denies. Vance is expected to accompany other nominees for meetings in coming weeks as he tries to leverage the two years he has spent in the Senate to help push through Trump’s picks. The role of introducing nominees around Capitol Hill is an unusual one for a vice president-elect. Usually the job goes to a former senator who has close relationships on the Hill, or a more junior aide. But this time the role fits Vance, said Marc Short, who served as Trump’s first director of legislative affairs as well as chief of staff to Trump’s first vice president, Mike Pence, who spent more than a decade in Congress and led the former president’s transition ahead of his first term. ”JD probably has a lot of current allies in the Senate and so it makes sense to have him utilized in that capacity,” Short said. Unlike the first Trump transition, which played out before cameras at Trump Tower in New York and at the president-elect’s golf club in Bedminster, New Jersey, this one has largely happened behind closed doors in Palm Beach, Florida. There, a small group of officials and aides meet daily at Trump’s Mar-a-Lago resort to run through possible contenders and interview job candidates. The group includes Elon Musk, the billionaire who has spent so much time at the club that Trump has joked he can’t get rid of him. Vance has been a constant presence, even as he’s kept a lower profile. The Ohio senator has spent much of the last two weeks in Palm Beach, according to people familiar with his plans, playing an active role in the transition, on which he serves as honorary chair. Vance has been staying at a cottage on the property of the gilded club, where rooms are adorned with cherubs, oriental rugs and intricate golden inlays. It’s a world away from the famously hardscrabble upbringing that Vance documented in the memoir that made him famous, “Hillbilly Elegy.” His young children have also joined him at Mar-a-Lago, at times. Vance was photographed in shorts and a polo shirt playing with his kids on the seawall of the property with a large palm frond, a U.S. Secret Service robotic security dog in the distance. On the rare days when he is not in Palm Beach, Vance has been joining the sessions remotely via Zoom. Though he has taken a break from TV interviews after months of constant appearances, Vance has been active in the meetings, which began immediately after the election and include interviews and as well as presentations on candidates’ pluses and minuses. Among those interviewed: Contenders to replace FBI Director Christopher Wray , as Vance wrote in a since-deleted social media post. Defending himself from criticism that he’d missed a Senate vote in which one of President Joe Biden’s judicial nominees was confirmed, Vance wrote that he was meeting at the time “with President Trump to interview multiple positions for our government, including for FBI Director.” “I tend to think it’s more important to get an FBI director who will dismantle the deep state than it is for Republicans to lose a vote 49-46 rather than 49-45,” Vance added on X. “But that’s just me.” While Vance did not come in to the transition with a list of people he wanted to see in specific roles, he and his friend, Trump’s eldest son, Donald Trump Jr., who is also a member of the transition team, were eager to see former Democratic Rep. Tulsi Gabbard and Robert F. Kennedy Jr. find roles in the administration. Trump ended up selecting Gabbard as the next director of national intelligence , a powerful position that sits atop the nation’s spy agencies and acts as the president’s top intelligence adviser. And he chose Kennedy to lead the Department of Health and Human Services , a massive agency that oversees everything from drug and food safety to Medicare and Medicaid. Vance was also a big booster of Tom Homan, the former acting director of Immigration and Customs Enforcement, who will serve as Trump’s “border czar.” In another sign of Vance’s influence, James Braid, a top aide to the senator, is expected to serve as Trump’s legislative affairs director. Allies say it’s too early to discuss what portfolio Vance might take on in the White House. While he gravitates to issues like trade, immigration and tech policy, Vance sees his role as doing whatever Trump needs. Vance was spotted days after the election giving his son’s Boy Scout troop a tour of the Capitol and was there the day of leadership elections. He returned in earnest this week, first with Gaetz — arguably Trump’s most divisive pick — and then Hegseth, who has was been accused of sexually assaulting a woman in 2017, according to an investigative report made public this week. Hegseth told police at the time that the encounter had been consensual and denied any wrongdoing. Vance hosted Hegseth in his Senate office as GOP senators, including those who sit on the Senate Armed Services Committee, filtered in to meet with the nominee for defense secretary. While a president’s nominees usually visit individual senators’ offices, meeting them on their own turf, the freshman senator — who is accompanied everywhere by a large Secret Service detail that makes moving around more unwieldy — instead brought Gaetz to a room in the Capitol on Wednesday and Hegseth to his office on Thursday. Senators came to them. Vance made it to votes Wednesday and Thursday, but missed others on Thursday afternoon. Vance is expected to continue to leverage his relationships in the Senate after Trump takes office. But many Republicans there have longer relationships with Trump himself. Sen. Kevin Cramer, a North Dakota Republican, said that Trump was often the first person to call him back when he was trying to reach high-level White House officials during Trump’s first term. “He has the most active Rolodex of just about anybody I’ve ever known,” Cramer said, adding that Vance would make a good addition. “They’ll divide names up by who has the most persuasion here,” Cramer said, but added, “Whoever his liaison is will not work as hard at it as he will.” Cramer was complimentary of the Ohio senator, saying he was “pleasant” and ” interesting” to be around. ′′He doesn’t have the long relationships,” he said. “But we all like people that have done what we’ve done. Scott Applewhite) The role of introducing nominees around Capitol Hill is an unusual one for a vice president-elect. Usually the job goes to a former senator who has close relationships on the Hill, or a more junior aide. But this time the role fits Vance, said Marc Short, who served as Trump’s first director of legislative affairs as well as chief of staff to Trump’s first vice president, Mike Pence, who spent more than a decade in Congress and led the former president’s transition ahead of his first term. ”JD probably has a lot of current allies in the Senate and so it makes sense to have him utilized in that capacity,” Short said. Unlike the first Trump transition, which played out before cameras at Trump Tower in New York and at the president-elect’s golf club in Bedminster, New Jersey, this one has largely happened behind closed doors in Palm Beach, Florida. There, a small group of officials and aides meet daily at Trump’s Mar-a-Lago resort to run through possible contenders and interview job candidates. The group includes Elon Musk, the billionaire who has spent so much time at the club that Trump has joked he can’t get rid of him. Vance has been a constant presence, even as he’s kept a lower profile. The Ohio senator has spent much of the last two weeks in Palm Beach, according to people familiar with his plans, playing an active role in the transition, on which he serves as honorary chair. Vance has been staying at a cottage on the property of the gilded club, where rooms are adorned with cherubs, oriental rugs and intricate golden inlays. It’s a world away from the famously hardscrabble upbringing that Vance documented in the memoir that made him famous, “Hillbilly Elegy.” His young children have also joined him at Mar-a-Lago, at times. Vance was photographed in shorts and a polo shirt playing with his kids on the seawall of the property with a large palm frond, a U.S. Secret Service robotic security dog in the distance. On the rare days when he is not in Palm Beach, Vance has been joining the sessions remotely via Zoom. Though he has taken a break from TV interviews after months of constant appearances, Vance has been active in the meetings, which began immediately after the election and include interviews and as well as presentations on candidates’ pluses and minuses. Among those interviewed: Contenders , as Vance wrote in a since-deleted social media post. Defending himself from criticism that he’d missed a Senate vote in which one of President Joe Biden’s judicial nominees was confirmed, Vance wrote that he was meeting at the time “with President Trump to interview multiple positions for our government, including for FBI Director.” “I tend to think it’s more important to get an FBI director who will dismantle the deep state than it is for Republicans to lose a vote 49-46 rather than 49-45,” Vance added on X. “But that’s just me.” While Vance did not come in to the transition with a list of people he wanted to see in specific roles, he and his friend, Trump’s eldest son, Donald Trump Jr., who is also a member of the transition team, were eager to see former Democratic Rep. Tulsi Gabbard and Robert F. Kennedy Jr. find roles in the administration. Trump ended up , a powerful position that sits atop the nation’s spy agencies and acts as the president’s top intelligence adviser. And he chose Kennedy to , a massive agency that oversees everything from drug and food safety to Medicare and Medicaid. Vance was also a big booster of Tom Homan, the former acting director of Immigration and Customs Enforcement, In another sign of Vance’s influence, James Braid, a top aide to the senator, is expected to serve as Trump’s legislative affairs director. Allies say it’s too early to discuss what portfolio Vance might take on in the White House. While he gravitates to issues like trade, immigration and tech policy, Vance sees his role as doing whatever Trump needs. Vance was spotted days after the election giving his son’s Boy Scout troop a tour of the Capitol and was there the day of leadership elections. He returned in earnest this week, first with Gaetz — arguably Trump’s most divisive pick — and then Hegseth, of sexually assaulting a woman in 2017, according to an investigative report made public this week. Hegseth told police at the time that the encounter had been consensual and denied any wrongdoing. Vance hosted Hegseth in his Senate office as GOP senators, including those who sit on the Senate Armed Services Committee, filtered in to meet with the nominee for defense secretary. While a president’s nominees usually visit individual senators’ offices, meeting them on their own turf, the freshman senator — who is accompanied everywhere by a large Secret Service detail that makes moving around more unwieldy — instead brought Gaetz to a room in the Capitol on Wednesday and Hegseth to his office on Thursday. Senators came to them. Vance made it to votes Wednesday and Thursday, but missed others on Thursday afternoon. Vance is expected to continue to leverage his relationships in the Senate after Trump takes office. But many Republicans there have longer relationships with Trump himself. Sen. Kevin Cramer, a North Dakota Republican, said that Trump was often the first person to call him back when he was trying to reach high-level White House officials during Trump’s first term. “He has the most active Rolodex of just about anybody I’ve ever known,” Cramer said, adding that Vance would make a good addition. “They’ll divide names up by who has the most persuasion here,” Cramer said, but added, “Whoever his liaison is will not work as hard at it as he will.” Cramer was complimentary of the Ohio senator, saying he was “pleasant” and ” interesting” to be around. ′′He doesn’t have the long relationships,” he said. “But we all like people that have done what we’ve done. I mean, that’s sort of a natural kinship, just probably not as personally tied.” Under the Constitution, Vance will also have a role presiding over the Senate and breaking tie votes. But he’s not likely to be needed for that as often as was Kamala Harris, who since Republicans will have a bigger cushion in the chamber next year.
CUMBERLAND — Baltimore Street was home to a pedestrian mall for decades until a recently completed renovation opened it to one-way vehicle and bicycle traffic and created some parking spaces. On Tuesday, the mayor and City Council tabled a proposal that would establish rates for the 20 new parking spots. Under the plan, all parking spaces on Baltimore Street would be included in a ParkMobile app zone, and cost $2 per hour with a two-hour maximum. But folks without a cellphone wouldn’t be able to access the app, Councilwoman Laurie Marchini said, and she suggested an additional method be created to pay for the parking. She said a vote on the issue should be delayed until downtown merchants are consulted. Councilman Rock Cioni said he wanted to hold a decision until more information was available. “The app thing ... I would not know how to do that,” he said. Cumberland Mayor Ray Morriss said the technology “takes minutes” to install on a mobile phone and provides drivers flexibility to alter the time they want to be parked. Cumberland Administrator Jeff Silka said the app’s two-hour window would allow downtown patrons to dine at a restaurant and do some shopping. Booths could provide an added way to pay for parking, he said. “We’d have to buy (at least three new) kiosks,” Silka said of the need to replace the city’s “dinosaurs.” City Councilman Jimmy Furstenberg said a nearby public parking garage is convenient — only about 130 steps from the heart of downtown — and equated that distance to a typical walk between the local Walmart and its parking lot. Larry Jackson co-owns Western Maryland Music Center on Baltimore Street and is vice president of the Downtown Development Commission. He owns multiple downtown properties and serves on city boards, including the Historic Preservation Commission. Jackson on Thursday said city officials didn’t consult downtown merchants about the plan to monetize the new parking spaces on Baltimore Street. He wants the spots to remain free. “I’m totally against it,” Jackson said of charging for parking and added that so far, drivers have used “goodwill” when they use the spaces. He suggested city officials keep the spaces free for six months to a year and “see how it plays out.” The parking issue is expected to be discussed at next month’s city meeting. NEW YORK -- A New Jersey family on Sunday marked the birthday of their son, Edan Alexander, who is among the hostages still being held by Hamas . They gathered in Central Park and solemnly sang "Happy Birthday" in Hebrew for now 21-year-old, who was 19 when he was captured by Hamas on Oct. 7, 2023. "This is a day that should be filled with joy and celebration, but instead we are marked by pain and worry," father Adi Alexander said. Edan Alexander, a swimmer, Boy Scout, and Knicks fan from Tenafly, joined the Israel Defense forces out of high school. Since the start of the Israel-Hamas war, families have gathered periodically in Central Park to call for the release of hostages . On Sunday, his mother, Yael Alexander, focused on staying positive. "So we have a restaurant that we go to for every celebration with the kids. So definitely, going for shopping, and that's it, just to spend it with the family," she said. New Jersey Gov. Phil Murphy said on social media Sunday that the Israeli-American should be home with his family, adding, "We will not relent until he is home." Edan Alexander has a younger brother and sister, 13-year-old Roy Alexander and 18-year-old Mika Alexander. His sister said she was thinking of how she'd celebrate if her older brother was home. "We would just go to a restaurant with him and just share fun memories that we have with him," Mika Alexander said. Omer Hortig has known Edan Alexander since the second grade. "He's the type of person that today, on his birthday, he would be having a lot of fun. We'd be going out. I mean, he's turning 21," Hortig said. Edan Alexander's birthday also falls on the fifth night of Hanukkah this year, a time when his family and friends say his absence is certainly felt. "Every night of Hanukkah you light a candle and you're reminded of him and the other hostages and it's usually a very happy holiday. This year, it's not so happy, as well as last year, so I hope it's the last year we have to spend the holiday like this," Hortig said. The last time Edan Alexander's family saw him was in a Hamas propaganda video just after Thanksgiving . They say it gave them hope that he's still alive. His father sent him the same message as he has for the past 450 days. "Stay strong, survive, and you'll be out soon," Adi Alexander said.

This report presents several avenues for MBEs to meet gaps in the U.S. supply chain and discusses opportunities to conduct, commission, and collaborate on new studies with other federal, state, and private institutions on this topic. This report offers a data-driven snapshot of the MBE supplier landscape, analyzing representation of MBE firms in both manufacturing industries and the service industries that support manufacturing. The data shows there is room to grow representation of MBEs, particularly in manufacturing. MBE firms comprise about 22 percent of the service sector firms support manufacturing but represent only about 10 percent of manufacturing firms. As a comparison, MBEs comprise about 20 percent of all employer firms. The report identifies barriers present in supply chains for MBE participation; and the ways in which policy makers, technical assistance providers, and large corporations can utilize MBEs to advance the U.S. supply chain. “MBDA has embarked on a new chapter of our long and proud history to serve and support MBEs,” said Deputy Under Secretary of Minority Business Development Eric Morrissette. “The Minority Business Development Act of 2021 empowered our agency to work toward equity among U.S. firms and strengthen our national economy, and we are forever committed to that mission. A plunging stock price. 2024 was already a dispiriting year for Boeing, the American aviation giant. But when one of the company's jets crash-landed in South Korea on Sunday, killing all but two of the 181 people on board, it brought to a close an especially unfortunate year for Boeing. The cause of the crash remains under investigation, and aviation experts were quick to distinguish Sunday's incident from the company’s earlier safety problems. Alan Price, a former chief pilot at Delta Air Lines who is now a consultant, said it would be inappropriate to link the incident Sunday to two fatal crashes involving Boeing’s troubled 737 Max jetliner in 2018 and 2019. In January this year, a door plug blew off a 737 Max while it was in flight, raising more questions about the plane. The Boeing 737-800 that crash-landed in Korea, Price noted, is “a very proven airplane. "It’s different from the Max ...It’s a very safe airplane.’’ For decades, Boeing has maintained a role as one of the giants of American manufacturing. But the the past year's repeated troubles have been damaging. The company's stock price is down more than 30% in 2024. The company's reputation for safety was especially tarnished by the 737 Max crashes, which occurred off the coast of Indonesia and in Ethiopia less than five months apart in 2018 and 2019 and left a combined 346 people dead. In the five years since then, Boeing has lost more than $23 billion. And it has fallen behind its European rival, Airbus, in selling and delivering new planes. Last fall, 33,000 Boeing machinists went on strike, crippling the production of the 737 Max, the company's bestseller, the 777 airliner and 767 cargo plane. The walkout lasted seven weeks, until members of the International Association of Machinists and Aerospace Workers agreed to an offer that included 38% pay raises over four years. In January, a door plug blew off a 737 Max during an Alaska Airlines flight. Federal regulators responded by imposing limits on Boeing aircraft production that they said would remain in place until they felt confident about manufacturing safety at the company. In July, Boeing agreed to plead guilty to conspiracy to commit fraud for deceiving the Federal Aviation Administration regulators who approved the 737 Max. Acting on Boeing’s incomplete disclosures, the FAA approved minimal, computer-based training instead of more intensive training in flight simulators. Simulator training would have increased the cost for airlines to operate the Max and might have pushed some to buy planes from Airbus instead. (Prosecutors said they lacked evidence to argue that Boeing’s deception had played a role in the crashes.) But the plea deal was rejected this month by a federal judge in Texas, Reed O’Connor , who decided that diversity, inclusion and equity or DEI policies in the government and at Boeing could result in race being a factor in choosing an official to oversee Boeing’s compliance with the agreement. Boeing has sought to change its culture. Under intense pressure over safety issues, David Calhoun departed as CEO in August. Since January, 70,000 Boeing employees have participated in meetings to discuss ways to improve safety.
