The Galapagos debt-for-nature swap highlights the importance of environmental conservation and sustainable economic growth Sri Lanka unilaterally defaulted on its external debt in April 2022, exposing its long-standing economic and financial vulnerabilities and igniting a series of inter-related multiple economic crises—fiscal, debt, currency, inflation, and balance of payments—as well as a vast socio-political upheaval. The root cause of Sri Lanka’s economic crisis was a result of misuse of public funds by politicians on an unprecedented scale and large fiscal deficits, which were increasingly financed by unsustainable public debt, particularly foreign commercial borrowings. This carefully over time navigated Sri Lanka into a public debt crisis, international sovereign bond unsustainability, liquidity crisis, and a collapse in the exchange rate. These were the catalysts for Sri Lanka’s decision to a unilateral default on its external debt. A substantial reduction and reprofiling of debt through restructuring of both domestic and foreign debt to ensure debt sustainability is essential coupled with a meaningful fiscal policy reform anchored by revenue increases and expenditure rationalisation to reduce fiscal deficits. Deep growth-enhancing structural reforms are necessary for medium-term rescue and recovery and long-term growth and stability of Sri Lanka. Like Sri Lanka, Ecuador in South America was searching for an exit ramp for its Sovereign Bond situation. Instead of using conventional brick-and-mortar restructuring methods, they came up with an innovative Debt for Nature swap, repurchasing $ 1.6 billion worth of Ecuador’s outstanding bonds at approximately 40 cents on the dollar. Debt for Nature Swap will save Ecuador $ 1.1 billion in debt service repayments over the next several years, with $ 450 million invested in conservation and sustainable activities. This goes on to show that there could be multiple ways to restructure a country’s sovereign bonds and this is a valuable lesson for Sri Lanka. The Government of Ecuador (through the National Planning Secretariat, the Ministry of Economy and Finance, and the Ministry of the Environment, Water, and Ecological Transition), with the support of the Green Climate Fund, has announced the launch of the “Sovereign Green Bonds Framework of Ecuador”. The document establishes guidelines, technical mechanisms, and instructions necessary to implement the core components of the Green Bond Framework. Projects funded by the issuance of these green bonds must meet eligibility criteria. Eligible projects include those focused on the development of renewable energy; sustainable agriculture, land use, and protected areas; sustainable and low-carbon transportation; and sustainable management of natural resources, among others. These programs and projects are expected to contribute to Ecuador’s transition towards sustainable development, based on low emissions and resilience to climate change. On 9 May 2023, Ecuador’s government successfully completed the Galapagos Debt for Nature swap, repurchasing $ 1.6 billion worth of Ecuador’s outstanding bonds at approximately 40 cents on the dollar. The operation will save Ecuador $ 1.1 billion in debt service repayments over the next 17 years, with $ 450 million invested in conservation and sustainable activities. Conservation investment will benefit the Galapagos National Park, the Galapagos Marine Reserve, and the new Hermandad Marine Reserve, which together total 198,000 square marine kilometres. The Global Green Growth Institute (GGGI), with funding from the Latin American Development Bank (CAF), acted as a trusted advisory to the Ministry of Economy and Finance throughout the transaction by providing technical and financial advice. This was a significant milestone for Ecuador’s efforts to promote sustainable development and environmental conservation. GGGI’s financial and technical advice included advice on the structure the debt swap transaction in compliance with Ecuador’s regulations and policies; design Ecuador’s Sovereign Green Bond Framework and secure its positive Second Party Opinion; coordination on the negotiation and formalisation of conservation commitments and the establishment of the Galapagos Life Fund; securing third-party credit enhancement by developing policies, regulations and frameworks required by third-party guarantors; and build the technical capacity of government officials from the Ministry of Environment and the Ministry of Finance and Economy on debt for nature swaps and other sustainable financial instruments key to the transaction under the framework of Ecuador. The Galapagos debt-for-nature swap highlights the importance of environmental conservation and sustainable economic growth. The swap not only contributed to environmental conservation but also helped Ecuador save over a billion dollars in interest payments. The Republic of Ecuador is now in the process of issuing its first Social Bond with the objective of diversifying its sources of funding for financing access to affordable and decent housing, thus reducing the housing deficit in the country. The proceeds from the bonds will be used to finance the public policy of affordable and decent housing through the provision of capital on appropriate terms for Social Interest Housing (or Vivienda de Interés Social, VIS) and Public Interest Housing (Vivienda de Interés Público, VIP). The five jury members chose Kaur for “her ability to gather different voices through unexpected and playful combinations of material, from Irn-Bru to family photographs and a vintage Ford Escort, locating moments of resilience and possibility”. Kaur, who was born in Glasgow but lives and works in London, used her speech to advocate for the people in Palestine. The 38-year-old said she wanted to “echo the calls of the protesters outside” who had gathered after an open letter urged the Tate to cut ties with “organisations complicit in what the UN and ICJ are finally getting closer to saying is a genocide of the Palestinian people”. “This is not a radical demand,” Kaur said on stage. “This should not risk an artist’s career or safety. We’re trying to build consensus that the ties to these organisations are unethical, just as artists did with Sackler,” she said, referencing the family linked to the opioid epidemic. “I’ve been wondering why artists are required to dream up liberation in the gallery but when that dream meets life we are shut down. “I want the separation between the expression of politics in the gallery and the practice of politics in life to disappear. “I want the institution to understand that if you want us inside, you need to listen to us outside.” Kaur concluded her speech by calling for a ceasefire, adding: “Free Palestine.” BBC reporter Katie Razzall had to apologise to viewers after Kaur used a swear word in her speech. The artist was nominated for an exhibition that was held at the Tramway in her home city last year. The display, a series of installations exploring religious identities, politics and history, makes heavy use of different sounds, embedded into the exhibition by way of worship bells, Sufi Islamic devotional music, Indian harmonium, and pop tracks. This year the arts prize, named after British painter JMW Turner, which awards £25,000 to its winner, is celebrating its 40th anniversary. Established in 1984, the prize is awarded each year to a British artist for an outstanding exhibition or other presentation of their work. Previous recipients include sculptor Sir Anish Kapoor (1991), artist Damien Hirst (1995), and filmmaker Sir Steve McQueen (1999). In 2025, the prize will be presented in Bradford at Cartwright Hall art gallery, marking the 250th anniversary of Turner’s birth. The exhibition of the four shortlisted artists – Pio Abad, Claudette Johnson, Delaine Le Bas, and Kaur – is at Tate Britain until February 16 2025.
Pierpont Aviation program expansion stalls: $25M facility at North Central WV Airport in limboOTTAWA — The government's decision to pause most private refugee sponsorships is because there is an "oversupply" of applications and Canada doesn't want to give people fleeing war zones false hope, Immigration Minister Marc Miller said Tuesday. The government quietly posted a notice on its website on Nov. 29 saying it would not accept any new privately sponsored refugee applications from community organizations and groups of five or more individuals until Dec. 31, 2025. Immigration officials say there are more than 90,000 private refugee applications awaiting processing. Over the next three years, the government plans to admit 66,000 privately sponsored refugees. "When it comes to private sponsorships, there's an oversupply of folks out there, so it's about being real with Canadians and making sure when we make those dedicated commitments to resettle those fleeing war or oppression that we're doing it in the right way and not entertaining false hope," Miller said as he left the weekly cabinet meeting in Ottawa. "So it's an unfortunate reality of the situation that we're in." According to the ministry, 80 per cent of finalized refugee applications were completed in 40 months or less as of Sept. 30. Some refugee aid organizations say they were caught off guard by the decision to pause applications, and pushed for the government to instead increase the number of refugees admitted to the country to clear the application backlog more efficiently. Over the past year, the government has been reducing the number of newcomers admitted to Canada including students, temporary workers and permanent residents. Miller said many aid organizations were bracing for changes since the government's broader immigration plan was announced in October. From all refugee streams, the government has a target of admitting around 58,000 people next year, and over 168,000 in total by the end of 2027. Christopher Nolan’s next film is based on ‘The Odyssey’ Christopher Nolan is following his Oscar-winning “Oppenheimer” with a true epic: Homer’s “The Odyssey.” It will open in theaters on July 17, 2026, Universal Pictures said Monday. (Photo by Jordan Strauss/Invision/AP, File) Christopher Nolan is following his Oscar-winning “Oppenheimer” with a true epic: Homer’s “The Odyssey.” It will open in theaters on July 17, 2026, Universal Pictures said Monday. Details remain scarce, but the studio teased that it will be a “mythic action epic shot across the world using brand new IMAX technology.” It will also be the first time that an adaptation of Homer’s saga will play on IMAX film screens. Nolan has been an IMAX enthusiast for years, going back to “The Dark Knight,” and has made his last three films exclusively using large format film and the highest resolution film cameras. For “Oppenheimer,” the first black-and-white IMAX film stock was developed. Nolan hasn’t said specifically what the new technology for “The Odyssey” will be, but earlier this month he told The Associated Press that they’re in an intensive testing phase with IMAX to prepare for the new production. “They have an incredible engineering staff, really brilliant minds doing extraordinary work,” Nolan said. “It’s wonderful to see innovation in the celluloid film arena still happening and happening at the highest level possible.” “The Odyssey” will be Nolan’s second collaboration with Universal Pictures following “Oppenheimer,” which earned nearly $1 billion at the box office and won the filmmaker his first Oscars, including for best director and best picture . Rumors about his next project have been swirling ever since, with near-daily speculations about plot — none of which turned out to be true — and casting. While there are many reports about actors joining the ensemble, none has been officially confirmed by the studio. Lindsey Bahr, The Associated Press See a typo/mistake? Have a story/tip?
