He was about to play the final round of the Australian Open, the last leg of a busy Australian tour in which he had played four tournaments in five weeks for three podium finishes – but no victory. A small crowd took photos of him as soon as he emerged from the Kingston Heath clubhouse in his LIV Golf team’s Ripper GC cap, customary final day maroon shirt and white pants. They watched him chat to his loyal caddy Sam Pinfold and hand the starstruck son of a security guard a golf glove from his bag as a memento. By the time Smith finished his round about four and a half hours later, the gallery watching his every move had swelled to at least a 1000 as he drew a huge roar when finishing the tournament with a birdie. All this was before the main contenders, Smith’s LIV teammate Lucas Herbert and unknown American Ryggs Johnston, had even teed off. With the mullet, a dynamite short game and a laid-back, polite Australian vibe that appeals to all generations, the 31-year-old attracted 20 times more spectators to his round than any other competitor every time he took to the fairways. “He’s a massive drawcard. He still had the biggest crowds out there,” former golf professional Ewan Porter said. Throw in a willingness to disrupt the old (and often older) order, which he showed when he joined LIV Golf just months after landing the 2022 British Open (to, it must be said, significant backlash) and you can see why recognition of his name has crossed over to non-golf fans. That box-office appeal has given him the potential to be the most influential voice in shaping the future of Australian golf. When Smith finally flew out of Melbourne that night, headed for Saudi Arabia after failing to land that elusive national title at his 10th consecutive attempt in what he described as “a long week”, he left golf administrators pondering a range of questions they are finding hard to answer. Credit: Courtesy WPGA Tour of Australasia Smith had spoken out against the way Kingston Heath had been prepared in a thinly veiled criticism of the dual format where men and women play in the tournament at the same time. He also wondered aloud to at least one source, who preferred to remain anonymous, at how difficult it had become for Australia’s best golfers to make their way to the world tour despite participation rates being high. Not only does his status, alongside Adam Scott, Jason Day and Min Woo Lee as one of the country’s best male golfers, give him credibility on such issues. But he has also supported the Australian tour with his presence in the past decade. His logic on the dual format was backed too by star Australian golfer Hannah Green who said in an ideal world the women’s event would be held in February. Smith had also just done hard yards to support the state titles, heading to Murray Downs to play in the NSW Open, a moment former professional Mike Clayton said was “like the Beatles going to Swan Hill”. Smith’s headline-grabbing comments resonated enough to eventually force a response from Golf Australia CEO James Sutherland, who said that it was “not that easy” to separate the men and women’s competition, as the women’s tournament lost money, and attempted to explain the professional golfing labyrinth and the issues facing Australian golf. Different directions According to two sources who preferred to remain anonymous, Smith has a view that Australian golf would be well-advised to leverage off LIV and develop an alliance with the International Series played on the Asian Tour to provide a lucrative pathway for young Australian golfers. The Australian PGA has a strategic alliance with the DP World Tour (the European tour) until 2026 that connects to the American circuit, which they put in place before LIV Golf emerged. They also have the “Australian Golfing Strategy”, which has a range of objectives including taking advantage of the participation increase that started during the COVID-19 pandemic – reversing a constant decline over the previous 20 years – increasing female participation and breaking down some of the perceptions around golf that made many Australians see it as pale, male and stale – and inaccessible. British Open champion, respected golf commentator and chair of the Australian PGA Ian Baker-Finch is a fan of Smith’s as well as being well aware of Australia’s golfing landscapes. He respects Smith’s support for Australian golf and its emerging golfers, which includes an academy for young Australian golfers at his home in Jacksonville, where they learn about what is required to make it in the extraordinarily competitive world of professional golf (a former recipient was this year’s Australian PGA winner Elvis Smylie). “I can’t say anything bad about him,” Baker-Finch said. “He is giving back. He offers opportunities to junior golfers through his charitable endeavours himself ... I like what Cam is doing. I am a big fan.” But there is a caveat that echoes Sutherland’s thoughts – “it’s not that easy” to execute a strategy that pleases everyone. “Golf Australia and our PGA are trying to create pathways, put money into junior golf, create more and more opportunities ... we have 300 or more Australian PGA Tour members, men and women. We have to look after pathways for 300, not just one or two to make their way on to LIV. The Australian PGA Tour’s [objective] is to get as many of our players as possible on to the other world tours to improve their play, improve their position, to get them to play for more money.” The LIV Golf Tournament is huge for spectators but it only includes four Australian golfers. Australian golf officials need to cater for the broader game. Credit: Getty Because the broadcast revenue some other sports command is not there for golf, the sport has to rely on commercial partners who rely, in turn, on broadcast for exposure. It means the PGA has to invest in getting coverage of tournaments through Foxtel, with many, including this week’s low-profile Victorian PGA event at Moonah Links, available on Kayo. But without any big drawcards playing in those tournaments, the broad interest in the results is minimal. The Smith impact Smith, on the other hand, is key to keeping the game on the front and back pages in summer. He knows it and so does Golf Australia. Sutherland was keen to emphasise last week that the players “are the stars of the show”. “The last time we saw anything like it was when Greg Norman was in his halcyon days when he was world No.1 and would come back and play,” Porter said. “People like Cam. Kids find him very relatable, there were real or fake mullets supporting him and I saw Ripper GC merch everywhere. His presence has been great for the grassroots.” Smith’s genuine desire to help Australian golf has been overshadowed for some because LIV Golf is funded by Saudi Arabia’s Private Investment Fund. There has been ongoing controversy surrounding LIV Golf’s emergence and the challenge it laid down to the hegemony of America’s PGA Tour. Smith leads an All-Australian LIV Golf team called Ripper Golf Club that includes Marc Leishman, Lucas Herbert and Matt Jones, who won the team’s title in 2024. In some ways, the foursome is golf’s Kelly gang. “The notion they don’t care is garbage,” Porter said. The team now has a new managing director in Nick Adams and hopes to set up a high-performance centre in Brisbane. Smith’s presence ensures Australia will not be forgotten by the LIV hierarchy, which is about to announce a Scott O’Neil as Norman’s replacement as CEO. Possible paths for Australian golf “I think our tour needs to look to LIV,” Porter said. “It needs to look to Asia. When you do that you get the funding behind it to potentially do something more impactful than what we have now. But I think the tour has done a really good job since COVID to increase the playing opportunities for our players and increase the pathways, which we have seen David Micheluzzi [the 2022-23 Order of Merit winner] take advantage of in Europe. “It has all been beneficial, but it would grow exponentially if they were to align themselves with LIV and Ripper GC.” David Micheluzzi played in this week’s Victorian PGA after playing on the DP World Tour. Credit: Getty Images A pragmatic Baker-Finch says the two strands can co-exist in Australian golf for now as LIV and PGA of America merger talks (DP World Tour is a party to those discussions) continue at snail’s pace. He stands firm behind the need for Australian officials to take a broad view and would like to see LIV Golf “give back a bit more through junior golf” although he has no philosophical objection to the roadshow. “I actually am one to think there is a place for LIV. I am OK with LIV being a Formula 1 tour and travelling around the world 14 weeks a year,” Baker-Finch said. Loading “If the Australian players want to go and try out for LIV or try our for the International Series, that is fine go have a game, but we can’t align with the tour that is against our principles of supplying opportunities to as many players as possible. “I love the fact they [Ripper Golf Club players] come home and play here if there is no tournament on or in the LIV tournament. We want to welcome them back.” Welcomed back they are by local fans. Smith felt the support of Australian crowds who don’t care for the debates. They just want to see players as quietly charismatic as Smith, who wows crowds when he fires golf balls off tees like Exocet missiles, as he did in the past five weeks. What became clear in the past month is that Smith is the most valuable asset in Australian golf right now. His second in the Saudi International on Saturday after a play-off confirmed his status among the world’s best. That he wants to strengthen Australian golf is clear, but his satisfaction with its direction can’t be taken for granted. Getting the decision right on the format and locations of the country’s biggest tournaments next summer is vital and will play a part in whether Smith and the equally supportive Scott return next year. Smith made his point but left the door open to be back as he has every year since 2012 – bar during COVID-19 when the tournament was cancelled – to play in the Australian Open. “It’s nice to be back to support those [tournaments] and give back ... hopefully I can keep doing it in the future,” Smith said. Adam Pemble, an Associated Press video journalist who covered some of the biggest global news of the past two decades, from earthquakes and conflicts to political summits and elections, has died. He was 52. Pemble died Thursday in Minneapolis surrounded by friends and family, according to his friend Mike Moe, who helped care for him in the final weeks of his fight against cancer. Known for bringing stories alive with his camera, Pemble epitomized the best of television news traditions, casting a curious and compassionate lens onto the lives of the people and communities whose stories he told. He joined the AP in 2007 in New York before moving to Prague in 2011 to help launch AP’s first cross-format operation combining photography, text stories and video. He enhanced Eastern European news coverage, creating distinctive stories highlighting the region’s culture and society. “Adam was an incredibly talented and passionate journalist and an empathetic storyteller. He had this amazing ability to get anyone to talk to him on camera, which I attribute to the Midwestern charm he embodied throughout his life.” said Sara Gillesby, AP’s Director of Global Video and Pemble’s former manager in New York when he joined the AP. “He was the best of us.” Pemble was born in Saint Louis Park, Minnesota, in 1972 and grew up in Minneapolis. After graduating with a degree in mass communications from Minnesota State University Moorhead, he started his journalism career in 1997 at KVLY, a television station in Fargo, North Dakota, and later worked at WCCO in Minneapolis. “He had the skills of the old-school camera people to meet a deadline and turn a beautiful story,” said Arthur Phillips, a cameraman who worked with Pemble at WCCO. “But he had a calling for greater things.” Moving to New York, Pemble covered some of the biggest stories in the city, including the trial of Bernie Madoff, interviews with former Iranian President Mahmoud Ahmadinejad and with then-real estate developer, now U.S. president-elect, Donald Trump. He went to Haiti to cover the aftermath of the 2010 earthquake, where he captured shocking images of devastation. A few weeks later he was in Vancouver, covering the Winter Olympics. With his transfer to Prague, Pemble quickly became the go-to video journalist deployed to the biggest news events in Europe, interviewing government leaders, covering violent protests, the aftermath of terror attacks and numerous national elections across the continent. “An inquiring mind, a keen eye and a healthy skepticism for those in power who tried to spin away from the truth all combined to make Adam’s stories as rich in colour as he was in character,” said Sandy MacIntyre, former AP head of global video. “Time and again he was asked to do the impossible and without fail he delivered the exceptional.” ”But more than all of that, he was the colleague and friend you wanted by your side because if Adam was there we knew we were going to be the winning team.” As civil unrest rocked Ukraine in 2014, Pemble reported from Kyiv and later Donetsk, where he covered the first Russian-backed demonstrations before spending weeks in Crimea during Russia’s annexation of the strategic peninsula. His video reports included the last remaining Ukrainian sailors loyal to Kyiv, who had finally abandoned their ship and came ashore. With the Russian national anthem playing from a car in the background, his final shot showed two distraught sailors heckled as they walked away. Pemble returned to Ukraine following Russia’s invasion of the country in 2022. Among his many assignments was March 2023 AP interview by Executive Editor Julie Pace with across Ukraine to cities near some of the fiercest fighting. “Adam showed up to every assignment with enthusiasm, creativity and commitment to his work and his colleagues. He loved what he did, and so many of us at AP are better for having worked alongside him,” Pace said. When not deployed overseas, set his camera’s gaze on his new home in the Czech Republic, offering insight into the traditions and unique stories of Eastern Europe. From Christmas carp fishing at sunrise to graffiti artists in Prague to the intimate story of a Slovak priest challenging the celibacy rules of the Catholic Church, he brought his unmistakable style. He worked with a traditional large broadcast camera in an era where many video shooters shifted to smaller, lighter cameras. He always put himself in the right place to let reality unfold like “an old school analog painter in an often fast and furious digital age,” former AP cameraman Ben Jary recalled. Pemble’s interest in visual storytelling led to experimenting with new technologies, including aerial videography. In 2015, he was the first major news agency camera operator to film live drone footage when reporting on the migration crisis in the Balkans. An avid gardener who planted trees and chilis on his rooftop in Prague, he was adventurous in the kitchen and especially proud of his vegan “meatloaf,” friends said. He loved a seedy dive bar as much as a Michelin restaurant and foods as varied as charcoal choux pastry with truffle creme and his favourite road trip junk food, Slim Jim’s jerky and Salted Nut Rolls. Pemble’s wit, wisdom, energy and positivity enriched the lives and experiences of those around him, friends and colleagues recalled. “If someone asked me to see a picture of quiet strength and courage, dignity and grace, and most of all kindness, I would show them a picture of a man for all seasons,” said Dan Huff, a Washington-based AP video journalist, “I would show them a picture of Adam Pemble.”

They had arrived in the country to spend the Christmas holidays with Tatum. Not that the Hawks coach will have much time off, considering his team plays the Sydney Kings on Christmas Day. Two days later, they head to Brisbane to take on the Bullets before returning to Wollongong for a New Year's Eve showdown against the South East Melbourne Phoenix. Despite the gruelling schedule, Tatum was happy to have his family with him during the festive period. "They got here Saturday. I was very excited for them to be there, and my daughter gave me a high-five. She pays attention to the game as much as she can," he said. "It's good to have family here, go home, and be able to talk to somebody. "I was on my best behaviour. Mom and Dad were in town, so I behaved best. "I might have little pictures of them on the seats, so they remind me to be good when they leave. "It was good to have them there." He was also happy they saw him enjoying success as a coach. Tatum originally joined the Hawks at the start of the NBL24 season as an assistant to then-coach Jacob Jackomas. He became interim head coach after Jackomas was sacked after struggling to a 2-7 win/loss record. Tatum guided Illawarra to one win short of a grand final appearance after the Hawks were beaten by Melbourne United 2-1 in a seesawing semifinal series. The Hawks then locked in Tatum as permanent head coach on a three-year deal. The move has paid immediate dividends, with the ladder-leading Hawks considered NBL25 championship favourites. Tatum said he was happy his family saw how good the Hawks were. "It's cool, mostly for my 10-year-old daughter, to show her that you can achieve anything you want, as long as you put your mind to do it," he said. "Her coming across the world and seeing her dad having some impact on the team, the city, and the country in general means a lot to me. "My mom and dad are just proud of me no matter what, but it's just building confidence in her to let her know, 'Hey, whatever you want to achieve, whatever you want to do, believe in that because dad is doing his best to give you that confidence'." Winter is hitting the Gaza Strip and many of the nearly 2 million Palestinians displaced by the devastating 15-month war with Israel are struggling to protect themselves from the wind, cold and rain. According to Gaza’s Health Ministry, Israel’s bombardment and ground invasion has killed over 45,000 Palestinians, more than half of them women and children. The Health Ministry does not distinguish between fighters and civilians in its count. Heavy travel day off to a rough start after American Airlines briefly grounds all flights WASHINGTON (AP) — American Airlines briefly grounded flights nationwide due to a technical problem just as the Christmas travel season kicked into overdrive and winter weather threatened more potential problems for those planning to fly or drive. Government regulators cleared American flights to get airborne Tuesday about one hour after the Federal Aviation Administration ordered a national ground stop, which prevented planes from taking off. Meanwhile, the flight-tracking site FlightAware reported that 1,447 flights entering or leaving the U.S., or serving domestic destinations, were delayed. Twenty-eight flights were canceled. Millions of travelers are expected to fly over the next 10 days. The Transportation Security Administration expects to screen 40 million passengers through Jan. 2. Major storm pounds California's central coast, blamed for man's death and partially collapsing pier SANTA CRUZ, Calif. (AP) — A major storm has pounded California’s central coast bringing flooding and high surf that was blamed for fatally trapping a man beneath debris on a beach and later partially collapsing a pier, tossing three people into the Pacific Ocean. The storm was expected to bring hurricane-force winds and waves up to 60 feet Monday as it gained strength from California to the Pacific Northwest. Some California cities have ordered beachfront homes and hotels to evacuate early Monday afternoon. Forecasters have warned that storm swells would continue to increase throughout the day. All is not smooth sailing headed into this final month of racing: "It was a bit of a surprise, I think, for everybody," said Mercedes driver George Russell, a GPDA director. "It's a hell of a lot of pressure now onto the new race director (with) just three races left. Often, as drivers, we probably feel like we're the last to find out this sort of information." The Andretti team is expected to receive F1 approval to join the grid, albeit without Michael Andretti, who has scaled back his role dramatically since the IndyCar season ended in September. Many drivers, particularly seven-time champion Lewis Hamilton, have been at odds with FIA President Mohammed Ben Sulayem since his election following the 2021 season finale. In the GDPA statement, they reminded the sanctioning body "our members are adults" who don't need lectures and fines on foul language or jewelry bans, and simply want fair and consistent race control. There's been no response from Ben Sulayem, and won't be this weekend since he does not attend the LVGP. He will be at Qatar and the finale in Abu Dhabi next month. Hamilton doesn't think all the behind-the-scenes changes will be a fan topic as the season comes to a close. "I really hope Stefano is not leaving because he's been so instrumental in changes and progress to this whole thing," Hamilton said. "And he knows the sport as well as anyone. But all good things do come to an end, and whoever they put into place, I just hope they are like-minded. But sometimes you have to shake the trees." That's just what happened with the surprise departure of race director Wittich. Although drivers have been unhappy with race officiating this season and held a private GPDA meeting in Mexico City, Russell said they had no prior warning Wittich was out. The race director is the referee each weekend and Wittich has been in charge since 2022, when Michael Masi was fired following the controversial 2021 season-ending, championship-altering finale at Abu Dhabi. Now the man in charge for the final three races is Rui Marques, the Formula 2 and Formula 3 race director. Las Vegas, which overcame multiple stumbling blocks in last year's debut before putting on one of the best races of the season, is a difficult place to start. Verstappen can win his fourth title by simply scoring three points more than Lando Norris of McLaren. "It's a bit weird with three races to go to do that," Verstappen said. "It doesn't matter if you're positive or negative about certain things. I thought in Brazil there was definitely room for improvement, for example. It's still a bit weird having to now then deal with a different race director." Charles Leclerc of Ferrari wondered why the move was made with only three races to go. "To do it so late in the season, at such a crucial moment of the season, it could have probably been managed in a better way," he said. The drivers have no idea how Marques will officiate, highlighting a disconnect between the competitors and Ben Sulaymen's FIA. "We just want to be transparent with the FIA and have this dialogue that is happening," Russell said. "And I think the departure of Niels is also a prime example of not being a part of these conversations." The GDPA statement made clear the drivers do not think their voice is being heard. "If we feel we're being listened to, and some of the changes that we are requesting are implemented, because ultimately we're only doing it for the benefit of the sport, then maybe our confidence will increase," Russell said. "But I think there's a number of drivers who feel a bit fed up with the whole situation. It only seems to be going in the wrong direction." He also said the relationship between the drivers and the FIA seems fractured. "Sometimes just hiring and firing is not the solution," he said. "You need to work together to improve the problem." Too often, however, this debate occurs without any grounding in real-world data or relevant historical Chinese policy context. This paper seeks to provide some of that grounding through a combination of Chinese policy document analysis and new financial and market share data for leading semiconductor equipment firms in China, the United States, Japan, and the Netherlands. What follows are a set of 10 key judgments based on the author’s analysis. 1. China’s ambitions for eliminating dependence on foreign semiconductor manufacturing equipment started long before America’s expanded usage of technology export controls. The first and most important argument among critics of U.S. export controls is that they weaken U.S. technology leadership by incentivizing China to eliminate U.S. technology from its semiconductor supply chain. However, reducing dependence on foreign semiconductor and semiconductor manufacturing equipment suppliers was official Chinese policy before the Trump administration’s April 2018 export controls restricting sales of U.S.-designed chips to ZTE, a Chinese telecommunications firm, launched the new era of semiconductor export controls. “ The Roadmap of Major Technical Domains for Made in China 2025 ,” which was published in September 2015 and covered semiconductors and other sectors, included goals such as “replacement of imports with Chinese-made products basically achieved in key industries” by 2025. It set specific targets and deadlines for the degree of market share that Chinese companies were supposed to reach and by what date. Targets for the semiconductor manufacturing equipment sector include the following: As the Made in China 2025 technical document roadmap stated , “meeting domestic market demand, improving the self-sufficiency rate of integrated circuit products, meeting national security needs, and occupying the strategic product market have always been the greatest demand and driving force for the development of the integrated circuit industry.” Even earlier policies, though less well resourced, sought to dramatically reduce use of foreign semiconductors and semiconductor manufacturing equipment. For example, the 2006 “Medium Long Range Plan for the Development of Science and Technology” explicitly called for self-sufficiency in semiconductor technologies and initiated so-called “mega projects” to drive toward that goal. For more than a decade, China’s government has provided lavish subsidies in the form of tax breaks, free land, government grants, and equity infusions to a number of Chinese semiconductor equipment companies. Naura, one of China’s leading domestic semiconductor manufacturing equipment companies received $1.3 billion in state support in 2021, even before the imposition of the Biden administration’s export controls. AMEC, another leading Chinese semiconductor equipment company, received a similar equity investment from the “Big Fund” in 2015. Simply put, China’s goal of semiconductor equipment industry localization and robust policy support predated any modern effort to impose meaningful export controls on China’s chip fabrication capabilities. 2. There is not a simple relationship between export controls and China’s rate of technological progress. China’s greatest progress came in sectors with no export controls. A September 2024 analysis by Bernstein Research , an equity research firm, included a review of China’s semiconductor self-sufficiency goals from the 2015 roadmap and found that “China has made impressive progress and likely will beat the ‘Made in China 2025’ targets for integrated circuit (IC) Design and Manufacturing, but may miss the goals for IC equipment and Materials.” As the Bernstein analysis shows, the rate of China’s progress toward self-sufficiency is best predicted by the market and technological complexities of each semiconductor market segment, not by the extent to which export controls were applied. It is certainly not the case that the segments in which China has made the most progress—or even devoted the most resources—are the areas in which the United States has applied export controls most forcefully. That there is not a simple relationship between export controls and China’s technological progress should be obvious given that China has made rapid progress in other technological domains—such as solar cells and electric vehicles (EVs)—where the United States applied no export controls and in some cases actively supported the rise of a Chinese supply chain. The United States applied no export controls in the case of the equipment used to manufacture silicon solar cells, yet today China dominates both production of solar cells and production of the equipment used to make them. This equipment is in many ways similar to (though less sophisticated than) the equipment used to make and process silicon wafers for semiconductors. In fact, one Chinese company, Naura, is a domestic leader in both manufacturing equipment for both solar cells and semiconductors. The biggest difference in Chinese outcomes between those two industries is not the presence or absence of export controls but the far greater technological complexity of producing semiconductor manufacturing equipment. The EV maker Tesla made a major push into Chinese manufacturing in late 2018, launching deep partnerships with many local Chinese suppliers, such as battery-maker CATL. As a November 2024 commentary in a major Chinese state-run newspaper stated : "Tesla’s rapid growth in sales, fueled by its technological and branding advantages and backed by China’s massive consumer market, has driven the rapid development of upstream and downstream supply chains. Today, the localization rate of parts for Tesla’s Shanghai Gigafactory exceeds 95%, with more than 60 suppliers integrated into Tesla’s global supply chain." The Chinese EV supply chain, which Tesla helped dramatically increase in both scale and technological sophistication, is now also supplying Tesla’s competitors . Defections of Tesla-trained skilled employees are also a challenge. An April 2024 New York Times report claimed that most of Tesla’s early Chinese employees now work at competing Chinese firms. In a January Tesla earnings call, Tesla CEO Elon Musk said “The Chinese car companies are the most competitive car companies in the world. . . . Frankly, I think if there are not trade barriers established, they will pretty much demolish most other companies in the world.” The point here is not to suggest with unwarranted certainty that export controls would have definitively prevented China’s rise in the solar and EV industries. Rather, it is to caution the reader against relying too heavily on cursory anecdotal evidence to reach conclusions about when export controls do or do not work and what the counterfactual outcome would have been if export controls were or were not applied. Much depends upon the state of the global market landscape, the complexity of the controlled technology, the current technological sophistication of the targeted country, the design of the export control regulations, and the robustness of the controls’ implementation and enforcement. Only a detailed analysis can hope to reach anything approaching insight. 3. Semiconductor export controls—as implemented thus far—have in different ways and at different times both helped and hindered Chinese firms. Just as foreign firms have supported Chinese competitor growth in solar cells and EVs in the absence of export controls, so have they done in semiconductor manufacturing. The major semiconductor manufacturing equipment providers all have major service businesses, where, among other things, they train customer companies on how to get the most out of their equipment. Prior to the October 2022 changes in U.S. export controls, this could include assisting with the facility planning, installation, repairs, and operational troubleshooting of equipment as part of advanced chip manufacturing operations. Industry sources told CSIS that this sometimes included contract research and development (R&D) of advanced node semiconductor process technology on behalf of or in partnership with Chinese clients. At least as of November 2024, this is still legal in the case of providing support to Chinese legacy chip manufacturing operations. By contrast, earlier U.S. export controls meaningfully reversed progress in some segments of the Chinese semiconductor sector, such as NAND memory manufacturing and smartphone chip design , though the durability of those setbacks, even if temporary, will depend on many factors. More recent export controls have also made life harder in many ways for Chinese semiconductor equipment firms, who can no longer legally obtain U.S. subcomponents or technical expertise. Thus, it is simply wrong to say that export controls always, in isolation, accelerate Chinese technological indigenization and that making it easier for U.S. firms to export will always slow Chinese indigenization. At the same time, it is unambiguously the case that the United States’ use of semiconductor export controls, beginning with ZTE in April 2018, made a massive impression on both political and corporate leaders in China. Speeches at the time by Chinese leadership, including General Secretary Xi Jinping , indicate that ZTE was viewed as a turning point and justified China’s aggressive pursuit of “self-reliance” in science and technology. Pony Ma, the chairman of Tencent, one of China’s largest technology firms, said in May 2018, “The recent ZTE incident made us see clearly that no matter how advanced our mobile payment is, without mobile devices, without microchips and operating systems, we can’t compete competently.” The evidence goes beyond talk to specific actions. China made significant changes to its semiconductor policy in the years following ZTE, and China’s central government directed local governments to “do everything in their power” to promote the semiconductor sector. Some Chinese companies also took drastic measures to respond after ZTE. For example, Nikkei Asia reported that Yangtze Memory Technologies Corporation (YMTC)—one of China’s most advanced semiconductor manufacturers—began a full-blown de-Americanization campaign in 2019 involving the full-time work of more than 800 staff (both YMTC and its suppliers). This included the establishment of multiple new major partnerships with domestic Chinese equipment producers. Of note, at the time when YMTC began this de-Americanization initiative, no significant U.S. export controls applied to the company. YMTC began their work based on fear of future controls, not the reality of current ones. Combined, this provides strong evidence that the export controls did increase the desire of both the Chinese government and Chinese companies to increase the capabilities of local semiconductor equipment providers, but that is not the same thing as saying that export controls caused accelerated indigenization, which depends upon more than just desire. 4. The Biden administration’s 2022 export controls strengthened a policy approach to semiconductor equipment controls that began in 2019 during the first Trump administration. As with chip export controls, the first Trump administration launched the U.S. government’s modern approach to semiconductor manufacturing equipment export controls. According to reporting by Reuters , the U.S. government successfully persuaded the Dutch government in July 2019 to cancel the export license of EUV lithography equipment to SMIC, China’s most advanced logic chip foundry. In December 2020, SMIC was added to the U.S. Department of Commerce’s Entity List, prohibiting the company from buying certain kinds of U.S. equipment, specifically, “items uniquely required for production of semiconductors at advanced technology nodes (10 nanometers and below, including extreme ultraviolet technology).” In October 2022, the Biden administration significantly expanded U.S. export controls on semiconductor manufacturing equipment, including not only Entity List and end-use restrictions but also some country-wide export controls that applied to China as a whole (including a use of the U.S. persons rule). Just as importantly, the Biden administration made some of these controls more multilateral in nature, engaging Japan and the Netherlands to overhaul their export control policies for advanced semiconductor manufacturing equipment. Even though these controls did not entirely align with U.S. controls, this was important to ensure that Dutch and Japanese companies did not provide China with alternative sources for the items that the United States was no longer willing to sell. 5. Chinese semiconductor equipment firms started very small but have grown rapidly. However, this rapid growth occurred both before and after export controls and took place during a period of massive Chinese equipment demand growth. China’s domestic semiconductor manufacturing equipment industry has long been both small and technologically inferior to the global state of the art. To understand the growth trajectory of the Chinese semiconductor manufacturing equipment sector, CSIS gathered market data on how China’s global semiconductor manufacturing equipment market share has changed over time across both supply and demand (see Table 1).

The classic Christmas movie “ Home Alone ” tells the improbable tale of a family who leaves their 8-year-old son home when they embark on a vacation. Yet in the years since the 1990 film was released, viewers have focused on another question — how wealthy was the fictitious McCallister family featured in the movie? The family orders 10 pizzas on the eve of their trip, lives in a house that can sleep 15 people (including extended family) and all fly to Paris for the Christmas holiday . “They’re well off and in a good place financially,” Cody Garrett, a certified financial planner, and owner of Measure Twice Financial in Houston, said of the first impression of the McCallisters’ circumstances. But the family may not be quite as wealthy as they seem, Garrett said. To better understand the details of the McCallister family’s financial circumstances, Garrett recently did a deep dive analysis of the family’s finances from “Home Alone” and “Home Alone 2: Lost in New York,” which debuted in late 1992, and hosted a webinar with around 25 financial planners to discuss financial planning opportunities that arise in the movies. Both movies were shot long before social media made it popular to flaunt personal wealth online. Nevertheless, the lifestyle the McCallister family shows to the world may not necessarily be an indication of their wealth, Garrett said. “There’s a lot of things that are showing that they spent a lot of money, or at least financed a lavish lifestyle to the public,” Garrett said. “But inside their own home, they’re actually maybe a little scared about money.” What the McCallister lifestyle would be worth now What looked lavish more than 30 years ago when the first two movies were shot is now even more luxurious today, thanks in large part to the effects of inflation. The actual five-bedroom, six-bathroom Winnetka, Illinois, home where the movie was filmed was listed for $5.25 million in the spring. Today, it is still under contract, and a final sale price won’t be known until the deal is finalized, according to Zillow spokesperson Matt Kreamer. To buy the house at $5.25 million today would cost approximately $34,000 per month, with principal, interest and property taxes, according to Kreamer. That’s with 20% down and a 7% mortgage rate. To comfortably afford the home, you would need $100,000 per month in income, assuming you’re adhering to an affordability threshold of not spending more than one-third of your income on housing costs, Kreamer said. “It’s a pretty spectacular house, and certainly one of the more famous movie homes that people can instantly recognize,” Kreamer said. In 1990 when the first movie debuted, the home would have likely been worth a little less than $1 million, Kreamer estimates, which is still high for that time. Yet the home may not necessarily point to a high net worth for the McCallister movie family. “I would not be surprised if they don’t have much equity in their house,” Garrett said, given the couple’s stage of life and circumstances. In the films, the McCallisters are also driving what at the time were relatively new cars — a 1986 Buick Electra Estate Wagon and a 1990 Buick LeSabre — each of which would be valued at $40,000 in today’s dollars, according to Garrett’s estimates. While the family is eager to show their wealth — including mother Kate paying in cash for the $122.50 pizza bill while also offering a generous tip — they’re frugal when it comes to the things people don’t see, Garrett said. How the family talks about money can sometimes point to a scarcity mindset, he said. For example, Kate mentions she doesn’t want to waste the family’s milk before they leave on vacation. The family’s lifestyle isn’t paid for all on their own. Peter’s brother, Rob, actually foots the cost of the Paris trip for the family. That airfare would cost around $55,650 today, GoBankingRates recently estimated , with first-class tickets on those Christmas travel dates going for $8,528 each. However, the McCallisters could get the flights for an average of around $25,000, Garrett said based on his recent flight searches. That would still be a significant cost for most families. What financial planning lessons are hidden in the movie Many major details about Kate and Peter McCallister’s finances are not disclosed, including what they do for a living. Nevertheless, the financial planners who evaluated the family’s circumstances saw some holes that could be addressed with planning. On the top of their wish list: proper insurance coverage. Because Kate and Peter McCallister have five children, having enough life and disability insurance should they pass away or become unable to work should be a top priority to ensure their dependents are provided for, according to Garrett. The movie — which includes many slips and falls at the family’s home as 8-year-old Kevin tries to ward off a pair of robbers — also signals a need for an umbrella insurance policy, in case the McCallisters are found liable for injuries or damages that occur. Kate and Peter — who forget or lose their son Kevin in both of the first two “Home Alone” movies — would also be wise to make proper estate planning arrangements in the event they can no longer provide or care for their children. That includes having wills, powers of attorney, advance directives, beneficiary designations, trusts and proper account titling, all kept up to date. The couple should name physical and financial guardians who can care for the children.
