Developers’ body CREDAI has urged the Centre to reconsider the proposal of charging 18% GST on Floor Space Index (FSI) and additional FSI charges to be paid to local authorities for real estate projects. This move would have a substantial incremental impact on project costs, further pushing housing prices up by approximately 10% across various parts of the country thus adversely impacting demand, CREDAI said in a letter to Finance Minister Nirmala Sitharaman. “FSI and additional FSI charges constitute a significant part of the project cost, and the proposal to impose 18% GST on such charges could prove to be counterproductive and act as a deterrent to housing supply and demand, owing to additional financial obligations and increasing housing prices as a direct consequence,” said CREDAI President Boman Irani. “We strongly request and recommend to the government to keep the FSI charges exempt from GST. Any retrospective or prospective charges could destabilise the financial foundations of numerous projects, hampering the ability to facilitate timely possession by developers,” he added. But devices that record electrical signals in cell cultures and other liquid environments often use wires to connect each electrode on the device to its respective amplifier. Because only so many wires can be connected to the device, this restricts the number of recording sites, limiting the information that can be collected from cells. MIT researchers have now developed a biosensing technique that eliminates the need for wires. Instead, tiny, wireless antennas use light to detect minute electrical signals. Small electrical changes in the surrounding liquid environment alter how the antennas scatter the light. Using an array of tiny antennas, each of which is one-hundredth the width of a human hair, the researchers could measure electrical signals exchanged between cells, with extreme spatial resolution. The devices, which are durable enough to continuously record signals for more than 10 hours, could help biologists understand how cells communicate in response to changes in their environment. In the long run, such scientific insights could pave the way for advancements in diagnosis, spur the development of targeted treatments, and enable more precision in the evaluation of new therapies. "Being able to record the electrical activity of cells with high throughput and high resolution remains a real problem. We need to try some innovative ideas and alternate approaches," says Benoît Desbiolles, a former postdoc in the MIT Media Lab and lead author of a paper on the devices . He is joined on the paper by Jad Hanna, a visiting student in the Media Lab; former visiting student Raphael Ausilio; former postdoc Marta J. I. Airaghi Leccardi; Yang Yu, a scientist at Raith America, Inc.; and senior author Deblina Sarkar, the AT&T Career Development Assistant Professor in the Media Lab and MIT Center for Neurobiological Engineering and head of the Nano-Cybernetic Biotrek Lab. The research appears in Science Advances . "Bioelectricity is fundamental to the functioning of cells and different life processes. However, recording such electrical signals precisely has been challenging," says Sarkar. "The organic electro-scattering antennas (OCEANs) we developed enable recording of electrical signals wirelessly with micrometer spatial resolution from thousands of recording sites simultaneously. This can create unprecedented opportunities for understanding fundamental biology and altered signaling in diseased states as well as for screening the effect of different therapeutics to enable novel treatments." Biosensing with light The researchers set out to design a biosensing device that didn't need wires or amplifiers. Such a device would be easier to use for biologists who may not be familiar with electronic instruments. "We wondered if we could make a device that converts the electrical signals to light and then use an optical microscope, the kind that is available in every biology lab, to probe these signals," Desbiolles says. Initially, they used a special polymer called PEDOT:PSS to design nanoscale transducers that incorporated tiny pieces of gold filament. Gold nanoparticles were supposed to scatter the light—a process that would be induced and modulated by the polymer. But the results weren't matching up with their theoretical model. The researchers tried removing the gold and, surprisingly, the results matched the model much more closely. "It turns out we weren't measuring signals from the gold, but from the polymer itself. This was a very surprising but exciting result. We built on that finding to develop organic electro-scattering antennas," he says. The organic electro-scattering antennas, or OCEANs, are composed of PEDOT:PSS. This polymer attracts or repulses positive ions from the surrounding liquid environment when there is electrical activity nearby. This modifies its chemical configuration and electronic structure, altering an optical property known as its refractive index, which changes how it scatters light. When researchers shine light onto the antenna , the intensity of the light it scatters back changes in proportion to the electrical signal present in the liquid. With thousands or even millions of tiny antennas in an array, each only 1 micrometer wide, the researchers can capture the scattered light with an optical microscope and measure electrical signals from cells with high resolution. Because each antenna is an independent sensor, the researchers do not need to pool the contribution of multiple antennas to monitor electrical signals, which is why OCEANs can detect signals with micrometer resolution. Intended for in vitro studies, OCEAN arrays are designed to have cells cultured directly on top of them and put under an optical microscope for analysis. 'Growing' antennas on a chip Key to the devices is the precision with which the researchers can fabricate arrays in the MIT.nano facilities. They start with a glass substrate and deposit layers of conductive, then insulating material on top, each of which is optically transparent. Then they use a focused ion beam to cut hundreds of nanoscale holes into the top layers of the device. This special type of focused ion beam enables high-throughput nanofabrication. "This instrument is basically like a pen where you can etch anything with a 10-nanometer resolution," he says. They submerge the chip in a solution that contains the precursor building blocks for the polymer. By applying an electric current to the solution, that precursor material is attracted into the tiny holes on the chip, and mushroom-shaped antennas "grow" from the bottom up. The entire fabrication process is relatively fast, and the researchers could use this technique to make a chip with millions of antennas. "This technique could be easily adapted so it is fully scalable. The limiting factor is how many antennas we can image at the same time," he says. The researchers optimized the dimensions of the antennas and adjusted parameters, which enabled them to achieve high enough sensitivity to monitor signals with voltages as low as 2.5 millivolts in simulated experiments. Signals sent by neurons for communication are usually around 100 millivolts. "Because we took the time to really dig in and understand the theoretical model behind this process, we can maximize the sensitivity of the antennas," he says. OCEANs also responded to changing signals in only a few milliseconds, enabling them to record electrical signals with fast kinetics. Moving forward, the researchers want to test the devices with real cell cultures. They also want to reshape the antennas so they can penetrate cell membranes, enabling more precise signal detection. In addition, they want to study how OCEANs could be integrated into nanophotonic devices, which manipulate light at the nanoscale for next-generation sensors and optical devices. Hyderabad: Public policy expert Donthi Narasimha Reddy has raised concerns about major irregularities in the agreements and management of Dharani portal, the integrated land records management system. In April, Reddy submitted a detailed report to chief minister A Revanth Reddy, urging a forensic audit and citing misuse and deficiencies in the portal's operations. Reddy flagged issues with the contract between Telangana State Technology Services and IL&FS, the portal's implementation agency. Despite the contract's requirement to follow national standards, Reddy pointed out non-compliance, including the lack of a copyright statement and user-friendly features. He also criticised the absence of blockchain technology, which was promised to prevent unauthorised land alterations. He highlighted specific cases to support his concerns. In 2022, a tahsildar in Raikode mandal, Sangareddy district, allegedly manipulated Dharani records to alter ownership of 27.3 acres. In another instance, Telangana Industrial Infrastructure Corporation was listed as owner of land in Yacharam mandal, raising doubts about the portal's authorisation process. The expert described the power to alter land ownership through Dharani as a mockery of the law and democracy, asserting that the failure to implement blockchain technology had compromised land record integrity. He also questioned the 116 crore contract value for the portal, citing ambiguities in payment terms and concerns about undocumented payments to IL&FS and its affiliates. The study, released Tuesday by the Brennan Center for Justice, looked at 21 states with federally recognized tribal lands that have a population of at least 5,000 and where more than 20% of residents identify as American Indian or Alaska Native. Researchers found that between 2012 and 2022, voter participation in federal elections was 7 percentage points lower in midterms and 15 percentage points lower in presidential elections than among those living off tribal lands in the same states. Earlier studies show voter turnout for communities of color is higher in areas where their ethnic group is the majority, but the latest research found that turnout was the lowest on tribal lands that have a high concentration of Native Americans, the Brennan Center said. “There’s something more intensely happening in Native American communities on tribal land,” said Chelsea Jones, a researcher on the study. Jones said the study suggests some barriers may be insurmountable in predominately Native communities due to a lack of adequate polling places or access to early and mail-in ballots. Many residents on tribal lands have nontraditional addresses, meaning they don't have street names or house numbers, making mail-in voting even more difficult. As a result, many Native American voters rely on P.O. boxes, but the study notes several jurisdictions will not mail ballots to P.O. boxes. Long distances to the polls that do exist on tribal lands and little to no public transportation create additional hurdles for Native American voters. In far-flung Alaska Native villages, polling places sometimes simply don't open if there's no one available to run an election, and severe weather can make absentee voting unreliable, The Associated Press reported last month. “When you think about people who live on tribal lands having to go 30, 60, 100 miles to cast a ballot, that is an extremely limiting predicament to be in," Jones said. "These are really, truly severe barriers.” Additionally, Jones said they found Native American voters were denied the ability to vote using their tribal IDs in several places, including in states where that is legally allowed. All of these roadblocks to the ballot can create a sense of distrust in the system, which could contribute to lower turnout, Jones said. The Brennan Center study also highlights on ongoing issue when it comes to understanding how or why Native Americans vote: a lack of good data. “There are immense data inequities when it comes to studying Native American communities, especially as it pertains to politics," Jones said. Native American communities are often overlooked when it comes to polling data and sometimes when they are included those studies do not reflect broader trends for Indigenous voters, said Stephanie Fryberg, the director of the Research for Indigenous Social Action & Equity Center, which studies systemic inequalities faced by Indigenous people. “Generally speaking, polling is not well positioned to do a good job for Indian Country,” said Fryberg, who is also a professor of psychology at Northwestern University. “There are ideas that are held up as the gold standard about how polling works that don’t work for Indian Country because of where we live, because of how difficult it is to connect to people in our community.” Fryberg, a member of the Tulalip Tribe in Washington State, was one of several Indigenous researchers who denounced a recent exit poll conducted by Edison Research that found 65% of Native American voters who participated said they voted for Donald Trump. The poll only surveyed 229 self-identified Native Americans, a sample size that she said is too small for an accurate reading, and none of the jurisdictions in the poll were on tribal lands. “Right there, you’re already eliminating a powerful perspective,” Fryberg said. The Indigenous Journalists Association labelled that polling data as “highly misleading and irresponsible,” saying it has led “to widespread misinformation.” In a statement to the Associated Press, Edison Research acknowledged that the polling size is small, but said the "goal of the survey is to represent the national electorate and to have enough data to also examine large demographic and geographic subgroups." The survey has a potential sampling margin of error of plus or minus 9%, according to the statement. “Based on all of these factors, this data point from our survey should not be taken as a definitive word on the American Indian vote,” the statement reads. Native Americans are not just part of an ethnic group, they also have political identities that come with being citizens of sovereign nations. Fryberg said allowing those surveyed to self-identify as Native Americans, without follow-up questions about tribal membership and specific Indigenous populations, means that data cannot accurately capture voting trends for those communities. Both Fryberg and Jones said that in order to create better data on and opportunities for Native Americans to vote, researchers and lawmakers would have to meet the specific needs of Indigenous communities. Jones said passage of the Native American Voting Rights Act, a bill that has stalled in Congress, would ensure equitable in-person voting options in every precinct on tribal lands. “This is not an issue that we see across the country,” Jones said. “It’s very specific to tribal lands. The Model Q will supposedly be about 15% smaller and 30% lighter than the Model 3, with an approximate length of 3,988 mm, or 157 inches, which is the length of the standard MINI. The Model 3 is 185 inches long, so chopping almost 30 inches off of it will result in quite a compact car. Whether it will be a sedan, a hatchback, an SUV, or a trucklet is unknown. The battery will likely be smaller to match the car’s smaller size, which will also help reduce the price. Range estimates are too speculative to even talk about at this point. Tesla is expected to offer two models — a single-motor RWD model and a long-range, dual-motor AWD variant. The lower trim level will include a 53 kWh lithium-iron-phosphate (LFP) battery, while the AWD version is expected to include a 75 kWh LFP battery. The report says that the vehicle will be able to travel up to 500 km (310 miles) on a single charge, but it’s not clear whether this will be for the more efficient RWD version or the AWD variant.
