Born on September 26, 1932, in Gah, Punjab , British India (now in Pakistan ), Dr. Singh overcame early personal tragedies. Losing his mother at a young age, he was raised by his paternal grandmother, with whom he shared a close bond. Manmohan Singh graduated from Punjab University in 1952 with a Bachelor of Arts in Economics and followed it with a Master’s degree in 1954. In the University of Cambridge Singh earned a First Class Honours degree in Economics in 1957. In 1962, he completed his D.Phil. from Nuffield College, Oxford. Dr. Singh also contributed to academia, teaching at the United Nations Conference on Trade and Development (UNCTAD), the Delhi School of Economics, and Punjab University. In 1958, Dr. Singh married Gursharan Kaur. The couple had three daughters: Upinder Singh, a historian and professor at Ashoka University; Daman Singh, an author and rural development expert; and Amrit Singh, a staff attorney at the American Civil Liberties Union in the United States. A gate has been installed at the club’s entrance and a long driveway leads to a grand turnaround that sweeps you past a new modern clubhouse that’s all right angles, with floor-to-ceiling glass. Seconds after you exit your car, valets are zipping up in golf carts, taking your name, then your bags, handing you keys to your own golf cart, and then zipping off to drop your luggage in the four-bedroom cottage where you’ll stay. A short walk past an expansive putting green you’ll find the pro shop — and then you’ll see the club’s most elegant feature: its golf course. The changes have all come about because Dormie Club was acquired in 2017 by the Dormie Network, a national group that owns seven private golf facilities from Nebraska to New Jersey. (“Dormie” is a word for being ahead in golf — the names were coincidences.) A key to the network’s success has been its ability to find clubs ripe for acquisition, with outstanding golf courses and existing on-site lodging or the room to build it, says Zach Peed, president of the company and its driving force. After investing in Arbor Links Golf Club in Nebraska City, Nebraska, in late 2015, Peed believed he saw an opening in the golf market: a new model of hospitality for traveling professionals who wanted a pure golf experience that eschewed the pools and pickleball courts of their home clubs. His clubs would become dream golf-only getaways for avid players and their pals. “Dormie Network’s concept was sparked by having played competitive golf in college, combined with an element of experiencing and understanding hospitality,” says Peed. “It made sense to blend the two to create golf trips that had more value than just playing golf. We want genuine hospitality to help create unforgettable memories and new friendships.” Part of that formula has been in the lodging strategy; in North Carolina, 15 four-bedroom cottages now are a short golf cart ride from the main clubhouse. In each, golfers all have their own king-size bed and en suite bathroom. A large common room is dominated by a flatscreen television along with a well-stocked bar and snacks. That ability to be both social, or tucked away in your room, extends to the expansive new clubhouse, where a high-ceilinged bar area with blond wood creates an inviting space for dining and drinking, and several hideaway rooms allow for more private diners with just your group. So far, their commitment to hospitality has been helping them expand in both membership and club usage in the increasingly competitive market for traveling golfers. Major players such as Bandon Dunes, Pinehurst Resort, and the Cabot Collection have created — or renovated — a new paradigm where golfers get dining and lodging that’s as showcase-worthy as the courses they play. Comfortable sheets and options beyond pub food aren’t luxuries anymore, but staples for many group trips. Dormie has answered that call by focusing on both the big details and the small ones, like having the dew wiped off each golf cart at dawn outside guest cottages before the day begins or having a tray of cocktails delivered to golfers as their final putt falls on the 18th green. These touches may seem over-the-top, but they stand out in a world where golf travel is increasingly popular — and expensive — after the pandemic lockdowns. Since 2020 there has been an explosion in participation in the sport, with new golfers picking up the game and avid golfers playing more: According to the National Golf Foundation, a record 531 million rounds were played in 2023, surpassing the high of 529 million set in 2021. Supreme Golf, a public golf booking website, reports in its latest analysis that the average cost of a tee time has increased to $49 in 2024 from $38 in 2019, a 30% increase. Those cost increases are also on par (pun intended) with the costs of private clubs and initiation fees during that same period, where membership rosters that were dwindling pre-COVID now have waitlists 50 to 60 people deep, according to Jason Becker, co-founder and chief executive officer of Golf Life Navigators, which matches homebuyers with golf course communities. “There’s been an absolute run on private golf. If we use southwest Florida as an example, where there are 158 golf communities, this time last November, only five had memberships available,” he said. That inability to find a club close to home has pushed avid golfers to look farther afield, choosing national memberships at clubs that require traveling, usually via plane, to play. Dormie has capitalized on this growing segment, offering two types of memberships: First, a national membership, where members pay an initiation fee and monthly dues just as they would at a local club, but instead of one club they have access to seven. The second option is a signature membership for companies, “which allows businesses to use our properties for entertainment needs and requires a multiyear commitment,” Peed says. The network also offers a limited number of regional memberships for those living within a certain distance of one of its clubs. Dormie Network declined to provide the cost of memberships or monthly dues and wouldn’t give membership numbers, but the clubs are structured to lodge roughly 60 golfers, max, on-site at any given property at any time. The total number of beds across the network’s portfolio of properties has increased from 84 in 2019 to 432 today. It saw a jump from 10,000 room nights in 2019 to 48,000 in 2023. This September, Dormie opened GrayBull in Maxwell, in Nebraska’s, Sandhills region. Dormie Network tabbed David McLay Kidd to build the course, who also built the original course at Oregon’s famed Bandon Dunes. Kidd says of the property GrayBull sits on, “It’s like the Goldilocks thing: not too flat, not too steep. It’s kind of in a bowl that looks inwards, and there are no bad views.” That kind of remote destination, where the long-range views are only Mother Nature or other golf holes, is what drives many traveling golfers these days. Peed says his team leaned on years of knowledge from Dormie’s acquisitions as they built GrayBull, which started construction in 2022. “We had an understanding of how our members and guests use the clubs that allowed us to take a blank canvas in the Sandhills of Nebraska and combine all of the greatest aspects of each Dormie property into one.” ©2024 Bloomberg L.P. Black Friday is normally the perfect time to grab yourself a new graphics card. There are, after all, Black Friday graphics card deals out there for practically every GPU of the current generation. And some of them are mighty tempting, especially if you've been using the same one for a good few years. For example, Nvidia's GeForce GTX 10-series spawned the amazing GTX 1080 Ti and while it's still pretty potent today, it lacks all the fancy ray tracing hardware and DLSS technology in the latest RTX models. However, we're not far off seeing a new generation of GPUs from AMD, Intel, and Nvidia. The first and last are expected to showcase RDNA 4 and Blackwell at CES in January, and it's rumored that Intel will try to get the jump on them with a Battlemage launch in December. So, knowing that, should you hold fire on whizzing out your wallet or are there still GPUs in the Black Friday sales that are worth considering? Well, on that allow me to assist. Two reasons: (1) GPU vendors tend to announce and then release their higher-end models first, with the more budget-friendly offerings coming much later; (2) the RX 6650 XT is a pokey little GPU for very little money. Make no mistake, this Radeon is very much a budget 1080p graphics card but if you've been chugging along with something like a Radeon RX 480 or a GeForce GTX 1060 , it'll blow them out of the water. Not that you should ever have your gaming PC in water, of course. Think of it as a slightly slower RX 7600 but a good $40 cheaper, then you'll be right as rain. The newer RDNA 3 card does have better ray tracing performance but you're not going to be using that with a budget GPU, nor are you going to miss out on the dual-issue FP32 shaders. AMD is unlikely to announce a really cheap RDNA 4 GPU at CES so if you are looking for a very cost-effective upgrade for your gaming PC, the RX 6650 XT is the ideal choice. But good deals can now be found and we'll happily take a substantial discount on this high-end GPU. The Radeon RX 7900 XTX is stupidly fast and there are plenty of good cooling designs for this card, including this one. RX 7900 XTX price check: Walmart $819.99 | Best Buy $829.99 | Amazon $859.99 You're probably thinking I've totally lost the plot suggesting that you should buy AMD's current top dog in its gaming GPU portfolio, but hear me out. The next generation of Radeon graphics cards is generally expected to include no 'halo models' like the RX 7900 XTX , with Team Red focusing heavily on the mid-range sector to improve its bottom line. That means there's a very good chance that you won't see a 24 GB RDNA 4 card any time soon, if ever. All that sweet, sweet VRAM means you're not going to hit any kind of memory issues in your games for a very long time and while the 7900 XTX doesn't have the ray tracing grunt of an equivalent GeForce RTX, it's still pretty good. Admittedly, that amount of VRAM is somewhat wasted in games but if you like to do a spot of AI shenanigans or memory-hungry content creation, then it's a much cheaper bet than Nvidia's 24 GB offerings. It's more expensive than an RTX 4070 Ti Super but it notably outperforms it, when you leave ray tracing disabled. And at $820, it significantly undercuts the RTX 4080 Super . In short, it's a hell of a lot of GPU for the money. Of course, it's still a lot of money and I dare say there's a chance that there will be an RDNA 4 card that's just as fast in certain games (or have better ray tracing chops). But I have to admit that I have a bit of a soft spot for AMD's behemoth. Buy one while you can still get a monstrous Radeon. RTX 4060 Gigabyte RTX 4060 | 8 GB GDDR6 | 3,072 shaders | 2,565 MHz boost | $319.99 $284.97 at Amazon (save $35.02) If you must have Ada Lovelace, Nvidia's latest gaming architecture, the cheapest way in is this RTX 4060. Faster than the RTX 3060 but the price suggests it should have been better. You do get the full DLSS 3.5 suite, though, and it's pretty decent at encoding video for streaming. Nevertheless, we prefer AMD's RX 7600 or last-gen RX 6700. RTX 4060 price check: Newegg $289.99 | Walmart $299.99 | Best Buy $294.99 With Nvidia expected to announce its next generation of GeForce graphic cards at CES in January , you're probably best off waiting to see what the new lineup of Blackwell-powered models are like. But if you don't want to wait or you're of the opinion that the RTX 50-series is going to be very expensive, then there are only two out of the current RTX 40-series that I think are worth buying in the Black Friday sales. I'm not suggesting the rest are rubbish—far from it—it's just that, as with AMD, we're not going to see a budget Blackwell until we're well into 2025. The cheapest of all the current Ada Lovelace offerings is, of course, the little RTX 4060 . Mind you, this triple-fan monster from Gigabyte is hardly what you call little. Still, you should have any problems with keeping it cool, that's for sure. One could argue that there's no such thing as a bad GPU, just a bad GPU price. And in the case of the RTX 4060, it's very much the latter. It's a perfectly decent entry-level graphics card, packing all the features of its larger brethren, bar VRAM. 👉 We're curating the best Black Friday PC gaming deals right here 👈 There's much argument to be found on the interwebs about how 8 GB of VRAM just isn't enough these days, and such claims are typically backed up with performance figures of cards tanking out their frame rate because they're bouncing off a VRAM limit. That's actually a fault of the game, not the card, as it's perfectly possible to have a memory management system in games properly track how much VRAM is available and not try to exceed it. Anyway, for me, the RTX 4060's best feature is DLSS. The combined AI-powered upscaling, frame generation, and ray tracing denoiser is a remarkable collection of technology and in the right game, it can turn a sluggish grind into a whirling flurry of frame rates with nary a visual glitch to be found. Pitch an RTX 4060 against a GTX 1060 and the fight will be over before the game has even loaded. RTX 4070 MSI Ventus RTX 4070 12G OC | 12 GB GDDR6X | 5,888 shaders | 2,505 MHz boost | $576.99 $469.99 at Newegg (save $107 after rebate) The RTX 4070 is a popular card and can be difficult to find at a discount, but it's important to remember that this price is way cheaper than it was at launch. You're getting nearly RTX 3080 performance but with all those nice RTX 40 features. This model uses the traditional 8-pin PCIe power connector, rather than the new 12VHPWR one, which makes it far easier to install as an upgrade. RTX 4070 price check: Best Buy $499.99 | Walmart $499.99 | Amazon $534.99 Yes, that's right—the RTX 4070 . Not the Super, nor the Ti Super. And you can forget about the 4080s and 4090s, too. This is the one that's worth your pennies. And my reason is simple: It's a surprisingly capable GPU and not just 'for the money'. I have two in my office and I'm frequently impressed by how well they cope with today's biggest games. We're taking RTX 3080 levels of pixel pushing, but with a much lower power consumption and you get the full DLSS package to boot. And at $470, a good $120 lower than its ridiculous launch price, it's a great deal too. Sure, the RTX 4070 Super is a better GPU but it's over $100 more expensive. I can't see Nvidia releasing a Blackwell card at this price that will give the 4070 a good thrashing. I've already argued my case for 8 GB of VRAM not being as much of a problem as some folks make it out to be but if you don't believe me, or you want a new graphics card that will last for many years, then the 12 GB here should ease those doubts. Intel? It can't have passed you by that I've not recommended any Intel graphics cards. Well, it's not because they're overpriced, as you can pick up an Arc A770 (the best of the Alchemist bunch) for just $230 at Newegg . The problem with all the Arc GPUs is that their performance is inconsistent and unpredictable. They'll work fine in some games and then awful in others. That's partly down to drivers but it's mostly because the architecture isn't as finely honed or as suitable for gaming as AMD and Nvidia's. Fortunately, it's expected that Intel will showcase Battlemage, the next generation of Arc graphic cards, in December and while they won't be as cheap as the current gen, they're surely going to be better performing. We'll let you know what they're like as soon as find out.

He claims Panama is imposing “ridiculous” fees on ships passing through this vital waterway connecting the Atlantic and Pacific Oceans. The Panama Canal is a man-made waterway that cuts through central Panama for 51 miles, using a system of locks and reservoirs to connect the Atlantic and Pacific Oceans. This route saves ships from traveling an extra 7,000 miles around South America’s Cape Horn. “The Panama Canal is considered a VITAL National Asset for the United States, due to its critical role to America’s Economy and National Security,” Trump said on Truth Social on Dec. 21. “The fees being charged by Panama are ridiculous, especially knowing the extraordinary generosity that has been bestowed to Panama by the U.S. This complete ‘rip-off’ of our Country will immediately stop,” he added. Trump repeated these claims during a speech at Turning Point USA’s AmericaFest in Arizona on Dec. 22. “If the principles, both moral and legal, of this magnanimous gesture of giving are not followed, then we will demand that the Panama Canal be returned to the United States of America in full quickly and without question,” he said. Following Trump’s comments, Google search data shows there’s been a spike in searches of people asking which country — the U.S. or Panama — has authority over the Panama Canal. The waterway, which was built by the U.S. in the early 1900s, opened in 1914 and remained under U.S. government control until treaties signed in 1977 by President Jimmy Carter set terms for its eventual transfer to Panama. The two countries jointly operated the canal until December 1999, after which Panama assumed full control. On Dec. 22, in response to Trump’s comments, Panamanian President José Raúl Mulino posted a video on X declaring that “every square meter of the canal belongs to Panama and will continue to belong” to his country. Without mentioning Trump by name, Mulino addressed the president-elect’s complaints over rising fees for ships crossing the canal, saying they are set by experts who take into account operational costs, and supply and demand factors. “The tariffs are not set on a whim,” Mulino said. He noted that Panama has expanded the canal over the years to increase ship traffic “on its own initiative,” and added that shipping fee increases help pay for improvements. “Panamanians may have different views on many issues, but when it comes to our canal, and our sovereignty, we will all unite under our Panamanian flag,” Mulino said. A little over an hour later, Trump responded to Mulino’s remarks on Truth Social, saying: “We’ll see about that!” He also posted a picture of a U.S. flag planted in the canal zone under the phrase, “Welcome to the United States Canal!” The Panama Canal’s history An effort to establish a canal through Panama began with the French in 1880, but financial troubles made the initiative fail after nearly nine years of little progress, according to the Embassy of Panama in the United States . Malaria, yellow fever and other tropical diseases devastated a workforce that was already struggling with especially dangerous terrain and harsh working conditions in the jungle. These conditions eventually cost more than 20,000 lives by some estimates, the U.S. Department of State’s Office of the Historian says on its website . At this time, Panama was a province of Colombia, which refused to ratify a subsequent 1901 treaty licensing U.S. interests to build the Panama Canal. President Theodore Roosevelt responded to Colombia’s refusal by dispatching U.S. warships to Panama’s Atlantic and Pacific coasts. The U.S. also pre-wrote a constitution that would be ready after Panamanian independence, which gave American forces “the right to intervene in any part of Panama, to re-establish public peace and constitutional order.” In part because Colombian troops were unable to traverse harsh jungles, Panama declared an effectively bloodless independence within hours on Nov. 3, 1903. The newly-declared Republic of Panama soon signed the Hay-Bunau-Varilla Treaty of 1903 , which provided the U.S. with a 10-mile wide strip of land for the canal, a one-time $10 million payment to Panama, and an annual annuity of $250,000. The U.S. also agreed to guarantee the independence of Panama, according to the Office of the Historian. After more than a decade of construction, the U.S. finished building the canal on Aug. 15, 1914. Almost immediately, some Panamanians began questioning the validity of U.S. control of the canal, which led to what became known in the country as the “generational struggle” to take it over. The U.S. annulled its right to intervene in Panama in the 1930s. By the 1970s, with its administrative costs sharply increasing, the U.S. government spent years negotiating with Panama to cede control of the waterway. The Carter administration worked with the government of Omar Torrijos, and the two sides eventually decided that their best chance for ratification was to submit two treaties to the U.S. Senate , the “Permanent Neutrality Treaty” and the “Panama Canal Treaty.” The first, which continues in perpetuity, gives the U.S. the right to act to ensure the canal remains open and secure. The second stated that the U.S. would turn over the canal to Panama on Dec. 31, 1999. Both were signed in 1977 and ratified the following year. “At noon on December 31, 1999, Panama took over full operation, administration and maintenance of the Canal, in compliance with the Torrijos-Carter Treaties negotiated with the United States in 1977,” said the Embassy of Panama. “The waterway is now managed by the Panama Canal Authority, an autonomous government entity.” Jorge Luis Quijano, who served as the Panama Canal’s administrator from 2014 to 2019, says the neutrality treaty does give the U.S. the right to act if the canal’s operation is threatened due to military conflict — but not to reassert control. “There’s no clause of any kind in the neutrality agreement that allows for the taking back of the canal,” Quijano told the Associated Press. “Legally, there’s no way, under normal circumstances, to recover territory that was used previously.” Benjamin Gedan, director of the Latin America Program at the Woodrow Wilson International Center for Scholars in Washington, D.C., agrees. “There’s very little wiggle room, absent a second U.S. invasion of Panama, to retake control of the Panama Canal in practical terms,” Gedan said. However, now under the new law the concept of ‘Zero FIR’ has been introduced which means that the aggrieved party can file an FIR in online mode from anywhere. He further added that in the past, even if the court pronounced the judgement to release an accused or the convict, it could not be done as the jailor would do so only when he receives the copy. However, now the moment the judge pronounces the verdict, it will be uploaded on the website and the accused will be able to walk free. This will be done on the E-Prison platform. Prof Dr. Seema Singh, while addressing the gathering stated that under the new law, stringent action will be taken against those who are committing a crime that is against the nation or is detrimental for it. Another dignitary, Amanpreet Pasiji highlighted that the real challenge would be how to implement the new law. Justice Manoj Kumar Ohri, mentioned some of the changes in the new criminal law which includes that the word mental illness has been replaced with unsound mind. He further added that the new law acknowledges the evidence collected through forensic science.
