WINNIPEG - Manitoba Premier Wab Kinew offered condolences Monday to the families affected by two fatal police shootings in the province and spoke to the challenge faced by officers on the front lines. “I want to take the opportunity to thank police officers across this province who go to work and keep us safe each and every day,” Kinew said while at the convention for the Association of Manitoba Municipalities. The night before, a street standoff involving police left one man dead and an officer recovering from a stab wound to the throat. Kinew told reporters no one wants to see a person die after an altercation with police but officers are often tasked with responding to high-risk situations. “Police officers have a difficult job to do, that’s at the best of times, so I support law enforcement,” he said. “When we’re thinking about the holidays and people going to the malls and people going to the shopping areas around the province, people have got to be safe.” Police were called early Sunday evening to the Unicity shopping area in the city’s far west about an officer who had been stabbed in the throat and a suspect who had been shot. Acting police Chief Art Stannard later told reporters that officers had been in the area as part of a retail theft initiative, which sees police work in hot spots in the city that have seen a rise in retail theft and violent crime. Police said the man who was shot was given CPR at the scene before he was taken to hospital, where he was pronounced dead. They said the injured officer was also transported to hospital and treated for his injury. Police declined to provide more details about what happened, including the age or identity of the man killed, noting the case is being reviewed by the police watchdog agency — the Independent Investigation Unit of Manitoba. The agency confirmed it’s investigating the death of the man but did not provide any other details. Videos circulating on social media appear to show a man being shot outside a bus shelter. In a 24-second clip, two police officers tell a person “to put it down” and “to drop it.” The man appears to advance toward the officers and at least one officer begins shooting. It’s not clear in the video whether the man who was shot was holding a weapon. Stannard told reporters Sunday he’s aware of the video and asked the public to avoid rushing to judgment. Coun. Markus Chambers, chair of the Winnipeg Police Board, said Sunday’s incident is tragic for all involved and noted it could renew calls for the board to implement body cameras. “Body-worn cameras likely wouldn’t have resulted in this not happening, but it is a mechanism of looking at the accountability around what happened,” Chambers said. The councillor said the board would be monitoring the rollout of body cameras in RCMP detachments across the province to see if they’re effective. It was the second fatal police shooting in three days. A 17-year-old boy from Norway House Cree Nation was shot and killed by an RCMP officer on Friday. Mounties said they received a report that a man was agitated and armed with an edged weapon in a home on the First Nation, north of Winnipeg. RCMP said the teen was outside with the weapon when officers arrived and, despite numerous orders to drop it, he moved toward them and was shot. CEDAR FALLS — Two teams with dream seasons clashed in the Class 4A State Football Championship game on Thursday night at the UNI-Dome. For Pella, it was a chance to grab a fourth and final state title for their legendary head coach Jay McKinstrey who would be coaching in his final game before retiring after the final whistle. For North Polk, they came in as the last standing undefeated team in 4A and were seeking their first-ever state title. The latter would leave the night celebrating as the Comets would end up coming away with a 24-14 victory. There was an energy in the building as play got underway with both defenses came up with stops on their opening possessions before Pella’s Tyson Barnes would pin North Polk with a great punt going out of bounds at the two yard line. The Comets then began to establish what would be a dominate night at the line of scrimmage. North Polk would go 15-plays and 98 yards over eight minutes with quarterback Nathan Feldmann scrambling right before lowering his shoulder and powering in for a 13-yard TD to start the scoring at 7-0 early in the second quarter. Pella would look for an answer and would get into North Polk territory before stalling out and turning it over on downs. North Polk got to work again on offense with their dynamic backfield duo of Feldmann and running back BJ Tate running behind their big offensive line. The Comets would milk the clock and would be faced with a fourth and one at the Pella five yard line late in the half. The Dutch defense has come big in those moments several times this year but were unable to get the stop as Feldmann called his own number and powered into the endzone for a five-yard TD to push the lead to 14-0 at the half. The good news for Pella was they got the ball to start the second half and would have a chance to make it a one-score game again. The big-play Dutch would strike in just three plays as QB Colin Kerndt found Harrison Mullens on a deep post over the middle with Mullens out-running everyone on his way to an 89-yard touchdown to cut the deficit in half at 14-7. North Polk took the ensuing kickoff back to midfield to set up good starting position for them. They would get to work on the ground again and would punch it in just five plays later with Feldmann tallying his third rushing TD of the night. This one was from five yards out and made it 21-7 late in the third quarter. The Dutch needed to answer back again but would stall out in North Polk territory again, turning it over on downs. The Comets took over with a chance to put a dagger in Pella’s title hopes but the relentless Dutch defense would show up with Bailey Shetterly jumping the passing lane on a screen throw by Feldmann with Shetterly racing the other way for a 39-yard pick-six to all of sudden make it one score game again at 21-14 heading to the fourth quarter. “Our guys have found ways to win this year and I appreciate them so much,” Pella head coach Jay McKinstrey said. “They are a group of kids that are an enjoyable group to be around, that are never going to quit and they are going to play to the very end, win or lose.” Just like they did on their first scoring drive, the North Polk offense would embark on a long, time consuming drive that would see them get to the Pella two yard line. But instead of going for it on fourth down, North Polk would attempt a short 21-yard field goal and put it through to cap off their 14-play, 81 yard drive over eight minutes to make it a two score game again 24-14 with just under nine minutes to go. The pressure turned back to Pella as they needed to score quick and get the ball back again. Kerndt and Emmanuel Diers got a couple of good runs to get near midfield but would face another fourth down. Kerndt would escape a sack before unleashing a deep ball up for grabs into traffic where North Polk’s Brady Cathcart would haul it down for an interception. Time was not on the side of the Dutch as they needed to get a stop quick but the North Polk running game continued to cash in first down after first down before running out the clock and claiming their first state title in program history with a 24-14 win. While the celebrations happened on one side of the field, tears and frustration settled in for the green and white as they would fall one game shy of a fourth state title under McKinstrey. The recent trends for North Polk continued as they rushed for over 300 yards for the fourth time in their last five games and held their opponent to 14 points or less and 250 total yards or less for a sixth straight game. Feldmann finished with 149 total yards and three TDs while Tate had 31 carries for 152 yards. For Pella, Kerndt was 10-of-17 passing for 132 yards with one TD and one interception. Outside of the TD pass to Mullens, Pella’s offense was held to 110 yards on 36 plays. Thursday marked the final game for McKinstrey in his Hall of Fame career leading the Dutch. The long-time head coach was grateful to be able to finish his career with a chance to play for a fourth state title in his sixth finals appearance. "How many times do you actually get to win the state championship or even play in this game,” McKinstrey said. “Very few programs get to be here every year. I'm grateful I got to be in here at least once and we got to be here six times playing for the title. I'm so grateful for that and and hopefully that these young men and all the kids we've coached in the past can look back fondly, remember the relationships, remember some things that they've learned from our football program. We’re a pseudo family during the year and that's what I'll miss when it's all said and done here. Have they asked you to pay some bills or e-transfer funds to the grandkids from their accounts? You aren’t alone. While 70 per cent of Canadians age 65+ use online banking , older adults sometimes rely on people close to them to help with banking tasks. Our research, based on a survey of 42 participants, shows that older adults often share their banking passwords with trusted caregivers because banks have not provided a better way to allow caregivers to help. Most caregivers are well meaning, honest and provide a valuable service to society by helping older adults with their banking. This practice, while convenient, puts older adults at risk for financial abuse. It has been estimated that at least 6.8 per cent of older adults have experienced financial abuse globally. The need for better banking It is important to help older adults age in place, meaning providing them with the ability to live independently and comfortably in their own homes as they grow older. Support with banking tasks is a critical component of this. A 2019 survey found that 20 per cent of Canadians bank on behalf of someone else. Banks offer two mechanisms to enable caregivers to bank for older adults: trustee accounts and joint accounts. Trustee accounts are appropriate when older adults lack decision-making capacity. A financial power of attorney gains complete control over the older adult’s accounts. However, this is not suitable for independent older adults who only need occasional support with banking. Joint accounts require adding a caregiver as a legal account holder. This is commonly set up for adult children of older adults. With joint accounts, each person has their own login credentials so the older adult doesn’t have to share their password with the caregiver and the bank can see who makes each transaction. Joint accounts are helpful in the event the older adult passes on — they allow the caregiver to pay bills and funeral expenses without having to jump through legal hoops. However, joint accounts can be problematic because they assume joint ownership of assets , which means a caregiver could misuse these assets . In such cases, there is no protection or recourse for the older adult. Older adults may be unlikely to report such situations if they are dependent on the caregiver for support. In addition, not all older adults have an adult child or other close family member, so joint accounts are sometimes inappropriate. Risks of password sharing Our survey study and interview study both showed that older adults often share their banking passwords with their caregivers so they can pay bills, monitor balances, transfer funds or send e-transfers. Password sharing can be problematic for a host of reasons. First and foremost, it puts the older adult at risk of financial abuse. Password sharing can open the door for caregivers to take extra money for themselves or use the older adult’s accounts to pay their own bills . When an older adult shares their password, a bank can’t tell whether it’s the older adult making transactions or their caregiver. This makes it more difficult for banks to detect fraudulent activity. Password sharing also has privacy issues. Caregivers can see past transactions, and they can see how much money the older adult has in other accounts. Research has also shown that password reuse is common . A shared banking password may inadvertently also give caregivers unintended access to the older adult’s email, online shopping or social media accounts . The Canada Revenue Agency allows people to login to their CRA My Accounts by authorizing through their bank , so password sharing can also give caregivers the ability to redirect an older adult’s tax refunds and benefits. Our research also shows that bank password sharing makes caregivers feel uncomfortable and illegitimate as though they are impersonating the older adult just to help with banking tasks. Proxy accounts could help Banks could support older adults and their caregivers by implementing proxy accounts. These are lightweight delegation accounts that allow someone to officially do banking on behalf of someone else. We conducted an interview study with older adults and caregivers and all 21 participants who tried out our prototype of a proxy bank account were positive, with many of them asking how they can sign up for one. Proxy accounts give caregivers their own login credentials, which means banks and older adults can track what transactions their proxies make. This setup allows older adults to keep their banking passwords private. Proxy accounts place limits on what proxies can see. For example, a caregiver might only have access to a chequing account, but not savings or retirement accounts. Proxy accounts also offer limits on what a proxy can do, such as only paying bills to existing payees or only sending e-transfers up to $200. Proxy accounts enable older adults to get the help they need while protecting their privacy and their financial assets. They provide caregivers with legitimacy and accountability so they don’t have to impersonate an older adult just to help pay some bills. The technology to support proxy accounts is straightforward, but these accounts are not currently offered by banks or credit unions in Canada.
