At its November 18 meeting, Sarnia City Council approved amendments to a zoning by-law to permit the development of a three-storey affordable housing project on Kathleen Avenue, just west of Indian Road. The current bylaw requires 75 parking spaces for the project, which includes 50 one-bedroom units and a 120-square-meter office space. However, only 31 parking spaces are proposed. City staff reviewed the motion in the context of the Provincial Planning Statement, Lambton County, and City Official Plans and deemed it appropriate. The Provincial Planning Statement supports the achievement of complete communities and requires municipalities to permit and facilitate a range of housing options that address the social, health, economic, and well-being requirements of current and future residents. Councillor Terry Burell inquired whether a study had been conducted on parking demand in similar units. Jordan Fohkens, a planning consultant for the project, stated that the County of Lambton already owns and manages several apartment properties with similar parking rates to those being proposed, which he believes are justified. The six-foot-six, 185-pound guard from Toronto averaged 24.0 points, 6.6 rebounds, 2.6 assists and 35.1 minutes in 11 games (all starts) this season with the Long Island Nets, the G League affiliate of the Brooklyn Nets. The Canadian PressLara Adejoro The Coordinating Minister of Health and Social Welfare, Prof Muhammad Pate, has announced that no fewer than 70 new healthcare manufacturing companies with robust projects are set to execute 22 large-scale initiatives in Nigeria. Pate disclosed this in a message posted on his X handle on Friday. He also revealed that more than 10 value chain verticals have been established within the country, highlighting that these milestones align with President Bola Tinubu’s commitment to transforming the health sector from a consumption-driven model to one that creates jobs and enhances economic value. In October 2023, President Tinubu launched the Presidential Initiative to Unlock the Healthcare Value Chain and appointed Dr Abdu Mukhtar as the National Coordinator. The initiative aims to increase the local manufacturing of pharmaceutical products to at least 70 per cent of national consumption by 2030 and expand the workforce in the life sciences manufacturing sub-sector to at least 50,000 full-time employees from the current estimated 20,000, among other objectives. Since the initiative’s establishment, Pate noted that the President has signed an executive order to stimulate domestic production of pharmaceuticals, test kits, medical textiles, and consumables. “While it is important to acknowledge that some initial implementation challenges occurred, these have now been collaboratively resolved with all key stakeholders. I am pleased to report that this policy is now positioned to achieve its intended objectives,” Pate stated. He highlighted substantial progress, including securing investment commitments. “To date, we have a line of sight to significant investments, including financing from the European Investment Bank and a $1 billion Memorandum of Understanding with Afreximbank to support both incoming and domestic manufacturers in the health and life sciences sectors.” Pate added that the Presidential Initiative has inspired five development finance institutions to collaborate on dedicated financing platforms to unlock Nigeria’s healthcare value chain. He also noted that over 70 healthcare manufacturing companies with solid business cases are in active discussions to execute 22 large-scale projects. “More than 10 value chain verticals have been established in-country, including the manufacturing of rapid diagnostic test kits. This effort is exemplified by our MoU with South Africa-based Abbott Diagnostics, which is already producing in Lagos,” he said. NEW YORK (AP) — U.S. stocks tiptoed to more records amid a mixed Tuesday of trading, tacking a touch more onto what’s already been a stellar year so far. The S&P 500 edged up by 2 points, or less than 0.1%, to set an all-time high for the 55th time this year. It’s climbed in 10 of the last 11 days and is on track for one of its best years since the turn of the millennium. The Dow Jones Industrial Average slipped 76 points, or 0.2%, while the Nasdaq composite added 0.4% to its own record set a day earlier. AT&T rose 4.6% after it boosted its profit forecast for the year. It also announced a $10 billion plan to send cash to its investors by buying back its own stock, while saying it expects to authorize another $10 billion of repurchases in 2027. On the losing end of Wall Street was U.S. Steel, which fell 8%. President-elect Donald Trump reiterated on social media that he would not let Japan’s Nippon Steel take over the iconic Pennsylvania steelmaker. Nippon Steel announced plans last December to buy the Pittsburgh-based steel producer for $14.1 billion in cash, raising concerns about what the transaction could mean for unionized workers, supply chains and U.S. national security. PHILADELPHIA — Former Eagles running back Wendell Smallwood Jr. is facing federal charges for allegedly defrauding COVID-19 relief programs and the Internal Revenue Service in schemes that prosecutors say resulted in hundreds of thousands of dollars in fraudulently obtained payments. Federal prosecutors in Delaware charged Smallwood last month with felony counts of wire fraud, conspiracy to commit wire fraud and conspiracy to defraud the IRS. Prosecutors allege Smallwood received more than $46,000 in fraudulent loan proceeds from the Economic Injury Disaster Loan program, which was designed to provide low-interest financing to small businesses during the pandemic. Between May 2020 and June 2021, Smallwood applied multiple times to the program using what prosecutors described as “defunct or recently registered businesses” and provided false information about their operations. As a result, the Small Business Administration, which ran the program, approved loans of $15,500 and $30,900 for Smallwood-owned businesses. The loans were allegedly not used for business expenses. Instead, Smallwood used them to fund checks and transferred the money to personal checking accounts, court documents state. Prosecutors also accused Smallwood of conspiring with another individual, who was not named in court documents, to fraudulently apply for the Paycheck Protection Program (PPP) using the names of 13 different people between March and May 2021. The PPP was designed to help small businesses through forgivable loans intended for expenses such as payroll and utilities. Smallwood and his unnamed conspirator allegedly submitted fraudulent applications that resulted in more than $269,000 in payouts. According to prosecutors, Smallwood received kickback payments of $4,000 to $12,000 from the individuals named in the applications. Prosecutors further alleged that Smallwood “recruited individual tax filers” for the tax years 2021 and 2022 as part of a conspiracy that led to fraudulent tax refunds from the IRS totaling more than $110,000. Prosecutors claim Smallwood prepared at least 10 tax forms on behalf of others, providing false information about their income and employers. Smallwood has not yet entered a plea, though court documents state he has informed the court of his intent to plead guilty at a hearing scheduled for Dec. 20. An attorney representing Smallwood declined to comment. The charges carry a maximum sentence of 50 years in prison and fines of up to $750,000, according to court documents. A Delaware native, Smallwood joined the Eagles as a fifth-round pick in 2016, spending three seasons with the team before joining the Washington Commanders following the Eagles’ 2018 season.
