Singh was pitchforked into leading the world’s largest democracy in 2004 by the shock decision of Congress leader Sonia Gandhi to turn down the role after leading the party to an upset win over the ruling Hindu nationalists. He oversaw an economic boom in Asia’s fourth-largest economy in his first term, although slowing growth in later years marred his second stint. Known as “Mr Clean”, Singh nonetheless saw his image tarnished during his decade-long tenure when a series of corruption cases became public. As finance minister in the early 1990s, he was hailed at home and abroad for initiating big-bang reforms that opened India’s inward-looking economy to the world. Known as a loyalist to the Gandhi political dynasty, Singh studied economics to find a way to eradicate poverty in the vast nation and never held elected office before becoming PM. But he deftly managed the rough and tumble of Indian politics — even though many said Sonia Gandhi, the Italian-born widow of the assassinated Rajiv Gandhi, was the power behind the throne. – Streetlight studying – Born in 1932 in the mud-house village of Gah in what is now Pakistan, Singh moved to the holy Sikh city of Amritsar as a teenager around the time the subcontinent was split at the end of British rule into mainly Hindu India and Muslim Pakistan. His father was a dry-fruit seller in Amritsar, and he had nine brothers and sisters. He was so determined to get an education he would study at night under streetlights because it was too noisy at home, his brother Surjit Singh told AFP in 2004. “Our father always used to say Manmohan will be the prime minister of India since he stuck out among the 10 children,” said Singh. “He always had his nose in a book.” Singh won scholarships to attend both Cambridge, where he obtained a first in economics, and Oxford, where he completed his PhD. He worked in a string of senior civil posts, served as a central bank governor and also held various jobs with global agencies such as the United Nations. Singh was tapped in 1991 by then Congress prime minister P.V. Narasimha Rao to reel India back from the worst financial crisis in its modern history — currency reserves had sunk so low the country was on the brink of defaulting on foreign loans. Singh unleashed sweeping change that broke sharply with India’s Soviet-style state-directed economy. – ‘History will be kinder’ – In his first term he steered the economy through a period of nine-percent growth, lending the country the international clout it had long sought. He also sealed a landmark nuclear deal with the US that he said would help India meet its growing energy needs. But by 2008 there was growing disquiet among the ruling alliance’s left-leaning parties about the pact, while high inflation — notably food and fuel prices — hit India’s poor hard. Still, voters remained drawn to his calm, pragmatic persona, and in 2009 Congress steered its alliance to a second term. Singh vowed to step up financial reforms to drive economic growth, but he came under increasing fire from critics who said he had done nothing to stop a string of corruption scandals on his watch. Several months before the 2014 elections, Singh said he would retire after the polls, with Sonia Gandhi’s son Rahul earmarked to take his place if Congress won. But Congress crashed to its worst-ever result at that time as the Hindu-nationalist Bharatiya Janata Party, led by Narendra Modi, won a landslide. More recently, an unflattering book by a former aide titled “The Accidental Prime Minister” portrayed him as timid and controlled by Sonia Gandhi. Singh — who said historians would be kinder to him than contemporary detractors — became a vocal critic of Modi’s economic policies, and more recently warned about the risks that rising communal tensions posed to India’s democracy. A Vancouver man was arrested and charged with second-degree murder in connection to the historical stabbing death of Christopher Smith. In the early hours of April 12, 1996, Smith was stabbed on the Portage Bridge between Ottawa and Gatineau. In a review of the cold case, police used advanced DNA testing to lay charges in the 22-year-old’s death. Lawrence Diehl, 73, was arrested in Vancouver on Dec. 10 and returned to the nation’s capital on Dec. 13. Ottawa police charged Diehl with second-degree murder. According to a press release, officials have been working on the case since 2020 with the RCMP and Toronto Police Service. Police offered a $50,000 reward for any information that led to an arrest. By using DNA testing that includes investigative genetic genealogy, the suspect was identified. This is the first time police in the nation’s capital have used this technology. “Investigative genetic genealogy involves using genetic data from databases to trace potential family lineages as part of criminal investigations,” the press release reads. Ottawa Police Chief, Eric Stubbs thanked the Vancouver Police Service for its assistance. “We will continue to embrace innovative techniques to solve cases, and I commend the members of our Homicide Unit for ensuring that no case is ever forgotten, and no effort is spared,” Stubbs said. “We have spoken to the family of Mr. Smith to advise them of this development in the case.” Investigators are asking anyone with information regarding Diehl and his time in Ottawa to come forward. At the largest fall commencement in Southern New Hampshire University history, living history sat among the graduates. Born November 13, 1934 in Hooksett during the Great Depression, Annette Roberge spent her early years on the family farm on Hackett Hill Road. She graduated from Manchester Central High School in June 1953, marrying later that year to Edmond Roberge. Initially enlisted in the New Hampshire National Guard, Edmond and Annette started their family in Manchester, where they had their first three children: Donna, Patty, and Karen. When Edmond became an active duty servicemember for the U.S. Army, the family began to move every couple of years to a different home, both domestically and internationally. Edward's son was born in Washington D.C., and daughter Michele was born in Germany. But a year-and-a-half after Michele's birth, Edmond was getting offered a special assignment to Vietnam as an Intelligence Officer. While overseas, he was killed in action, leaving Annette a Gold Star widow with five children. "When you've been married for a period of time and all of a sudden you find out that you're the only one, it's like you've just been cut in half," Annette said. "Your other half is no longer there." In order to find more employment opportunities, Annette received assistance through the G.I. Bill to continue her education after Ed's death. She enrolled at what was then New Hampshire College in 1972 to study computer technology and business, attending night and weekend classes with her children in tow. "I would bring my coloring books, and I would be in there coloring while she was taking class," said her youngest daughter, recalling the nights with her mom in the classroom. But enrollment while raising five children on her own was a challenge, and Annette decided to put a pause on her formal pursuit of education. "I had to make sure that the welfare of my children came first," she said. "So, I put my dream on the back bumper." Over the next several decades, Annette found work in the insurance industry, retiring at 72 and re-retiring at 75 after working for several years in the cafeteria with the Manchester School District. The arts, travel, and time with family filled Annette's life in the years following. But for her, there was still unfinished business to attend to. In 2017, Annette reached out to the admissions office with what had then become SNHU to see what was needed to finish her degree. Health issues and the pandemic obstructed her earlier on, until just before her 90th birthday this year, when she decided to renew her status as a student once more. When the admissions office replied, she was surprised by what they found. Not only did she had enough credits to receive her Associate's Degree as far back as 1989, but she had some extra credits as well. For Annette, there was only one thing left to do. "I wanted to get it done because if I start something, I have to finish it," she said. To do exactly that, the now-grandmother of 12 and great-grandmother of 15 was walked up to the stage by her son Saturday morning at SNHU Arena. The mention of her name drew raucous applause, generations of students and families on their feet, witnessing the first-generation graduate mark a milestone, decades in the making. "I'm at a loss for words to describe my feelings right now," she said, when News 9 asked her to share her thoughts on the celebrity-level reception. "It's like you're walking on Cloud Nine." Annette is now considering getting her bachelor's degree online with the extra credits she now has. The entire process, she said, is one others with their own challenges can learn from: never give up on your dreams. "If you really, really want to do something, you'll get there.
