Millions more follow online. “We fully expect for Santa to take flight on Dec. 24 and NORAD will track him,” the U.S.-Canadian agency said in a statement. On any other night, NORAD is scanning the heavens for potential threats, such as last year’s Chinese spy balloon. But on Christmas Eve, volunteers in Colorado Springs, Colorado, are fielding questions like, “When is Santa coming to my house?” and, “Am I on the naughty or nice list?” The endeavor is supported by local and corporate sponsors, who also help shield the tradition from Washington dysfunction. Some grinchy journalists have nitpicked Shoup’s story, questioning whether a misprint or a misdial prompted the boy’s call. In 2014, tech news site Gizmodo cited an International News Service story from Dec. 1, 1955, about a child’s call to Shoup. Published in the Pasadena Independent, the article said the child reversed two digits in the Sears number. “When a childish voice asked COC commander Col. Harry Shoup, if there was a Santa Claus at the North Pole, he answered much more roughly than he should — considering the season: ‘There may be a guy called Santa Claus at the North Pole, but he’s not the one I worry about coming from that direction,'” Shoup said in the brief piece. In 2015, The Atlantic magazine doubted the flood of calls to the secret line, while noting that Shoup had a flair for public relations. Phone calls aside, Shoup was indeed media savvy. In 1986, he told the Scripps Howard News Service that he recognized an opportunity when a staff member drew Santa on the glass map in 1955. A lieutenant colonel promised to have it erased. New Orleans Saints defensive tackle Nathan Shepherd will no longer owe $11,817 for his controversial tackle of Los Angeles Chargers quarterback Justin Herbert in Week 8. The NFL rescinded the fine after Shepherd appealed the penalty, Katherine Terrell reported for ESPN. Shepherd was fined for unnecessary roughness after Chargers players accused him of deliberately attempting to injure Herbert by grabbing his leg after a tackle on Oct. 27. NCC launches initiative to tackle fraudAt least 17 military bases adjacent to Chinese-owned farmland across the US have experienced a rash of drone sightings in recent weeks, The Post has learned. Mysterious drones have been reported near military bases in Hawaii and by installations in Utah, California, Maine and Florida — among other facilities scattered throughout the country. The Post previously identified 19 military bases that lie in close proximity to farmland bought up by Chinese-owned companies — a situation that has worried China analysts, who feared the Communist country would use the land to spy on US military operations. All of those facilities apart from Grand Forks Air Force Base in North Dakota and Joint Base San Antonio-Camp Bullis in Texas had reports of drones either attempting to fly over their bases or nearby, according to local reports. It comes as residents in New York and New Jersey have reported thousands of sightings of unexplained mystery drones in the night skies. House Foreign Affairs Committee Chairman Michael McCaul (R-Texas) said Tuesday he believes some of the unidentified drones are “spy drones” from China. “We need to identify who is behind these drones,” he said. “My judgment based on my experience is that those that are over our military sites are adversarial and most likely are coming from the People’s Republic of China.” In southern California, drones were reported over Marine Corps Base Camp Pendleton in recent days. Spokesman Capt. James C. Sartain told The War Zone that between Dec. 9 and 15, “there were six instances of unmanned aerial systems (UAS)” seen entering the airspace over Camp Pendleton. At the Wright-Patterson Air Force Base in Ohio, officials were forced to shuts its airspace for four hours last week because of concern about the “small unmanned aerial systems,” Bob Purtiman, the chief spokesman for the 88th Air Base Wing, told The Post. In Virginia, drones have been spotted over Virginia Beach, which is about 24 miles from the Naval Station in Norfolk. Meanwhile, in Washington state, mysterious drones were also spotted earlier this week close to the Fort Lewis Army base near Tacoma. Unidentified aircraft have also been reported this month above New Jersey’s Picatinny Arsenal and the state’s Naval Weapons Station Earle — and on Sunday forced the temporary closure of Stewart International Airport in New York near Poughkeepsie. Sources have previously raised their concerns to The Post over Chinese landowners, who are usually linked to, or working on behalf of, the country’s communist government. Morgan Lerette, a former contractor for private military contractor Blackwater, previously told The Post: “The Chinese are, or will, use this farmland to learn more about US military capabilities, movements, and technology. “This will allow them to better understand how to transition their military from a defensive strategy to an expeditionary one.” A report in the Wall Street Journal from September 2023 found Chinese intruders attempted to breach military facilities over 100 times in recent years, including sneaking onto a missile range in New Mexico and scuba divers spotted near a government rocket-launch site in Florida. Menawhile, analysis from the Farm Service Agency of the USDA, Chinese investors owned 349,442 acres of US farmland as of December 31, 2022. Billionaire and Chinese Communist Party member Chen Tianqiao is the second-largest foreign owner of farmland in the US . He bought nearly 200,000 acres of farmland in Oregon in 2015 at about $430 an acre, according to the Land Report . However, his purchase of the acreage did not appear in government records of land ownership by foreign investors when it was first revealed in January, according to the Daily Caller . Chinese holdings total under one percent of foreign-owned agricultural land in the US, per NBC , but its the proximity to critical military installations which raises concerns, critics have charged. Meanwhile, the FBI said this week it has received over 5,000 reports of drones since November, but that less than 100 of them required further probing. The FBI, FAA, Pentagon and Department of Homeland Security have all tried to downplay concerns, and said in a joint statement Monday there was little reason for citizens to worry. “We assess that the sightings to date include a combination of lawful commercial drones, hobbyist drones, and law enforcement drones, as well as manned fixed-wing aircraft, helicopters, and stars mistakenly reported as drones,” the agencies said.

Name a hot topic, and chances are good there’s a new law about it taking effect in 2025 in one state or another. Many of the laws launching in January are a result of legislation passed this year. Others stem from ballot measures approved by voters. Some face legal challenges. Here’s a look at some of the most notable state laws taking effect: California, home to Hollywood and some of the largest technology companies, is seeking to rein in the artificial intelligence industry and put some parameters around social media stars. New laws seek to prevent the use of digital replicas of Hollywood actors and performers without permission and allow the estates of dead performers to sue over unauthorized AI use. Parents who profit from social media posts featuring their children will be required to set aside some earnings for their young influencers. A new law also allows children to sue their parents for failing to do so. New social media restrictions in several states face court challenges. But enforcement is being delayed because of a lawsuit filed by two associations for online companies, with a hearing scheduled for late February. A new Tennessee law also requires parental consent for minors to open accounts on social media. NetChoice, an industry group for online businesses, is challenging the law. Another new state law requires porn websites to verify that visitors are at least 18 years old. But the Free Speech Coalition, a trade association for the adult entertainment industry, has filed a challenge. Several new California measures aimed at combating political deepfakes are also being challenged, including one requiring large social media platforms to remove deceptive content related to elections and another allowing any individual to sue for damages over the use of AI to create fabricated images or videos in political ads . In a first nationally, California will start enforcing a law prohibiting school districts from adopting policies that require staff to notify parents if their children change their gender identification . The law was a priority for Democratic lawmakers who wanted to halt such policies passed by several districts. Many states have passed laws limiting or protecting abortion rights since the U.S. Supreme Court overturned a nationwide right to the procedure in 2022. One of the latest is the Democratic-led state of Delaware. A law there will require the state employee health plan and Medicaid plans for lower-income residents to cover abortions with no deductible , copayments or other cost-sharing requirements. A new Minnesota law prohibits guns with “binary triggers” that allow for more rapid fire, causing a weapon to fire one round when the trigger is pulled and another when it is released. In Delaware, a law adds colleges and universities to a list of school zones where guns are prohibited, with exceptions for those working in their official capacity such as law officers and commissioned security guards. Kentucky is becoming the latest state to let people use marijuana for medical purposes . To apply for a state medical cannabis card, people must get written certification from a medical provider of a qualifying condition, such as cancer, multiple sclerosis, chronic pain, epilepsy, chronic nausea or post-traumatic stress disorder. Nearly four-fifths of U.S. states have now legalized medical marijuana. Minimum wage workers in more than 20 states are due to receive raises in January. The highest minimum wages will be in Washington, California and Connecticut, all of which will top $16 an hour after modest increases. The largest increases are scheduled in Delaware, where the minimum wage will rise by $1.75 to $15 an hour, and in Nebraska, where a ballot measure approved by voters in 2022 will add $1.50 to the current minimum of $12 an hour. Twenty other states still follow the federal minimum wage of $7.25 an hour. In Oregon, using drugs on public transit will be considered a misdemeanor crime of interfering with public transportation. While the measure worked its way through the legislature, multiple transportation officials said drug use on buses and trains, and at transit stops and stations, was making passengers and drivers feel less safe. In Missouri, law enforcement officers have spent the past 16 months issuing warnings to motorists that handheld cellphone use is illegal. Starting with the new year, penalties will kick in: a $150 fine for the first violation, progressing to $500 for third and subsequent offenses and up to 15 years imprisonment if a driver using a cellphone cause an injury or death. But police must notice a primary violation, such as speeding or weaving across lanes, to cite motorists for violating the cellphone law. Montana is the only state that hasn’t banned texting while driving , according to the National Conference of State Legislatures. Tenants in Arizona will no longer have to pay tax on their monthly rent , thanks to the repeal of a law that had allowed cities and towns to impose such taxes. While a victory for renters, the new law is a financial loss for governments. An analysis by Arizona’s nonpartisan Joint Legislative Budget Committee estimated that $230 million would be lost in municipal tax revenue during the first full fiscal year of implementation. Meanwhile Alabama will offer tax credits to businesses that help employees with child care costs. Kansas is eliminating its 2% sales tax on groceries. It also is cutting individual income taxes by dropping the top tax rate, increasing a credit for child care expenses and exempting all Social Security income from taxes, among other things. Taxpayers are expected to save about $320 million a year going forward. An Oklahoma law expands voting privileges to people who have been convicted of felonies but had their sentences discharged or commuted, including commutations for crimes that have been reclassified from felonies to misdemeanors. George Young, an Oklahoma City Democrat, carried the bill in the Senate. “I think it’s very important that people who have gone through trials and tribulations in their life, that we have a system that brings them back and allows them to participate as contributing citizens,” Young said. Kemi Badenoch has said that migrants could lose access to benefits under a future Conservative government as she admitted that her party got it wrong when it was in government. The Tory leader said that the Conservative Party must accept that it made mistakes by allowing migration to hit record levels when it was in office. She said that she shared public anger over the issue and pledged to rebuild trust with voters ahead of the next election as she vowed to learn from past mistakes. In a speech in central London, Badenoch said that the Tories would look at stripping migrants of access to benefits and public services. “We have to look after the people who are in this country, the British citizens, first,” she said. “Our welfare system is not an international welfare system and we have organised it in such a way that other people are able to take advantage of it in an unaffordable manner.”Detroit (AP) — China will soon see a massive expansion of electric vehicle battery swapping, as global battery maker CATL said Wednesday it is investing heavily in stations there next year. Battery swapping is not new — but it's had a challenging journey. Adoption of electric vehicles has varied in regions across the globe over the past several years, and that doesn't always bode well for building new infrastructure. While the technology could do well in China, it's uncertain whether it could work in other countries. What is battery swapping? Battery swapping allows EV drivers to pull into a station on a low battery and receive a swapped, fully-charged battery within minutes. An EV has to be equipped with the right technology to receive a swap — and not many models around the world currently have it. Automakers have to buy into the idea, and EV adoption among consumers also has to grow, so that investing in new infrastructure seems worthwhile. Consumers also have to be comfortable not owning their battery. Why could it work in China? China is much further along in adopting EVs than other countries. Not only is it the world's largest auto market, but in July, the country hit a milestone with 50% of new sales electric — and it accounts for most of this year's global EV sales. China supports EV growth through government subsidies and mandates. So it makes more sense for companies to invest in unique EV infrastructure there because that's more likely to be needed. What other attempts at battery swapping have occurred? The most notable example might be Israeli startup Better Place, which tried its hand at swapping in 2007. But the company shut down a few years later after investing a lot of money and coming up against roadblocks with logistics. EV adoption was especially low at the time. Could it work in the United States? Europe? Startup Ample, for example, has a modular battery swapping station that it says can complete a swap in 5 minutes. That’s important as charging time remains a point of concern for prospective EV buyers. Even the fastest fast chargers could take at least 15 minutes for a decent charge. But in the U.S., pure EVs only accounted for 8% of new vehicle sales as of November. Meanwhile Nio, a rival Chinese EV brand, has about 60 swap stations in northern Europe, and the EV adoption is higher there than the U.S., but the same challenges remain. Different automakers put different batteries in their various EV models, so a station would need all of those available if the industry didn't agree to a standardized battery, and not all of those models are out yet in volume. This is something that really needs scale. Swapping could help with EV cost — currently a barrier to adoption for many — because a driver wouldn’t necessarily own the most expensive part of an EV: the battery. Greg Less, director of the University of Michigan Battery Lab, said with proper framing and education, people might like the idea of battery swapping. To him, it's not unlike buying a propane-fueled grill and purchasing a refilled tank every so often. But it would require a rethinking of car ownership. "Where I could see it working is if we went entirely away from vehicle ownership and we went to a use-on-demand model," Less added. “I don’t think we’re there yet.” What vehicle uses might be b est for swapping? Battery swapping might make most sense for ride-sharing or other fleet vehicles. Drivers of buses, taxis, Uber or Lyft vehicles want to spend as much time on the road as possible, transporting customers and making money.
