At 5:57 p.m. Monday the Cass County Sheriff’s Office Dispatch received 911 reports of two individuals who were traveling on an ATV and went through the ice on Blackwater Lake in Woodrow Township, rural Longville. ADVERTISEMENT Their location was calculated using 911 mapping technology. Responders and deputies arrived in the area and located Dylan Wheeler, 20, of Longville, in the water. Wheeler was rescued and transported to shore, where he was treated by emergency medical services personnel for exposure and hypothermia before being transported to a St. Cloud Hospital via a helicopter. Wheeler is expected to make a full recovery, the sheriff's office reported Thursday. The search for Herman continued into Monday evening for but was unsuccessful. Cass County Sheriff Bryan Welk reported Herman's body was located and recovered from Blackwater Lake at 12:55 p.m. Tuesday. The Cass County Sheriff’s Office extended its appreciation for the assisting agencies on this rescue and recovery. The world’s oldest known wild bird has sparked “special joy” among scientists after she laid an egg – her first in four years – at the age of 74. Wisdom, a Laysan albatross, was spotted with the egg and a new partner last week at Midway Atoll National Wildlife Refuge, an island sanctuary located on the far northern end of the Hawaiian archipelago. “She did it again!” the U.S. Fish & Wildlife Service (USFWS) for the Pacific Region exclaimed on social media platform X. Jon Plissner, supervisory wildlife biologist at Wildlife Refuge, said he and his team were “optimistic that the egg will hatch” and that Wisdom would be fit enough to raise another chick. “A special joy,” he called Wisdom’s achievement. A video posted on USFWS’ Facebook page showed Wisdom rubbing her head against her new partner before he sat down to incubate the egg. Biologists spotted Wisdom at Midway Atoll in 2001 with a red band around her leg that they later discovered was placed there by the late renowned ornithologist Chandler Robbins in 1956. USFWS estimates that the bird has produced up to 60 eggs and mothered as many as 30 chicks in her lifetime. So, he says he’s working very hard to get legislation passed out of the U.S. House that would protect victims against intimate deepfake nude images posted without permission. The bill has already been passed by the U.S. Senate. Senator Cruz tells us he’s made a number of requests to House leadership to get it taken care of over the next week. “If they put it up for a vote, it will pass. It will pass overwhelmingly. And the reason it will is because this is good policy and it’s addressing a very real problem,” Sen. Cruz argued on Inside Texas Politics . Known as the “TAKE IT DOWN Act,” and inspired by a teenage victim from Aledo , the bipartisan legislation would protect victims of non-consensual intimate imagery (NCII), both real and deepfake. The legislation would not only make it a felony to post such imagery, but it would also force tech companies to remove the content. “It gives you a legal right to get that garbage taken down,” the Republican told us. If he doesn’t get it across the finish line this year, Sen. Cruz says you can bet they’ll get it passed next year. And now that Republicans control the U.S. Senate 53 – 47, Cruz is in line to become the next chair of the powerful Commerce, Science and Transportation Committee, where he says he’ll continue to focus on creating jobs. On the subject of jobs, the Senator says he’ll continue to support the production of the F-35, built by Lockheed Martin in Fort Worth. That plant is one of the largest employers in North Texas. But I think the F-35 gives us an advantage over every one of our enemies across the globe,” said the Republican. Senator Cruz also doesn’t think NASA, or even part of it, will be privatized anytime soon for many of the same reasons, jobs and national security. The Republican argues that it is wrong to view NASA and commercial space as competing with one another. Cruz says he’s a huge advocate of commercial space, as it’s the only way to get the billions of dollars needed to get back to the Moon and Mars. However, he says that doesn’t change the essential role NASA plays in space exploration. “I think NASA is critically important to our national security. It’s critically important to the country. Johnson Space Center in Houston is massively important, a hugely important employer in Texas,” he said.

His death came after repeated bouts of illness in which images of the increasingly frail former president failed to erase memories of his fierce spirit. Democrat James Earl “Jimmy” Carter Jr swept to power in 1977 with his Trust Me campaign helping to beat Republican president Gerald Ford. Serving as 39th US president from 1977 to 1981, he sought to make government “competent and compassionate” but was ousted by the unstoppable Hollywood appeal of a certain Ronald Reagan. A skilled sportsman, Mr Carter left his home of Plains, Georgia, to join the US Navy, returning later to run his family’s peanut business. A stint in the Georgia senate lit the touchpaper on his political career and he rose to the top of the Democratic movement. But he will also be remembered for a bizarre encounter with a deeply disgruntled opponent. The president was enjoying a relaxing fishing trip near his home town in 1979 when his craft was attacked by a furious swamp rabbit which reportedly swam up to the boat hissing wildly. The press had a field day, with one paper bearing the headline President Attacked By Rabbit. Away from encounters with belligerent bunnies, Mr Carter’s willingness to address politically uncomfortable topics did not diminish with age. He recently said that he would be willing to travel to North Korea for peace talks on behalf of US President Donald Trump. He also famously mounted a ferocious and personal attack on Tony Blair over the Iraq war, weeks before the prime minister left office in June 2007. Mr Carter, who had already denounced George W Bush’s presidency as “the worst in history”, used an interview on BBC radio to condemn Mr Blair for his tight relations with Mr Bush, particularly concerning the Iraq War. Asked how he would characterise Mr Blair’s relationship with Mr Bush, Mr Carter replied: “Abominable. Loyal, blind, apparently subservient. “I think that the almost undeviating support by Great Britain for the ill-advised policies of President Bush in Iraq have been a major tragedy for the world.” Mr Carter was also voluble over the Rhodesia crisis, which was about to end during his presidency. His support for Robert Mugabe at the time generated widespread criticism. He was said to have ignored the warnings of many prominent Zimbabweans, black and white, about what sort of leader Mugabe would be. This was seen by Mr Carter’s critics as “deserving a prominent place among the outrages of the Carter years”. Mr Carter has since said he and his administration had spent more effort and worry on Rhodesia than on the Middle East. He admitted he had supported two revolutionaries in Mugabe and Joshua Nkomo, and with hindsight said later that Mugabe had been “a good leader gone bad”, having at first been “a very enlightened president”. One US commentator wrote: “History will not look kindly on those in the West who insisted on bringing the avowed Marxist Mugabe into the government. “In particular, the Jimmy Carter foreign policy... bears some responsibility for the fate of a small African country with scant connection to American national interests.” In recent years Mr Carter developed a reputation as an international peace negotiator. Mr Carter was dispatched to North Korea in August 2008 to secure the release of US citizen Aijalon Mahli Gomes, who had been sentenced to eight years of hard labour after being found guilty of illegally entering North Korea. He successfully secured the release of Mr Gomes. In 2010 he returned to the White House to greet President Barack Obama and discuss international affairs amid rising tensions on the Korean peninsula. Proving politics runs in the family, in 2013 his grandson Jason, a state senator, announced his bid to become governor in Georgia, where his famous grandfather governed before becoming president. He eventually lost to incumbent Republican Nathan Deal. Fears that Mr Carter’s health was deteriorating were sparked in 2015 when he cut short an election observation visit in Guyana because he was “not feeling well”. It would have been Mr Carter’s 39th trip to personally observe an international election. Three months later, on August 12, he revealed he had cancer which had been diagnosed after he underwent surgery to remove a small mass in his liver. Mr Obama was among the well-wishers hoping for Mr Carter’s full recovery after it was confirmed the cancer had spread widely. Melanoma had been found in his brain and liver, and Mr Carter underwent immunotherapy and radiation therapy, before announcing in March the following year that he no longer needed any treatment. In 2017, Mr Carter was taken to hospital as a precaution, after he became dehydrated at a home-building project in Canada. He was admitted to hospital on multiple occasions in 2019 having had a series of falls, suffering a brain bleed and a broken pelvis, as well as a stint to be treated for a urinary tract infection. Mr Carter spent much of the coronavirus pandemic largely at his home in Georgia, and did not attend Joe Biden’s presidential inauguration in 2021, but extended his “best wishes”. Former first lady Rosalynn Carter, the closest adviser to Mr Carter during his term as US president, died in November 2023. She had been living with dementia and suffering many months of declining health. “Rosalynn was my equal partner in everything I ever accomplished,” Mr Carter said in a statement following her death. “She gave me wise guidance and encouragement when I needed it. The future undoubtedly lies with IT. However, it is alarming that Pakistan’s IT sector faces multiple challenges, ranging from structural reforms, IT infrastructure, policy formulation, and regulations to bottlenecks in providing high-speed internet and facilitating freelancers. Addressing these challenges is an urgent priority for the government of Pakistan. IT infrastructure is the foundation for IT exports and e-commerce. A few years ago, Pakistan ranked as the fourth-largest freelancer market globally, with the potential to become number one. Thousands of IT professionals and young entrepreneurs work as freelancers for international clients, earning valuable foreign exchange for the country. These individuals need encouragement and facilitation at all levels. High-speed internet is crucial for efficient IT operations and unlocking the full potential of freelancers. With adequate support, Pakistan’s freelancers could generate up to $100 billion in revenue within five to ten years. Unfortunately, internet speed often suffers due to cybercrime control mechanisms, commonly referred to as a ‘firewall’ in the security paradigm. Pakistan is still in the process of developing a robust IT infrastructure to attract foreign direct investment (FDI) in the sector. Establishing software technology zones (STZs) and software technology parks (STPs) is essential to boost IT and IT-enabled services. The government must energise and activate entities like the Special Technology Zones Authority (STZA) and the Pakistan Software Export Board (PSEB) to facilitate the IT services sector. The National Incubation Centre (NIC) also needs to play a proactive role in enhancing exports and fostering innovation as a hub for economic growth. Policymakers’ inertia in adopting successful models like the Research Triangle Park in North Carolina (USA), Zhongguancun in Beijing (China), and Kista Science City in Stockholm (Sweden) is baffling. These hubs have produced tech giants like Skype and Spotify. Pakistan must emulate such initiatives to establish itself as an IT hub. The IT sector’s growth is hindered by slow-speed internet, negatively impacting IT services and IT-enabled services exports. Affordable and reliable high-speed internet, state-of-the-art data centres, and uninterrupted power supply are critical to the sector’s promotion. Expanding 5G coverage is also essential for advancing IT. AI is reshaping industrial infrastructure, and its efficiency hinges on high-speed internet. The government should prioritise restoring broadband facilities to help the sector thrive, contributing significantly to export earnings. Innovations in data analytics and blockchain are necessary to enhance exports, but these are currently lacking, which adversely affects the sector’s overall performance. Pakistan is losing its share in the freelancers’ market due to several factors, particularly slow internet speeds. Young IT professionals involved in IT services exports frequently report disruptions caused by unreliable internet connections, which affect their ability to meet deadlines and fulfill orders. Freelancers in Pakistan handle various tasks, including web development, content creation, graphic design, and digital marketing. However, their productivity is hampered by these connectivity issues. While virtual private networks (VPNs) offer some relief, they are not robust or accessible enough to support business needs effectively. Moreover, the cumbersome process of obtaining VPN access adds another layer of difficulty, further impeding IT exports. Immediate action is required to address these challenges. IT and fintech startups also face hurdles due to overly complex regulatory frameworks, which undermine the confidence of aspiring entrepreneurs. Freelancers also struggle to open bank accounts for their export proceeds. While the State Bank of Pakistan (SBP) has made efforts to facilitate this process, many freelancers still resort to opening accounts abroad. This is primarily due to the stringent monitoring of remittances by the SBP, which stems from commitments to the Financial Action Task Force (FATF). Lengthy payment processing times and scrutiny by the Federal Investigation Agency (FIA) further exacerbate these challenges. These obstacles compel many young entrepreneurs to relocate abroad, seeking environments where IT businesses can thrive without bureaucratic hurdles. While there are multiple reasons for the brain drain, the lack of facilitation for IT entrepreneurship is a significant factor. Ensuring ease of doing business within Pakistan is critical to retaining talent and capitalising on the lucrative IT services market, which has the potential to generate billions of dollars. The prime minister’s commitment to increasing IT and IT-enabled services exports to $25 billion within the next five years is commendable. However, the follow-up actions necessary to achieve this target are lacking. The Pakistan Software Houses Association for IT and ITeS (P@SHA) has already identified gaps and deficiencies in the policy framework and its implementation. Addressing these issues is essential to not only meet but surpass the target. With increased facilitation and the removal of excessive taxation, Pakistan can achieve exponential growth in IT exports. The world is advancing rapidly in IT and IT-enabled services and Pakistan must keep pace to capitalise on emerging opportunities. This is especially important as the sector enters a transformative era driven by AI. A robust policy framework and regulations for AI are urgently needed, but Pakistan currently lacks such measures. Data privacy is a fundamental concern in the age of IT and AI, and policymakers must prioritise its protection. While AI represents a monumental achievement in technology, its potential risks must be mitigated through proper regulation. AI should complement human efforts rather than replace them entirely, as is often feared. A balanced approach to AI governance is critical for achieving significant technological milestones while safeguarding human interests. Data privacy and national security require impregnable frameworks and legislation, which are currently absent in Pakistan. Enacting comprehensive data protection laws is imperative to ensure both individual privacy and national security. Pakistan has yet to leverage its most significant resource – its youth – in the field of IT and IT services. With proper training and guidance, young graduates could become key contributors to economic growth. The government should collaborate with private companies and universities to develop this untapped potential. A capable workforce is essential to establish Pakistan as a global IT hub. Private sector involvement is crucial for achieving the desired results in expanding the IT and digital markets. By training a larger number of young freelancers, Pakistan can realise its dream of dominating the global digital economy. The future of the IT sector lies in empowering the next generation of IT experts. Essentially, Pakistan’s IT sector is brimming with potential but faces numerous challenges that hinder its growth and contribution to the economy. High-speed internet, regulatory reforms, data protection, and ease of doing business are essential for unlocking this potential. The government must take immediate and comprehensive steps to address these issues, ensuring that the country does not lose its competitive edge in the global IT market. By prioritising the development of IT infrastructure, facilitating freelancers and startups, and embracing technological innovations, Pakistan can position itself as a leading player in the IT and IT-enabled services sector. But on Christmas Eve, volunteers in Colorado Springs are fielding questions like, “When is Santa coming to my house?” and, “Am I on the naughty or nice list?” “There are screams and giggles and laughter,” said Bob Sommers, 63, a civilian contractor and NORAD volunteer. Sommers often says on the call that everyone must be asleep before Santa arrives, prompting parents to say, “Do you hear what he said? We got to go to bed early.” NORAD’s annual tracking of Santa has endured since the Cold War, predating ugly sweater parties and Mariah Carey classics. The tradition continues regardless of government shutdowns, such as the one in 2018, and this year. Here’s how it began and why the phones keep ringing. It started with a child’s accidental phone call in 1955. The Colorado Springs newspaper printed a Sears advertisement that encouraged children to call Santa, listing a phone number. A boy called. But he reached the Continental Air Defense Command, now NORAD, a joint U.S. and Canadian effort to spot potential enemy attacks. Tensions were growing with the Soviet Union, along with anxieties about nuclear war. Air Force Col. Harry W. Shoup picked up an emergency-only “red phone” and was greeted by a tiny voice that began to recite a Christmas wish list. “He went on a little bit, and he takes a breath, then says, ‘Hey, you’re not Santa,’” Shoup told The Associated Press in 1999. Realizing an explanation would be lost on the youngster, Shoup summoned a deep, jolly voice and replied, “Ho, ho, ho! Yes, I am Santa Claus. Have you been a good boy?” Shoup said he learned from the boy’s mother that Sears mistakenly printed the top-secret number. He hung up, but the phone soon rang again with a young girl reciting her Christmas list. Fifty calls a day followed, he said. In the pre-digital age, the agency used a 60-by-80 foot plexiglass map of North America to track unidentified objects. A staff member jokingly drew Santa and his sleigh over the North Pole. The tradition was born. “Note to the kiddies,” began an AP story from Colorado Springs on Dec. 23, 1955. “Santa Claus Friday was assured safe passage into the United States by the Continental Air Defense Command.” In a likely reference to the Soviets, the article noted that Santa was guarded against possible attack from “those who do not believe in Christmas.” Some grinchy journalists have nitpicked Shoup’s story, questioning whether a misprint or a misdial prompted the boy’s call. In 2014, tech news site Gizmodo cited an International News Service story from Dec. 1, 1955, about a child’s call to Shoup. Published in the Pasadena Independent, the article said the child reversed two digits in the Sears number. “When a childish voice asked COC commander Col. Harry Shoup, if there was a Santa Claus at the North Pole, he answered much more roughly than he should — considering the season: ‘There may be a guy called Santa Claus at the North Pole, but he’s not the one I worry about coming from that direction,’” Shoup said in the brief piece. In 2015, The Atlantic magazine doubted the flood of calls to the secret line, while noting that Shoup had a flair for public relations. Phone calls aside, Shoup was indeed media savvy. In 1986, he told the Scripps Howard News Service that he recognized an opportunity when a staff member drew Santa on the glass map in 1955. A lieutenant colonel promised to have it erased. But Shoup said, “You leave it right there,” and summoned public affairs. Shoup wanted to boost the morale of the troops and the public alike. “Why, it made the military look good — like we’re not all a bunch of snobs who don’t care about Santa Claus,” he said. Shoup died in 2009. The president pardoned Hunter Biden late Sunday evening, reversing his previous pledges with a grant of clemency that covers more than a decade of any federal crimes his son might have committed. The 82-year-old president said in a statement that his son’s prosecution on charges of tax evasion and falsifying a federal weapons purchase form were politically motivated. “He believes in the justice system, but he also believes that politics infected the process and led to a miscarriage of justice,” said White House press secretary Karine Jean-Pierre, who along with Biden and other White House officials insisted for months that Hunter Biden would not get a pardon . That explanation did not satisfy some Democrats, angry that Biden’s reversal could make it harder to take on Trump , who has argued that multiple indictments and one conviction against him were a matter of Biden and Democrats turning the justice system against him. “This is a bad precedent that could be abused by later Presidents and will sadly tarnish his reputation,” Colorado Gov. Jared Polis wrote of Biden on the social media platform X. “When you become President, your role is Pater familias of the nation,” the governor continued, a reference to the president invoking fatherhood in explaining his decision. “Hunter brought the legal trouble he faced on himself, and one can sympathize with his struggles while also acknowledging that no one is above the law, not a President and not a President’s son.” Rep. Addressing the annual City of London event , he will say: “We must continue to back Ukraine and do what it takes to support their self-defence for as long as it takes. “To put Ukraine in the strongest possible position for negotiations so they can secure a just and lasting peace on their terms that guarantees their security, independence – and right to choose their own future.” It comes after President Volodymyr Zelenskyy suggested a ceasefire deal could be agreed if Ukrainian-controlled territory could come under the “NATO umbrella”, amid uncertainty over President-elect Donald Trump’s return to the White House and his plans to end the Ukraine conflict. The Bayside Christmas Carols in the Park held in Brighton on Tuesday night was attended by thousands of families who watched on as police clashed with the youths. Victorian MP James Newbury, who represents Brighton, said officers chased the armed teens who jumped over fences at Dendy Park and fled down nearby Glencairn Ave. Officers made a number of arrests when they caught up to members of the group at the corner of Dacey St, Mr Newbury said. Pictures shared to social media show patrol cars in the streets surrounding the park. The event is run by Bayside Council and started about 5.30pm before a concert at 7.30pm and fireworks at 9.30pm. NEW YORK (AP) — Police don't know who he is, where he is, or why he did it. As the frustrating search for UnitedHealthcare CEO Brian Thompson’s killer got underway for a fifth day Sunday, investigators reckoned with a tantalizing contradiction: They have troves of evidence, but the shooter remains an enigma. One conclusion they are confident of, however: It was a targeted attack , not a random one. They know he ambushed Thompson at 6:44 a.m. Wednesday as the executive arrived at the Hilton for his company’s annual investor conference, using a 9 mm pistol that resembled the guns farmers use to put down animals without causing a loud noise. They know ammunition found near Thompson’s body bore the words “delay,” “deny” and “depose,” mimicking a phrase used by insurance industry critics . The fact that the shooter knew UnitedHealthcare group was holding a conference at the hotel and what route Thompson might take to get there suggested that he could possibly be a disgruntled employee or client, NYPD Chief of Detectives Joseph Kenny said. Over the weekend, police divers were seen searching a pond in Central Park, where the killer fled after the shooting. Officers have been scouring the park for days for any possible clues and found his backpack there Friday. They didn’t immediately reveal what, if anything, it contained but said it would be tested and analyzed. Early Sunday afternoon, police declined to comment on the contents of the backpack, or on the results of the search in the pond, saying no updates were planned. The bag’s apparent manufacturer did not immediately respond to questions from The Associated Press.
