NEW YORK (AP) — More shoppers than ever are on track to use ‘buy now, pay later’ plans this holiday season, as the ability to spread out payments looks attractive at a time when Americans still feel the lingering effect of inflation and already have record-high credit card debt. The data firm Adobe Analytics predicts shoppers will spend 11.4% more this holiday season using buy now, pay later than they did a year ago. The company forecasts shoppers will purchase $18.5 billion worth of goods using the third-party services for the period Nov. 1 to Dec. 31, with $993 million worth of purchases on Cyber Monday alone. Buy now, pay later can be particularly appealing to consumers who have low credit scores or no credit history, such as younger shoppers, because most of the companies providing the service run only soft credit checks and don’t report the loans and payment histories to the credit bureaus, unlike credit card companies. This holiday season, buy now, pay later users can also feel more confident if a transaction goes awry. In May, the CFPB said buy now, pay later company must adhere to other regulations that govern traditional credit, such as providing ways to demand refunds and dispute transactions. To use a buy now, pay later plan, consumers typically sign up with bank account information or a debit or credit card, and agree to pay for purchases in monthly installments, typically over eight weeks or more. The loans are marketed as requiring no or low interest, or only conditional fees, such as for late payment. Klarna, Afterpay and Affirm are three of the biggest buy now, pay later companies. But consumer advocates warn that shoppers who sign up for the payment plans using a credit card can be hit with more interest and fees. That's because individuals open themselves up to interest on the credit card payment, if it's carried month to month, on top of any late fees, interest, or penalties from the buy now, pay later loan itself. Experts advise against using a credit card to pay for these plans for this reason. Consumer watchdogs also say the plans lead consumers to overextend themselves because, for example, not paying full price up front leaves, in the shopper’s mind at least, more money for smaller purchases . They also caution consumers to keep careful track of using multiple buy now, pay later services, as the automatic payments can add up, and there is no central reporting, such as with a credit card statement. “Buy now, pay later can be an innovative tool for purchases you’re going to make anyway,” said Mark Elliott, chief customer officer at financial services company LendingClub. “The challenge is that it does fuel overspending.” For merchants, that’s part of the appeal. Retailers have found that customers are more likely to have bigger cart sizes or to convert from browsing to checking out when buy now, pay later is offered. One report from the Federal Reserve Bank of New York cited research that found customers spend 20% more when buy now, pay later is available. “The reality is that the increased cost-of-living and inflation have put more people in a situation where they’re already relying on revolving credit,” Elliott said. “The psychographics of ‘buy now, pay later’ may be different — people don’t think of it as debt — but it is.” If a consumer misses a payment, they can face fees, interest, or the possibility of being locked out of using the services in the future. Nvidia has become one of the world's most valuable companies thanks to strong demand for its artificial intelligence (AI) server chips from big tech companies like Amazon, Microsoft, and Google. However, one tech giant that is not a major Nvidia customer is Apple, and a new report attempts to explain why this might be. The Information 's Wayne Ma today outlined Apple's historically "bumpy relationship" with Nvidia, but much of the bad blood dates to the 2000s and early 2010s, when Steve Jobs was still CEO and Macs used Nvidia graphics. It is unclear how much these past issues matter today, if at all, and the report acknowledges that Apple's current relationship with Nvidia "isn't entirely acrimonious." Two examples of the companies getting along include Apple's recent collaboration with Nvidia on machine learning research , and Nvidia showcasing the Apple Vision Pro when it announced a new software framework earlier this year. Apple has mostly rented access to Nvidia GPUs through the cloud from companies like Amazon and Microsoft, and it is reportedly developing its own AI server chip as a longer-term solution, but neither of those things prove that Apple still has an "allergy" to Nvidia as the report states. As has been the case for more than a decade, and even more so in recent years, Apple simply wants to develop as many in-house chips and technologies as possible for many reasons, including lower production costs, improved integration between hardware and software, and reduced reliance on external suppliers. So, this seems less about Apple avoiding Nvidia in particular, and more about Apple owning the whole widget in general. This trend has been playing out for many years now. In addition to Apple long designing its own iPhone chips, the company started releasing its own Mac chips in 2020, in a transition away from Intel. Apple's long-rumored 5G modem is expected to begin rolling out in iPhones next year, in a move away from its current supplier Qualcomm. Apple is also reportedly developing its own Wi-Fi and Bluetooth chip , a move that will impact Broadcom. So while Steve Jobs may have once pretended an Nvidia executive was no longer in the room during a meeting, as the report states, it seems most likely that Apple simply has no need to directly purchase GPUs from Nvidia. Apple is clearly fine with renting access to the GPUs from cloud providers until its in-house chip is ready. The report is nevertheless an interesting read, and it reinforces how Jobs was very good at holding a grudge when he was unhappy with a situation.

Amaravati: The Anti-Corruption Bureau (ACB) of Andhra Pradesh on Tuesday registered a case against suspended senior Indian Police Service (IPS) officer N. Sanjay for alleged misuse of funds. The Telugu Desam Party (TDP)-led NDA government earlier ordered an ACB probe against Sanjay who served as the Director General of State Disaster Response and Fire Services and Chief of Crime Investigation Department (CID) under the previous government of YSR Congress Party. The ACB inquiry against him was ordered on the basis of a report by the Vigilance and Enforcement (V&E) Department which looked into the allegations against the IPS officer. The ACB had written to Chief Secretary A. Santhi Kumari seeking permission to initiate action against Sanjay under Section 17 A of the Prevention of Corruption Act. After receiving the approval from the Chief Secretary, the ACB registered a case. Sanjay, who is now the Additional Director General of Police, has been named as accused number one. Sautrika Technologies Infra Private Ltd. and Kritvyap Technologies were listed as accused number two and three respectively. There were allegations that the 1993-batch IPS officer was involved in certain irregularities while serving as Director General of State Disaster Response and Fire Services. The V&E Department reportedly found misuse of funds to the tune of Rs 2 crore. Sanjay had allegedly given a contract to Sautrika Technologies to operate the AGNI-NOC website, mobile app development and operation and supply of 150 tabs. There are allegations that Rs 59.93 lakh were paid to the company without any work. The IPS officer had also allegedly cleared payment of Rs 1.19 crore to Kritvyap Technologies on behalf of CID for organising programmes to create awareness among Dalits and tribals about the SC/ST (Prevention of Atrocities) Act. Sanjay was suspended by the state government on December 4 for alleged violation of conduct rules. The General Administration Department issued an order, placing the former CID Chief under suspension under Rule 3 (1) of All India Services (Discipline & Appeal) Rules, 1969. The IPS officer was directed not to leave the headquarters. During the previous YSR Congress Party government, Sanjay as the CID Chief supervised the probe into the cases related to the Andhra Pradesh Skill Development Corporation scam and alignment of the Amravati Inner Ring Road against the then Leader of Opposition and TDP President N. Chandrababu Naidu. These cases resulted in the arrest of Naidu who spent nearly two months in jail. After Chandrababu Naidu assumed office as the Chief Minister in June following the electoral victory of TDP-led NDA, Sanjay was transferred and he was asked to report at the office of the DGP.
