Municipalities in B.C. are automating key aspects of their workflow in order to achieve planning efficiencies and accelerate approval timelines. In a market defined by limited housing supply and low affordability, cities are embracing technology and artificial intelligence to interact seamlessly with project proponents and speed up much-needed real estate development. With a federal goal of 3.9 million new homes by 2031, and with short-staffed municipalities facing ambitious provincial housing targets, the goal is to make interactions with city hall far more productive and user-friendly. This way, more projects can come to fruition before the passage of time renders them unviable or uneconomical. As the technology becomes more sophisticated, city staff can be redeployed to perform monitoring, verification and other higher-level tasks. “Say you make an application to re-zone a property today from residential to a mixed-use commercial zoning, and we figure you need to upsize your water and your sewer,” explained Ryan Smith, divisional director of planning, development and climate sustainability with City of Kelowna. “Today, we have someone look at the pipe sizes. Someone has to compile it and put it into a memo which gets sent to the developer. We’re working on automating all of that so that the system’s smart enough to go in and check pipe sizes and know what the standard would be, what the pipe size is today, and be able to figure out, ‘Okay, well you need to upsize your water line to this, you need a new sewer line and it’s got to be this,’ and give you a list of the civil-engineering-related improvements to your property.” Digital technology is playing an important role in advancing the City of Vancouver's permitting approval processes. Tools like the Permit Requirements Exploration Tool (PRET), eComply and the 3-3-3-1 dashboard are instrumental in helping the city achieve its goals outlined in the 3-3-3-1 permit approval framework. Vancouver city council adopted the 3-3-3-1 framework at a June 13, 2023 meeting. It includes three days to approve home renovation permits, three weeks for single-family home and townhouse permits, three months for certain multi-family and mid-rise projects, and one year for high-rise or large-scale projects. While the framework will take some time to accomplish, technologies like AI are helping the city get there sooner rather than later. According to a statement provided by city staff, two of the city’s tools, eComply and the 3-3-3-1 dashboard, have used AI-assisted technology. The first, eComply, was developed in partnership with Australia-based Archistar and uses AI-assisted technology to allow applicants to upload drawings and check them against regulations. Meanwhile, the 3-3-3-1 dashboard, which provides an overview of progress toward permitting targets, was supported by AI-assisted technology in its creation. While the tool is still in development and currently available for internal use only, staff said it will eventually be made public. “We remain committed to exploring emerging technologies, including AI, to continuously improve the efficiency, transparency and accessibility of our permitting processes,” said the City of Vancouver’s statement. The City of Kelowna, considered a pioneer in its use of technology, began its journey about five years ago, when a provincially funded grant enabled the city to explore ways to search zoning rules in a more efficient and user-friendly manner. The city pitched the idea to Microsoft Corp., which helped the city implement a chatbot that gives advice on zoning and building-related feedback if members of the public are trying to apply for various types of permits, such as upgrades or infill housing. “How do I apply for a swimming pool permit?” said Smith. “It will walk you through the different things you need to know and try to answer your questions about being able to do that.” Kelowna’s next phase is behind the scenes, where the city is replacing its 30-year-old legacy software with improved tools for processing building-permit and re-zoning applications. “We also needed to get better data out of that system so that we could start making better data-driven decisions related to housing, and track progress related to the Housing Supply Act in B.C., our own housing needs assessment and our housing accelerator fund commitments,” said Smith. The new software program, Cityworks, features a chatbot that guides the making of building permit applications, with everything done online. You won’t need to come into city hall for anything or to drop anything off. The software also enables digital plan checking, and building inspectors can even manage their inspections online. “The thing about AI is, the quality of the information that the municipality feeds into the system is the quality of the information that the user can get out the other side,” said Tegan Smith, CEO of Channel Consulting. “The more that the municipality has an updated official community plan, updated zoning bylaws, updated development permit area requirements and updated infrastructure plans, the more they can leverage AI and chatbots to provide specific feedback to applicants right down to the site level.” Right now, infrastructure such as roads, water and sanitary, is assessed on a site-by-site basis. For example, if a single-family lot is being turned into a six-storey apartment building, there may be a requirement to upgrade a water main to allow for adequate fire flows. Right now, all of that is done by engineering studies specific to the project. This is one reason why infrastructure master plans are critical, she said. “If we are able to develop models that can actually be predictive about the implications on a site level, then we’ve got the key with AI to unlock its full potential.” Today, AI can be used internally by city staff to enhance their workflow and easily consult building, plumbing and electrical codes. It can be used to conduct risk-based building inspections, and can be used to communicate with members of the public during major snow events. ChatGPT can quickly review zoning bylaws and answer whether or not a certain use can be implemented. Tomorrow, AI could be used to make permit approval recommendations, predict market cycles or help optimize the use of public land for affordable housing. It could also make recommendations about how best to re-develop any property based on what’s allowed by the municipality, accompanied by immediate quotes from suitable builders and financiers. In the aggregate, these novel applications could help solve regional and national housing shortages. But AI also has gaps and limitations. For example, coordinated data is needed to ensure you’re measuring apples to apples. Also, AI cannot easily be implemented for planning and development, since there are many more possible journeys with many more variables, necessitating highly complex answers to questions. “While AI can accelerate planning processes and offer fresh insights, its outputs must be combined with other data sources and assessed by professional planners and decision-makers,” said the City of Vancouver in its statement. “Relying solely on AI, or any single source of information, can pose risks when making complex, impactful decisions.” By empowering human decision-makers, redistributing their workflow and training them to interact with and oversee bleeding-edge technologies, precious staff time can be reallocated, scarce resources redistributed and personnel retrained. AI “gets me a lot of the way there because I’m able to have a certain probability of success,” said Smith of Channel Consulting. “I’m able to say it’s probably correct, and then I can go and verify. But you have to actually have the expertise to know what to ask and what to verify. They warn in new forecasts released this week that the economy may stumble in 2025 because of controversial policies promised by President-elect Donald Trump. Economist James Doti, president emeritus at Chapman University, said the economy “still appears to be strong,” even though a long period of declining inflation could reverse course under Trump. A year ago, Doti’s reading of the tea leaves showed “very slow growth” and no recession in 2024. Today, he’s sticking to a similar tale of “slow growth” that now extends through 2025. New to the mix is “some upward pressure” on inflation due to proposed tariffs and mass deportations Trump has vowed to launch after his inauguration in January. Economist Jerry Nickelsburg at UCLA agreed with Doti’s analysis. “The underlying fundamentals of the economy are strong. They have been for some time, which is why we did not say that we were going to have a recession in 2023 or 2022,” said the director of the UCLA Anderson Forecast. “Now, that doesn’t mean that geopolitical events or different policies from Washington that are not in our forecast couldn’t generate a recession. It’s just not in the data right now.” Both economists said Trump is inheriting a strong economy that will grow more slowly than previously forecast while it adjusts to new national economic policies. The clarity of post-presidential election forecasts at Chapman and UCLA are clouded by Trump’s plans to implement several economic policies promised during his 2024 campaign. Among the most controversial policies are new or increased tariffs on the nation’s largest trading partners – including Canada, China and Mexico. Policies also include mass deportations, tax cuts and deregulation. Doti believes Trump’s vow to deport of 500,000 to 1 million undocumented immigrants and 10%-25% tariffs on imported goods could push inflation closer to 3% than the Fed’s desired 2% level. How these policies manifest is not necessarily clear, considering practical, legal and political constraints on implementation, according to Nickelsburg. The UCLA professor of economics said this month’s forecast was one of the most difficult ones he’s ever written, with the exception of a recession prediction four years ago as the COVID-19 pandemic began. “When we did our March forecast in 2020, we had no idea how the pandemic was going to play out, and so there was a great deal of uncertainty then as well as now,” he said. “Economic policy in Washington is changing in a pretty fundamental way, so that increases uncertainty until we get some clarity as to what policies are going to be implemented.” Meanwhile, UCLA predicts a slowdown in interest rate cuts as the federal government grapples with those new policies. Nickelsburg sees the Federal Reserve cutting interest rates by 25 basis points at its board of governors meeting Dec. 18. He expects a pause on cuts until 2026 when the economy has absorbed the impacts of tariffs. The Fed could end up with interest rates hovering between 4% and 4.25% in 2026, he said. Doti has a different take, saying the Fed won’t cut rates in December and will instead take a wait-and-see approach. He expects the central bank will make only two, 25 basis-point cuts in 2025. “The reason we don’t think there’ll be a cut in rates next week is because we still have high inflation (2.7% for the year ended in November 2024), and it’s above the Fed’s target range of 2%, and GDP growth is at 2.8%, and job growth has still been very strong,” Doti said. “Given the Fed’s cautious approach, it’ll hold back on making further cuts.” Growth in gross domestic product, used to measure the nation’s economic health, is expected to fall to 1.4% by the end of 2025 from 2.8% in the 2024’s third quarter, he said. Both economists said the state of housing in California is showing financial strain. On the construction front, residential permits in California are forecast to rise by 12.9% in 2025, despite continuing high mortgage rates, Doti said. He argued that high mortgage rates may indirectly spur new construction. “There is a paucity of resale homes on the market because homeowners don’t want to sell and lose their sweetheart locked-in mortgages,” he said. “That has led to a sharp drop in resale home sales. The dearth of resale homes on the market is buttressing demand for new homes, often available for sale at heavily subsidized financing rates.” Nickelsburg said normalization is slowly returning to the California housing market, but potential construction cost increases due to tariffs and labor shortages could slow that process. “Builders should be responding with new development given existing homes sales are at depression levels,” said Nickelsburg. Both forecasts raised concerns about the jobs picture. Doti sees economic growth in California hampered by population losses, which he blames on the state’s regulatory and tax burdens, which have led people and businesses to leave for cheaper states like Florida and Texas. California’s job growth is forecast to rise 4.6% to 18.2 million in 2025, up from 17.4 million in 2019, but trailing U.S. job growth of 5.9% over the same period. The flight of people from the state also has lowered retail sales tax revenue, prompting some cities to raise sales tax rates in order to replenish budgets left with financial gaps. Data from Chapman showed fewer people are shopping, which translates to less tax revenue for cities. For the year-period that ended June 30, 2024, retail sales fell 4% in Orange County, 2.3% in Los Angeles County, 1.2% in the Inland Empire and 0.8% in San Diego County. For Nickelsburg, the big unknown on jobs will be the mass deportation and tariff policies of the incoming president, and their impact on a wide of industries including agriculture, construction, leisure and hospitality, retail trade and transportation and warehousing industries. Taken together, the deportations and tariffs will raise the prices for many goods and services, and potentially cause product shortages and higher labor costs as jobs go unfilled, he argued. “The uncertainty regarding the future path of unemployment is more elevated than usual because the impact of mass deportations on unemployment is not well understood due to limited empirical research on the subject,” according to Nickelsburg. An Indian actor was on Friday arrested after his appearance at a movie screening allegedly prompted a stampede by fans that crushed a woman to death, police and local media said. Huge crowds had gathered at a theatre in the southern city of Hyderabad on December 4 to catch a glimpse of actor Allu Arjun as he arrived for the screening of his film Pushpa 2: The Rule. The 42-year-old actor was arrested on suspicion of three offences, including voluntarily causing hurt by dangerous weapons or means, a police officer said, speaking on condition of anonymity because they were not authorised to speak to media. The officer added that seven other people had already been arrested in the case. A video on social media platform X, shared by broadcaster TV9, showed the actor holding a coffee mug as he spoke to officers who arrived at his residence to take him into custody. Later in the day, Arjun was granted interim bail for four weeks, media reports said. The victim of the stampede was a woman in her 30s attending the screening with her son, who was also seriously injured. The woman’s family later filed a complaint against Arjun, his security team and the theatre management, media outlet India Today reported. Arjun said he was “deeply heartbroken” two days after the accident. “While respecting their need for space to grieve, I stand committed to extend every possible assistance to help them navigate through this challenging journey,” he wrote on X. At the three-day event, sports has been earmarked as one of the major aspects of Indo-German collaboration alongside business, economy, technology, culture, and others. Now we’re getting a Mary Brown’s Chicken and Burger King is coming...so we’re definitely good on the restaurant side.” While he’s happy to see any new business startups, Dignean said there’s a bigger need in Meadow Lake when it comes to hotels. “With our new facility and arena opening in May, you know that’s going to create lots and lots of traffic and bigger events, so that would be the biggest concern that we probably have here is accommodations.” Mayor Merlin Seymour agrees more beds would be a welcome addition to the community. He said there just aren’t enough hotel rooms to attract the large events they’d like to hold when the Co-Op Centre opens. The state-of-the-art facility will house an NHL-size arena, administration space, fieldhouse, and will serve as a central gathering place for a variety of recreational, cultural and community events. “Coming up in February of 2026, Meadow Lake, in conjunction with Flying Dust [First Nation], is hosting the Saskatchewan Winter Games . So, definitely a hotel would be a benefit. We do have some really great places to stay in town, but if you’re trying to attract a bunch of new people or a bunch of people to a concert or sporting event, you have to have a place for them to lay their heads down.” Several years ago, Seymour said a hotel was planned for Meadow Lake. Canalta Hotels bought property on the west side of the city where Tim Hortons, Boston Pizza and Dairy Queen were developed. “The original plan was to build a hotel, but being based out of the Drumheller area, when the oil and gas industry tanked, they pulled back the reigns on building a hotel,” Seymour said. Right now, Flying Dust First Nation is putting water and sewer infrastructure in a parcel of land north of the city. Seymour hopes the proactive work means good news on the horizon. Chief Tyson Bear told meadowlakeNOW the First Nation is following through on the ongoing vision of prior leadership to be self-sustaining and business orientated. “We’re building relationships with developers,” said Bear. “There’s potential to have a Canadian Tire possible, a Marks Work Warehouse, Sports Chek. There are so many opportunities we’re looking at including a hotel.” While he couldn’t confirm any specific developments, Bear did say there will likely be ground breaking in the spring on new business. “Being bordered up to the city of Meadow Lake, we want to be included in the economic development of the city,” Bear said. “There are a lot of First Nations in the area and without them in the community, I don’t think that there would be an economy in Meadow Lake that would thrive as well as it does.” All parties are looking forward to the potential of economic reconciliation in the future, Dignean said.
